new this morning, the huge chevron refinery fire has been contained and a shelter in place has been lifted. it caused some breathing problems for many people and we do have team coverage for you this morning. sal is monitoring traffic impact and tara moriarty is at the hospital as they have been treating hundreds of people, first we begin with allie rasmus with new details. allie? well, they gave us an update about an hour ago and right now we are standing outside the gate from the richmond refinery and behind plea you can see a long line of cars. in many ways it is just like any other day here. but 12 hours, this is also the sight of a large scale investigation. cal, osha along with chevron's

internal team are all searching for the cause of this fire that happened around 6:30. you can see flames coming from two of the refinery stacks and that is two stacks with a shelter in place warning. now the fire started in refinery unit number 4 and they told us what is happening in that unit right now this morning. >> we can report but the main fire has now been extinguished. safety officials are now allowing a small controlled burn to help release pressure. this is to ensure that hydrocarbons do not escape. >> reporter: and the diesel refinery is completely shut down but a spokesperson said other units not affected by the fire are still operating just

as normal so production has not been entirely shut down by what happened here yesterday. this is one of the largest in the nation producing 30,000 oil production is still going on as well. and they triggered a fire in place warning and that affected service and for more on transportation issues, i am going to send it over to sal castaneda. transportation is continuing as the order has been lifted. they shut down stations in el cerrito no buses were nut place, open for the commute, i want to mention we have breaking news in san francisco, this is an unrelated story

trickling in and we noticed a man walking in he was treated for wateries. everyone in between are also treated. most of them have gone home but they were complaining of itchy wateries and nausea from breathing in the spoke. people sensitive to smoke should be especially caution. if they are having problems, they should seek medical attention or get away from the smoke. >> reporter: now the hazardous materials neighborhood are taking air samples and so far no whose douse come -- hazardous come pounds have been found in them and they will be meeting at the convention

ocean avenue, very close to city college and it is close to one of the fire stations there on ocean avenue. we did have a fire response and this fire has gone to a second alarm, more units are arriving at the scene. this is a building and the traffic has been stopped and the muni service in the area has also been stopped here because of the structure fire and it appears they have been call to the scene. we have not confirmed that anyone has been hurt. but they are calling more paramedics and medical units to the scene. it is a good area to avoid. let's go and look at what we have for the rest of the morning commute. is that what we are doing here? yes, all right, we will go to steve now. >> thank you, sal. >> just some patchy fog, there

building at 45th and international. fire department is there and at least several lanes are blocked. the fire department is on the scene and we are not sure how serious it is but it does appear they have been injured. ocean avenue, this is near city college heading towards the ocean, the entire city is blocked and several buildings involved apparently this is going to be a big delay for the sideline which runs right through there, if you are waiting for your train, it may be blocked and we'll see what muni does. this traffic is so far light, let's go to steve. just a little bit of patchy

fog, traffic cameras captured the thick black smoke. one of them says there was a strong smell of hydrogen sulphide and that was yesterday. i can't find much over about 10 miles per hour at most locations but there is not much of a breeze in fact things are calm for most, there is a delta breeze but not that strong. the big news t- cool in sonoma county and very air warm aloft. west southwest 15 and that's the strongest i can find. at the surface it is not that bad. sonoma, 46 with a quarter mile visibility and upper 50s and 60s for others. high pressure is building back in but today is that in between

out. now it is shifting and in richmond where city officials are trying to find some answers, good morning, allie. >> reporter: this is now the sight of a large scale investigation to chevron's richmond refinery. we are seeing a lot of cars and workers driving in heading to work just as they normally wood, investigators are still on the internal team searching for the cause, it started around 6:30 yesterday. residents reported hearing a boom in the area and then you can see flames coming from the refineries stacked and those flames ended up releasing a giant plume of smoke eastward and that triggered a warning.

it refines diesel fuel in refinery number 4 ran they found a leak before the fire started. well the main fire has been extinguished and they are still doing some work to get am problem completely resolved. >> right now there is a very small controlled burn which ensuring more hydro carbons are not released and this is ensuring it continues to be maintained under control. >> reporter: now while the controlled burn takes place in refinery 4, it is completely shut down but other units are still operating as normal so production has not been entirely shut down, just that one unit, the diesel refinery, it has been pulled off line, allie rasmus, ktvu channel 2 morning news.

and the diesel fire has limited operations and it is not clear when they will be back to normal. coming up we will tell you how drivers here and all over california will be affected by this. hundreds went to the hospital with complaints about breathing from the refinery fire. they had to call in extra staff. keizer also treated about 3 dozen patients. we spoke to one young mother who had to bring her young son to the emergency room. >> he had wateries and my son is complain burglary his throat and his nose. >> anybody experiencing distress should seek medical attention. air samples are going to determine what was released. it will hold a town hall

badly burned body lying next to the vehicle. they believe the person is a female. they will have to test dental records and they say this section on highway 79 is dangerous. >> it is quite bad for collisions. >> reporter: chp told me the vehicle was still hot when it was pulled up to the tow truck. officers say it took more than an hour and a half to get the hot spots out. you can see the hose is still down on the ground and there are still hot spots. right now it is 6:35 and it happened just around 11:00 and you can see the hot spots are being tended to firefighters and we have seen three firefighters and they are dealing with this steep terrain. they are saying it is several

nearby area, stay away near the city college. bay bridge, that backup is stretched out for about a 10 to 15 minute delay, no problems getting on to the bridge. let's go to steve. we had a big fog bank, it burned off and there was just a tiny bit left. most of the coast was burned off and there is a little system moving to the north you can see it right there and that's giving us a westerly breeze, nothing too strong but almost exactly the same, inland areas, that is about as strong as i can fine. there is a dealt tie sea breeze, -- delta sea breeze with ground fog, also reporting fog, lots of 50s and it will not take long, once that system goes by later today, tomorrow will start to warm up through

confidence in police chief chris moore. what is the goal of this vote of no confidence, what is the purpose here. >> it is to give basically every member an opportunity to take a vote whether or not they would like to do a vote of no confidence. >> why would members have no confidence in the police chief? >> well, as a police officer i am held accountable for everything i do every day. our police chief is held accountable for officers that are leading closures of police functions that will affect the community and we just want the chief to be aware of these issues and we feel nothing is happening. >> what do you say to the folks at the city level who say there are staffing issues and so forth, that is not the chief's

out but a controlled burn is now allowed to keep burning to reduce the pressure. three employees were treated for minor injuries and shelters have been lifted for richmond north richmond and san pablo. the plant processes 10 million gallons of gas diesel and other products. now they are limited which means they will raise prices in the special formulation. there is no word yet on when the refinery will be fully operational again. now without this particular refining unit in operation, the refinery can still make the special formulation of gas but chevron will increase the cost and it is sure to show up at increased prices at the pump in

a short time. a woman accused of trying to steal a newborn baby at a california hospital, they arrested her yesterday. investigators say she was caught with a baby girl hidden inside a tote bag. luckily sensors set off an alarm. she posed as a nurse in scrubs and took the baby after distracting the mother. a new twist in a jace i due guard. the scathing accusation against the justice department is coming up in about 20 minutes. today is day 11 of the summer olympics in london. here is the latest, an american is the first athlete to fail an in competition drug test. nick blames his positive test, on well he said he ate a
