bill will be coming for a $150 fire prevention fee coming soon. >> reporter: they have a great view out here in the country. a rural life that will cost them more for a new fee. >> reporter: heard of it? >> yes. just when you rolled up. >> reporter: sorry. >> it is okay. >> we have two fire departments and that fee seems ridiculous. >> reporter: the shaded areas show where homeowners will have to pay the fee. statewide it effects 800,000 structures. in napa county, 7,000 homeowners are effected. >> 6,000 of the 7,000 will be surprised. >> reporter: she says this fee is essentially a tax on a few property owners. >> charging a fee for fire prevention shouldn't be born by

only those who live in a certain part of the state. >> reporter: it is $150 a year but for most people who have county fire service they will pay less. >> most people live within another local fire district boundary, most will pay $115. >> reporter: cal fire says the fee is essential in preventing fires. >> people should get together and put a stop to it. >> reporter: these notices started going out today, starting with 4,000 alameda residents. the bills will be mailed in mid- august. ken pritchett, ktvu channel 2 news. a blown transformer corrected tense moments for homeowners. the transformer caused a power line to come down sparking

several grass fires around 1:30 p.m. this afternoon. the biggest of the fires grew to 2 acres and burned up hill threatening homes before crews contained it. no homes were damaged. >> reporter: in pittsburg investigators determined the blaze is not suspicious. it broke out around 12:15 p.m. in a garden shed. it destroyed the shed and spread to the outside of the home. firefighters contained the fire in 45 minutes. the cause of the fire is still unknown. a boy faces attempted murder charges tonight after he attacked a neighbor he was playing a video game with. authorities say the teen went to the neighbor's house carrying a gun. the mother confronted him and said the teen pushed her aside and fired at her son. the teen then stabbed her son. the victim is now in stable

condition at the hospital. in san francisco two men were killed when gunfire erupted at an apartment complex in visitacion valley. the victims were shot in the head. she said it sounded like a fight. one person injured and two cars damaged during a chase between a sheriff's deputy and a car thief. it started around 2:00 p.m. this afternoon. the suspect was fleeing the deputy when he crashed into a stopped truck. >> when i see what was happening the car came. >> the suspect kept driving and crashed into another car. the driver was hurt and expected to survive. the suspect was able to get

away. a roller coaster ride at six flags discovery kingdom has been shut down all day for inspection after it malfunctioned. the superman roller coaster stopped yesterday afternoon stranding passengers 15 stories up for 2 hours. at one point they were asked to help get the ride moving again. >> somebody climbed up and told us to rock back and forth. >> today engineers determined the problem was not mechanical. they are planning to run the ride tonight and if it operates normally it could reopen tomorrow. investigators spent the day combing over a party bus that was involved in the death of a passenger this weekend. ktvu's janine de la vega has more. >> reporter: we are told party bus of santa cruz parks its buses here on this lot.

we tried to get ahold of the owner but when we called a man hung up on us. we found out what we could about the company. >> reporter: we did not see anybody working at this lot. they told us buses have been taken from here. they want to knee how two women fell out the door. >> i wonder how does a door come open on a bus like that? they should be checked for safety issues. >> reporter: the public utilities commission licenses party buss. in 2010 it fined them $4,500 for not having insurance and drivers enrolled in alcohol testing satisfaction programs. the chp is investigating the incident. they were told by the bus driver natasha noland and a woman were fighting on the bus before they fell out. natasha noland was run over by the bus and died.

officers are trying to track down passengers on the bus who ran away. the people on the bus know what happened. we would like to know their story. since they are not giving us their story it is hard for us. >> reporter: investigators expected the bus in san jose. they are looking into whether mechanics failed and caused the door to open or if the women were pushed out. >> we are trying to see if we have anything criminal at all. >> reporter: two passengers were arrested. the chp says this case is its top priority. reporting live, janine de la vega, ktvu channel 2 news. for the first time ever the democratic party will include same-sex marriage as part of its official platform. a committee approved a draft version of the stance. and full approval is expected on august 10. the new language rejects the

news. solyndra now filed plans to pay off debts. they filed for bankruptcy last september days before an fbi raid seeking evidence of possible fraud. they received a $535 million loan guarantee to help build the fractory. jury selection today in the patten trial between apple and samsung. they claim the other stole technologies to come up with similar smartphones and tablets. one experts said the battle is bad for consumers. >> they are using litigation as a competition tool and that is a problem for consumers. >> during the hearings the judge asked jurors about their devices and preferences and to list their internet usage. >> chevron is about to boost

energy production. they plan to build a off shore oil production system in africa. the system will operate 3,000 feet under water in an area rich with oil. oil production could begin in 2015. it could produce 46,000-barrel as day. >> students will have to wait longer for their star test results because of students posting pictures of the test online. the results will be mailed out by late august. a spokesperson said in some cases students were taking pictures of the test and posting them on facebook. there were 150 incidents of this. effecting every district in the state. flames sent pieces of this peer tumbling and tonight we know how it started, the conditions inside that contradicted to peer 29's

james holmes the man accused of the colorado movie theater shooting was charged today with 24 counts of murder and 116 counts of attempted murder. he was charged twice for each victim, one count included murder with deliberation, the other is murder with extreme indifference. those who were at the hearing said he appears unemotional as he heard the charges. one of the man suspected of

kidnapping a 16-year-old girl turned himself in. an amber alert was issued yesterday for eunice serrato. her boyfriend and the boyfriend's father took her but the father has turned himself in. investigators fear the boyfriend may be taking her to mexico. the suspect in the sierra lamar disappearance is expected to enter a plea tomorrow. antolin garcia-torres is charged with killing sierra lamar. he was arrested 5 weeks after she vanished. crews hoisted up the first of 14,000 steel beams this morning, they will form the frame work of the new stadium. by this afternoon more beams were put in place. today 300 people were working. by the end of the year a thousand people will be working

on the project, mean time funding fighting continues in sacramento. the money was initially set aside for the 49 project but them redirected to schools. work crews in san francisco closed down stockton street. it is being shut down to make way for work on the subway project. the sidewalks will remain open and the streets will reopen for the holiday shopping season. it will reopen in 2017. investigators say the fire that ripped through peer 29 in san francisco last month was caused by welders. the fire started inside the building. a spokesman says the fire spread quickly because the wood

was so dry it burned like tinder. baby bald eagle born is now taking flight. new at 6:00 p.m. tonight ktvu's rob roth is live with the video we got. >> reporter: to set this scene, behind me is the lake, further out behind that grove of tree is eucalyptus trees, that is where a family of bald eagles is calling home. >> reporter: flying high in the sky a three-month-old baby eagle went flying with its mother. the eagles could have been scouting around for food. >> that is one of their first major flights the two have been taking together. it is a positive sign to see the youngster flying and now it is following its parents. >> reporter: these are pictures

of the eagle in the net. they say this is the first bald eagle to hatch in modern times. >> 50 years ago there were no eagles nesting in the san francisco bay area. mainly due to the use of pesticides causing them to lose their ability to reproduce. >> reporter: they say the slow return is a sign the environment is improving. >> the food they are eating is clean, less pesticides than it used to and they can reproduce. it is a true success story. >> reporter: visitors said they put on a great show. >> some of their antics when they swing down towards the water, you know, that is part of their mating ritual.

>> reporter: they estimate there are a half dozen eagle nests in the bay area, a fraction of what it once was but a sign they could be making a come back. rob roth, ktvu channel 2 news. a blood drive is underway to help a summer time supply shortage. the red cross hopes to collect 3,000 units of blood during a month long drive. one of the organizers is a former oakland police officer, he wouldn't be alive if it wasn't for the generosity of blood donors. >> i call it the awareness syndrome. most people are not aware of how important giving blood is. honestly, giving blood is the one gift that truly comes from your heart. >> today drives continues till
