a warning tonight for people withdrawing money from this atm. armed robbers have hit five customers in just the past two weeks. good evening, everyone. i'm frank somerville. >> i'm julie haener. a rash of armed robberies outside a bay area bank as police sounding an alarm tonight. be aware of your surroundings. new at 10:00, ken wayne is live in san leandro at a bank on marina boulevard, where the bank has become a magnet for a gunman and his accomplice. >> reporter: all of the armed robberies happened at the atm at this wells-fargo branch. marina boulevard and lisette street is a busy intersection, but not busy enough to stop some bold robbers. >> our suspect coming up behind him with a firearm. >> reporter: other times, the

robbers wait until the victim has taken money, then rob him in the parking lot. it's happened five times in the last two weeks. >> one of them, there was three people at the atm, and they end up robbing all three of them, which is pretty unique. >> reporter: the most recent just last night. police say the victims did the right thing by giving up their cash. >> everybody's been cooperative, which is the way to do it. >> now i'm kind of scared. normally, i go inside the bank. >> reporter: wells-fargo customers we talked to said they hadn't heard about the robberies, and no warning signs are posted at the bank. >> i'm glad she doesn't come now when i find out there's been robberies here. >> reporter: police are studying surveillance video from the bank and a nearby denny's restaurant. cars have been broken into

recently. the bank is at a very busy intersection and police are asking if anyone seeing anything suspicious to call immediately, because it's very easy to make a quick getaway here. live in san leandro, ken wayne. >> police describe the gunman as a black man in his 20s. 5'6", wearing a black hoody and jeans. his accomplice is also described as african american, 18 to 20 years old. 6feet tall, and also wearing a black hoody and jeans. only on 2 tonight, ktvu's eric rasmussen is live to explain now a case of disappearing drain covers is greeting a public safety hazard. >> reporter: without one of these grates someone could fall in here. this drain is about 7 feet deep.

now crews recently replaced a drain cover in this location, and they've been doing that all around union city. >> basically, you just i lift it straight up. >> it's pretty heavy. >> it's pretty heavy. >> reporter: in the last few weeks, they've had to replace as many as 15 of these metal storm grates. leaving some gaping holes in the roadway. >> hopefully no one gets hurt. especially at nighttime, you can't see this at night. >> reporter: neighbors just around the block can understand the concern. >> yeah, it's pretty dangerous. >> some kid's going to fall into one of those, would be everybody's concern. >> i've been here 25 years. this is the first time i've seen metal storm drains taken. >> reporter: officers are now on the lookout for this new kind of metal theft. police are also putting the word out to local recycling

yards. replacing each stolen grate cost the city $300. the real concern is safety. >> usually, the police get calls to rescue ducks out of these things. i don't want to get a call that we've got to rescue a child out of this thing. >> reporter: police tell me they just took another report of a stolen grate as recently as today. crews say they try to replace these things as quickly as possible. they've also started chaining them down. san francisco fire investigators are looking for the cause of a fatal fire that claimed the life of an elderly man today. the two-alarm fire started at the laguna heights coop. this home video shows the big flames. the fire started just before 10:00 a.m. this morning. neighbors say the man who died was in his 70s. and had lived in the apartment complex for many years.

were found in the home, but unharmed. opponents say the water division puts the critical delta ecosystem at risk. ken pritchett was at the state capitol for that announcement. >> reporter: few would argue the delta is not in the immediate of a fix. earthquake is a major concern. water deliveries to the south, uncertain. today, governor brown and ken salazar announced a plan to address all of those issues. >> the proposal that we're unveiling today is a big idea. >> reporter: the idea is to build two huge tunnels to divert water underneath the delta to the controversial pump that currently draw water from the delta. >> we're talking about the largest pumps in the world. we know, and have known since the 1960s, that these largest pumps are fish killing pumps. >> reporter: supporters say the

the threat of rising water. the evidence scientists point to, saying it will affect us all. there is word tonight that accused colorado movie theater gunman james holmes mailed a notebook about the killings to a colorado university psychologist. the package sat unopened in the university mail room for as long as a week before it was found on monday. it contains crude drawings of a stick figure with the gun, and details of the attack. the university has a different story. the university says the package was delivered on monday, and then found the same day. it's not clear if holmes had prior contact with the psychiatrist. a father killed in that massacre was laid to rest.

51-year-old gordon cowden was the oldest of the victims. disability rights advocates filed a federal lawsuit today against wal-mart, claiming it refuses to make credit card payment terminals accessible to customers in wheelchairs and scooters. you would swipe your card beyond the reach of disabled customers at many of its stores. the class action lawsuit was filed in san francisco by berkely center for independent living and two disabled individuals. wal-mart released a name saying our goal is that every point of sale machine be accessible within the regular laces and guidelines of the americans with disability act. chick-fil-a plans to hope a

restaurant on mendocino avenue. the uproar comes after controversial remarks about same-sex marriage. boston and chicago are the latest cities to officially say chick-fil-a is not welcome. it was a mixed day for the stock markets. the dow managed to gain points. the nasdaq dropped 8 following apple's earnings miss. the struggles continue for a gaming site based in san francisco. zynga issued a lackluster 2nd quarter earnings report. the company makes farmville, and other games. the stock dropped 38% in after hours trading. facebook reports its earnings tomorrow for the first time, and zynga's problems will likely have an impact. facebook's earnings report comes after tomorrow's closing bell. crashes like this one led to red light cameras. ktvu investigates why some cities are now pulling the plug

the east bay are on high alert after someone opened fire in a car full of children yesterday. one victim says she still has nightmares about it. >> reporter: the victims of last night's freeway shooting managed to pull into this gas station just off the willow road exit here in hercules. law enforcement officers are telling us they may have been targeted. police say this white pontiac was traveling on east 80 when someone shot at it last night around 10:40. the male driver and female passenger suffered gunshot wounds, but are expected to survive. none of the children in the car, ages 4 through 12 were injured. chp officer recalling half a dozen shootings just within the past two or three years.

he says in most cases, the motivation -- this woman is the victim of a shooting on interstate 80 in richmond last moment. >> where i was driving i felt like it was a rock hitting the window on the passenger side. >> reporter: with tears in her eyes, this mother and grandmother told us she was on her way home who one fires two bullets. one struck her under her children. >> i was nervous, i was in shock. i was worried. >> reporter: she told us, she was so scared she kept driving for 40 miles to a hospital. >> we live in a world with crazy people these days. i'm very blessed that i'm alive. >> reporter: the woman told us she still has nightmares about the shooting, and says she cannot think of anyone who would want to hurt her.

reporting live here in hercules, amber lee, ktvu, channel 2 news. a san francisco sheriff's lieutenant pleaded not guilty today to three misdemeanor domestic violence charges. vincent calvaries was arrested at the gold's gym in the market's castro district. he is on administrative duty while the case moves forward. today is the annual silence the violence day in cities around the country. san francisco has seen a repeat spike in homicides. since january 1, there have been 41 killings. last year, during the same period there were 29. police say many of this year's homicides involve domestic violence and mental illness. unite players says it's trying to curb youth violence by keeping young people busy. >> these kids are right now, so influenced by negative energy and negative influence that we have to flip that around.

>> they hosted an event this evening for young people. organizers say, to make a point, they set up a fake body outside their office. new at 10, the city of san jose wants to close down a hotel because police say it's a hotbed for prostitution. >> reporter: frank, we've noticed a lot of suspicious activity in this area, near south of downtown san jose, our crew was propositioned by a woman just feet away from this hotel. the website for the hotel says the in a central location near the best of san jose. city leaders say it's a hot spot for prostitution. >> the police have made a number of arrests, and there have been a number of convictions for prostitution, pimping, pandering violations,

but those have not prompted the management to get rid of the prostitution. >> reporter: attorneys are asking a judge to close it down for a year, or impose certain requirements like on site security, surveillance, and a fence around the property. >> we're sending a message that san jose is not a place for prostitution activity. if the pimps and prostitutes are here, we will be on top of, it and we want to make sure that motel owners, and hotel owners are not profiting in any way from this business. >> reporter: they've sent letters to motels, warning them they could be the next in court. we went to the street behind the hotel to speak with neighbors, but they did not want to go on camera, afraid of possible retaliation. they are concerned about the dangers that come along with prostitution. >> the pimps are carrying weapons. when they're carrying guns, you don't want to be out there

confronting them. >> reporter: i spoke with the regional manager for the motel. they hope to have an agreement before the court hearing on tuesday. reporting live in san jose, matt keller, ktvu, channel 2 news. an arizona boy is in a bay area hospital tonight after a tree fell on his tent at a park in san mateo county. it happened at memorial park, which is about seven miles east of pescadero. the boy was rushed to lee seal packard children's hospital with a crushed pelvis. the highway patrol says a vehicle plunged 200 feet down a ravine. it happened just after 4:00 this afternoon. four children were in the vehicle, but were not hurt.

♪ [ music ] the fog is moving into the bay right now. the marine layer which typically keeps the fog near the immediate shore line is deepening up to 2500 feet. that marine air is being transported inland, that will be the main mechanism for cooling as we head into your thursday. as far as our forecast model, showing you some of the fog, first thing tomorrow morning. widespread over a good portion of the bay area. we will be up to a cool start. once again, the chance of spotty coastal drizzle. temperatures for thursday afternoon, a little cooler than today's highs. that means no major heat in the forecast. warmest locations inland, on track to reached upper 70s, to the low 80s. coming up, when our next warming trend begins, and when we could have 90s return to the forecast. a judge has determined that william airs is now competent to stand trial.

this is turning out to be an especially deadly summer for people swimming in sonoma county's russian river. what may be contributing to a

spike in the number of drownings. >> reporter: a wednesday on the russian river. >> the water's warm. >> reporter: dogs in canoes, paddles and rafts, and swimmers swimming away. the relaxing spot that's suddenly starting to turn heads. county officials say five people have drowned since may 20. four of the incidents happened in or near the russian river. >> this is for infants. >> reporter: today at the santa rosa airport, the sheriff's helicopter rescue unit getting ready for the next call. >> the surface level changes, it could be shallow at one section, and deep at another. so you never know what you're going to find underneath the water. >> reporter: the sergeant says it has been a pretty busy season in terms of rescue calls along the river. i asked him why the spike?

he said one possibility swimmers sometimes consider it to be as lazy as a swimming pool. >> you can look on the water. on the surface, it may appear still. but below, the water still carries a current, and can affect your ability to swim. >> reporter: diana is talking about her two young ones, both great swimmers. even so, her eyes are always on family and friends. >> always. at all times. anywhere. and especially anywhere near water. >> reporter: advice from a mother who knows the river, and with weeks of summer left, it's advice she hopes others take to heart. mike mibach, ktvu, channel 2 news. >> more details now, the sonoma county coroner's office identified the most recent drowning victim as antonio jimenez of santa rosa. he was swimming yesterday afternoon when he disappeared beneath the surface. firefighters in san francisco made quick work of a gas fire that burned very close to some homes late this afternoon. the fire burned a hillside along delta street and wild

avenue near the cow palace. it was first reported around 4:30. here's what it looked like from news chopper 2. firefighters say less than an acre burned, and crews told us, they were keeping an eye on the area to make sure there are no flare ups. in san leandro, a large branch from a tree came crashing down today, and landed right on top of a car. it also took down some power lines on joaquin street. police blocked off the street until the lines could be repaired, and that branch removed. the spca is investigating a disturbing discovery. they rescued 51 cats living among the remains of more than a hundred dead kittens. the cats and kittens were found in a house, in a vacant apartment in seaside. investigators were shocked at what they saw. >> the amount of training and experience you have still never really prepares you for the things that you see. >> tests are underway to find out what killed the kittens.

when the first red light cameras showed up in the bay area about 15 years ago, they were supposed to make intersections safer. when they started to turn into money makers, some drivers start today question their real

intent. now we're finding a dramatic change is happening. tonight's special report. >> reporter: not all red light running ends like this. but enough to have to justify having red light cameras coast to coast. initially said to be a strong deterrent to red light runners, cash pressed cities soon found they were a cash cow. at one time, emeryville made thousands of dollars from its three red light cameras. this one at horton and 40th street, automated more than 3,000 red light tickets in 2011 alone. emeryville, and a fast growing list of other bay area cities are now dumping the devices. >> the main consideration that i think is really important is that when you get a ticket from a human being, an officer, you have that human element. >> reporter: jennifer west is the mayor of emeryville, and sighted one example. >> his truck had run over some

debris and tried to get out of the road as quickly as possible, which involved running a light. he thought there was some danger at the time. the camera didn't though the debris under the truck. he fought the ticket, was unsuccessful. >> reporter: the full council was finally persuaded to get rid of its red light cameras when a new statement required them to give the lion's share of the money to sacramento. which ended up costing emeryville about $100,000 a year. >> it was easy to justify ending the red light cameras, because the costs were greater than the revenues that we were receiving. >> reporter: emeryville is now joined in its turn around from half a dozen other cities. many people will tell you that fighting the tickets in court is largely a futile process. barring a technical glitch.

>> originally, they were to stop or to reduce the number of violations. >> reporter: roger has been a citizen activist against red light cameras for three years. he has done nationally recognized exhaustive search. >> these are low speed turn illegal, but the fine amount is the same. no one has ever, made that push, made that case to the city council that we need to stop right turn violations. they show the snuff films, the accidents which actually happen two lights after the lights turn red. >> despite the city council voting unanimously to rid itself of the devices, the

contract went on for another six weeks. >> reporter: jack asher was one of the unanimous votes to halt red light citations. >> i was surprised that they were still issuing tickets. because at that moment, there was wide consensus. it felt urgent that people wanted the contract to end. >> reporter: that's very bad luck for anyone getting a ticket here long after the council voted to get rid of them. crews are removing the wires from this red light camera right now. a minimum citation still $508. in emeryville, ktvu, channel 2 news. new video tonight from the scene of a fire at a downtown oakland apartment building. crews were called to harrison, and 14th streets around 8:20 this evening. they say they found a fire in a roomomn the fifth floor. firefighters were able to put out that fire within 20 minutes and contain it to just one room. the occupant was able to get out safely. so far tonight, the city of anaheim is quiet, but it hasn't

been that way for four days and nights. the violence peaked last night. protesters clashed with police and smashed store windows. the anger was triggered by two police shootings that left two men dead over the weekend. they were the fourth and fifth fatal shootings this year in orange county. republican mitt romney arrived in london today. plans on attending the opening ceremony of the summer games. you may recall that he managed the salt lake city olympics ten years ago. he is also expected to visit poland, and the middle east. president obama's reelection campaign took him to new orleans today. >> i called on the house republicans to drop their demands for another trillion dollar giveaway for millionaires and billionaires

so that we can make sure middle class families and small businesses have the financial security that they need. >> reporter: the senate narrowly passed a bill to increase taxes for individuals making more than $200,000 a year. and $250,000 for couples. next week, the republican controlled house is expected to pass an extension of tax cuts for all incomes. the commission on presidential debates announced the formats today for three debates set for this fall. the first will take place in denver. on october 16, president obama and mitt romney will take questions from voters in new york. and on october 22, foreign policy will be the topic in boca raton, florida. a san jose family celebrated a hero's homecoming after a long deployment overseas. it doesn't get much better than that. it's been nearly a year since

a northern california eagle scout says he's been fired from his job as a camp counselor, because he's guy. other workers at the boy scout camp have now come to that former eagle scout's defense. >> reporter: 22-year-old tim griffin says he wasn't fired from the boy scouts of america

reserves. india is home to the largest tiger population. about 1700. a century ago, they numbered more than 100,000. but fell victim to poachers and habitat laws. in japan, energy officials powered up a second nuclear reactor today. within an hour, it was operating at full capacity. japan shut down all nuclear plants after last year's tsunami. this is the second plant to be restarted. many japanese oppose nuclear energy. but the government argues without it, there will be power outages this summer. state media reported, she is mr. kim's wife. but there is no word on how long they've been married, or any other information about her. a daring rescue took place today high above the las vegas strip. four window wash weres were stranded when their equipment malfunctioned. the workers were 35 stories up

way, and it only took firefighters a few minutes to put the flames out. bay area scientists today said to expect more heat waves like the unprecedented warming that just melted the ice sheet in greenland. showing us new ways to predict it. >> wow. >> reporter: this week's dramatic glacier collapse and tsunami. apparently created by the same heat wave that stunned nasa scientists. 40% is pink. melted. just four days later, 97% melted. scientists say that's unprecedented in the modern era, but not hard to understand. he says july 16, a slab of greenland's peterman glacier, twice the size of manhattan

raise up to $64 million a year. there are reports the city council will consider the recommendation at its meeting on august 7. san francisco's real estate value grew by about $6 billion. the value for the last fiscal year. the neighborhoods that saw the most growth are south of market and mission bay. major league baseball today announced that san francisco will host next year's world baseball classic. the news means fans from all over the world will be coming to san francisco and organizers are expecting sellout crowds at at&t park, which holds about 42,000 fans. top baseball players from 29 countries will be competing. the semifinal, and final games will be in san francisco march 16 to 19th of next year. the select few who take part in

the maverick's international surf contest will get an added perk this year. surfers will be able to add points in the big wave championship. the tour also holds contests in chile, mexico, and peru. november1 opens the mavericks contest. bay area neighborhoods cooled off a few degrees today all because of the fog developing coast side and headed back into the bay. right now in the maps, clear skies reported towards san jose for the airport. we'll shift things up to the north. you can see all the overcast around the coast, and around san francisco. pretty good onshore breeze with winds from around 15 miles per hour. that will be the mechanism to transport back into the bay. as far as temperatures for today, they range the from the chilly low 60s, for the coast toward pacifica. the warmest locations inland, in the 80s.
