initial phase of her highly anticipated testimony. she did not enter the hearing room until 8:45 tonight. she quickly made eye contact with her husband and smiled. this is the first time in months the two have been together in the same room. but they're not allowed to speak together, because of a protective order. amber lee is live right now at city hall. the testimony went so late it will have to continue tomorrow. >> reporter: a deputy city attorney questioned her about a number of issues, including her time in venezuela, her marriage to mirkarimi, and discusses about divorce and the new year's day argument they had. lopez arrived at city hall in a limousine shortly before 5:00. this is her first public appearance in the bay area after leaving her native

venezuela about three months ago. a large group of supporters greeted her. lopez didn't speak publicly until she took the witness stand. >> my husband was suspended without pay. so that was one of the reasons that i moved to venezuela. so i can work, and i have my own home. and to live in venezuela and have maybe better life than we have here. >> reporter: most of the night was spent questioning mirkarimi's former campaign manager. mirkarimi appeared emotional, he she spoke about lopez confiding in her. >> they got into an argument about venezuela. about how they were yelling back and forth at each other. you know? that she stepped out of the car, she didn't care about making a scene. >> when he grabbed my arm, i said stop in a very hard way.

the university of california's board of regents voted late today to plaices a freeze on tuition hikes for the up yuming school year. -- upcoming school year. just the possibility of pay more prompted this demonstration which disrupted the meeting. several students dressed at zombies. they said all the tuition hikes are killing them. the regents said uc will be in big trouble if it is not passed. >> i share your frustration, i share your concerns, so mobilize and get out the vote. >> the regents did vote to increase fees for many graduate school programs, such as the business and nursing schools. those increases are for as much as 30%. governor jerry brown made a surprise appearance at the

regents meeting, he said he wanted to thank the board for endorsing his temporary tax measure. today's decision all hinges on the november election. coming up in 10 minutes, u c students tell us why their votes aren't necessarily guaranteed. at 10:15 this morning, police say a worker at pier 17 slashed another working with a box cutter. investigators say it was an unprovoked attack. the suspect later identified as a 30-year-old cambodian man ran off. about ten minutes, later, police officers spotted him at washington and davidson streets in the financial district. >> when the officer found him and took him on, basically the suspect produced a box cutter and lunged at the officer. >> police say that's when a female officer fired two shots. both hit the man in his torso. he was taken to a hospital, but

later died. funeral services were held for a 5-year-old boy who was killed backing out of a car. he tells us why at first, it seemed like the little boy was going to be okay. >> reporter: sheriff deputies just wrapped up their investigation here in just the past two hours and are calling the death of a 5-year-old boy a tragic accident. tonight, it was busy for a different reason. sheriffs deputies doing an investigation in a neighborhood in mourning. more than 24 hours ago, a man in his 30s was backing out of his driveway in his car and hit a 5-year-old. >> i called my husband. and he also helped us lifting the car, and i pulled out the

side. >> reporter: just about four hours later, he died from his injuries. >> i cannot believe it. because i saw him every day in the neighborhood and he used to play with my son so it's really a sad thing for us. >> reporter: the funeral was held this afternoon. the family of the driver of the car would not speak on camera, but say they are deeply saddened for the family. >> we are here because somebody could have backed up a little bit more carefully, in a place where there are kids. >> this is just very unfortunate for everyone involved, for the young boy, for his family especially, as well as the driver of the car. >> reporter: the driver of the car is being cooperative and alcohol and drugs do not appear to be a factor in this incident. fremont police say a crash that seriously injured a mother and her 1-year-old daughter today may have been started as road rage.

investigators say 21-year-old joseph ansari had a conflict with another driver and may have been racing the driver when he lost control. the car struck the woman on the curb, while she was pushing her baby in a stroller. ansari stopped after the crash and was arrested for reckless driving. police in gilroy have completed their investigation into the deadly shooting of a san jose officer's 3-year-old son. investigators said preston orlando was shot with a .44 caliber handgun in an upstairs bedroom of his family's home on july 5. investigators have revealed the gun was not his father's service revolver, but have given no further details. detectives from the contra costa county sheriff's office say they made an arrest in a connection of a killing in

richmond. she's accused of killing patricia medeiros. kuhl is being held on $1 million bail. there is word tonight of another delay of the anticipated owning of the casino matrix in san jose. there have been delays in the permit process and now the san jose city council has put off tomorrow's planned vote until monday. if the card club is approved, it could open in a few weeks and provide work for some 300 people. many residents in placer county are back in their homes tonight after being evacuated for much of this week for a wildfire. so far, it's burned 2600 acres near colfax. investigators have not said exactly how it started. people ordered to leave a park in san jose have until

tomorrow morning to get out. the city's environmental services department posted eviction notices. the decision to evict them came after several brush fires last week. san jose police say officers will be present for tomorrow's cleanup, but say they don't foresee having to make any arrests. protesters rallied tonight outside a contra costa county jail. and called on the sheriff to stop deporting people arrested on low level charges. one man knows how quickly this policy can change lives. >> reporter: julie, contra costa county leads the bay area in the number of immigration holds with more than 1600 people dough ported from this county -- deported from this county in the last two years. that's why immigration advocates protested outside here this afternoon.

he tried to pick up his fiancee, arrested monday for a traffic infraction. now she's forcing deportation to mexico. >> i came over here she's got a hold in immigration. >> reporter: about 80 protesters gathered, demanding the sheriff stop cooperating with officials. >> this is a voluntary act on his part, and those of us that are here are trying to say this isn't the way we want to live. >> reporter: state senator tom amiano has introduced legislation that would predict police from detaining low level arrestees on immigration holds. undocumented students say they live in constant fear of

uc students are celebrating a small victory tonight, the regents as we told you a moment ago, vote today freeze tuition for the fall. as long as voters pass the governor's proposed tax measure, fees won't go up in january either. john sasaki tells us why some people feel all of this is a false promise. john? >> reporter: frank, as you can see, it is a quiet wednesday night here on the uc berkely campus. but summer session students are

here, and are relieved that their expensive tuition will not rise in the fall. uc berkely's plaza was bustling with students. some are taking classes just for the summer, but many full time students are here as well, which is is not cheap. >> probably more than $20,000. >> for the next year of school. >> i think so, yeah, with the room and board and fees and books. >> reporter: many students seem grateful tuition has been frozen. >> i think it's a good start. >> reporter: they also called on voters. yes votes from students are not necessarily guaranteed. >> unfortunately, i feel like this is, for me, it's beneficial, for my parents it's obviously like they're going to have to pay the taxes are going to be raised as well. >> i would probably get behind that, assuming that a both the

irving sanchez. yesterday, he pleaded not guilty to 20 counts involving stolen property. new report has found oakland police are still having trouble with crucial radio communications, despite having a new $18 million system. the city installed a new system last year. a report just released by the city indicates that the new system can have poor reception, especially indoors. >> the big concern for us, when it comes to officer safety, and we cannot afford to have equipment that is not reliable in a time of need. >> the city is now working with a consultant on whether to repair the network, or transition to a regional radio system. >> those guys face things that we can't even imagine. >> coming up at 10:45, mexico federal agents are here in the bay area. what they are specifically trying to learn from oakland police. san francisco to l.a. in less than three hours.

that is the promise of high speed rail. today, the $69 billion project got its first $8 billion signed into law. as ktvu shows us. >> reporter: governor jerry brown signed in seconds what took decades to accomplish. and the accolades lasted an hour, as everyone involved with high speed rail took a victory lap. >> this is a 21st century modernization of our rail system. it's going to benefit californians for generations to come. >> reporter: the funding includes almost $3 billion in bail bonds voters voted for three years ago, plus $3 billion in federal funds for the first stretch of track, and $2 billion to modernize transportation in the bay area and los angeles where the governor held another symbolic signing this morning. >> you may not be around when

fresno will be complete, and in 15 years, los angeles to san francisco. a program that allows bay area law enforcement officers to ride bart trains for free is changing. in the past, officers could just flash their badge to a station agent and enter through the side gate. now officers have to flash their card, and go through a clipper gate. but still at no charge. paying per mile. coming up in five minutes, the idea floated to tax people for every single mile they drive. and what all that money would be used for. over the past few hours, we have been watching the increase in the high clouds, these high clouds associated with what was once a hurricane, hurricane fabio. and the moisture to the south and east of the bay area. as far as the forecast in the

it may be a long shot, but there is a new idea floating around, that is sure to anger a lot of bay area motorists. it calls for charging people a tax for every mile they drive. the plan by the metropolitan transportation commission calls for charging drivers up to 10 cents per mile.

the per mile tax would decrease pollution while increasing money for road repairs. the proposal is still years away from perhaps becoming reality. so how would it work? the ntc says drivers would be required to have a fast track type device that keeps track of how many miles they travel. in florida, george zimmerman has given his first media interview, since he shot and killed black teenager trayvon martin in february. he talked to fox news. >> i'm sorry that they buried their child. i can't imagine what it must feel like, and i pray for them daily. >> zimmerman also said he is not a racist, or a murderer. on the night of the killing, zimmerman said he acted in self- defense. he also claimed that martin said quote, you're going to die

a judge has sentenced a former navy seal to 17 years in prison for selling military grade machine guns. now for the first time outside of court, investigators are talking about what they found, and in tonight's special report, they show ktvu's eric rasmussen some of that evidence. >> reporter: more than 70 weapons seized. >> in my 15 years as a federal agent, i've never seen this many machine guns in one investigation. >> reporter: including more than 40 fully automatic machine guns. >> these look like guns you would see in a war zone.

diego. he served two tours of duty in iraq. agents say the man who was caught on camera was rick paul, who unknowingly led investigators right back to bikel himself. >> on one purchase, we spent $8,000 to purchase the weapons and the next day, bikel got $8,000 wired to his web account. >> reporter: he went shooting not far from las vegas. according to court records, bikel was even warning one of the men about cross him saying, you know who we are. we're the government, we'll catch you. >> yet, it was bikel who was caught. >> just one of these is pretty heavy. have you given any thought how

rasmussen, ktvu, channel 2 news. prosecutors in san mateo county are rejecting a man's claim of self-defense, after he killed his neighbor's 12-pound poodle. he attended a review conference in superior court today. he has pleaded not guilty to felony animal cruelty. prosecutors say last march, he repeatedly hit the poodle with a brick when it wandered into his yard, the poodle suffered multiple fractures and had to be euthanized. >> we have to make a statement, this kind of conduct is not going to be tolerated. he deliberately took a brick and deliberately killed this dog. >> reporter: he claims the dog tried to bite him on several occasions, but prosecutors say he never called police. another hearing is set for next month. san jose police rescued 46 dogs from a home where five caregivers were arrested for allegedly abusing mentally disabled patients. authorities say the dogs are in generally good health. some will be available for

adoption at the humane society of silicon valley starting tomorrow. they believe there are still more human victims out there. now to election 2012 and the race for the white house. republican candidate mitt romney told a crowd in bowling green, ohio he still hasn't made up his mind when it comes to a running mate. in the past, romney has been criticized for not challenging people who have said derogatory things about the president. president obama also did some campaigning today. he met with this year's ncaa women's basketball championship team from baylor university. he spent the rest of his day in private meetings. then this evening, the president attended a fundraiser in washington, d.c. and raised about $1.5 million for his reelection and democratic races. federal reserve chairman ben bernanke was back on capitol hill today for day two

and his family. the military vet received a purple heart after he was injured by an ied. he says the new home comes at just the right time. >> i just start crying on the phone. i couldn't believe it. we were kind of in a hard situation. being all the deployments. >> bank of america donated the foreclosed home. a man into custody after a brief chase in the market area about 9:00 tonight. police saw they tried to pull over a car and that the driver refused to stop. there was a brief chase and then officers decided it was unsafe to condition. a short time later, the car crashed into another vehicle, the driver took off on foot and was captured a short time after that. the two people in the other car were injured, and taken to the

mexican federal police officers hit the streets of oakland today. they hope that seeing the policing of street gangs here may give them some insight into how to tackle the drug cartels on the other side of the border. >> roll call, 7:00 a.m. >> all right folks let's go. >> reporter: oakland police on patrol, and on this day they're not alone. the mexican federales is in town, and the oakland police are showing them around. >> i think those guys face things we can't even imagine

with the whole cartel situation going on down there. >> reporter: these two federal officers say they're on a mission, learning from opd what they can about fighting crime. >> intelligence gathering of certain wanted criminals. and their goal is to come up with a certain operation to capture criminals. >> reporter: not only are these federal officers from mexico in town hoping to learn something, but opd officers themselves are hoping to gain some knowledge from these gentleman. >> if they have some ideas that we can take with us, by all means we'll take them with us. >> reporter: howard jordan says this ride along and the ones in the coming days will be great to show them how departments can operate despite minimal resources. >> examples of how to do more with less and the way we some crimes the way we get the

community engaged. >> reporter: oakland police and mexican federales, fighting crime here and abroad. a multimillion dollar federal grant is coming to the san jose international airport. the $7 million grant will likely result in more business travelers flying into the south bay airport. the grant will fund the fifth phase of an ongoing taxiway improvement project that started in 2009. well typically, we're standing here talking about some fog moving back into the bay. we have the fog, but something different tonight, high clouds associated with what was once a hurricane. hurricane fabio, this is just some remnant moisture moving in. already some of the overcast heading into parts of the south bay. in addition to the cloud cover, you can see what happens as i switch things over. a little bit of activity showing up on the radar, not here in the bay area, but to

our south. a southern monterey approaching san luis obispo county. as far as forecast headlines, partly cloudy skies with high clouds continuing to be on the increase. fog will develop. tomorrow, morning cloud cover clearing back to near the coast, and the weekend does feature a warming trend in the forecast. as far as temperatures from today, we warmed up a lit bit from yesterday's high. temperatures ranging from the low 60s in pacifica. san francisco topped out 65. warmest locations inland around 80 degrees. there's a lot happening in the pacific. this is responsible for the cool down over the past few days. here's that moisture source with the showers and the thunderstorms. at least a chance, only a chance to the south and to the east of the bay area. we could have a few thunderstorms pop up across the sierra. as a result, fire danger will be a concern. as we do head into thursday and thursday night. we'll be watching that for tomorrow. high pressure gradually rebuilds. this will be a source of a warming trend, we'll continue

to warm things up just a little bit for your thursday. look what happens by the weekend, especially sunday. that will be the hottest day. warmest locations inland on track to reach the low to mid- 90s. here's the forecast model showing you some of the low clouds and the high clouds moving across the area. you'll see the high clouds moving towards sacramento. we're still going to have fog, at least patches near parts of the shore line. this orange contour links up with the 80s tomorrow afternoon. lower 80s toward clear lake and fairfield. oakland maxes out around 71. walnut creek at 80 degrees. livermore in the lower 80s. san francisco in the upper 70s. san jose, i meant to say, 78. here's san francisco, some areas of fog in the morning. so that fog concentrated coast side, and also right around the bay. here is a look ahead. your five-day forecast with your weekend always in view.

a project 20 years in the making is being celebrated in san francisco. this afternoon, crews placed a final beam on the steal skeleton of the shelter. it will serve as headquarters for the 2013 america's cup yacht race. in 2014, a new cruise ship terminal will open to greet passengers from around the world. the giants are hot. >> what a night in atlanta. the giants who experienced

whole season worth of emotion in one night tonight in atlanta. they started with an hour and 18 minute rain delay before they ever got going. once they did, a pitcher's dual evolved in a slug fest. this two run holier to brian mccann to retie the game. five blown saves in his last eight tries for casilla. but the giants hitters bailed him out an inning later. no doubt about this drive. the homer gives the giants a 6- 3 lead, but they weren't finished. later in the inning, greger blanco put one in just about the same place. 9-4. that's 5 straight wins for san francisco. the dodgers were in danger of falling 4 games behind the giants if not for late inning heroics. they got this two run shot from matt kemp to win it. a welcome sight for dodger fans seeing hem healthy and back on
