and then careened into a fire hydrant sheering it off and sending water gushing into the air. channel 2 reporter is on 81st 81st avenue to bring you the latest information. tara? >> well, another pg&e crew is on its way. they did restore power to a nearby bakery, but they still are the to have store power to about 59 customers still. fishes tell us all but three customers should have electricity again. it affected more than 650 customers around the area of san fernando boulevard. a car smashed into a light pole. it toppled the pole and the wires are still dangling over the street here. the vehicle crashed into a fire hydrant, sheering it straight off into the sidewalk spewing water everywhere.

we watched about 6 employees drive off, september home because of the outage. >> i finished loading the truck. i came back in and saw the lights flickering. they just went out. >> none of the ovens are working or anything. >> everything is out. nothing is working right now. >> they will continue baking their crescents and cookies. the nut butters next door will continue operations, but u haul will have to wait on this street. you can see oakland police have blocked off the street on 81st 81st avenue. if you need to get through this morning, you're definitely going to need to use some side streets. we're live in oakland. i'm tara moriarty. >> overnight news, more details emerge from a deadly overnight shooting in oakland. it happened last night at hobb pit avenue. when police arrived, they found a young woman and man had been

shot. the woman was pronounced dead at the scene. officers tell us she was only 16 years old. they do not believe she was the intended target. the male victim was rushed to highland hospital hospital. we have not received word on his condition. investigators found numerous shell casings on the ground. they think he used an automatic or semi automatic weapon. chevron said it's unclear when the operations will get back to normal. they don't know the extent of the damage to the unit damaged in monday's fire. now, state official there is at the scene, but chevron officials say they have not been able to get a close look at the damage. once it's declared safe, the investigation can really begin. there was a small flare-up of the fire at the same processing unit damaged on monday. you're looking at news chopper

2 video at 10:45. crews put the small fire out. no one was hurt, but they're closely watching the site, and there's still a chance there could be another small fire breaking out. coming up in the next half hour, the 911 call from chevron reporting the fire. how that call for help actually caused some contusion. 7:04. >> bay area drivers are already paying more to fill up their cars after that chevron fire, and prices are expected to keep going up through the labor day weekend. prices are already high because of demand and because of the mandatory seasonal blend of gas that's more expensive. after the holiday, we may get relief at the gas pump if there are no more troubles at refineries. here's a quick look at bay area prices. they're up an average of seven cents since yesterday. the gas at my neighborhood stations have gone up ten cents

detain knees. later this morning the kosta county community college will decide how to spend grant money from the state. the count sheriff favors expax, but opponents say there will be plenty of room in the jail if the -- stopped partnering partnering partnering with the federal government. >> it's the wrong approach. we need to invest in people. we need to invest in creating real systems that provide reentry and healing that would reveal evidence based practices. we can't replicate the barrier of the state of california here at the local level. >> the countersheriff, david

we first told you about breaking news. the plane lost cabin pressure and several systems shut down. some of the 136 passengers on board say it was very tense. >> it was horrible. i've never had anything like that in my whole life. >> the side wall of the plane pulled away from my leg. it just expanded. >> the flight was headed to seattle from ontario in southern california. the pain from the loss of cabin pressure lasted about 20 minutes. the captain flew down to 10,000 feet to ease the pressure before landing. a federal report blames poor judgment by a security guard for a dangerous and potentially explosive situation. the guard found a bag outside a government building in detroit

last year. instead of notifying his superiors, he stashed the bag under his desk for weeks. neither he nor anyone else knew the bag contained a bomb. another guard shook the bag to determine what was inside. authorities eventually removed it after realizing it was a threat. 7:15. new this morning, the federal government for the first time is tracking how antipsychotic drugs are used at nursing homes. ktvu allison burns found overuse of these drugs in nursing homes. >> the feds are flagging nursing homes. the problem, overuse of those of these drugs can lead to bed sore, falls, injuries, and even death. now, we examined data from nursing homes. we found 36% of nursing homes,

undercover officers arrested 43- year-old chris singh. legal analysts think this case could have far reaching ramifications, including the online sale of medicinal marijuana. the number of u.s. homes entering foreclosure jumped in july. the number of homes hitting initial default notices went up 6% last month, compared to the same time last year. that comes as banks repossessed 21% fewer homes compared to july 2011. a report yesterday shows more americans are staying current on their home payments. well, hundreds of people who live in one san francisco neighborhood are upset that a relatively new resident washes to make big changes to his property. evan williams, the cofounder of twitter bought a house, this house, for almost $3 million last year. it was designed by the highly

19 deaths are reported. this is the result of 11 straight days of rain from a monsoon. president obama is now joining mitt romney in speaking out against the boy scouts ban on gay members. the white house released a statement saying the president believes the boy scouts are valuable organizations but he opposes discrimination in all forms. last month the boy scouts of america affirmed the ban on gay scouts and leaders after a two- year review of the policy. romney voiced support in 1994. although he also said he supports the rite of the boy scouts organization to decide what it wants to do on the issue. it looks like same-sex couples in hawaii will not be able to legally tie the not anytime soon. a federal judge just ruled against two women who wanted to get married instead of entering into a civil union. the judge said it should be citizens who decide if the

only at safeway. ingredients for life. 7:29. police in santa cruz are looking for suspects in shooting death of a boy that happened late last night on san lorenzo boulevard. we just spoke with people in the area about the shoot. >> reporter: good morning. people at the budget inn motel are waking up and finding out for the first time that a 13- year-old was shot and killed right in front of the building. you can see the crime scene is still blocked off as the police investigation is expected to start up again this morning. the 13-year-old was walking home from the boardwalk when he was shot and killed just after 8:00. police have not identified the victim. police say he was a gang member and had multiple contacts with

police. one woman heard the sirens but didn't find out how young the victim was until we spoke with her this morning. >> i couldn't imagine my 13- year-old being shot and dead. that's unimaginable. >> so i'm in shock. i'm seriously in shock that someone would shoot and kill a 13-year-old kid. >> police say witnesses saw three or four men in their 20s wearing dark hooded sweatshirts before one of the men got into a black lexus and drove toward the boardwalk. the van license plate is 6nw634. the officer on the scene did not know when detectives would be arriving out here to continue their investigation. reporting live in santa cruz, matt kellar, channel 2 news. the shooting comes ahead of the state's gang prevention conference that begins in vasquez.

red they unveiled a four-year plan to shop use and gang violence. the goals include awareness and education campaign about risk factors. it also wants to increase social services. a lot of the older kids would rather be remembered for their crimes than not remembered at all. new this morning, five brentwood area high schoolers have been suspended from the football team after charges of hazing. the contra costa times reports four seniors and one sophomore attend liberty high school. they're accused of hazing teens, including junior varsity players. the district attorney's office will decide whether or not to seek charges. although the five students were suspended, they're still enrolled in school. >> your time, 7:32. continuing coverage. the chevron refinery fire, a lot of questions this morning about the investigation and

when repairs will be made. ktvu, live in richmond with response from chevron. >> reporter: everyone is wondering about time frames. how long is this all going to take for investigators to get in, for repairs to be made to this unit. the answer to both of those questions is it may be a while. i want to show you some time lapse video ktvu put together. it reminds us how long this fire burned. obviously the black cloud of smoke could be seen for miles. although the fire, much smaller, still burned. the secondary fire started yesterday morning. that was blamed on damage pipe above the original fire. that was put out pretty quickly. firefights were also able to extinguish the original fire. even though all the fires are out, even though that area is depressurized. there are still minimal leaks and a lot they don't no. they're going to be cautious

fogging is scheduled for tonight at 11:00 p.m. it's expected to last several hours. mosquitoes were detected last week. there have been 11 cases of human west nile virus this year and one person has died from the disease. some california wildlife officials want a grey wolf that crossed into california from oregon last summer to be listed as an endangered species. now, here's a gray wolf, the first one seen since the 1920s when they were all killed off. many believe this lone wolf can be joined by others and a former back. some cattle ranchers say they hope that does not happen. the gaming commission will decide whether or not to list the wolf as an endangered species. a pit bull had to be shot and killed after it attacked a boy an his mother. it happened tuesday night. the dog attacked a 5-year-old boy.

a 22-year-old woman told police that a man was walking his police near her and the child. the dog slipped out of his collar and attacked. victims were treated for minor injuries. the dog was shot when it became aggressive towards police officers. >> detectives in sunny veil want -- sunnyvale want to know if a robbery is connected to -- police think the robbers escaped this that car, got out, set it on fire. they then got into a different car and escaped with the stolen coins. the store's owner says the men beat and tied up a female employee. >> she feared for her life. so these were not nice people. >> last week in court, surveillance cameras captured masked men robbing a jewelry store. that video is being compared to

stock market has been waivering between losses this morning as investors are pulled between positive news about the economy and shines of china. taking a look at the dow, up 13, nasdaq up 9 and s&p up 2. the labor department reported better news. the initial report of jobless claims dropped to 161,000 last week. that's down 6,000 from the week

before. economists had expected the number to increase by about that much. and the -- fell to the lowest level in 18 months. the u.s. imported more goods than it exported. there was a record high of $185 billion. zynga's chief operating officer has resigned. he joined the online game maker 15 months ago. they will not say if he plans to replace them. it comes after the company shuffled several of its executives and left him with fewer responsibilities. the city of san francisco versus the cell phone industry. talking about a battle that continues today. >> the outcome of this battle will be significant. it could mean other cities across the country follows what

his son who committed suicide after being disciplined at school. about 20 news organizations are going to court today. they want access to the colorado movie theater shooting case. they want the judge to unseal court documents so they can provide the public more information about accused shooter james holmes. the former phd student is accused of killing 12 people and injuring 50 others during a movie massacre in aurora colorado. he's expected to be at toe's hearing. >> it's a step toward figure out why the state park's department hid almost $54 million. state lawmakers vote #-d for an independent audit. they hope the auditor will uncover the truth about the funds and restore trust in how california handles money from taxpayers. results are expected by january. mitt romney ruffled some feathers here in california with a comment he made during a

tara moriarty is there. what is pg&e saying? >> reporter: well, pg&e crews, more of them arrived momenting ago. if you take a look behind me, you can see the new light pole has arrived. they pushed back the perimeter. they told us most of the customers without power will be back in business. but this entire block here where u haul is located will not have the power back until late this afternoon or early this evening. initially the outage affected more than 660 customers in and around the area of 81st avenue and san leandra boulevard. the car smashed into a light pole. it ripped the wires right out of the ground. then it sheered it off the sidewalk. early this morning we watched about 60 employees at a nearby bakery drive off, sent home

without power because of a fiery crash. a car hit a power pole on highway 101 near the nevada landfill yesterday. it set the grass on fire and 40- acres burned. 3,000 customers lost their power. we also have new information about a fatal double shooting in oakland. it happened last night about 11:30 in the area of talbot avenue and foothill boulevard. police tell the tribune the victims are a 16-year-old girl and a 23-year-old man. they had just left the store with a group of people when a gunman walked up and started shooting. the young woman was killed at the scene. the man was taken to the highland hospital. he's listed in stable condition. police say they found about a dozen shell casings on the ground out there. so far no arrests have been made. >> it's 8:02. a five-month investigation led to the arrest of a san jose man

who's accused of possessing child pornography. 23-year-old ral raniro was arrested at his home. the sheriff's office says they seized computer equipment and electronic storage devices that contained images of child pornography. bail has been set at $25,000. a child psychologist accused of molesting his patients is back behind bars this morning. a san fernando county judge rejected a bail request. he said he could not make a ruling until the issue of his mental competency is resolved on the 1st. it was said he faked the dementia and is well enough to stand retrial. he's charged with molesting children in the 190s. the first trial ended with a

hung jury. alex savage is live in martinez to describe the issue that's dividing law enforcement. >> reporter: good morning. right now a number of community groups in richmond are gathering here, holding a news conference right behind us. it's going on as we speak. they're here right now fighting a plan to spend $2.9 million to expand a jail facility in richmond. they say they would rather see that money spent on rehabilitation programs as opposed to a larger jail. that's why they're holding this protest outside of this county facility. this is where county leaders have started a meeting. they will be voting later this morning on a plan to add 150 beds in richmond. contra costa community partnership will be vogt on how to spend $19 million on grant money from the state. it's money from california's jail realignment plan that would shift low level prisoners to jails. david livingston favors expansion, but creating more

jail space is unnecessary. >> we think that we can better serve the population as opposed to just putting them in jail. >> i think it's a rare opportunity to fix a system that's clearly broken and if we decide to just expand jail facilities, then we're really saying, you know, let's continue with the status quo. >> opponents to expansion also say they will be plenty of room in the jail if the sheriff would stop partnering with the federal government, with i.c.e., to house undocumented immigrants in that jail as they await deportation. i spoke with the sheriff's spokesman just before this meeting started. the sheriff is one of the members of the panel voting later this morning. i asked if the sheriff was available for a comment before the meeting got started. he said we'll have to wait until the end of the meeting to speak with the the sheriff. the meeting just got under way. we understand a vote will happen before it ends.

some of the stories we're following. golden gate fields, the fire was started by a van. a driver pulled over near a barn area after seeing smoke coming out of his fan. crews have put that fire out. we're looking at chopper pictures out of the area. these are live pictures of the the fires. it's out. no one was hurt. no animals were hurt out there. and traffic on nearby highway 80. these are live pictures from the ground. that's the van i was just telling you about. you can see what burned out. and the fire is out. again. we have a reporter there who's out there now. >> we'll get more details later. there's a lot going on, but we wanted you to go that information as it's happening.

traffic nearby is slowing, as you can imagine. we're following this. most of the 59 oakland customer who is lost their power should have it back within a matter of minutesment a car smashed into a fire hydrant. happening now, protesters have packed a special meeting that's in contra kosta county talking about the future of the jail system. alex savage is live in martinez. they want millions of tax dollars invested in people, not prisons. what's the latest, alex? >> reporter: i just stepped out of this meeting. the county members have decided to postpone their vote on this very contentious issue. there were a number of community groups that showed up this morning to opposed a bigger jail in richmond. they voiced their opinion and focused a lot of their attention on the county sheriff

that backs the plan in richmond. >> one area in the county and one particular group. >> the entire county of 1 million residents deserves we act as statemen and leaders in moving this project forward. i would neat that the county needs some certainty. >> that's the sheriff who was booed by this crowd of more than 150 people on hand this morning. it was standing room only as county leaders consider a plan to spend $2.9 billion to expand the jail in richmond. opponents say they would rather spend the money on rehabilitation programs instead of a larger facility. it's a seven-member panel. they were expected to vote today on ro how to spend money from the state. it's part of the program that

shifts low level prisoners to the jail. the sheriff said she needs more room in the jail, but the opponents say there would be plenty of room if he would stop partnering partnering with the federal government to house illegal immigrants awaiting deportation. >> that's a use of our jails that's not related to public safety. if they're looking for ways to increase space and make space for people, then they should look at stopping that cooperation with i.c.e. >> reporter: this issue has put the county sheriff at odds with richmond's chief who opposes the expansion of the jail. both men are members of this panel. s ajust got out of the meeting, it's understood they will be postponing the vote on the issue. they will study it further and vote at a later time. we'll speak directly with the sheriff once this meeting wraps up. we are a live in morning in

martinez, alexander savage, ktvu channel 2 news. san francisco versus the cell phone industry. we're joined in the studio to talk about the important debate that continues today. >> it's going to be interesting. the debate over cell phones. it began two years ago. many other cities and states are watching the latest developments. the issue goes before the ninth circuit court of appeal this is morning. it began in 2010 when san francisco's board of supervisors became the first in the country to approve a law that requires warning labels on cell phones about the amount of radiation they emit and the health risks involved. however, the association that represents the wireless companies is suing, arguing that the law violates the industry's first amendment rights. ing? the court will likely consider, last year the health organization continued that there's enough evidence to classify cell phone radiation as possibly carcinogenic,

placing it in the category as led and mercury. the outcome of this battle heard today will be significant because it could set a precedent in what other cities follow. we could also see the warning labels on the next cell phone. analysts say they don't expect a ruling today, but they have about 20 minutes to represent their side of the case. if the cell phone industry loses today, it will most likely ask the u.s. supreme court to review the ruling. dave? >> time now is 8:50. boo the dog, he's known as the cutest dog in america. he's a big hit on you tube and now we know who owns him. this is boo. a six--year-old pomeranian. i had to show it to you. he has almost 5 million facebook fans and a stuffed animal look alike. you can't take him home, but after three years of being anonymous, we now know who the owner is.

who you see in the plaid shirt, he was driving on this freeway. he noticed smoke coming off the vehicle. he pulled off on the gillman exit and parked next to the barns here at golden gate field. flamesflames were shooting out of the car. when they opened the back doors of the van, garbage and tons of rats spilled out. >> the barns were not -- they were empty at the time. all the horses were out on the track. the firefighters were able to knock down the fire and prevent any extension to any of the áures at golden gate fields. >> reporter: now, two engines responded. again, no damage to the barn. the driver said he was on his way to the dumps. that's the reason for all of the garbage that's now spilled out onto the roadway here. there's a little bit of backup coming off the freeway at the gillman exit. be aware of that. you might want to avoid gillman, unless you have to get through. it's open, but it will take an
