the reason police are especially eager to talk to anyone who may have witnessed the crash. mornings on 2 starts now. this is ktvu mornings on 2. >> good morning, welcome. >> it is wednesday, august 8th there is still concern among people living in several east bay communities in the wake of the chevron refinery fire. hundreds packed a town hall meeting ankle gave chevron executives and earful. we are live with more on that, and results of air quality tests. good morning, claudine. >> reporter: good morning. residents are still emotional, frustrated, and a lot of it over their health. still not convinced there wasn't and still isn't a danger. this is about a mile away from the refinery, and according to this report, air quality management district, there is

where one of the first samples was taken. you can see at the top of the page, 7:32 p.m., on monday, and that's when they took a look. and if you look at the map provided to us by the district, you can see the chevron refinery on the left, and all of other spots where the airways tested. there are canisters in richmond, san pablo martinez, and they are considered air toxins, the conclusion, was that there was "no significant health concern." even though 949 people went to local emergency rooms. chevron is now offering a claims service for people affected, but that's not making some feel any better. >> i'm not here to put in a claim to get paid because my life means much more to me than a couple of dollars. that's all we're going to get. >> reporter: lots of anger at the community meeting in richmond. one person on the panel got up

many times to address the crowd, it was nigel hearne who is the gm of the refinery. he apologized several times, told residents there was still clean-up ongoing, but they are still trying to make sure the area was safe for employees and investigators. and he promised to work with government agencies to figure out what caused the incident. he pledged to do the right thing. >> we intend not to make this the first and last community event. we will continue to work with community leaders and city officials to address our neighbors' concerns. >> reporter: no date set as far as we know for any other kind of community meetings, and reality, many reviews and procedures over responses will take time. we do, however, expect some type of report from the refinery to go to the county hazardous officials. it would put it in the hands of the county no later than

5:00 p.m. thursday night. live in richmond, claudine wong. >> thanks, claude dean. certify ron has provided a -- chevron has provided a time line leading to the massive fire. the fire chief says two hours before the fire, p emergency crews new there was a problem, and that employees first saw a small leak coming from a 8-inch pipe about 4:30 p.m. emergency response teams started to trip away insulation, which released a flammable vapor. employees immediately evacuated, and shortly after that, the fire ignited around 6:30 p.m. the investigation is ongoing. chevron has pa special claims hotline phone number set up. chevron says it will take full responsibility for all legitimate medical and property expenses related to the refinery fire. hotline number is 866 -- on the screen.

transportation committee will hold a hearing next week and they will take a closer look at reports about potential structural safety issues on the new eastern span of the bay bridge. this week, the sacramento bay reported a team had found intentionally modified test data on the $6.4 billion bay bridge project. caltrans has questions about seismic work -- reports about false test data, irresponsible, says foundation concrete in the bridge is safe. and of course, i'm covering a safety defect -- would cost tense of millions in added construction costs and delay the opening of the bridge, which is slated for next year, labor day, 2013. next week, caltrans officials will be grilled at that senate hearing. that will happen on tuesday in sacramento, several lawmakers on that committee will be involved. they will take a closer look at

a fire in new york at the one world trade center. it appears someone made a mistake. they miss took welding for flames, now, this is a shot of a building that is under construction. 4:30, somebody reported seeing smoke coming from the 88th 88th floor there. now, obviously, fearing the worst, about 90 firefighters rushed on over there. for now, they think it was welding equipment that may have triggered that falls alarm, again, it was a false alarm. nobody was hurt. that 104 story skyscraper is scheduled to be finished in 2014. 7:16. new this morning, a suicide bomber struck a nato patrol in eastern afghanistan, killing three coalition troops. the taliban quickly claimed responsibility for the assault. nato has not yet provided the nationalities of the troops who were killed. egyptian helicopters fired missiles on suspected islamic

militants in northern egypt near the border. the helicopters targeted islamic militants. the air strike reportedly killed 20 militants. and 2400 syrian refugees crossed into turkey overnight, to escape the escalating violence in syria. thousands of syrians crossed into neighboring turkey and jordan and lebanon. this is video of a refugee camp in jordan. fighting continues, thousands of syrians are leaving the country seeking safety. the united nations is calling on other countries to help provide basic necessities to the growing number of refugee camps. time is 7:17. new report that says san francisco international airport has one of the largest numbers of close calls on its runways of all airports nationwide. scott mcfarland with what sfo is doing to improve the runways.

lighting warning system to help reduce mishaps. should be completed by fall 2015. live this morning, scott mcfarland,. there's a new uc san francisco study out that shows california's hospital emergency rooms are themselves in critical condition. the report says there are fewer emergency rooms and more demand for the services. it also adds that 92% of hospitals are affected by ambulance diversions. that's where patients are said to other -- sent to other hospitals because the er is just too busy to take in new patients. also, enter constituent hospitals -- city hospitals that serve a higher number of minority patients are the most overcrowded. >> if we do feel like emergency care is something that is a bub good, then -- is a pup good, we need to -- is a public good, we need to finance it.

for the possession of a weapon. authorities found the gun while searching her home in milwaukee. she is not supposed to have a gun because she has a felony record. she, and the alleged gunman recently ended their relationship. she has not been charged in connection with the shooting. state senator leland ye is pushing a bill he says would close a loophole on a ban on assault weapons. it would allow magazines to be reloaded so quickly, that some semiautomatic guns can be fired almost like assault weapons. after the mass murders in colorado and wisconsin, the bill is getting some support from fellow lawmakers, but the gun owners groups say it's not necessary, and they claim it's unconstitutional. a san ramone lawyer who was arrested connection with a fatal hit-and-run crash is due in court in just the next few hours. spencer freeman smith was arrested back in may. police say he owns a mercedes

at a new york city theater. the subpoena comes after someone posted a message saying "this ain't no joke. i'm serious, people are going to die like aurora ." it referred to a broadway theater where mike tyson is performing a one man show. last month, an in aurora, 12 people were killed, and 58 wounded when a gunman opened fire during a showing of the dark knight rises, and a man is facing charges after he brought guns into a showing of the movie. an officer found a 9mm pistol, ammunition and knives that scott smith brought to a showing in west lake, ohio. smith's attorney says he brought the guns to the theater for protection in light of the colorado shooting. time is 7:25. hey, sal, what happened on highway 4? >> we have an accident on highway 4, dave and tori, that

all right, we want to update you on this developing news we have, there has been an accidental activation of the phone system in martinez. they had called several people on this phone tree, saying that there was a shelter in place order. that turned out to be an accidental activation. this was associated with the refineries up there, but everything is okay, we just got off the phone, and saying probably what was happening, they were testing the activation system and they accidentally sent it out. they did say it was accidental. there was no situation where you need to shelter in place, so if you did get a phone call this morning, that is actually a false alarm. you may get another telling you it was an accidental activation,

so things, fortunately, there is no problem at the refineries in martinez stay with us, we'll follow it and figure out what happened. the good news, there is no shelter in place order being issued by the county. let's go back to the desk. thank you, sal. we're learning more about what may have caused a fatal motorcycle crash in livermore. it happened just after midnight at the busy intersection off 580. tara joins us from the scene. what's the situation with the road right now, tara. >> reporter: the road has been opened for about 90 minutes, it had been shut down for five hours, a police officers happened to be driving by and found a motorcyclist laying in the roadway. she tried to re suggestion tate, but it was -- resuscitate but it was too late. police were looking to see if it was a hit-and-run, but after a

witness came by, they believe speeding was a factor. he hit a sound wall and was thrown several feet. >> as long as you obey the laws, we have speed laws for a reason. you have to take more care with motorcycle. >> reporter: the victim's brother happened to be driving by last night, saw the he then l crash. extremely tragic. the coroner will perform an autopsy on the body, and the victim's name is not being released until all family is notified. the roadway is now opened live from livermore,. overnight news, firefighters quickly put out a car fire in pinole a car was engulfed in flames in 2600 block of emma drive. no word on cause and no injuries.

according to the contra costa times, the sheriff, david living ton, want to use the money to add space to accommodate the influx the inmates, but critics say the jail is crowded because he allows immigration enforcers to use t they want to be used for rehabilitation and help centers instead. later this afternoon, group of california lawmakers will talk about how to help improve the lives of boys and young men of color. they're going to present a list of recommendations in sacramento that includes legislative proposals to improve access to healthcare and jobs, and keep students in school. east bay -- to address issues that affect, in particular, boys and young men of color. ideas and suggestions were gathered at public meetings held all over the state. 7:36. volunteers are needed this morning to help in the latest search for a missing morgan hill teen, sierra lamar.

burn off by 10:00 a.m.? no pressure, but david just teamed me and said -- tweeted me and said fog is burning off. fog forms, and then by 10, 11:00, most is gone. there's patchy fog around, a system to the north, right there. washing out over napa county. there's a couple things going on. high pressure is building, i do know that. by the coast, there's still a nice breeze. partly cloudy in the sierra nevada. right now, showers on the lee side and south of tahoe, but are getting closer. some very warm air aloft has settled in. but today, some temperatures are running 3-5 degrees cooler. there's a shallow marine layer. upper 40s, low 50s, mid-50s for some, another cool morning for parts of the russian river into, mine county, 40s, now most locations in the 50s.

a little system there, you can see it spinning through. there's a bunch there. and each comes in, not very strong, but they prevent the high from building in. so the coast and bay stay in the 60s and 70 a. inland temperatures are coming up a little bit more, so i noticed it, you may not. some locations are back into the mid-90s. far enough inland, it's near 100, so sunny and warmer for most. i say that, because some areas -- 95 concord, pleasant hill, lafayette, 94. brentwood, 99, alameda, 72. livermore, san jose 76, san cruz hits the 80s. there's some night and morning fog, it stays near the coast.

city view room. it is at 4th and mission street. the store is set to open in october. the government accountability office is calling on the fcc to revamp standards for measuring radiation from cell phones. the announcement comes as the ninth court of appeals in san francisco prepares to hear oral arguments tomorrow on an ordinance that would require retailers to disclose how much radiation cell phones emit. a texas man convicted of killing a police informant has been executed. marvin wilson was executed by lethal injection last night. his family was looking on. that was after the u.s. supreme court rejected arguments that wilson was too mentally impaired to qualify for the death penalty. wilson's lawyers pointed to his low score in an i wonderful test, but prosecutors argued that inmates purposefully score

richmond monday night sent about 950 area residents to the hospital with breathing problems, and other illnesses. the two refineries are about 11 miles apart. in the meantime, that chevron refinery fire is causing anger and a lot of concern among the residents near by in several east bay communities. claudine wong is in richmond, talking about residents demanding answering during a really heated town hall meeting last night. >> reporter: onene thing they we concerned about was air quality. we know there will be long term monitoring to check, but there's one analysis down, and one sample was taken here at hensley and fast street. we can show you we're about a mile from the refinery, sample was taken, but there were seven mother taken after that. well avenue show you this map. you can see where the samples

cost tens of billions. potentially delay the opening as well. next week, the committee will hold a hearing on this issue to take a closer look at reports of potential structural issues on the new eastern span of the bay bridge. this week, the sacramento bee reported a caltrans team found intensely modified test data on the $6.4 billion bay bridge project. caltrans has faced tough questions about seismic work after a report last year of a rowing state inspector faking test results on another bridge. caltrans has called the reports -- they pointed out the state agencies in charge of oversight have no concerns about safety on the projects but there is one bay area lawmaker calling for a third party to come in and scrutinize the seismic safety numbers and generate what he calls an unbiased risk assessment on the project. it will be next tuesday, that hearing will happen in

there was some sort of blind spot in the way that they verify who is the account holder. you're looking at the man who says he got hacked. the hacker shared the details. he said he used amazon system to break into apple system. he got ahold of so. journalist's personal information, and used that information to access the victim's amazon account. amazon asks you just for your name, building address, and an each associated with the account, and that is all information that the hacker had on hand. once the hacker got into this amazon account, just a couple more steps, and with the use of credit card information, he gained access to the victim's apple account, and in no time, the hacker eraced all data locked the victim out of his information. all of your data on our commuter and phone, wiped out. both companies admit there was a
