people in the suv, ages ten to 14, were not hurt. more developing news in san francisco. firefighters quickly contained a grass fire. it started just before 5 near wild avenue and rutland street, not far from mcclaren park. the fire was burning in a rugged area near a row of houses. there are no reports of injuries or damage. we're posting on facebook breaking news stories as well as coverage of the major news of the day and the hot topics that ktvu viewers are discussing. investigators are looking for the cause of a fatal fire in san francisco that neighbors say claimed the life of an elderly man. the two-alarm fire started on cleary court just before 10 this morning. home video shows the massive flames. neighbors say the man who died had lived in the complex for many years. his name has not officially

been released. another resident says he was asleep when firefighters started banging on his door. >> thank you, thank you, is all you can say. what can you say? two words, thank you. really wonderful. >> bill sargis and another neighbor suffered mild smoke inhalation. the red cross set up an emergency shelter at st. mary's cathedral right next door. authorities today released the name of the woman who died alongside her boyfriend yesterday in an apartment fire in pleasant hill. 34-year-old samantha mooney. her boyfriend's name has not yet been released. the two were in their apartment when the fire broke out. firefighters say it appears that the smoke alarms in the couple's unit were not working. a san francisco sheriff's deputy pleaded not guilty today to misdemeanor domestic violence charges. 48-year-old vincent calvarese had no comment to ktvu following his arraignment this

afternoon. the lieutenant is accused of following a man he once dated into the locker ramon of the gold's gym -- into the locker room of the gold's gym and punching him. he was on desk duty while the case moves forward. residents in one neighborhood are taking matters into their own hands to try and stop a crime trend. john? >> reporter: what's known as clayton valley highlands, a neighborhood where the streets are named after states, it's here that this flyer has been circulating, warning residents of possible trouble in the area. this part of concord is filled with older homes and many residents who have been here for decades. >> by and large, it's a very nice neighborhood. >> reporter: they say there's little crime here, so some are surprised of this flyer warning of two men and possible criminal activity. >> i think i wouldn't want to run into them. if i saw the pictures and

happened to see someone similar, i would call the police. >> reporter: the flyers shows michael pratt and david guerrero with their mug shots. guerrero has since been arrested a second time for an armed robbery at a safeway. it warns residents to watch for suspicious activity. >> in the neighborhood, i always look out for something that doesn't look right. when you see it, you want to do the right thing. >> reporter: police confirm to me they know the two men well and would not talk on camera, but they encourage the community to partner with them. >> the first thing i would do would be to call police and contact them and let them know where they are, if they're in a vehicle, what their license plate is, any information i can possibly give them. >> reporter: police say people must be careful putting out this kind of information, making sure their sources are reliable. this information, police say, came from them. authorities tell me that both men are now out of jail. live in concord, ktvu channel 2

news. deputies are urging swimmers to be careful after five drownings that happened in or near the russian river. one explanation for the spike in drownings may be swimmers who are deceived by the river's strong current. >> reporter: on the surface, it may appear still, but below, the water still carries a current, and it could affect your ability to swim. >> the sheriff's department also says while some of the recent drowning victims knew how to swim, others did not. it is a new plan reigniting an age-old war over water. governor brown wants to install three major pumping stations as part of a plan to restore the delta. >> reporter: we're near clarkburg. the plan would be to build three pumping stations here on the sacramento river, take this river water and send it through

two big tunnels underneath the delta. the idea would be to curb the need for fish-killing pumps currently in use near tracy. but opponents say the fish would simply be killed up here instead. of the many arguments to fix the delta, including levy, earthquake concerns and water supplies, is the fate of fish, particularly salmon. >> what their basically talking about is wiping out the salmon. >> reporter: he joined many in protests of the bay delta conservation plan announced today by governor jerry brown. >> yes, there's going to be some opposition, political cynicism, activists, whatever. goes with the territory. >> reporter: brown, joined by interior secretary ken salazar, announced a plan to build two huge tunnels to suck water from the sacramento river, bypassing the delta, and delivering it

south to pumping stations near tracy. but powerful opponents argue the plan is flowed. >> a 9,000 facility can suck 50% of the water out of the sacramento river before it even gets to the delta. >> reporter: advocates say abundant fresh water is essential to the delta and the bay, and the plan would put the river at risk. >> there's no guarantee that they won't be fish killers, the same as the other pumps are. >> reporter: the argument goes beyond salmon, of course,. some say this is a water grab by southern farmers. the project -- the cost of the project is really all over the place. some say $14 billion. others estimate $20 billion. >> san francisco mayor ed lee

today signed the city's first- ever two-year balanced budget. the 7.3 billion budget spans the 2012 through 2014 fiscal years and closes deficits to the city's general fund. the mayor called the budget a responsible one. >> a budget that will cause our police and fire departments to add, when so many of the rank is retiring, and to keep our city safe. >> the mayor said the budget also invests in the city's neighborhoods, small businesses and schools. the board of supervisors unanimously approved that budget yesterday. an effort to settle a lawsuit filed against the high- speed rail authority has failed. the agency was sued over aspects of the environmental impact report. the attorney representing those cities told ktvu a settlement wasn't reached and no further negotiations will be made. instead, the lawsuit is back on the litigation track. the leading national

retailer is being accused of discriminating against people in wheelchairs. today a class-action lawsuit was filed against wal-mart by two bay area women who have mobility disabilities. they say that wal-mart keeps its atm machines out of the reach of people in wheelchairs or those who need scooters. wal-mart says, quote, our goal is that every point-of-sale machine be accessible within the regulations and guidelines of the americans with disabilities act and california law. the california department of public health has opened a fremont warehouse to shut down after inspectors discovered a rodent infestation. the factory on kato road was ordered to close a few weeks ago. the facility processes tea, herbs and spices. they are working with the

a former child psychiatrist accused of child molestation has been found mentally competent to stand trial for a second time. dr. erers is charged with nine felony counts. a trial back in 2009 ended in a hung jury. the 80-year-old has been held at napa state hospital since last october when doctors determined that he suffered from dementia. the judge has temporarily sealed this new report. ktvu pressed mayor jean quan about the recent violence in oakland. statistics show violence in oakland is up. on saturday, a five-year-old girl was shot in east oakland while walking to get ice cream. the girl was taken to children's hospital and is expected to survive. >> part of it i think is that oakland has one of the highest raitsz of unemployment -- rates of unemployment but also has a declining police force. that's why i've been working so

hard to increase the number of police. >> mayor quan spoke about the trend today, while promoting next month's national night out. a consumer group launched a new campaign to take away federal money from large farms that help make junk food. robert is live in san jose to show us how this junk food battle bites taxpayers. >> reporter: if you compare how much federal money goes for junk food ingredients versus apples you could buy 21 twinkies and just half an apple. this bothers small farms such as this one that can't get a cent. this is the yummy tummy farm in san jose supporting healthy products. he supports calling for subsidies for groups who grow

so-called junk food. >> we can influence the children to eat and grow things in the right ways. >> reporter: in its report, apples to twinkies, they target growers who have gotten subsidies to make corn syrup. >> 75% of all of this agricultural subsidy money goes to just 3.8% of farming operations. why are we giving them more money to make ingredients that are harming us? >> reporter: they're drumming up public support to convince lawmakers as they decide the future of the farm bill, which expires in september. but some parents we talked to have mixed feelings. >> they need to get out of that and make it our decision on whether this is what we want to eat or not eat. >> i support people working and

companies, and i worry about more companies closing. >> reporter: the public debate about the farm bill will continue as lawmakers begin their discussions next month. live in san jose, robert honda, ktvu channel 2 news. and more details now on efforts to get people to make healthier food choices. the city of richmond is one of two california cities where voters will be considering a tax on sugary drinks in november. both measures would impose a one cent per ounce tax on sugary drinks sold. a quarterly loss of nearly $2 billion has been posted by visa. it's stock jumped nearly 2%. fremont bank says it's repaid the government for bailout money it received during the financial process.

yellow ribbons. temperatures today, a little bit cooler across most of the bay area this afternoon. the fog is still a big factor. this is from the golden gate bridge down toward the san mateo coastline. there's the coverage, right around daly city. as we deploy our buoys, there you can see it's still windy. as far as current numbers, the highs from today, they cooled off about one to five degrees on average from yesterday's highs. forecast temperatures for tonight, clearing skies near the coast and a little bit of a bump in the numbers by the weekend. overnight lows will be in the low to mid 50's and once again we could be tracking some spotty drizzles, especially

right near the immediate coastline. this area of high pressure would warm this up but it's not in place just yet. in fact, this area of low pressure is the main player over the next few days. as a result, more fog expected overnight, clearing back to near the coastline. it will be a little bit warmer this weekend. the warmest locations are on track to reach the mid to upper 80's. that is for the weekend. the garlic festival begins on friday, and gilroy looks pretty good. friday, saturday and sunday, temperatures mainly in the 80's, around 82 to 86 degrees. here is our forecast model showing you some of the fog first thing thursday morning for the coast. a few patches inland. that orange contour, that links up with the 80's. temperatures tomorrow really not a big change from today's highs. could be just a little bit cooler in a few spots. oakland, 66. brentwood, 83. san jose, 76. morgan hill, lower 80's.
