ended in controversy. good morning. welcome to mornings on 2 i'm claudine wong. >> and i'm mike mibach. how hot will we go today? let's get to rosemary and a quick look at that forecast. >> the good news we won't be any hotter what we saw yesterday. a few degrees cooler than yesterday. unfortunately that means for the hot spots still beginning to be quite hot. we are waking up with patchy fog. the on shore breeze is a little stronger. i'll explain what that will mean to you and we'll talk about the gradual cool down. happening right now highway 680 just reopened after a fatal crash that claimed the lives of two people and seriously injured another. ktvu allie rasmus is live at the scene with what led up to

that crash. >> reporter: the crash happened on southbound 680. now you can see the scene has been completely cleared away. although you can still see some of the tire marks where this crash happened in the far left lanes here. it was around 1:20 this morning when chp says a man in a nissan type sedan was heading south. drivers in the area reported that man was speeding. he crashed into a bmw convertible also going south. that convertible had a male driver and female passenger. both cars crashed into cal tran construction equipment in the far left lane. cal tran had been doing overnight road work in this area. the car of the speeding driver caught on fire after it crashed into a forklift. the driver was pronounced dead at the scene. the female passenger went to the hospital in critical condition. a witness that didn't want to be identified told us that a speeding driver drove right past him on 680 right before the crash happened.

>> he bounced around between the shoulder and number one lane. nearly clipping the center divider so many times. and i just keep thinking that was almost us. >> we don't know how fast the speeds were or what kind of pattern of driving there was or any indications of alcohol whether alcohol or drugs played a part in it. >> reporter: four hours after this first accident happened around 5:40 there was a second accident. a car passing through some of the lane closures and the lanes were closed for the chp investigation. that car struck a parked empty cal tran's truck. no workers were injured in that second crash or first crash. the driver in this second crash just had minor injuries. investigators say they will be back later today to take aerial photographs of the area where this accident happened. part of their investigation. but as you can see 680

southbound between crow canyon anabolinner canyon is back open. live in san ramon allie rasmus. cleanup under way this morning after a street in walnut creek turned into a bit of a river after a water main break. they started around 10:00 last night near a construction site for a church. water got into people's front and backyards as well as their garages. firefighters did what they could to push the water away from the homes before crews were able to shut that water off. firefighters put out is a big fire at a landfill in milpitas overnight and started in a remote area at about 8:30 last night. the flames did not threaten any homes. the smoke prompted a warning for people that live downwind from the dump to stay inside and shut their windows and doors. it took crews about 90 minutes

to put out that fire. tonight a candle light vigil will be held to remember a vacaville teenager remembered in -- it's planned for 6:00 p.m.. she died last sunday during a vacation in hawaii. investigators say 20-year-old australian tourist tyson was on another jet ski posing for photographs and wasn't paying attention when he rear ended him. >> just as he was being served it won't bring our christy back. i think the wheels of justice are turning the right direction. >> court documents indicate he was heard saying i'm sorry i can't believe what i did. he is scheduled to return to court on tuesday. he is facing one year in prison and $100,000 fine. napa county sheriffs investigators are looking for a patient missing from a psychiatric facility.

22-year-old eric tolliver walked away from the center at 2:00 yesterday afternoon. investigators say he is on medication and they are warning people not to approach him. tolliver is san francisco, 6'1" weighs about 160 pounds. has short black hair and wearing white shorting and a white colored t-shirt. animal control agencies are responding to calls as fast as they can but they are under staffed and overwhelmed. a family found a deceased dog earlier this month. they put the body in a card board box in the area of st. george and san michelle drive waiting for animal services to pick it up. the box sat there for five days. animal control says one day last week it received 215 calls by noon. a quarter of those calls were to remove dead animals. peta is speaking out against a new program in san francisco. earlier this month san

francisco began paying qualified panhandlers $75 a week to stop begging and start fostering puppies. city officials behind the program disagree and say it has the potential to provide better outcomes for both dogs and people. >> it's amazing to me that an organization that says they want compassion for animals has so little compassion for people. >> we need to look after all living creatures properly and not sloppily. and this is slop. >> san francisco officials say they are exited to testing the program for at least two months. it's being privately funded by a local dog worker. if it's successful it could help improve the city's image with visitors. in campaign news, mitt romney and congressman paul ryan continue their bus tour of battleground states. right now they are at the nascar technical institute. the candidates made appearances in virginia yesterday after romney introduced ryan as his running mate at a rally in the

town of manassas they slammed president obama's economic policies. >> do you think the countries in the right track? you know why? because president obama is our president and he has put all of his policies in place and they are just not working. >> they will make three stops in north carolina today and they will fly to ryan's home state of wisconsin for a home coming rally inwalk shaw this evening. they will continue their bus tour in florida tomorrow and ohio on tuesday. president obama is in his hometown of chicago to raise some big money for his reelection campaign. he will attend five high dollar fundraisers. one will be held at his house for $40,000 a person. the president will also attend what the campaign calls is a small round table also $40,000 per ticket. the obama campaign raised $75 million last month. romney's campaign pulled in more than $100 million.

sarah palin is commenting on congressman paul ryan to become the vice presidential nominee. palin called it a great choice and says the ryan-romney ticket is one americans should follow. coming up the comments palin made about california and why she thinks the country is in danger ending up like the golden state. big dreams are coming true for little leaguers in sonoma county. well the petaluma all stars are heading to the little league world series. they beat hawaii 7-5 to win the west regionals. that game ended in controversy when on appeal an umpire called a hawaiian player out for not tagging up on his way to home plate. as you can see it was an overflow crowd at a petaluma

we also have a southerly surge and that will help cool off the north bay. well inland and the east bay not so much. your satellite radar we have that moisture tracking as you can see to the east. we have a little bit moving up through california. we could see a few high clouds near monterey county that should be about it. if you're head together sierra maybe do camping or hiking in the next day or two. it could bring along the possibility of thunderstorms there. here's your forecast notice by 2:00 or 3:00 already popping up over the sierra. here at home we will see the clouds retreat back to the coastline. yesterday partly cloudy to mostly cloudy hugging the coastline. we'll see that once again and as we get into tomorrow the marine layer will be back with us. for the afternoon today these are what the numbers are looking like. 88 expected for santa rosa if you're going to the sonoma county fair. 89 will be a warm day. 89 for napa. low 80s san rafael.

californians. palin says president obama's image of america will make the rest of the country look like california without the warm weather. and scenery. political analysts are warning voters to expect to see many more negative campaign ads. a cnn study finds most of the negative ads between president obama and mitt romney are running in eight battle ground states including nevada, colorado, and florida. they say some are extremely effective that is why politicians spend millions of dollars to put them on the air. >> the evidence is if anything, negative advertisements tend to engage the elect trick or inform the electric. >> the poll is smaller than in 2008. that means the candidates and super packs need to motivate

their base support. there is new video of a suspected al qaeda training mission. spanish authorities released this video of a remote control airplane in flight that drops a small object. we highlighted it there. investigators say al qaeda was practicing bombing runs. spanish police arrested three suspected terrorists. because it may have been too difficult to attack london, al qaeda was targeting a nearby island. volunteers have repaired a memorial damaged by vandals. you may be familiar with this hillside in lafayette. a cross was put up for every service member killed in afghanistan. >> once a month they come and repair the crosses and i thought i would come. when i saw the vandalism i just thought that would be double reason to do it. >> the display was also damaged

shortly after it was created as an antiwar. someone in san rafael is posing as a pg&e worker to try to enter people's homes. the marin independent journal reports a man wearing a safety type vest and id around his neck went to a house yesterday morning. they told the resident he wanted to go inside to check the heater. the resident refused and then the man left in a silver 1998 mercedes benz. a bank robber tried to make a getaway in a police officers car. police responding to a robbery yesterday noticed a man trying to carjack a woman. one officer got into a fight with the suspected robber that got into the drivers seat of the officers patrol car. he led police officers on a chase. police did eventually arrest him. they believe he was on some type of drug. a recall alert to tell you about this morning.

it involves accessories sold by mer say doze benz -- mercedes benz. it recalls all floor mats sold in 2012 and 2013 cars. those mats could cause the gas medals to stick. general motor is also recalling more than 38,000 chevy impala police cars. the company says a part in the front suspension can break which would cause a crash or could cause a crash. the recall impacts 2008 through 2012 models. the company plans to replace the parts at no cost to police agency. these do not impact impalas purchased by nonpolice agencies. we'll tell you about the big party london is planning. >> and now that his olympic swimming career is over michael

stronger on shore breeze. fairfield that westerly wind has doubled. 22 miles an hour and fairly strong through the delta at this time. also a southerly surge will bring additional cool ocean air. we are going to see our afternoon highs drop just a few degrees in some spots. our inland areas unfortunately it will take another day or two. we will see just a minor cool down for areas like antioch. 1-2 degrees i know for some it's not sufficient but we will take what we can get. 64-degrees at game time. a westerly breeze 10-15 miles an hour at times. and there are the afternoon highs. while still hitting the century mark in some cases, we are rolling numbers back a little bit. livermore hit 105. so 101 is a bit of a cool down. 96 in vallejo. 89 for napa. 79 in oakland. low 80s in mountain view. upper 80s san jose if you're

scene. >> reporter: first off cal tran had been doing overnight work in this area where the crash happened. this was southbound 680. now the crash scene was cleared by 6:30 this morning. you can still see the tire marks from this crash in the very far left lanes here. it was around 1:20 this morning when the chp said a man in a white car was driving south on 680. witnesses in the area reported that that driver was speeding. he crashed into a bmw convertible with a man and woman inside and both cars collided into some cal tran construction equipment in the far left lane. no workers were hurt but the car of that speeding driver caught on fire and the man died at the scene. the man driving the bmw also died at the accident scene. the woman in the car went to the hospital in critical condition. the witness that happened to be on 680 told us the driver in that white car was going very fast and said he even turned

off his headlights before speeding past him. >> he turned off his headlights and forced me on to the shoulder to avoid impact. and he you know he is doing well over 100. >> we don't know how fast the speeds were or what kind of pattern of driving there was or any indications of alcohol whether or not alcohol or drugs played a part in it. >> reporter: around 5:40 this morning more than four hours after the first accident happened there was a second minor accident here. a car passing through some of the lanes closed off because of the investigation. ended up hitting a parked empty cal trans truck. no workers were injured and chp says the driver in the second crash had minor injuries. chp says they will be back later to take aerial photos of this crash scene as part of investigation. you can see all lanes of southbound 680 are back open again after the crash that claimed the lives of two drivers earlier this morning.

live in san ramon allie rasmus. government investigators say the chevron refinery fire could have been much worse because of the dangers employees face as that initial leak intensified. more than a dozen workers could have lost their lives last monday. they are still wait narc area to be deemed safe and a team from the u.s. chemical safety board plans to inspect that fire site at the richmond facility. employees that were close to that leak were trying to repair a leak to a four decade old pipe. it released a vapor cloud. during maintenance they failed to replace that pipe that could have been corroding. >> all this soot fell on me. my daughter started vomiting and irritation. >> hundreds of people lined up at a claim center yesterday to begin the process of filing a claim. chevron is cooperating with inspectors and in the midst

conducting its own investigation. evergreen oil has been plagued by explosion and small fire in march. according to air gas they want to sell the company and no one knows if the new owner will close that plant or continue the operation. many across the nation are struggling when it comes to funding that is why they say they are inviting school districts to compete for $400 million in grants. it's part of the race for the top program. during the first three years of providing grabs to states with education reform. this year it's open to all districts. schools must show how they used the money to help children learn and prepare them for college. schools have until october to apply. some people have an issue with the u.s. government funded free lunch program that serves

three million children each summer. coming up in 14 minutes the debate over the program and who some say is actually taking advantage of it. starting on wednesday young illegal immigrants can apply for the government's new deferred action program. it would grant access to two million people that were brought here by their parents. police shot and killed a man that say threatened officers with a knife in time square. according to police it all started yesterday afternoon with a man that was smoking marijuana. when officers approached him, police say he pulled out a knife and refused to drop it. >> he ran all the way down the street. cops come up out of the streets. some came out of the buildings. they got him right past 135th street. >> two officers shot him in the middle of the street when they

say he lunged at police. the man died at the hospital. police departments nation- wide are enlisting the service of nickel. for example, during the university shooting in april oakland police used nixel to send alerts to thousands of people to stay out of the area. there were numerous shooting victims. police departments using nixel also include los angeles and chicago. bart trains is running on time. after a train hit a man sat san francisco's glen park station. the perk apparently walked right on to the tracks. the train operator says there was no time to avoid the collision. >> so immediately we stopped service and emergency personnel responded. got the person out from underneath the train and transported them to sf general hospital. >> that person suffered a reported head injury but is unclear how serious it was.

another train hit a person on the tracks at the lake merit station on saturday. a cigarette could be to blame for a grass fire. the lane fire has burned about 150 acres and is now 20% contained. 200 homes have been evacuated. highway in that area had to be shut down. hot temperatures are making that situation even more difficult for crews fighting to put out the flames. >> we have cal fire crews here, bulldozers, aircraft, and other local cooperating agencies from the valley floor and cal fire and throughout the state. >> six firefighters suffered heat related injuries while battling that fire. no other injuries have been reported. fire crews from contra costa county are helping fight -- the chips fire has burned more than 30,000 acres and is only 8% contained. 600 homes are being threatened there and the cause of that fire is still under

investigation. no really big wild fires in the bay area this summer but the season is early as it tends to go into september and october. i want to turn to rosemary real quick. hot yesterday and hot again today. look agent the images this evening you say the marine layer. >> yes. the heat spell will break. today we will see a slight dip in temperatures. with a better cool off expected as we get into the workweek. it's going to be a bit insufficient for some of us that are really dealing with the pain flay hot, hot weather. take a look outside our doors we do have the gray skies. the marine layer just slightly deeper than what we saw yesterday. the on shore breeze is stronger. that is good news through fairfield you may be feeling it through the delta. chicago reporting busts of 30 miles an hour. that will bring a cool down. we really need the marine layer to be 1500 to 2,000 feet. we have to get it up over the hills before we fill the cool down. the ridge of high pressure will hold firm for today.

weaken ever so slightly. we do have a low off the pacific coast that will be deepening in the week ahead. that will bring back the thicker marine layer and the stronger on shore breeze. for today already seeing a few positive changes. for the first time in three days no spare the air day. it will be hot, hot, hot inland once again. some of our hot spots hit 105- 106 yesterday. 102 i guess that is an improvement there. mid 90s in some spots. and over the north bay we will drop over the it -- 90s and be in the upper 80s. wednesday and thursday is when we will really begin to feel it. 56 right now in concord. 56 in fairfield. 52 napa. a cool spot santa rosa for you. san francisco upper 50s low 60s. mountain view areas like san jose gray skies across the bay north bay, south bay reporting a little bit of fog at times. santa rosa along the coast half- moon bay could be a little patchy and dense. for today it will be another

partly cloudy foggy cool day. low 60s in the afternoon. upper 50s as we get into the evening hours. here's a look at the afternoon highs for your area. 86 expected for novato for today. 75 for the afternoon in oakland. get over the hill upper 90s to low 100s. 88 for san jose 86 santa clara. 76 for san bruno. the extended forecast there is the cool down. it's a gradual one but pet getting back. much of the western half of the united states is baking as temperatures continue to sore above the century mark. the heat wave has strained energy supplies and sent thousands of people looking for places to cool off. a number of states have issued warnings about fire danger, energy use, and dehydration. on the east coast things are a bit different. check out this flooding from new haven, connecticut. more than two inches of rain

fell in about an hour on friday and more rain fell yesterday. some people even stood on top of car roofs to get away from those rising waters. cleanup will continue this morning as crews try to restore power and clean up down trees and power lines. from too much water to too little. hundreds of fish are turning up dead at a lake. water levels are at the lowest in years. park rangers blame the ongoing drought. there is not enough nearby wells to pump in enough watt tear is needed. the rotting fish now causing a health care. >> it's just so sad to see the dead fish which probably died in a very uncomfortable way in this small amount of water. probably overheated water. no oxygen. and it's just very sad. >> crews tried to clean up the dead fish but they stopped after repeatedly getting stuck in that mud. they say they will return when that mud dries. the wake of the deadly theater shooting in aurora how

good morning, to you. a live look there at the fog and overcast. 55 degrees at this hour. severe flooding in thailand is crippling that local economy. since friday night heavy rain has caused flooding along the border between thailand and myanmar. the water levels have closed some of the ports indefinitely and river businesses have been forced to shut down. some government buildings and ten nashvilleages are also -- ten nearby villages are also being effected. one journalist was killed at his home in the suburb of the capitol city of damascus. another journalist died in a bombing. a washington woman is in police custody this morning accused of firing her gun at a grocery store. witness says the woman entered the store located in the seattle area yesterday afternoon. a few minutes later she says the woman started screaming and

then there were gunshots. several shots were fired and two men were hit. one in the leg, the other in the stomach that is when customers stepped up. >> two of the citizens here courageously in my opinion stepped forward and threw this young woman to the ground and literally sat on her to control her. >> both victims are expected to recover. police say the woman does not have any if criminal history. the first lady thanked the doctors and nurses that saved lives after last months movie theater shootings in colorado. michelle obama stopped by the medical center of aurora yesterday. she met with some of the survivors and their families including one still being treated in intensive care. we are also learning more about the accused movie theater gunman. they released applications from

good morning, everyone welcome back to mornings on 2 it's sunday, august 12th i'm mike mibach. >> and i'm claudine wong. if you are just waking up it may feel cool where you are but don't be fooled there are triple digit temperatures in the forecast. >> some of our hottest spots creeping to the century mark once again for the afternoon. not as hot as yesterday but it will only be a subtle drop in temperatures that is what we are looking at for today in through the afternoon. this morning waking up with patchy fog even a little dense fog in some spots. on shore breeze a little bit stronger. better air quality in store for today. i will lay it all out for you coming up. happening right now highway patrol is investigating another deadly crash this weekend. officers are at the scene of an accident on the west military avenue off ramp of interstate 780 in benicia. a van slammed into a tree and

sign. a passing motorist reported seeing the vehicle going 100 miles an hour and later seeing a cloud of dust and car parts. one person has been killed. the off ramp has been closed and there are debris on the westbound lane. interstate 680 is now back open after a fatal overnight crash. ktvu allie rasmus is there with more on what a witness told you about the accident. >> reporter: cal tran has been doing overnight road work in this area. this crash happened on interstate 680 southbound between the crow canyon anaboly emmer canyon exit. the crash scene was cleared by 6:30 this morning but you can still see the glass and tire marks on the road. it was around 1:20 this morning when a man in a white car was driving south on 680. witnesses in the area reported that driver was speeding. he crashed into a bmw convertible with a man and woman inside both cars collided into cal tran construction equipment in the left lane.

no cal tran workers were hurt but the car of that speeding driver caught on fire and the man died at the scene. the man driving the bmw also died. the woman in the car with him went to the hospital in critical condition. a witness driving down the highway before the crash happened told us he estimates the driver in that white car was going at least 100 miles an hour. and says oddly enough he turned off his headlights before speeding past him. >> you are doing well over 100 -- he was doing well over 100 when he passed me. >> we don't know how fast the speeds were or what kind of pattern of driving there was or any indications of alcohol whether or not alcohol or drugs played a part in it. >> reporter: now around 5:40 this morning four hours after that first accident happened there was a second accident in this area. car passing through some of the lanes closed for this investigation ended up hitting a parked empty cal tran truck.

no workers were injured. chp says the drivers in that second crash had minor injuries. they will be back later on today to take aerial photos of the crash scene as part of their investigation. again all lanes of traffic on southbound 680 are open again after the crash that claimed the lives of two people. live in san ramon allie rasmus. and cleanup under way this morning after a street in walnut creek turned into a bit of a river after a water main break. it saturated the home yards of several homes. the water got into people's front and backyards as well as their garages. firefighters did what they could to help push the water away from the homes before crews were able to shut that water off. firefighters put out a big fire at a landfill in milpitas overnight. it started in a remote area on highway 127 at about 8:30 last

night. they sent huge plumes of smoke. the smoke prompted a warning for people who live downwind from the dump to stay inside and shut their windows and doors. it took crews about 90 minutes to put out that fire. candle light vigil will be held to remember a vacaville teenager killed in a jet ski crash. it's planned for 6:00 p.m. at andrews park in vacaville. she died last sunday during a vacation in hawaii. 20-year-old australian tourist tyson was on another jet ski posing for photographs and wasn't paying attention when he rear ended her jet ski. >> justice is being served. again it won't bring our christy back but i feel that the wheels of justice are turning the right direction. >> court documents indicate dagley was hurt saying i'm sorry i can't believe what i did. he's scheduled to return to court on tuesday. he faces up to one year in

prison and $100,000 fine if convicted on a third degree negligent homicide charge. they also arrested his girlfriend on charges of hindering the prostitution. napa county sheriffs investigators are looking for a patient missing from a psychiatric facility. eric tolliver walked away from the center. it happened at 2:00 yesterday afternoon. investigators say he is on medication and they are warning people not to approach him. tolliver is african american, 6'1" and weighs 160 pounds. short black hair and wearing white shorts and light colored t-shirt. election news president obama is in his hometown of chicago to raise big money for his reelection campaign. he will attends five high dollar fundraisers today. one will be held at his house for $40,000 a person. president will also attend a small round table also $40,000 a ticket. the obama campaign raised $75 million last month.

their fire and this is all a fire drill. the people you are looking at, they are wearing make up. this is also that firefighters and building owners, managers and engineers can be ready in case there a real fire. they have done calculation going into the drill. they already know how large the area where the fire supposedly happening is and cal lated how much water they need to put out the fire. and again, this is the first of two high rise fire drill it is taking it place in the financial district today. this is sacramento and battery street where you see all the fire trucks. if you happen to be driving through the area. don't be alarmed. this is a fire drill and do keep in mind that you are going to encounter traffic restrictions. you are going to see this is sacramento where you are looking the and that is the local command unit set up. so, again, this is all because

. backing news, a massive fire in the city is not going to effect the olympics closing ceremony. a recycling center in london went up in flames and the smoke across the city. the facility is just 7 miles from the olympic park and the winds have been blowing the smoke away. firefighters describe the blaze as one of the largest in london and recent memory. so the closing ceremony to the 2012 sum are games will go on as planned and two weeks of competition. it will end with what is being called the best after show party that is ever seen. tonight's director said there are going to be fireworks. acrobats and super models.
