take over. complete bay area coverage starts right now this is the ktvu channel 2 morning news. well, good morning to you welcome to a brand-new day, it is tuesday july 31st. i am dave clark. yesterday was definitely hot and the almost full moon will be full tomorrow and we will have two full moons in august. although it is big in the sky, fog on the coast, 60s and 70s coast and bay, some upper 90s and temperatures should come down, here is sal. we have a problem on 880, southbound, there is a crash and traffic is very slow, southbound on 880 is starting to slow, near high street now as you head south. left lane is blocked with this

overturned vehicle, there is a fire truck and paramedic on the scene. we are showing the backup and don't be surprised by this, one of the best things to do is get on the freeway after hague berger and that will be a good call not to use 880 south out of downtown oakland. let's go to the desk. just hours ago, firefighters put out a fire at a popular restaurant. allie rasmus joins us from the scene and to tell us what happened, allie? >> reporter: well, investigators are not sure how this fire started but they know how it started in the back of the building and you can see a lot of the damage here, the side of the back of the building, the paint is

partially burned off and the fire started where you see the satellite dish over there. we spoke to the owners here who say they are lucky because none of their equipment inside the damage was burned and that structure kept the flames from spreading inside their store. >> i am pretty surprised, the difference between this fire started rather than one cooking, i am not used to being woken up at 3:00 a.m. and i am actually happy. >> the fire started around 3:00 a.m. and firefighters had it under control fairly quickly. the system alerted the owners and they want to make sure they do get the green light and this

should not affect business too long but they will be able to open up again later. live in berkley allie rasmus ktvu channel 2 morning news. and investigators are trying to determine the cause of an overnight fire that destroyed a home. it started at 10:00 last night. this is home video of the fire you are looking at right there. several people were inside the home when it started but they did get out safely. firefighters managed to keep the fire from spreading and the red cross is now providing shelter for those victims. the man suspected of killing and kidnapping sierra lemar could enter a plea tomorrow. they are looking into weather her family will be there in court. >> reporter: well in 3 and a half hours the arrangement is expected to get underway.

he is expected of murdering morgan hill teen sierra lemar. he could finally enter a plea today and we are checking with the court and the d.a.'s office on the latest. sierra lemar went missing when she never showed up for school. they conducted numerous searches in and around morgan hill. they have turned up quite a bit of evidence including her clothing as well as dna and cell phone but investigators have still not found her body. they have been searching every week and there is a search currently running. but they have not said whether they will ask for the death penalty. sierra lemar's family is instead focused on search efforts but they say if it goes to trial they plan to be there for that. ktvu channel 2 morning news.

and in san francisco, a homeless man is accused of stock piling ammunition and weapons. he was arrested 10 days ago in golden gate park. they shared exclusive photos of what was in his jeep. 58 rounds of ammunition, knives and marijuana, complaints from a neighbor led to that arrest and they also confiscated a loaded shotgun and rifle. johns is due in court on august 7th and is facing several charges. they have moved closer to a if he had call take over. that is after some new criticism and a disturbing new discovery, alex? >> reporter: according to reports the offensive photos

were posted on a bulletin board here at police headquarters. those show mayor jean quan and a federal judge who is african- american. they were defaced in away where a federal monitor found they were defaced and inappropriate. that is just one of the problems found by a court appointed spokesperson overseeing the department. now according to reports, the monitor said the 10-year-old reform efforts remain almost stagnant and that could push them to a federal take over which maim major's actions. this goes back where the department was ordered to make changes to come in line with federal standards. they are hoping to hear from a spokesperson hoping for a

eliminating hundreds of facilities. members of congress leave for a month at the end of this week. reporting live from washington d.c., allison burns ktvu channel 2 morning news. arizona's abortion ban will take affect. they will ban any abortions after 20 weeks of pregnancy except in medical emergencies. the judge ruled the law will be upheld because it does not held on making decisions. arizona is one of 10 states that have 20 week abortion bands. some people living in marin counties are complaining about the taste of their water. the water is safe to drink and the water is affected by an algae bloom and the water is being sent through a water treatment plant.

slightly burned as well. but right where you see that satellite dish that fell off the roof, that is where they had a pile of wood stored. investigators are not sure where this fire started in san pablo but this is a 40-year- old problem and other things done appear to be damaged but we talked about the extent of the damage here. >> not too bad. it's just the outside, a little cosmet particular, the wall is black and burned up some wires but it didn't hurt the power. >> reporter: and the fire started just after 3:00 a.m. this morning. firefighters had the flames out within 15 minutes but they say they are optimistic and they will be able to open later today and in fact they already

hundred block of golf links road. several people were inside when the fire started. we spoke to one victim who helped a man escape off a window. >> i said get out of the house and it is high he couldn't jump. so he scooted his way down and i said put your feet on my back and he put his feet on my shoulders and got down the rest of the way. >> it took 2 dozen firefighters to keep it from spreading to nearby homes. >> reporter: investigators are still trying to figure out what spotted it and they did spot some sparks coming from the fuse box. you can see crews are boarded up the entire home and are getting ready to leave.

time now 634, they are increasing after a double homicide. police were called around 1:00 after a fight broke out. by the time billion arrived they had been shot. the many involved ran away after the man had been shot. nobody has been arrested so far. oakland police are getting closer to a possible take over. that is after a disturbing new discovery, alex? >> reporter: well there is controversy about photos that were apparently posted on a bulletin board and they show mayor jean quan along with this federal judge, this is a photo from a district court website, a federal judge in henderson. according to them, they found

them to be racist and inappropriate. this is the same judge who will decide whether oakland will be taken over pie the federal government and it wasup covered in a quarterly take over. it involves shootings as well. the 10-year-old reform efforts remain almost stagnant and that potentially could push the department to a federal take over which mayor jean quan says is not an option. the department was ordered to make changes in response to police miss conduct dating back to 2000. i did reach out to a department spokesperson and we are hoping to get a comments on the photos and what will be released later this morning on court hearings.

terrible but you are talking chopper. this unexpected delay could make you miss your flight on 880 and tow trucks are there, southbound 880 right at hegenberger or near hegenberger the two lanes are blocked and news chopper 2 are showing us squeezing into those two right lanes and that backup is huge. this picture will show you traffic coming down out of downtown oakland and if you are driving which is on the right, it is not really affected. so if you are driving from hayward to the oakland airport, that should be fine and southbound traffic is not. and the guardrail is damaged. the only good news is that nobody was seriously injured in the wreck which made it easier to cleanup. we didn't have to -- the backup
