bark zero in el comino. they say there was no struggle. for the past few hours police and canines have been searching for him. he was arrested and they are told he is the sun of a retired stanford professor and he was arrested for violence against his girlfriend. in the car when he was arrested, that is when he escaped custody we will have a little more detail about how this all came to an end, this is laura wilson, how was he caught. >> they were assisting us with the perimeter and they realized he was wearing handcuffs and he got surrendered without incident. >> reporter: was he trying to

disguise himself? >> yes, he thought he would just walkout and he heard the dogs throughout the night and he didn't want to try and leave at dark hours so he thought he would leave this morning. >> reporter: so now he is facing domestic violence and now he is facing? >> resisting arrest and fleeing from police. >> things are wrapping up here and he is back here at the police station, scott foster is now it custody and this manhunt is at an end. two teenagers. they were shot on swarm spring -- warm springs drive. they are both teens and both shot and both are expected to survive. it is not clear what led to

working. 60 to $80 million is being spent on them and a cal trans engineer is still standing by the data. >> you can tell you this is useful information we put out for our travelers. and none of the sensors were a long interstate 280 same on highway 24 and the 72-mile stretch of 680. there are also no working sensors along 280 and coming up we will hear from the company that makes the technology and find out why it does not work but right now we will check in with sal castaneda who always has accurate information. right, sal?

we don't solely rely on cal trans data, and sometimes when i look at have i yes we are aware of where it is not working and we get information from other sources but i'll say that some of those sensors do indeed work and we have checked them and that is part of that and we investigate something that is not quite right, that is my job. and cameras are helping us out because we can see what is going on and westbound 80 is moderately heavy as you head out to the mcarthur maze, no major problems. at the bay bridge toll plaza it

thank you, steve. there is a new push for san francisco police officers to use stunguns and the police chief is leading the effort, good morning alex. >> reporter: good morning, the long running debate over the use of stunguns has reignited. it does not allow the use of tazers but they are trying to get them into the hands of officers. last night we got the okay to research the use of tazers. they told the commission giving officers the option of a stungun would save lives. >> i think officers should have something in between a botanical or fun and will be able to use them.

law them officers. he told the community giving officers the option of stunguns would save lives and the issues has been reignited in san francisco. the chief pitched this plan to give stunguns to 74 specially trained crisis intervention officers so they could potentially diffuse violent situations. they cited an officers involved shooting that is when an officer shot and killed a mentally i will man. -- mentally ill man, they believe the situation would have been different if they had been able to use a stungun. but the family disagrees and they don't want them to use him
