. the day after the scary site from the richmond refinery. the work has started to determine what caused it. good afternoon, i am tori campbell. we are about to get information on the big fire at chevron. this is the fire in richmond.

ken pritchett joins us live. good afternoon, ken. >> reporter: it should begin in 10 or 15 minutes. we will hear from chief mark ayeresidents s, he is the emergency chief and we have had a number of press conferences here today. the day started with an apology from chevron on the fire and the impact to the surrounding community. we learned a partial answer as to the cause. >> chevron said at 4:15 yesterday. a vapor leak was detected which processes diesel fuel. >> emergency crews responded. they were not able to seal off the leak. the volume of vapor increased and they evacuated the immediate area around refineary unit four. for unknown reason, the gas ignited and sent the column of smoke over the refinery. >> the california epa, costa

county -- cost tra -- contra costa county and the manager on scene did not hear a thing. >> he was on site. there were no explosions. there was an ignition. that may be what people are talking about hearing. there was not an explosion, there was a fire. >> this is video from this morning from news chopper two. it is still burning off excess vapor from the area and the fire is understand control. they know where the fire originated. refinery unit four. they don't know what was leaking vapor or what caused that leak. in addition to the spark that set off the fire. again, we are awaiting a press conference to begin here at the refinery. it is in 10 to 15 minutes. we will hear from the first responders to the fire. in richmond, ken pet chet,

ktvu -- ken pritchett. hundreds of people went to the hospitals complaining of breathing problems. it said it treated 200 people and they had to call in extra staff last night. they also treated about three dozen patients. chevron has apologized for the refinery fire. they will hold a town hall meeting tonight to answer any questions. it will be at the auditorium starting at 6:00 p.m. they are looking at what happened at the chevron refinery and saying it could have an impact far beyond the area. what it could mean to prices at the gas pump. >> alameda firefighters are on the way to a fire that led to lane closures. the fire broke out at 9:30 this morning at 580 at the north

flynn road ramp. east of livermore. they scorched five acres. highway patrol shut down three lanes causing traffic to back up for miles. at last check, chp said one lane is still closed. taking the meet. san francisco's police chief held a community meeting over an officer-involved shooting over the weekend. >> the workers are putting this in. >> tara moriarty joins us live. what was the tone of the meeting, tara. >> reporter: it was down near the high school. it was near where the shooting happened over the weekend. he met with the community to talk about it and greeted by some angry family members. people who know 31-year-old brian cooper find it hard to believe that he pulled a gun on police. >> multiple witnesses described

that they called numerous times for the suspects to stop. they were in uniform and identified themselves as police. and mr. cooper did not stop and in turn turned and pointed a firearm at an officer over his left shoulder. >> saturday night, they received a tip that a man with a gun was leaving a house on dakota street. they located cooper, a convicted felon on bay view street. he pulled a fully loaded handgun on them. one of them fired. >> why did they shoot him three times. >> in the back. as he is running, they are still shooting. >> he was not running at the time. we don't shoot fleeing felons in the san francisco police department and again, the officers are allowed to fire until they believe the threat has stopped. >> reporter: cooper who lives in san francisco was shot in the foot, leg and lower back. police said they were rude to

them where cooper was treated. >> you get off the floor and go back to the projects. i was like, i don't live in the projects. >> reporter: the chief met with each family member to talk about the procedure. they said they haven't seen cooper since the shooting and they want to know why. he is being held at the county jail and the officer is on paid administrative leave. live in san francisco, i am tara moriarty. a homeless man facing weapon charges was in court today. 37-year-old robert johns was scheduled for a hearing. but the attorneys are requesting a mental evaluation to see if he is fit. he will be in a behavioral court. they found stash of guns, and knives in his jeep. san jose police chief is

feeling pressure from the officers angry over staffing and budget issues. today, the police union weighed in on his job performance. alex svagge is live -- savadge. >> reporter: they met here at headquarters. they had a vote of no confidence in their boss. they backed off the idea. san jose police officers poured out of union headquarters after deciding not to move forward with a no could have dense vote for chief chris moore. the president of the police officer's association said it would have been a distraction. >> there is not a lot of confidence in the chief. >> reporter: they put the issue on the agenda and they are angry about low officer morale and shortages. >> if the citizens of san jose

knew how few officers were patrolling a beat, they would lock themselves in the bathroom. it is that bad. >> reporter: they decided budget cuts are out of the chief's control. still, they want their boss to speak up for his officers. >> what we are wanting is someone as chief of police to be an advocate for the rank being and file officer -- rank and file officer. >> reporter: 300 officers took part in the meeting. they pulled the plug on a no confidence vote, they felt it was a major accomplishment. >> i am hopeful we will see more backbone out of him and step up and get the message out to the community and out to the citizens of san jose and how dire the situation is and how dire it is becoming. >> reporter: it would have been

purely symbolic. his job wouldn't have been in jeopardy with the vote talken place. i have been in contact with the police spokesperson and i have not been able to get a comment from the chief about the meeting that took place here at union headquarters. alex savadge. >> thank, alex. we will take you live to richmond where a press conference is underway. this is the emergency services chief. we will listen in. >> well, currently, we put together an investigation team and per the county, working with the county, we will conduct a full investigation of the inches didn't. right now, what we are doing. safety is the number 1 priority thank you. we are assuring no active leaks in the plant. and bringing in the right personnel. and engineering help and outside the facility to look at this. and under everybody how much damage there is. it is going to take some time to truly assess the damage for the facility. >> i really wouldn't be able to

say how long it would be to give an assessment. >> we will be transparent. as we learn things we will share immediately with the city, the county and the media. as soon as we know more, we will share that. >> can you tell us in the briefing, something about a 4:30 time that you spotted it. >> at 4:30 is when they in thed the leak was occurring. this was a small, maybe 20 drips per minute in the line. at that point in time we brought out the response organization. and to look at it. and the operations personnel of the plant. as they were observing the leak and starting to put together a plan of what we need to do to isolate the line. that's when it started to increase. >> they backed away and got the people out. and followed the training which is not to put themselves at risk. they backed away from the

process area. as they backed away and put up cooling water. it opened up and found the source and lit off. >> what happened at 6:30. >> so, that's the 6:30 is when the actual leak grew in size. and we saw a big vapor release and we had the ignition. that's what happened at that point. >> yes, go ahead. >> what happened in the two and a half hour period. what were your people doing. >> they were devicing a plan that -- devising a plan that interrupted. >> no. that's a great question. we accumulate all the right people. we got engineering support and operations support. and fire apparatus. and we are evaluating the actual leak. what is causing it. how it is. >> we are looking at the options. it is during the two hour period that we determine what it is we need to do that it got

traffic slow the down near an another accident scene. it hit one of the three vehicles on the side and clipped the patrol officer's motorcycle t caused further traffic delays. one injured person was transported to the hospital in stable condition. oakland police are investigating a crash that sent one vehicle into a building. the crash between the suv and the pickup truck was reported before 6:30. at the corner of international boulevard and 45th avenue. it showed pictures of emergency crews on the scene. one person was taken to the hospital after the crash. we have exclusive video of a rescue operation in san francisco this morning. they were called to help. pluck a construction worker out of a 15-foot hole. this is chavez and cap street where they were installing a pipe. the worker slipped off the cat walk. it was a difficult operation to

get him out. >> it is narrow in there. and the workers are putting in the pipeline in there. and fell in between the pipeline area and on gravel. so, it is kind of cramped. they stabilized the back and next for possible injuries and used the combination of pullies and fire ladder to get him out. he was transported to the san francisco general hospital in stablele condition. san francisco firefighters are investigating the cause of a fire that damaged nine businesses and injured two firefighters this morning. it broke out before 6:00 a.m. near capital. when they first arrived, they dealt with a dangerous back draft. it happened when the firefighter opened a door and then there was an explosion. >> they opened up the door to access the area where the fire was going to be. right when he opened the door, by adding that amount of
