two large fires burning near clear lake this morning and threatening homes in this area. the progress that fire crews are making coming up. a new expense for homeowners what nearly one million people will be getting in the mail starting today. >> nonprofit organization that helps those in need now needs your help. i'll explain why just ahead. >> plus changes to amtrak trains that serve the bay area. where amtrak service is being cut for the first time in 20 years. ktvu channel 2 morning news continues. we're ready. good morning.

it is monday it's august 13th i'm dave clark. >> and i'm pam cook. thank you for joining us. steve paulson has the weather forecast for us today. steven. >> pam, dave, hot inland. but cool by the coast. in fact temperatures 60s there. 70s around the bay. over the coastal hills it will be in the 100s to 105. here is sal. steve right now traffic is moving well on interstate 880 near the oakland coliseum. big event tonight raider game 5:00. put that in the back of your mind. also looking at the westbound bay bridge there is a little bit of a backup now. let's go back to the desk. >> we are on the scene of a developing news in lake county. a wild fire is 20% contained. it's burning near the directions of highway 20 and 53. alex savidge has been there since 4:30 this morning and has an update from cal fire. alex. >> reporter: firefighters hundreds of them have been working throughout the night

here in this remote area just east of clear lake. trying to build up the containment lines around this fire. this is the wye fire. they have been using bulldozers and hand crews. here we ares at the incident command center. if you look just beyond us here you can see there is very active fire. that is one of the active fronts on the fire. we'll show you video that came in from last night. this is the wye fire that stands add 3,000 acres. 400 people forced from their homes. i want to bring in beatle jan -- battalion chief mike wink. tell us about the homes. this is known as new long valley. are those homes still being threatened this morning? >> yes. those homes are still under mandatory evacuation. approximately 480 homes have been evacuated. we have shelters set up in the city of clearlake and people are in surrounding areas.

we don't anticipate being able to let them in until after the heat of the day and all of our lines are in and held through that day. >> reporter: in the meantime they remain at an evacuation center. senior center in the town of clearlake itself. as far as the fire fight itself you have had people out there throughout the night trying to build up containment lines. do you feel you're doing a good job with that? >> yes, we have been very successful through the night. we anticipate control lines will be estimated at 25% of the fire. we'll have additional resources coming into it. a lot of dozers. we put a lot of good lines in place. last night we had a good plan in place. we're very confident that we're going to be successful throughout the day. >> reporter: i know also you will begin the air attack as the sun comes up. you have several air tankers. you will begin to get drops on this fire as well. continue to get some drops especially on the active edge of this fire. i do understand later on today

it's at 0% containment right now the wye fire you do expect to have 25% containment. >> that is correct. >> reporter: can you tell us anything about the walker fire? another large fire that is burning up the road? >> yeah several miles up the road there 19 walker fire. it's also several thousand acres. it's in a little more of a remote area. will behot springs the resort was evacuated. that is most of the values at risk. they have multiple resources working through the night. they have a very successful plan in place for control lines being put in by the end of today. to get all that tied in. >> reporter: okay. and one other issue that was pointed out to me by the battalion chief and there are folks from pg&e that are here. so another concern is you have a large transmission line a pg&e transmission line that runs right through the fire zone. so it's a major concern. that transmission line has been turned off at this point and

flames started coming underneath the deck at the back of the house. i just got everybody out. >> now no one was hurt. the investigation of that house fire continues. people living in rural parts of the state will start to see a new fire fighting fee in their mailboxes starting today. the new fee will help cover the cost of preventing and fighting fires. the bills run about $150. they are being sent out alphabetically by county. so alameda county will be first. nearly one million people are expected to be impacted by this new fee. time now 6:07. oakland treatment center for women dealing with drug abuse may be shut down today. paul chambers is live at the serenity house in west oakland to tell us what this treatment center is facing. paul. >> reporter: good morning, dave. now the people in this building moved into this building in february of last year. they say it's comprised of basically volunteers but now they need volunteers from the community to help them stay here and they need your support

today. now the group serenity house is a facility that treats about 100 women with substance abuse. today is supposed to be the group's last day in the building. they offer services for mental and physical health and counseling. the group has landed on hard times. the person that owns the building says he has no choice to evict him because he claims they haven't paid rent in over a year and now owes him $30,000. the group wants to stay its current location because of its size. for now they are planning to represent a small store front across the street. and some in the area say it's a bad idea because it may offer too much temptation for women battling addiction. >> people come from all areas because this is where the drugs are at. they are either on drugs or they selling drugs. >> reporter: some of the women that are enrolled in this program stay a few locks away in two donated homes. last might they held a protest here and raised $2,000.

unless a miracle happens likely things will be done here. they are asking don't ever give up. we will try to talk to people that go to this facility and program director later on in the show. live in oakland i'm paul chambers. time is 6:08. a 20-year-old man from australia is facing homicide charges. he's accused of causing the death of a teenager from vacaville. yesterday family members and friends held a vigil for 16- year-old kristen fonseca. she was killed on august 6th. tyson dagley there was on another jet ski speeding and standing up when he ran into fonseca. >> i feel that justice is working and justice is being served. again it won't bring our kristi back.

i feel like the wheels of justice are turning in the right direction. >> dagley's girlfriend was also arrested for hindering prosecution. she told police dagley was sitting down and driving slow when that incident occurred. the capitol corridor route will be cut by two trains during the week. the first will be the train that leaves jack london square at 4:30 in the morning. the other will be a night departure out of sac south carolina to oak -- sacramento to oakland. it's the first service cut. rising fuel costs and cuts to funding are to blame. let's get everybody moving. sal, you're watching the roads and bridges. >> that is right we are looking pretty good here in many areas. there is a new problem in oakland northbound 880. actually it's in san leandro. a report of a new crash there. watch for slow traffic as you drive from san leandro to oakland heading northbound. we moved the maps to the nimitz

freeway southbound. and there are people on the freeway but nothing too bad. southbound 880 traffic is moving along pretty well a i cross the peninsula the traffic looks good. if you're going to use the san mateo bridge to get over to 101 that traffic is moving along nicely with no major problems on that bridge. and on interstate 280 in san jose this is downtown san jose. northbound 280 traffic looks good. 6:10 let's go to steve. thank you, sal. a very good morning. big fog bank on the coast and a little bit on the bay. it will not make much of an impact if any. it will be hot there and cool by the coast. first the lake county fire. the wye fire, the walker fire some of the terrain very tough. it will be extremely hot. humidity low. wind not that strong, but really you're sitting in the 70s right now on some of these temperatures. it will start off in the 70s. be in the 90s by noon and then we're going for a high today clearlake at 108 degrees. very, very tough.

welcome back to the ktvu channel 2 morning news. we are continuing to monitor developing news out of lake county. you just heard it here live. cal fire telling us that fire is still 0% contained but that they are hoping for 25% containment later on today. right now it's burning between the intersections of highway 20 and 53. time is 6:16. election news newly named vice presidential candidate paul ryan is in iowa for his first full day alone on the campaign trail. scott mcfarland is in our washington, d.c. newsroom with more. scott. >> reporter: dave, paul ryan is at the iowa state fair. president obama happens to be in iowa today too in council

bluffs for a three-day bus tour. mitt romney and paul ryan really began their presidential ticket over the weekend. appearances together in virginia and in north carolina. congressman ryan already aggressively challenging president obama for his handling on the economy. democrats challenging mr. ryan for his controversial budget plan that overhauls medicare. >> he passed almost every item on his agenda. it's law now. and now we are seeing the results. a country with a health care system that is about to be taken over. a country with four years of trillion dollar deficits. >> i think he thinks he's a perfectly genial and bright guy. congressman ryan is a right wing id log and that is reflected in the positions he's taken. >> reporter: made care one of the controversial positions mr. ryan has taken. medicare such a huge issue in

florida, of course. mitt romney is stopping for votes in florida in a few minutes. live this morning in washington scott mcfarland. protestors tried to shut down mitt romney at his wisconsin rally. >> what about the workers at sensata? ask him about the workers at sensata. >> that heckler you heard there was referring to sensata technologies. a company owned by bain capital. jobs at sensata are being outsourced to china. the crowd there chanted usa over the hecklers and mitt romney fired back. >> you see young man, this group here is respectful of other people's rights to be heard. and you want to find yourself a different place to be disruptive. here we believe in listening to people with dignity and respect. >> and after that you can see

the two hecklers there being escorted from that rally. rory mcilroy made history at the pga championship. the 23-year-old from northern ireland was a record eight shots ahead of his arch rival. he finished at 15 under 275. it also has some people comparing him to a young tiger woods. woods by the way finished tied for 11th. i'm used to saying pg&e. pga. >> i knew what you meant. time now just turned 6:19. you are watching a new crash but you are watching everything else too 37 >> that is right. we are looking at traffic all over the place. it's getting busier that is for sure. i want to mention the traffic on 80 has definitely become a little slower in the last few minutes. northbound -- westbound pardon me as you head over to the

mccarthur maze looks good. also the morning commute at the toll plaza is busy. although it is not completely filled in. those metering lights should go on pretty soon. we'll see a bigger crowd until the next few moments for the monday commute. and on the peninsula 101 and 280 getting busy. so far still negotiatable on 101. 6:19 let's go to steve. sal, thank you, sir. some fog on the coast. not much inland. it won't matter. tropical clouds will fire up thunderstorms near tahoe and truckee. if you're up in that direction, keep that in mind. don't need any lightning up in that direction. there is too many wild fires. it will be really hot there today. starting off in the 70s, 90s by noon. somewhere around 105-110 today.

big 45-degree differences between some of the temperatures on the high side. 50-66 a 16-degree spread between sonoma county airport and livermore. high pressure sinking here. there is no north, northeast winds. the fog still on the coast you get 60s there. and inland just big dome of high pressure means 100s. looks like a little bump up in the temps today. cool for some. very hot for others. morning fog light breeze. there is only a 12 miles an hour breeze out of fairfield. that will not do it. that is about eight miles an hour less than yesterday. 60nd to 105 in antioch. about the same slight cool down but still hot inland. it does look cooler wednesday, thursday, and friday. have to watch for tropical clouds over the weekend. >> thank you, steve. 6:21 is the time right now. the economic entity known as the group of 20 plans to coordinate a response to skyrocketing food prices. the financial times says the g- 20 is reacting to record grain prices caused by the worst u.s.

drought in more than a half century. g-20 leaders will discuss meeting next month. but they say that meeting is not a sign of panic. instead it's one member to discourage profiting from high food prices. it could be a matter of weeks before there is an announcement about the future of american airlines. the company is reviewing strategic options that include a merger. they are considering whether teaming up with astirways will help -- u.s. airways will help it. our time is 6:22. more help is on the way to help people in war torn syria. who will travel to that area to help war victims and meet some of the rebel leaders. two firefighters have died after fighting a wild fire in eastern spain and now a second fire is threatening the homes of thousands of people.

minutes we will take you live to the scene for an update on how much damage that fire has already caused. two firefighters were killed battling a wild fire in spain. one died yesterday at the hospital, the second early this morning. both died from injuries sustained while fighting a fire in the eastern city of alacantae. another forced an evacuation of 5,000 people off an island off the northwest coast of africa. the violence in syria shows no sign of slow slowing down and the united nations says humanitarian chief ray most will go there tomorrow. she will talk about how to increase the help for the estimated two million people effected by all the fighting in syria. over the weekend secretary of state hillly clinton announced $5.5 million in aid to help those displaced people but senator john mccain says the united states needs to do more. >> i think that it's time and it's not too late for america

that is just up the road from where we are. this is the incident command center for the wye fire. firefighters are out here gearing up for another grueling day on the fire lines. crews were out throughout the night building up containment lines and using bulldozers to do that as well. if you take a look you can see a lot of heavy smoke and we've seen active fire from time to time. we'll show you what this fire looked like last night. 400 people were evacuated as firefighter were called in for the wye fire that has charged 3,000-acre. it broke out yesterday afternoon near the junction of highway 20 and 53. quickly people were evacuated. the fire took off quickly after spotting and crews this morning hoping to get better containment numbers. right now it's 0% contained. they are hoping maybe to get it up to 25% containment later on this morning. the other concern is the second fire the walker fire that is burning up the road from where

we are. it's in a remote area off highway 170. at this time no homes threatened in that area. but we do understand a resort was evacuated and still being threatened. later on this morning the air attack will continue in earnest. that is the latest word from cal fire. they will have several air tankers. they'll have the helicopter going up around 8:00 this morning to do the water drops on the active edge of the fire that you see going here behind us. they will continue the air attack later on this morning. trying to get a better handle on the fire. still the wye fire and the walker fire which is up the road from us. both 0% contained but they are hoping for at least 25% containment on the wye fire at some point later on this morning. we are live in lake county this morning alex savidge ktvu channel 2 news. in plumas county a fire has burned more than 30,000-acre there is near the city of

belldan. that fire began on july 29th and the cause is still under investigation. but so far more than 600 buildings are threatened. the majority of those are homes. as of 9:30 last night that fire was only 12% contained. crews are hoping to have it fully contained but not until the end of the month. dozens of people are now back in their homes after a fire burning northeast of fresno forced evacuations. the 138-acre fire started saturday afternoon near the city of toll house. so far it's 30% contained. 11 firefighters have been treated for heat related injuries. firefighters say it was sparked by a disguarded cigarette. rehab center for women could be evicted from its building this morning. paul chambers is live to tell us what the landlord is saying. paul. >> reporter: good morning, dave. it helps women facing substance abuse. they have been in here since

the street would be a bad idea. back out here live you can see they are pleading and asking the community for help. they have had this up here for several weeks. we will try to talk with someone with the group. live in oakland i'm paul chambers. new this morning demonstrators are saying they are planning to protest at the fruitvale bart station right during the evening commute. the protest comes a year after bart shut down wireless service to stop demonstrations over a shooting by a bart officer. protests were held every monday for almost two months in response. today's protest is scheduled to get under way at 5:00 this evening. your time now 6:36. efforts to rebuild the san bruno neighborhood destroyed by a gas line explosion will resume this week. it comes after work was stopped august 2nd. that is when crews clipped a gas line causing the evacuation of 14 houses. the contractor overseeing the project has agreed to impose additional safety measures including holding daily safety

meetings. a legal battle over the multimillion dollar estate of famed painter thomas kinkade heads bacticort today. he died in april. his girlfriend claims kinkade left two notes leaving her her mansion and $10 million. but kinkade estranged wife disputes those claims. time now 6:36. in san francisco the folks out there at the outside lands festival are packing up and moving out. there was stevey wonder on stage closing out the festival on the main stage last night. fans loved it. estimated 65,000 concert goers were there for each day of the three-day outside lands festival. there is a lot to see. a lot of performances. lots of beer to drink. and a lot of food to eat.

yeah i would say they are excited. the raiders will take on the dallas cowboys. yesterday fans got to meet players during the team's fan fest and kick off 5:00 tonight could effect some traffic then. >> and sal knows about traffic now. and you get caught up in all that too don't you? >> i love football. i like football on both sides of the bay. one of the things i want to medical examiner about the raider game is the best way to get there unless you are going to tailgate is to use 880. even if your buddy is tailgating i mean to use bart. get bart to the coliseum. i've done it many times. let's take a look at highway 24 now. tonight's raider game will put more pressure on the freeways. for example westbound 24 people who are raider fans that come from the lafayette area will have to deal with only one tunnel as the tunnels are in the eastbound direction for the afternoon commute. both of them are open. put that in the back of your mind if you are driving this

today investigators will get the first look at the crude unit where the fire at the chevron refinery in richmond started. ktvu channel 2 reporter allie rasmus just spoke with a member of the chemical safety board. allie. >> reporter: a total of seven inspectors from the u.s. chemical safety board have been here since tuesday the day after this fire happened. but today another four safety engineers and structural engineers will be coming to this site. the engineers want to take a closer look at an eight inch pipe in the refinery unit where this fire happened. they are trying to determine whether that pipe may have been corroded. monday afternoon that pipe started to leak relacing a vapor cloud and that's what started the fire. according to the chemical safety board refinery workers that first noticed that leak and tried to fix it got out of the area just before that say -- vapor cloud ignited and they were fortunate none were

warning system to determine whether or not it worked effectivively and make religions about what they should do next time. time now 6:47. military helicopter from uganda that went missing over the weekend has been found. four uganda helicopters were flying to sue mollie yesterday but only one landed safely. one of the missing helicopters made an emergency landing. two may have made hard landings. no one was hurt. search and rescue operation was launched after one of the pilots radioed for help. military is investigating after a navy missile destroyer collided with an oil tanker in the persian gulf. the collision happened early yesterday. the navy says the collision left a gaping hole in the side of the destroyer. the cause is still under investigation. they say it was not combat related.

former arizona congresswoman gabrielle giffords has moved back to arizona. here is video of the home in tucson. the giffords spent the last 19 months recovering in houston after being shot during a meet and greet event in arizona. six other people were killed. 12 others were wounded in that attack. new this morning a shot putter has been stripped of her gold medal. the international olympic committee says nazia tested positive for steroids. the announcement came hours after the closing ceremonies last night. valerie adams of new zealand has been awarded the gold. here's a look at the final medal count the u.s. earned 104 medals. 46 of them gold. china second with 86 total

welcome back to the ktvu channel 2 morning news. these are live pictures from news chopper 2 over that wild fire burning in lake county. you can see the extensive amount of land that has burned. this fire has destroyed three homes. it has sent one firefighter to the hospital with minor injuries. there are 400 people effected by this fire right now. evacuated from their homes. again this is in lake county we are looking at live pictures from news chopper 2. the fire at the intersections of highways 20 and 53 just about 30 minutes ago cal fire told us that fire still 0% contained. they do hope to have it 25% contained sometime this morning or later today. alex savidge is right there talking at cal fire.
