a scary incident triggers a s.w.a.t. response mountain south bay. it's one of two major police actions this morning in the same city. good afternoon. i'm claudine wong in today for tori campbell. more on the south bay police actions in a moment. but we begin this noontime with developing news out of san bruno where a work crew has hit a gas pipe triggering

evacuations. the accident happened at earl avenue and glenview drive when a backhoe hit a two-inch plastic line. neighbors said they could hear gas hissing from the pipe. the leak has reportedly been capped just minutes ago. but that's the same neighborhood where the disastrous pipeline ruptured back in 2010. the pipe involved in today's mishap was installed last year. now, late this morning, police evacuated the santa clara senior center and walled in the caught team at the senior center. janine de la vega has more from the scene. janine? >> reporter: well, claudine, the senior members who live here have been let back in in the last hour. they've been doing a floor-by- floor search looking for a man with a gun but they came up

empty-handed. you can see the s.w.a.t. on the roof with their guns drawn. they were called to the building when an employee reported seeing a man acting suspicious. a man in his 40s asked her where the manager was. he reportedly had his hands behind his back and she thought he had a gun. he she told him she didn't know where the manager was and he turned away and told her not to follow him. the 120 residents were evacuated while the tactical team evacuated the building. >> they just came in our exercise class and told us to evacuate. leave everything and don't bother picking up stuff and get out to the front. >> reporter: the seniors waited out front for the next two hours. the situation turned out to be a false alarm. police never found the man inside the building. reporting live from santa clara, back to you.

>> all right. thank you, janine. after a large-scale manhunt an armed parolee is under arrest in santa clara. about 4:40 this morning, officers responded as a domestic violence report. the suspect, 27-year-old joshua james benson, was allegedly threating the life of a girlfriend -- threatening the research of a girlfriend. just after 9:00, he walked out with his hands up. there you see him from newschopper2. officers drew their firearms and slowly moved in. benson prompted police to order in place from lawrence to central expressways. >> we did consider him armed and dangerous. and so to us, it was a high priority. the arrest ended nearly five hours after the search began. earlier, the officers wounded a

pit bull who they say approached them and was aggressive. officers eighted scott foster. he's not a student but his father, a retired professor. authorities say foster was handcuffed in the police car when he broke loose. and that led to an intense search. >> one of the officers standing be on the post, realize he was wearing handcuffs and scott surrendered without incident. >> he faces several charges. two teenaged boys have become the latest victims -- latest gun violence in san jose. they were shot and wounded outside a home on warm springs drive last night. police say both victims are teenagers and both are expected to survive. no word on any suspects so far

and it's not clear what led up to the gunfire. coming up, officers say giving his officers tasers could save lifeing. we'll tell you what the police commission did that may make that happen. the chp is investigating a deadly motorcycle crash that forced the westbound lanes of highway 24 to be shut down. that crash happened around 1:30 near orinda. a plan was found lying in the fast lane about his harley- davidson at least 40 feet away in the slow lane. investigators think he could have -- he could have been the victim of a hit and run. the chp says the impact caused the victim to suffer traumatic injuries. >> at this time, nobody is -- we can't confirm anybody's involvement. we closed the highway down, highway 24, for approximately 30, 45 minutes. we were able to complete our

bikes and those who don't will be asked how they feel about having bikes on those commute hours and the san francisco and east bay bicycle coalition are helping cyclists on these bicycle fridays. coalition leaders say they are happy that ha major form of a transit is trying to find a way to accommodate more bikes. >> b.a.r.t. understands that making sure the bikes can move county to county, region to region is relay whole new customer for b.a.r.t. >> reporter: now, b.a.r.t. showed as you relatively new facility where you can store your bikes. there are four of these facilities currently. if more bikes are allowed on the system, the -- system. although bikes will be allowed in august on fridays. they will not be allowed on the first car of each train and

this system -- this experiment, i should say, will will be -- it will not go forward into september. they will evaluate the program and decide whether or not to make it permanent. sal castanedo, ktvu channel 2 news. >> all right. thank you, sal. hundreds of cashes in san francisco have been pulled out of service because from insurance lapped -- lapsed. the agency requires every taxi to carry $1 million in liability insurance to operate. on tuesday, the policy lapped for more than 500 owner/operated -- owner high pressure operated cabs. sf's mta's spokesperson said this should be resolved in a few days. two regions in the bay area are the strongest job markets in the country, the south bay posted a nearly 4% increase for jobs during the 12 months that ended in june and the region that includes san francisco, san mateo, and marin is second.

san francisco's police commission has okayed a study about whether to give some officers stun guns. right now, san francisco is one of the few big departments in the country where none of the officers carry a taser. chief greg suhr wants to put them in the hands of crisis intervention officers. he says having the tasers might have prevented shooting a mentally ill man two weeks ago. but that man's family disagrees. >> i don't think it's right to use my brother to pass this policy and not accept responsibility for what they did -- for what they did to him.

27 and 29. we got a -- there will be 55 days of racing and one of the organizers said today that's the most they've ever had. we're live this afternoon in san francisco, alex savidge, ktvu channel 2 news. a superior court judge in los angeles this morning ren stated michael jackson's mother as the guardian of his three children. 82-year-old katherine jackson has been embroiled in a family squabble over a custody of jackson's children ages 15, 14 and 10. based on a court investigator's report, the judge says it's clear that katherine jackson is taking good care of the children and they love her very much. the judge also said the girl's cousin, tj jackson, could stay on helping their grandmother care for them and could eventually become co guardian.

independent city. it would have to set up a city council, police and fire districts. the council -- the councilmembers voted against restoring the plastic bags. they will implement a ban on stores of sales of $2 million and more. that's set to go into effect january 1st next year. a special ktvu report reveals millions of taxpayer reports were spent on a faulty traffic sensors devices. the system cost between $60 million and $80 million. >> right now, we have a fairly high failure rate. we've looked at our system and we're identified as many as 50 to 1200 things that could go -- 50 to 100 things that could go

mid-90s for this afternoon. as you take a look at the satellite, you will notice the low clouds and fog hugging a good portion of the coastline. we come in mere tighter, you will notice overcast around san francisco, sacramento, a little circulation. there's the overcast. sauce leta out toward daly city, but clear skies around the bay bridge and out toward the oakland area. as far as forecast headlines for today. we have this, sot numbers inland. patchy coastal fog. tomorrow we're gonna increase the fog bank a little bit. as a result, temperatures cool off. cooling trend continues into the upcoming weekend. current numbers updated from the warmest locations. out in the os out toward fairfield and livermore. san jose right around 75, san francisco, 63 degrees. so for today, numbers approaching 93. there's that fog keeping -- 63.

alec baldwin and kate blanchett. crews began to set up for the art and soul festival in downtown oakland. clay street and broadway and 12th and 17th street will be closed. some street closures did begin today but organizers say all downtown streets will reopen in time for the monday morning commute. this is oakland's 12th annual art and soul festival for art, dance and food. the latest mars rover is preparing to land on the planet's surface early monday. the newest's rover is named "curiosity." it will be looking for signs of life once on mars. but the biggest obstacle is landing on mars. part of the challenge is this rover is the size of a car and that's much bigger than previous mars rovers. >> ten times the instruments in terms of mass than any previous rovers. we're actually taking the next

remember the president of the euro said he was gonna do anything to save the euro? well, he's not doing anything. well, toyota is recalling 778,000 of its vehicles in the u.s. toyota says the rav4s and the lexus hybrid sedans have suspension problems that could lead to crashes. the rav4s are from the 2006 to 2011 years. the lexuses only from 2010. the company will send notices to the owners of the affected vehicles. well, happy birthday to one of america's most iconic brand. holiday inn is celebrating 60 years in business. the hotel chain was founded in memphis on august 1st, 1952. holiday inn says 100 million people stay at its hotels around the world. well, there is a warning today about the water at pleasanton shadow cliff lake. recent tests showed a high level of bacteria in the water.
