we are live in san francisco where police are investigating a shooting that left one man dead. we'll tell you who possible ties it could have to escalating gang violence in san francisco. this morning volunteers will be searching for evidence in the case of sierra lamar. we'll tell you what organizers want you to know. >> some high-tech troubles for the oakland police department. accusations of millions of dollars being wasted. >> also a problem at a bay area oil refinery is adding to the pain at the pump. ktvu channel 2 morning news continues.

good morning, to you. welcome to the middle of the week it's wednesday, first day of august i'm dave clark. >> and i'm pam cook. steve paulson is here with the forecast. it has been pretty hot in some parts. >> some parts. 60nd by the coast. 90s inland though. parts of the bay sitting in the 70s and 80s for afternoon highs. the furl moon out there for some. 60s to mid to upper 90s. here is sal. f good morning. traffic in both directions on interstate 880 looks good. this is a look at the freeway in marin county. southbound traffic looks good. it's 6:01 this morning. san francisco police are investigating a deadly overnight shooting in the portola neighborhood. tara moriarty tells us there are concerns the gunfire could be tied to gang war.

>> reporter: inspectors have been working into the wee hours of the morning. they have arrived here at police headquarters to file their report. they left the scene of the shooting more than a half hour ago. they were gathering some evidence inside the home. we're not sure if one of the victims lived there or what. if we can take a look at video we have for you here. the gunfire erupted last night at 10:00. two latino men were standing on the sidewalk when they were gunned down. one man died at the scene. the other was taken to sf general with life threatening injuries. witnesses say the suspects were two men in their 20s that jump into a waiting car. a white four-door sedan. the deadly shooting comes one day after two men were killed in a gang related shooting. one neighborhood over on burr avenue. they were shot in broad daylight after a fight. both were named in a 2010 gang injunction. seven men have been fatally

shot since march. one of them an 18-year-old was found dead in diamond heights sunday. police have not said if this recent shooting off san bruno is gang related. in response to the violence more officers have been deployed around the neighborhood. coming up we'll tell you how all of this violence has spurred a battle in city hall. live in san francisco i'm tara moriarty ktvu channel 2 news. time is 6:02. in a couple hours from now search for missing morgan hill teenager sierra lamar will start. janine de la vega is joining us now. >> reporter: in two hours the doors here will open at the sierra search center here at burnett elementary. search leaders are hoping for a new batch of volunteers to search for evidence in the i era lamar case. even though 21-year-old torres

is in charged with her murder. there an ongoing investigation. sierra's remains have not been found. there is dna evidence. the teen went missing in march. had been of vol tuners have come to help. >> we still need volunteers. that is the main thing that we need volunteers. we still need support at the search center. please don't give up on sierra. she is such a beautiful little girl and deserves to be home with her >> reporter: yesterday she was supposed to enter -- yesterday torres was supposed to enter a plea in court but has not. his next court hearing is august 29th. sierra's parents did not show up at the court proceedings but they will be at the search center thanking anybody that comes by. they say there are still new

areas to search. they would appreciate anyone who is willing to come out. reporting live from morgan hill janine de la vega. our time is 6:04. oakland police department is accused of wasting almost $2 million on technology systems. there is a new city auditor report out today that says a lot of factors attributed to that wasted money. they included vendors going out of business and also poor communication and coordination. this audit also says the police department failed to budget for maintenance of its technology systems. they also don't have a formal purchasing plan and don't track how money is spent. the city of oakland has agrewed to implement the recommendations of the audit to make the situation better. happening right now a hearing on capitol hill focused on wasteful spending. i want to take you live to the committee hearing right now. lawmakers looking into some accusations wanting to know

about excessive spending on travel and employee bonuses for specific government group. coming up at 6:15 the one-day gsa conference that cost more than $250,000. senate majority leader harry reid says he and house speaker john boehner have come up to an agreement on a short- term spending bill that will prevent the government from shutting down when the current budget year ends september 30th. it's a six-month bill that funds the government through march. congress still has to volt on the measure. that will happen after they return from a six week recess in september. president of syria released a written statement urging his forces to step up the fight ant heavy fighting -- the rebels say they have -- its observers have now -- somalia terrorist

how that goes. an extra five minutes could mean an extra 10-15 minute delay for you. if you are a math geek, you can put that on a graph. i will pass on that for now. traffic on 80 westbound that looks pretty good. but as i mentioned it is getting a little bit more crowded as you drive past golden gate fields racetrack and continue out toward the area. bay bridge toll plaza which is looking pretty good there. no major problems here. that traffic looks pretty nice. the traffic on the upper deck of the bay bridge moves along very nicely. if you are driving on the nimitz freeway from hayward to fremont that should be a pretty even drive for you so far. no reported problems on the san mateo or dumbarton bridge. >> thank you very much. a very good morning. for some waking up they are like someone is shining a flashlight in my eye. we get once in a blue moon. today is once.

welcome back. a passenger on an air canada flight says there was a sewing needle in a sandwich she bought on the plane. this happened on a flight from victoria british columbia to toronto. two weeks ago needles were found inside of six sandwiches on delta airlines flights from amsterdam to the u.s.. dutch officials say it's too early to know if the two are connected. a plane returned safely to oakland airport after intense moments in the air. shortly after takeoff the pilot reported a possible problem with the landing gear. the plane circled the airport several times and did land safely. the plane was on the way to

bakersfield at the time. it was chartered by the justice department. 66 people were on board. new this morning a nor man is face -- a florida man is facing charges of committing a scare at the dark knight rises movie. he briefly left and witnesses say he returned wearing black gloves and yelled this sit. people ran for the doors. the scare comes less than two wokes. fro mont police have been making their tragedy known. there has been no. san jose police continue to investigate an incident last week where season threw a

package. congressional hearing is about to begin in ash. hooking at more wasteful spending at the jury room services administration. there was some questions about millions of dollars in bonuses. >> reporter: there is a report this morning that the gsa handed out $33 million in undisclosed bonuses last year. the hear willing also focus on the -- the hearing will also focus on the 2010 convention. members of congress are demanding an overhaul at the gsa.

seattle as the garbage trucks entered their second week of strike. the company says it has started hiring permanent replacement drivers. >> major health code violations have forced a vietnamese restaurant in san francisco to temporarily close. tu lan shut its doors on friday. they found cock roaches. mice. and improper hand washing stations. this is the fourth time violations have forced the restaurant to temporarily shut down. a hear willing be held next week to determine whether or not it should be allowed to reopen. dualing protests are planned today for chic-fil-a restaurants in the bay area and beyond. thousands are expected to dine add the fast food chain as a show of support for the companies vice president. same sex marriage supporters are starting a counterprotest.

they are asking people to donate money for gay rights protests. 6:25. voters will decide whether or not to help contra costa county largest fire department. the board of supervisors voted yesterday. they will place a $75 a year parcel tax on the november ballot. that money will go to help fire services. critics argue firefighters should rethink how they spend the money they already have. if this fails the fire chief says 10 of the 28 fire stations these close. last month eastern contra costa firefighters cut their force in half after voters shot down a $197 parcel tax. don't call him snoop dog anymore. he is changing his name to snoop lion. he is ready to leave behind gangster wrap and make music his kids and grandparents can listen to. he is expected to release a

hit by another car which then took off. this was about 2:20 this morning near bird avenue in san jose. one car that was hit crashed into the center divide. victim had to be taken to the hospital. police are polling together evidence now as they try to find that hit and run driver. bart is urging any passenger that had their phone stolen to come forward. the message comes after the arrest of two teenage suspects. to demonstrate how common the crime is let's go to alex savidge who is on board a train in oakland. alex. >> reporter: bart police this morning are warning people to pay more attention to the surroundings when they are riding trains. people who are too focused on their devices are making themselves target for thieves that are grabbing the phones and taking off. one thing that bart is warning for people not to use the devices close to the train doors. that makes it an easy getaway. they are also urging people not

to use them during station stops as well. this is after two teenagers were arrested for grab and go thefts. most of them in san francisco. these 14 and 17-year-old boys will -- the boys would use pepper spray from a person recysted. one told me the recent robberies will have him paying more attention. >> you are more aware. you know where things are. so yeah it gets a little tougher when you get on the trains and they are really crowded. >> reporter: now most of the robberies did happen in san francisco. the two teenagers were arrested two weeks ago after the victim of the cell phone robbery actually chased down the two boys with the help of good samaritans. bart police say even though

most of the robberies happened in san francisco, a different san francisco station they think will are other people who's cell phones were taken on trains in the east bay. if that is you, reach out to bart police. live this morning alex savidge ktvu channel 2 news. some people in living in roanoke park are back home this morning. last night police found what they are calling dangerous material inside a truck parked on mary place. the bomb squad was called in and dozens of people were ordered to leave their homes for several hours. explosive ex-presidents are not saying exactly what they found but they do say it was not a bomb. 6:35. in an exclusive interview a homeless man is accused of stockpiling weapons and ammunition inside his car outside of golden gate park talks to ktvu. last month police seized a shotgun, gun, knives and six

any big changes until next month at the earliest. u.s. postal service is in a big financial jam. it's on the verge of default and won't be able to make a $5.5 billion payment that is due today. coming up what this means for the mail. time is 6:36. developing story coming from the olympics this morning we first told you about this an hour ago. eight female badminton players have been disquaffed. accused of throwing preliminary actions. by losing they would get a more favorable draw. those athletes are from south korea, indonesia, and the doubles team from china. they claim they were conserving their energy. they are now appealing this new ruling. this comes after a female gymnast was expoled for testing positive for performance enhancing drugs. there is no controversy with

michael phelps. he has become the most decorated athlete in the olympics. now phelps has a record 19 medals includes 15 golds, two silvers and two bronze. now he has a chance for more. he still has three more events left. phelps is going back to the pool today for a qualifying round. in the meantime the u.s. womens gymnastic team coptured the first olympic title since 1996. some are calling this the best u.s. team of all time. the united states just won a gold medal in cycling. the u.s. has 25 medals including ten gold. china in second place with 23 medals. they are followed by japan, france, and germany. >> phenomenal. 6:38 is the time. let's check in with sal for traffic. >> we do have some -- let's go

vol tuners are hope -- volunteers are hoping for a bigger turnout? >> reporter: yes, definitely. as you can see this parking lot is empty. but they are hoping it will fill up with cars. nearly 500 people were helping search for her now but it's less than 50. organizers say there are new areas to -- to search. there is a core group that come every wednesday and saturday to look for remains. he was supposed to enter a plea in cart yesterday. that is because torres ease attorney but hadn't notified the >> we've got to get our hayden

and sheik sure we have cleared et so we can find her. >> reporter: volunteers they realize volunteers are not'ded if of course they say that whenever new volunteers come in it's really uplifting to see the community behind them. reporting live janine de la vega. uc irvine professor is accused of plotting to kill students and administrators at a santa ana high school. 48-year-old reigner set fires at his son's former school last month. they also found e-mails on how he planned to burn down the campus and kill students and school officials. the district attorney says he wanted revenge for his son's

death that committed suicide after being disciplined at the school. pg&e the temperature -- pg&e claims the explosion was an accident. the u.s. postal service says it will not be able to make a $5.5 billion payment due today. newly released documents show postal service has a cash shortage. they were hoping congress would allow it to stop saturday service in order to cut cost. the postal service says the current budget short fault should not effect its operations. firefighters in richmond may be talking about this rescue far long time.

they pulled a 200-pound pot belly pig out of a burning home. the crew arrived at the house on south 46th street late monday where they found the squealing pet peg in the garage but fortunately the flames did not spread to the garage and they were able to get that pig out safely. i had a boss with a pot belly pig as a pet. >> really? >> yeah. talking around san francisco.
