morning news continues. well good morning to you welcome to a brand-new day, it is thursday august 9th, i am dave clark. >> steve paulson is over there, wake up steve, is it a beach day or? >> well, you know, santa cruz capitoa, there is a lot more fog out there today than yesterday and it can't go anywhere, we are running into too much resistance, it will not matter. 1 down 104, 60s and 70s by the coast, here is sal. busy in antioch, bay point and also the morning commute is looking good on northbound and here in front of the oakland coliseum. power has been restored and that's after a car plunged a

neighborhood into darkness. it happened on san leandro street. i want to take you out there live to the area and you can see where the vehicle hit that utility pole and fire hydrant causing a lot of damage out there affecting traffic lights as well as the area. the resulting outage left nearly 700 customers in the dark and shut down a nearby bakery. they went home and as it stands, the power is back on for everybody affected by that earlier outage. more details about a deadly double shooting in oakland. it happened at about 11:30 on foot hill boulevard. when police arrived, they found a young man and woman who had been shot. the young woman was only 16 years old. they don't believe she was the intended target. the man who was shot was rushed

to hyland hospital. we don't know his condition yet. they found several shell casings on the ground nearby. they believe they used an automatic or semiautomatic weapon. police say he was a known gang member. he was shot in the back on san leandro boulevard. matt keller is there and more on the leads police are following up, matt? >> santa cruz police are still searching for the suspects. you can see the police tape is at the crime scene on san leandro boulevard and the westbound lane was blocked. he was shot and killed just after 8:00. santa cruz said he was a documented gang member and had multiple contacts with police. eventually two officers tried to revive the boy but he died at the scene.

they were wearing dark-hooded sweatshirt before one of the men got into a dark lexus and drove towards the boardwalk. some of the motels are a popular place for tourists when they come into town because the santa cruz boardwalk is only a few blocks away. reporting live ktvu channel 2 morning news. sunny veil police are trying track down the suspects who torched their get a way car. -- getaway car. this was all that was left of the car yesterday afternoon. police believe the robber set it on fire in a parking garage and then left in another car after attacking a woman who worked at max coins and collectibles. >> there was a woman who came to the door and when she let her in, two other men burst into the store. >> the men stole gold and collector coins. last week surveillance cameras

captured masked men at the madera village, they will look into it to see if there is any connections. and the legal battle over the city's controversial cell phone radiation problems are going back to court today and we will tell you the arguments both sides are making. there are still a lot of questions about the investigation and the repairs. claudine wong joins us from richmond with how chevron is responding, claudine? they seem to be the two big questions this morning. how long are repairs going to take. let's talk about the first part of this question in terms of getting close. we note chemical safety board

are all taking a look at this and we also know the area is still unstable. there was a second fire that is being blamed on the first fire. the second fire actually allowed firefighters to make some headway on securing that fire scene. >> we were able to see the primary fire had diminished considerably down to almost no leak at all. then we were able to see there were valves to block and get to and we were able to block that area and there is no more leaks in that particular area. >> and that's board news. they are not sure about what they are dealing with and they are concerned investigators will not get in there until they can make sure it is safe. that with the question about repairs, a lot has been said about this crude oil processing unit. they make about 50% of the

cities oil and right now they are on safety and until they can tackle these unknowns, they can't get the repairs started and the fire chief says at this point, there is no timetable but industry experts say repairs will not be quick and there is word that once they get in there, repairing that unit can take months. live in richmond, you are already paying more to gas up. they expect it to keep going high. they are always high because of the demand and seasonal gas is more expensive. now you may get some relief at the gas pump if there are no more problems with refineries. they are up about 7 cents just since yesterday. in san francisco, the average price of regular unled $4 per

80s around downtown oakland and here in berkeley. it will be warmer than 92 and it will be warmer than that, it will be closer to 100 degrees as you get out towards antioch brenly 102 and 103 and 104, i will buy it so much warm air aloft. 52 degrees and high pressure wins out and we will try to bring in tropical moisture, i think it is close and we are not going to make it. a stronger system will come in and inland it's going to be hot by the coast and it's going to be cool and foggy. there is a lot there around the bay as well. what is there will not burp off fast. 60s and -- burn off fast. 60s and 70s and 80s closer to the waters edge. los gatos fremont, palo alto

. new details about the alaska airlines flight that made the emergency landing in san jose. we first told you about this on mornings on 2. the plane lost cabin pressure during an electrical failure. some of the passengers on board said it was very tense. >> those are words you don't want to hear when you are on a plane, we need to make an emergency landing. >> the troubled flight originated in ontario. it was headed for seattle but alaska said they have pulled the aircraft from service and it will undergo a very detailed inspection before it's put back into the air. it is a far cry from the commute yesterday evening. a series of events caused

delays throughout the system. a train entering trans bay with the emergency brake on caused a backup for several trains and a fight for two people at the train station caused even more delays. the federal government for the first time is tracking the use of antipsychotic drugs at nursing homes. allison burns is telling us what the report shows about the use and over use of these possible drugs. >> reporter: we found 36% of nursing homes are prescribing antipsychotic drugs atherton higher rate. nationwide, short stay residents are given the powerful drugs and 23% of long time residents. the results are usually lower, 21% .1 of long-term residents.

a mosque during prayer time. four teens, ages 13 to 16 threw lent months at the building on friday and hit somebody. the daily report says those teens were arrested on suspicion of damaging property. this is the 4th time it has been attacked in the last four months. . traffic is getting busier now and it is not all that bad, we do have slowing on highway 4 in antioch and pittsburgh on the way to bay point but once up get to the bay point area, it is not all that bad. i guess we don't have that. let's take a look at what we do have here. at the bay bridge toll plaza, traffic is moving along well relatively well with no major problems.

dave clark. >> and i am pam cook, time now 6:30. >> in oakland hundreds of people lost their power and pg&e said their power is back on for everybody who is affected. this all started with a big car crash, tara? >> reporter: that's right and you can see the light pole behind me where the car crashed and we do want to update you that somebody from utah hall came but it is a big business. it appears perhaps it needs to be restored on this side of the street or this side where it has been restored. now behind me you can see that pole leaning to the side there. pg&e was able to get electricity back on for 600 people right away by rerouteing power and dozens more 90

minutes ago. we are here near san leandro boulevard where a wire is dangling over the street. the car smashed into the light pole around 3:00 this morning and then took off. the driver then smashed into a fire hydrant spewing water everywhere. we saw a bakery owner sent home because of the outage. >> they tell me go home we can't bake in the dark so i am going home, there is nothing we can do. >> reporter: they produce nut butters and they will also be able to resume operations. oakland police arrived on scene around 5:20 this morning and they have blocked off this section of 81st avenue and drivers will definitely have to use some side streets and not

all of the power has been completely restored but there is still a couple of dozen people on this side of the street who want that electricity to come back on. new this morning, 5 area high schoolsers were accused of hazing. the four sophomores and seniors are attending liberty high school. they are accused of hazing football players back in june. the district attorney's office will decide whether he will seek charges. although the five students were suspended from the team, they are still enrolled in school. it can be sometime before operations are back to normal at the chevron refinery. here are big questions that remain about the investigation

and repairs, amy? >> it t will be awhile before anything gets back to normal for the crude oil processing unit which is at the heart of this fire. i want to show you something because there was a secondary fire, it was a much smaller fire but in that same processing unit. firefighters were able to put that out and they were alsoable to fully extinguish the initial fire. but there is still a lot of damage and damage could cause a lot more problems which makes everything unradicularrable and highlights a lot of unknowns in that area. it prevents osha from getting in there and taking a look and prevents looking at when there could be repairs. there are ongoing negotiations between osha and the chemical safe i board. no -- safety board. no doubt, part of that initial

review, there will be a call to richmond dispatchers and there was a call for help. >> hello, we have a fire here in processing. we had a fire at 8:41, first level response from you guys. >> what does that mean, like a single alarm, like a construction or structure fire? >> whatever that means it is in the truck. >> in that call it shows there is some apparent confusion. what the response should be, how many trucks were needed. keep in line, it is critical to any response like this one. >> reporter: they were here for this secondary fire and richmond said they went through the drills to make sure the response is done directly and as they review they will be looking at what the response was, what the common occasion

was and -- communication was and what can be done to improve it all. claudine wong, ktvu channel 2 morning news. and people affected by the refinery fire are looking for compensation. more than 2000 people showed up at a personal injury law office to file claims. since then, more than 1,700 people have sought medical treatment at contra coster hospitals. chevron will pay medical and legitimate expenses for affected residents. here is that number for the special claims hotline, (866)260-7881. they plan to set up a help line to assist with claims and a location has not yet been announced. just a couple of hours, the future of the contra coster jail system may be decided. live in martinez, a critical vote is voting on expanding one

of the tension -- pension facility. >> they are looking into whether they should expand the facility in rich month one group is planning a protest outside the meter later on this morning. they are upset about housing immigration detainees. the communications immigration partnership will decide on how to spend its realignment money. the sheriff wants to expand by 150 beds. opponents say there will be plenty of room in the jail if the sheriff would stop partnering with them to house immigration people. the contra coster interfaith community organization... >> that is the wrong approach. we need to invest in people. we need to invest in creating

pole. it is still too early to tell anything about the richmond fire an explosion at the refinery. they will not know the full extent of the damage until the area is safe enough to get in an exam minute it. a 16-year-old was shot and killed in a double shooting in oakland. it happen add at midnight on foot hill boulevard -- hoot hill boulevard. a man was also shot. police recovered several dozen shell casings. investigators think the young woman was not the intended target.$♪. >> they are investigating the shooting death of a 13-year-old boy. he was killed during a driveby shooting often san leandro -- on san leandro boulevard. here is more on why the police say the young boy was most likely a target. >> reporter: i just spoke to

two young women about the homicide involving the 13-year- old boy and this is the second homicide which happened here on san leandro boulevard just a few blocks from the beach boardwalk. the boy was walking home when he was shot after 8:00 near the budget hotel. a good samaritan tried cpr before police arrived. officers tried cpr but he died on the sidewalk. police officers say he was a gang member and had multiple contacts with police. they saw men in their 20s wearing dark-hooded sweatshirt before the man got into a lexus and drove towards the boardwalk. the license plate 6nw634. it has been relatively quiet and the officer is still on the scene with the mobile command center and we are expecting police to update us on their investigation sometime this morning. matt keller, ktvu channel 2

morning news. new information is emerging about the lifesaving acts of two young children during that mass shooting at a seek temple in miss couldn't son. an 11-year-old and his sister were outside when they saw the gunman drive up. at first they thought he needed help but was stopped for directions. >> he got both of his pistols and started shooting randomly. >> that is when the two kids ran inside to warn everybody. they hid in a pantry until the shooting was over. they are still trying to determine a motive of the shooting. >> i am wondering how can people kill somebody just because they are different than them. >> hundreds gathered to remember the people killed during that shooting. the names of the six victims were read out loud to the

crowd. the guru told everybody to fear none and frighten none. and news organizations will ask a judge to give them access to the colorado movie theater shooting case. they want the judge to unseal court documents so they can gift public more information about the accused shooter, james holmes. the former ph.d. student is accused of killing 12 people and injuring 58 others during that massacre on july 20thth. he is expected to be at today's court hearing. last month was a record- setting month for hot weather, the hottest month since record keeping in 1895. 76.6 degrees and that's 3 and a half degrees warmer than the 20th century average. the nights have not cooled off nearly as much as they usually

westbound is backed up for a five minute delay and once you get passed the metering lights it is a nice drive in san francisco. on some of that fog and it is very shallow. way down there. if you get up here it is extremely warm air. high pressure is just putting its foot down on it and i had a nice tweet from brandon. fog is getting lower and the breeze is picking up and it is 51 degrees. it will be cool on the coast, there is a lot more fog, but inland it will move out fast. it will be hot. 90s and upper 90s for some. livermore, fairfield, hayward 88, san jose officially 87 and out towards evergreen, it is about 95 and 96. 47 to 60, and that's at the sonoma airport and mt. diablo

also 80 degrees and there is your warm air. northwest fairfield, most locations calm not much of a breeze but there will be a 45- degree difference, high pressure is large and in charge western edge is coming up and smashing the fog but there is a lot of fog there and i think by sunday it will be ready to go and until then it will be hot inland and temperatures anywhere from 60s to 102 and 104. all over the map it is cool going to the interior and it is going to be hot, 92 to 104, caster valley, alameda berkeley 78, 95 los gatos, santa cruz 95. daily city passive can 72 and 72 in the city. about the same, i think today is the hottest day. it will be warm inland and here

into novato. this came after a car hit a power pole near the novato landfill yesterday. downed power lines set the grass on fire and about 40 acres went up in flames. some customers in lot their power. and there will be a new chapter in the heart warming story about the double amputee runner. they will allow them to compete in the 400-meter final. south africa thought they were eliminated this morning after a kenyon runner collided in the heat. the first double amputee competed as they tweet and it is on, we are in the final. and santa clara native, kerry walsh jennings won her third gold medal. she and another won the gold and u.s. won 7 metals in track and field as well and in the
