complete bay area news coverage starts right now. this is ktvu channel 2 news at noon. >> the world's gone crazy. what can you say ? >> neighbors in the north bay react to several devices exploding this morning. that's the top story. good afternoon. residents in a fairfield neighborhood are describing the tense moments this moment after a bomb scare. we told you about

this this morning. new at noon, alex is in fairfield talking to police and residents about what led up to that scare. >> reporter: several loud explosions rocked this neighborhood. no one was hurt this morning. fairfield police tell me these were two litter plastic bottles filled up and the chemical inside caused them to explode. >> the homemade explosive devices blue up around 6:00 this morning in fairfield while most neighbors were sleeping. >> i heard two like explosions. i thought i was dreaming so i didn't get up. >> police say four plastic bottles blue up here -- blew up here but the bomb squad was called in to deal with one of those devices that didn't explode. some neighbors were forced to take shelter inside their houses. mary heard several loud blasts but thought it was coming from the firing range. >> i assumed it was that until

i went to come from my walk and the street was cordoned off. >> police can't say which chemicals were used but designed to fill with gas as the chemicals interacted. >> these devices were created using about a two litter bottle. the bottle will get sledded. -- shredded. they could injure somebody depending where they were standing. they are quite dangerous. >> because these bottles were left in the middle of the street. investigators don't think they were meant to hurt anybody. the police officer i talked to told me this was a prank. so far no arrests. live this afternoon in fairfield, ktvu channel 2 news. >> thanks for the update. san francisco police are trying to figure out if they have a gang war on their hands after a fatal shooting last night. it happened in the same area where 7 men have been shot and killed since march. now, last night's

shooting happened around 10:00 in the 3000 block of san bruno avenue. the medical examiner identified the victim as 46-year-old edmundo sandoval. two men got away in a white four door sedan. we talked to a man who says he knew the victim and isn't convinced this is a gang war. >> a gang is organized. these are young men that have drudges going out in the community and taking up the grudges and fighting. >> two other men were shot and killed monday night. oakland's police department is accused of wasting $2 million. many factors contributed to that waste. those included vendors going out of business and poor communication and coordination. the department failed to budget

for maintenance of technology systems. formal purchasing plans and does not track its spending. oakland has agreed to implement the recommendations to improve the issues. news conference was scheduled to begin five minutes ago with police chief to talk about the department's on going radio problems. that city audit did criticize the department saying it squandered $2 million on equipment that was never used and the current radio system failed during president obama's recent visit. bring you a full report in our news cast later today. >> new developments in the case of a pitt bull blamed for the death of another dog. there's new information on the pitt bull's owner. joining us now live. >> reporter: police confirmed with me that pitt bull has been euthanized and identified the owner. he has not been arrested yet but they tell me they are

wrapping up investigation and plan on handing it over to the d.a's office. we sat down with the woman who was attacked to get her reaction. >> it was a big triangle. >> reporter: the woman who just wanted to be identified as louanne showed us the scar. the pitt bull attacked her dot son and injured him so badly she had to put him to sleep that afternoon. investigators have identified him as a gilroy resident and say he has been avoiding officers. >> i don't think it's fair that he's running loose. to me, that's a coward. and that's not a man. >> reporter: this is a picture of the pitt bull police believe he is responsible for the attack. there is a california state penn al code that holds a person responsible for an animal that seriously injured someone.

could be arrested for running away from the scene. she's been frustrated the investigation has taken so long. >> something that was so special to me is taken from me and it's been this long. it's august 1st. and it happened on the 12th of july. and now they are kind of getting somewhere. >> reporter: she tells us she will be pleased once that person is arrested. police say they will be working with the da's office to see if they can secure a warrant of that owner. it will be up to the da to decide whether that owner will face felony charges. ktvu channel 2 news. >> thanks. volunteers return to the search area this morning for searching for the teenager who disappeared 4.5 months ago. they will explore remote areas looking for clues to her ware

president's health reform law begins today. insurance companies must now offer free preventive care including contraceptives. 47 million women. health and human services secretary said yesterday that women will soon see even more protections under the new law. >> in 2014, it will be illegal for companies to deny someone coverage because they are a breast cancer survivor. or pregnant. or a victim of domestic violence. and it will also be illegal finally in america to charge women more than men just because they are women. >> religious employers are not required to pay for contraception coverage. but a woman's insurance company is required to offer to her directly. many religious groups are fighting the mandate. >> this is my family's home. >> early morning fire destroys a house. what's being blamed for the fire. plus another hot day is in

it was quite a scene in a

city near boston where a man and his rv ended up in his neighbor's pool. the man suffered a medical issue while driving his camper and plowed through trees and a fence before he splashed down into the pool. neighbors were able to pull the man out and he was hospitalized but is expected to be okay. crews have had a tough time removing that camper because there's not much room for a crane and a crane is what's needed. authorities in colorado right now responding to explosion at a middle school. that school is located east of boulder, colorado. and we are hearing there were injuries. the school is still on summer break and students aren't expected to get back to class until august 16th. but there were workers at that school. the fire spokes woman says there have been multiple hearing. and three workers at that school who were hurt. breaking news. information still coming in . but that is the very latest right now.

lieutenant john pike's employment ended yesterday. she wouldn't give us details on his departure but he had been on paid leave since november which prompted reforms. they come from behind bars and now cal fire could soon be losing thousands of inmate volunteer firefighters. the number of prison inmates available to help could drop dramatically due to low level offenders from state prisons to county jails. they are considered critical in areas such as creating fire containment lines. they barely got out of a burning home in this morning. the fire broke out this morning on kendall court. that is just south of center avenue. investigators say annie electric tri call problem might have started that fire. a woman inside said she heard a small explosion and rushed to get her aunt out of the house. another

family member hurried to the scene. >> i came right up. i can only imagine that it's electrical like she's saying. sounds like she woke up and they got out of the house safe. that's it. there's nothing left. >> firefighters say a number of factors slowed them down. narrow roads, a downed power line and limited water supply. as well as the proximity. a plane returned safely after tense moments in the air. shortly after take off, the pilot reports a problem with the landing gear. so the plane circled the airport before managing to land safely. chartered by the justice department. had 66 people on board. a passenger on a flight says a sewing needle was in a sandwich she bought on a plane. happened from a flight headed to toronto. needles were found inside 6 sandwiches from amsterdam to the united states.

temperatures are running about five degrees cooler for some inland locations. fog out there in the distance. but temperatures which started to settle down yesterday towards the north bay and south bay looks like that's continuing today. tropical cloud cover down towards the southern sierra nevada and southern california. not making it up here yet. there's plenty there still shallow. but looks like it's going to be regrouping in the next 24 to 36 hours. inland areas still low 80s. fairfield is in there. 75 that's a big difference. 77 for san jose and santa rosa. 62 in the city. high pressure, been this way all summer long. comes back for a day or two inland. temperatures warmup. coast doesn't change. looks like the fog is going to get increasing by the next couple days as it gets help from low pressure systems. fog, sun, cool for some. warm to hot up towards
