an alleged teen criminal you have heard about before. good afternoon, i am tori campbell. two people apparently tried to break into the marin county juvenile hall. we have new information. alex savage joins us where we have learned the reason was to bust out an inmate well-known in the area. good afternoon. >> reporter: good afternoon. that inmate max ray, charged with the brazen theft of a high end sports car, this morning or today i should say, his 18th birthday, so he was being transported here to the men's jail but investigators believe during his last few hours in juvenile hall this morning investigators are thinking someone tried to free him from that facility. two people used bolt cutters to cut through a chain-link fence on the perimeter of the juvenile hall this morning. after that they used a sledgehammer and tried to smash this window but guards were alerted and this break in was

stopped short. the facility locked down as they searched the area but not able to find the people involved. now there is no direct evidence linking wade to that break in but for investigators the timing is suspicious. >> i don't have anything that would directly imply indicate mr. wade in this, however, he was aware, certainly he was turning 18 today and it is no secret you can't keep adults in that facility, so i think you know, probably several people could have surmised there was a transfer going to occur today. >> for some background wade is charged with rappeling into a san francisco car dealership and stealing a 200,000 dollar lamborghini that belonged to him and also charged with a shooting. shortly after the break in attempt he was moved over to the men's jail. detectives are interviewing

wade and some of his phone calls from juvenile hall. by the way wade is still held on 2 million dollars bail facing those charges of theft and attempted murder in connection with what authorities say was a crime spree, held on that 2 million dollars bail he has a scheduled court appearance next month but a district attorney spokesperson or assistant district attorney told me this morning that hearing could be delayed because of what happened this morning. live in san rafael, alex savage, ktvu channel 2 news. >> the chevron refinery fire investigation could begin today if cal osha gives the green light. there are still questions about chevron's decision not to shut down the number 4 crude unit after a worker spotted a leak two hours before the fire monday night. the chronicle reports the insulation around a leaking pipe may have caused them to missouri calculate the scope of the problem, when the

insulation was removed vapor was released and caught fire. for the first time today a claims help center opened to offer help by the people impacted by the fire. the center is located at 598 nevin at the community center. claudine wong was there as the line stretched down the block. >> if you called the hot line and made a claim you do not need to be in this line. >> chevron says more than 22 00 people have filed claims but the line still formed quickly outside the center with people who wanted face-to-face assistance. first in line was this man who arrived hours before the door opened. >> when i woke up my nose throbbed and i had other problems. >> but you didn't go to the doctor. >> i went tuesday, but like i say i am uninsured and that would not help me. >> it is unclear if he is going to get it.

they will pay for it but say the claims must be documented and reasonable. >> it is going to be based -- i am sure they are going to have to look at that and decide whether it was related. >> this comes as officials try to determine what was in that black cloud that blew over the bay area monday night. this new report filed by chevron with the county says results to date show no evidence of adverse air quality impacts associated with the fire. certainly the long line of residents that continue to grow on nevin avenue tell a different story. >> i had to rush my grandmother to the hospital. >> they will stay open as long as they need to. >> there are two ways to file a claim, go to the center there

or call the phone number 866- 260-7881. you can find this phone number again and other information on the chevron fire aftermath on our website, ktvu.com. a suspect in an oakland amber alert is still on the loose. 19-year-old marcos hernandez is accused of kidnapping his 17- year-old girlfriend and their two months old daughter from an apartment there. the mother and child were found safe at a friend's house yesterday afternoon. hernandez was last seen driving a car similar to this one, a 2006 silver ford focus. there was more bloodshed in oakland overnight. police are investigating two apparently separate shootings that happened around the same time. around 12:30 this morning someone fired into a car on 19th street and san pablo avenue, one person was wounded and another died later at the hospital. a reported robbery led to another shooting on deer wood avenue across town in east

oakland. no arrests have been made in either case. those two incidents follow a deadly double sheeting wednesday night. 16-year-old tapian turner was shot and killed there. she was the high school student and the mother of an eight- month-old bean. a second person was wounded in that shooting. san jose police are investigating an early morning stabbing. officers received a call a man had been attacked and was suffering from serious injuries. he is expected to survive. police say they had to block off a quarter mile of the avenue to clean up what they call a messy crime scene. so far there is no information about a suspect or a motive. the 2012 outside land festival is just getting underway at this hour. the massive three day concert at golden gate is already sold out. the gates just opened and paul chambers joins us live there. good afternoon. >> reporter: good afternoon. now the gates opened an hour ago and i could hear music a second ago so it is official it

is underway. there is a nice long steady stream of people. of course it would not be long right now but a steady stream of people going inside the program this three day place will be packed as thousands are coming to meet this music extravaganza. once the gates open people made their way into golden gate park. on the field stagehands doing a final run through making sure everything is ready for the first band to perform. organizer are expecting 195,000 to attend, such a diverse line up something for a father and son to enjoy. >> we like that. >> we both share a lot of music, a lot of the things i like maybe he is not aware of and some things he is turning me on to so it is pretty cool. >> reporter: aside from music a ton of food vendors and new sections. for the first time ever the festival was sold out even before the gates opened. these two ladies will be here

fire destroyed an suv in oakland this morning near 98th avenue, it was engulfed in flames when firefighters arrived and something exploded while they doused the flames but no one was hurt. the fire was out in a couple of minutes. no word on how it started or who owns the suv.

pg&e crews are working to fix a gas leak in san jose that started this morning before 8:00 a.m. in the area around oakland road and it did block traffic for a short time. thousands gathered in a milwaukee suburb to remember the six victims shot and killed by a wyatt supremist at a sikh temple last sunday. mourners filled the high school gym in oak creek and filed past the six coffins at the front of the room. among the mourners were wisconsin senator paul ryan, govern scott walker and u.s. attorney general eric holder. >> we are united today not only by a shared sense of loss but also by a common belief in the healing power of faith. >> authorities say the gunman

shot and killed himself. they say they might never know why he opened fire. they say an afghan dressed in a police uniform shot and killed three u.s. marines in the province there. reports in arabic media say the gunman was a commander of the police unit they were training and invited the troops to dinner with his men and that is where he shot and killed them. the taliban claims after the shooting the gunman joined its forces. seniors gathered for a fraud prevention workshop put on by jerry hill, and others. it offered tips to help educate seniors about how to avoid financial and investment fraud

approved by the state senate. the bill was drafted after bart blocked cell phones during a demonstration last august that led to protests and comparisons between them and middle east dictatorship. the law would require a judge to issue a court order based on probable caused before signals could be blocked. bart has exceeded its own goals for the number of working escalators. a new report shows only 7 of the 176 escalators are out of service. that means 96% of them are working. bart's goal is to have a 95% reliability rate. it is a sharp contrast to last may when the rate was only 77%. for kids in the south bay got to head start on the new school year this morning thanks to the generosity of one community organization. ktvu's matt keller was theres a sacred heart community service handed out thousands of free backpacks. >> reporter: the wait was worth it for san jose students eager

stocks are mixed as we head toward the closing bell. much of companies coming in ahead of profit predictions for the second quarter but china is reporting lower growth in its exports, the dow up 11, the nasdaq down three, s&p is flat. the u.s. government has told 95 5 of the largest banks

to make plans for preventing their own collapses in case they face problems. jp morgan chase, bang of mish, goldman sachs, citigroup and morgan stanley. they say the orders came down in may of 2010 but have been secret until now. the order is a sign the government does not want banks to count on deposit help if they run into another possible financial collapse. this is the second day of target's job fair in san francisco. hundreds of people lined up for interviews outside yesterday. the line wrapped around the shopping complex. more interviews will be held today and tomorrow. target plans to hire 300 people. the new store is scheduled to open in mid-october. the chocolate company has planned to expand. they will add 2000 square feet to its original store in san francisco, which is filled to
