firefighters were dousing the refinery unit heavily damaged in the fire two days ago. chevron says this second fire ignited at about 10:15 this morning as fuel leaked onto the original source of the fire. a small fire about the size of a basketball has been allowed to burn inside this refinery unit to eliminate excess fuel. >> as we went in to extinguish the secondary fire, the opportunity arose where we could actually get close enough to extinguish the primary fire. so at this time, all fires have been extinguished. >> reporter: the chief says while the fires are out, it is still too dangerous to inspect the damage at that refinery unit so it is unclear when repairs could begin. the chief says it's possible additional fires may erupt but he says those fires would be small. >> this plant is completely depressured, completely shut down. so even though it did leak out,

it's not under any pressure and there's no chance it's going to be a large-volume fire. >> reporter: this is video from monday of the original fire. chevron says a small leak in a pipe triggered an emergency response. but after that response and two hours later, the pipe suddenly began leaking rapidly and the fuel found an unknown ignition source. because of the damage to that refinery unit, refinery unit no. 4, investigators have not been able to get in close to determine what caused the original leak. >> chevron has said it will pay legitimate medical costs for people injured by the smoke. today our crew was there as more than 2,000 people showed up at this richmond personal injury law office to file health claims. >> my nose was running and i was scared for my kids. my son has asthma. >> within like an hour or maybe a couple hours after, like my

chest started hurting. >> as we look at this time lapse of the plume, the bay area air quality management district says its measurements show none of the 23 chemicals reached unsafe levels. but we've learned equipment that measures particulate matter was not running. there were tense moments after a false alarm at the shell refinery. residents were told to shelter- in-place after an emergency warning was entered at the refinery. county officials say they believe the refinery was testing the alert system when it accidentally issued a real warning. gas prices are already on the rise following monday's initial fire at the chevron refinery. aaa says the price for a gallon of regular is up statewide. in san francisco the price is up one cent for a gallon of regular unleaded. san jose drivers now pay an

with just how hot it got out there today. the advertised warming trend right on track. back up in the mid to upper 90's. a couple 98's out toward fairfield and antioch. on the cooler side, as you would expect, out towards pacifica and san francisco. right now we do have mostly clear skies, a little bit of haze inland and patchy fog developing to our south and west. for the big story, the big warming trend. thursday, tomorrow, warmest locations inland right around 100 degrees. the warmest locations easily topping 100 by friday. coming up, i'll let you know how long this heatup lasts and also the hottest day of the upcoming weekend. work on the caldecott tunnel reached a major milestone today. tom is live at the oakland's

approach to the tunnel with the work that's about to be completed. >> reporter: consider this. this took 14,000 dump trucks to haul away. this chunk of rock is all that remains of a huge excavation project started two years ago to create the fourth floor of the caldecott tunnel. when this is done, the hole in the mountain will eventually be complete but turning it into a tunnel safe for commuters, well, that will take quite a while. >> we started final lining work on the western side of the tunnel. we're about a third of the way through with that. we'll continue on that. >> reporter: the final lining, creating a road bed, paving, striping and lighting are all still to come. >> it's slated to open in late 2013. >> reporter: but it will be a godsend to tunnel users. >> it's a great opportunity to

about two dozen people were arrested. the janitors oppose a contract they say would increase health care copays by up to $600 an month. an update now to a story we've been following since sunday. today, richmond police say a man wanted in connection with the killing of a 16-year-old high school football player surrendered to authorities. matthew john kaponis turned himself in this afternoon. he is suspected in the shooting of grehalva sunday night. authorities identify a woman killed in a car crash in saratoga. the santa clara county coroner says 54-year-old michelle akilee died yesterday when her volkswagen plunged off the highway.

her husband was shot to death in 2008 over an apparent love triangle. a father who was killed five years ago is being remembered by the family. how they are hoping to generate new leads to bring his killer to justice. >> reporter: daniel carver died of gunshot wounds in front of his house five years ago today. the case has never been solved and his frustrated family is posting flyers. they say they don't know what else to do but put up posters and hope someone comes forward. it's been five years and still no arrest. the family says they hear little from police in we wanted feedback on what's been going on. we seem to have fallen through the cracks. >> reporter: they say carver was on his way to a nearby store when he was shot.

he was 33 years old and left behind four children. >> the best thing about him was his humor and his kindness and he was a fantastic father. >> reporter: earlier today, the carvers, joined by relatives of other victims, held a vigil in front of the police station. >> we need to gather, we need to form a community to support each other. >> reporter: police say they haven't forgotten the case. they just have no new leads and are no longer actively investigating it. dujt cuts have eliminated a third of the officers and the investigation unit is -- budget cuts have eliminated a third of the officer and the investigation unit is down to six. if new information comes in, they say the case will reopen. until then, they're doing the best they can to find justice. >> we now there's a chance this case never will be resolved. we're learning to live with that conclusion. in the meantime, we just don't want people to sweep it under

the carpet. >> reporter: carver's family tells me they plan to start a chapter here in the county. we are told one person was in a house on lambert road in el sobrante when a fire started at about 11 this morning. the resident made it out safely. from news chopper 2, you can see flames pouring out of the roof and the back of the home. it took crews about 20 minutes to put out the flames. the cause is still under investigation. witnesses say a neighbor helped a santa rosa woman and her grandson escape a fire early this morning. firefighters were called to the home on price avenue at about 1:30 this morning. this area does not have fire hydrants so firefighters had to use water tenders. it took 40 minutes to control. pg&e reported spending $200 million on expenses related to

the 2012 san bruno pipeline explosion. second quarter earnings were 81 cents per share, down more than 20 cents from a year ago. they spent $128 million on pipeline repairs and legal expenses related to san bruno. it also spent $80 million on claims. the state fish and game commission voted to remove president dan richards following a controversial mountain lion hunt. this photo with a mountain lion he killed in february sparked questions and outrage. hunting mountain lions is legal in idaho but is banned in california. the asian law caucus in san francisco says it's fielding hundreds of calls for information about the obama administration's new deferred action policy. starting next week, thousands of young, undocumented immigrants will be able to apply for a temporary reprieve

from deportation. new data shows about 65,000 people here in the bay area who came to the u.s. before they were 16 years old would qualify. san jose's mayor says it is a lucky day in a city with the opening of a new casino. 300 jobs were added when garden city casino closed and the bigger casino matrix opened this morning. they say that doesn't account for the construction jobs. they believe it will contribute $3 million more in tax revenue than the garden city casino did. >> the total revenues generates more money than the others combined. >> the casino is planning a grand opening celebration on august 18. the u.s. park police horse mounted unit downed one. a horse named stony was attacked by a pit bull.

a horse with the u.s. park police is recovering tonight after being attacked by a put bull on monday. mike is live now in san francisco with why the dog has since been released back to its owner. mike? >> reporter: well, julie, one reason is the trust that police have in the owner of the dog. we'll get to more of that in a minute. but as you mentioned, this is where the attack happened here. the horse dropped to the ground after the initial bite, popped right back up, ran across the street here, underneath doyle drive, but he was not alone, as the dog continued to pursue.

>> all right, boy. >> he used to be a racehorse. >> reporter: a thoroughbred who retired from the races only to join forces with this group, the u.s. park police mounted patrol. on monday afternoon, the highly trained stony was on patrol when suddenly a put bull named charlie charged the horse. >> the dog lunged at the horse and began to bite the horse on the belly, and then locked on to a leg. that caused the horse to fall and throw the rider to the ground. >> he's got a good laceration right here. >> reporter: he says the dog was taken into custody. the officer was okay. as for stony. >> a bite there. >> reporter: he's still recovering. >> there was nothing that could be done. just a bad scene. >> the dog doesn't have a history of any sort of

aggressive or menacing behavior in the past. >> reporter: and because of that they released the pit bull to its owner yesterday. >> the dog shouldn't be off leash while it's in public and he agreed to that. >> reporter: sergeant king says it will take weeks of work and money to retrain the now spooked stony. >> it will take us some time to get him comfortable out in the park again, let alone comfortable around dogs. >> reporter: sfpd says a hearing has been scheduled for august 23 to determine if the dog should be put down. the owner of the dog, who we were unable to contact, is expected at that meeting along with u.s. park police. live tonight in san francisco, ktvu channel 2 news. researchers have uncovered a possible genetic factor that might explain the high rate of breast cancer in marin county. women at high risk for breast cancer were nearly twice as likely to have a specific

variation of a receptor for vitamin d. they call this an important clue that may help to lead to new ways to prevent the disease. apple is resetting how you set your password. a well-known tech journalist revealed that a hacker was able to change the password on his account. apple says users will no longer be able to reset the password over the phone, until it can strengthen the system. a couple of big sporting events and a sold out music festival is on tap for the weekend. the outside lands festival is expected to draw people to golden gate park for three days. and the 49ers play their first preseason game this friday night against the vikings. a new website is offering parking spaces in san francisco this weekend for a price. the site allows individuals to

most areas a touch warmer than today. this weekend, very hot temperatures inland but then cooler temperatures right near the immediate shoreline. first thing tomorrow morning, mostly clear skies except a patch or two of fog on parts of the coast. temperatures to start out the morning in the mid 50's to lower 60's. high pressure is in charge of our area. the sinking air, that's warming air. this will be a factor as we head into thursday, friday and also right on into saturday. so that means inland neighbors right around 100 degrees, 100 to 102. and right near the coastline, thankfully, we still have a breeze. most of the shoreline in the 60's to right around 70 degrees. the hot weather pattern really kicks in to the south. as a result, an excessive heat watch in the san joaquin valley. fresno, right around 110. that will be by saturday. we're going to be a little
