of a refinery fire enters a new phase. >> complete bay area news coverage starts right now. this is ktvu mornings on 2. >> good morning. welcome to mornings on 2 t. i'm dave clarke. >> i'm tori campbell. it's monday, august 13th. we are on the scene of developing news out of lake county we first told you about at 4:30 this morning. the largest fire is near the intersection of highway 20 and 53. ktvu is there with the latest information on damage and injuries. good morning, alex. >> reporter: well, bahal i don't know chief tells me this morning three homes have burned due to the wild fire and hundreds more are still trending. this fire isn't -- this fire is the major concern in the area. just on this ridge beyond where we are is the leading edge of

this fire where we can see heavy smoke and active flame from time to time kicking up. we'll show you video from the air. we have news chopper 2 over the scene now. this fire zero contained officially at this point. talking with the chief this morning, he's expecting 25% containment on the fire potentially sometime later on today. the fire has charged 3000 acres here. we're just east of clear lake. this fire broke out and quickly exploded. 480 homes had to be evacuated. that's a community near clear lake. those people are at an e vac queue weigh center in the town of clear lake itself. now, at the same time there's a second large fire that's also burning in this area as well. that's the walker fire that's so far charred 2000 acres up highway 170. it's 0% contained but in a

remote area. it's threatening no homes at this point. go transmission lines that run through the fire zone are impacted at this point and they say potentially customers could be impacted later on today. throughout the mornings, air tankers, water dropping helicopters will be involved in the fire fight. they'll try to get a handle on it from the air and on the ground as well. hundreds of firefighters involved here. 0% containment. they are hoping if the weather cooperates later today and winds are light they may be able to get more containment. we'll give you more updates throughout the morning. >> thanks alex. as you mentioned we'll be updating you all morning. on ktvu news.com we've created a slide show of some of the fires burning and if you would like to send a photo, e-mail

us. overnight news investigating house fires happened at midnight. people in the home says the smell of smoke woke them up. no one was hurt and the investigation is underway into the cause of the fire. people living in rural parts of the state will start to see a new fire fighting bill in their mailboxes today. the new fee will help cover the cost f fighting and preventing fires. they're being sent out alphabetically. 1million people are expected to see the impact by the new fee and it's expected to be changed by anti tax groups.

>> many women battling addictions. the treatment house may be evicted. ktvu joining us live from oakland to tell us about the financial problems of this center, paul. >> reporter: good morning, dave. the attorney has staffed by a group of volunteers. they moved in last year and now they're asking for help from the community. they also need your support. the trinity house is a facility that treats women with sub answer abuse. they treat about a hundred women a day. the group offers services for mental and physical help and counseling. he has no choice but to evict them. they haven't paid their rent in over a year and owes him $30,000. the group wants to stay in its current location because of its size but for now they're

renting a small store front across the street and some in the area say that's a bad idea because it may offer too much temptation to women battling addiction. >> people come from all areas because this is where the drugs are at. they're either buying drugs or selling drugs. >> reporter: some of the women stay two blocks away in two donated homes. they only raisedless than $200. more than likely things are done here. once again, they had several signs out here asking for support to the community. we'll see if we can have the program director give us some comment. ktvu channel 2 news. >> two students from the california marathon academy were arrested on weapons charges. saturday, someone called police and said two people were shooting in trash cans in the

backyard. when police arrived they found high powered guns along with the makings of pipe bombs. two men were arrested. oakland police are investigating the fatal shooting of one man and the wounding of another. one man was pronounced dead after being rushed to the hospital. the other is expected to survive . reportedly shot between a shoot out between passengers in two cars. oakland police investigating a shooting in broad daylight. they critically injured a driver. the driver of a honda accord was heading east on 12 sergeant street when his car was hit by gun fire. another man was hurt but also expected to survive. >> 7:07. in our election 2012 coverage dualing presidential campaign events are suffered today in

the same state. president obama will be campaigning in iowa. paul ryan is also in iowa. coming up at 7:15 how both sides are already on the attack. starting today, amtrak is making cuts to services in and out of oakland. the capital corridor route will be cut by two trains during the week. one is the train that leaves at 4:30 in the morning and the other is a night train that heads from sacramento to oakland. it's the first service cut to this route in 20 years. rising fuel cost and funding cuts are to blame. >> time now 7:08. happening right now, a four month project to replace utility lines is getting underway. utility lines between union and powell streets are being moved. there's some of the crews out there getting ready.

south bound. 101 has slow traffic near the interchange. if you look at 85 and 280, traffic there looks pretty good. 7:09, let's go to steve. >> the fog is very, very low but by the coast and bay not much of a change. weekend weather carries over today some light rain continues off and on. kind of muggy and 64 and humid. streets are wet with light rhode island it's going to be really hot inland. 50s, 60s, 70s. anywhere from 40-45-degree spread. starting off very, very warm. some of the higher elevations are near 80 degrees. for the walker fire and wild fire, it's going to be a little difficult there and be really hot. temperatures will be in the 90s by noon and a high today around 105-100. just really hot.

identified the man shot and killed by police in times square. new york police say they were forced to shoot on saturday when days kennedy threatened them with a knife and wouldn't drop it after being pepper sprayed. they first approached him because he appeared to be smoking marijuana. dozens of firefighters practiced on how to fight a high-rise fire over the weekend. it took place inside a building on battery street. it was staged on the 10th floor with the use of a smoke machine. volunteers played the part of injured victims. >> it is 720. family members and friends gathered yesterday to remember 16 year old kristin. she was killed on august 5th while riding a jet ski in hawaii. witnesses say tyson was speeding and standing up on his

right now two wild fires are burning. the large e one is the wild fire and burned three acres. it has destroyed three buildings and sent one to the hospital with miner injuries. the second fire has burned 2000 acres. meanwhile, more than 30,000 acres are burning near the city of beldon. the fire began on july 29th. more than 600 buildings are threatened. so far the fire is 12% contained. they should have it fully contained before the end of the month. dozens of people e vac kuwaited due to the 138-acre fire that started sat afternoon. so far it's 30% contained and

11 firefighters have been treated for heat related injuries. it was started by a discarded cigarette. >> today could be a critical day for the investigation of a chevron refinery fire in richmond. we're live now where inspectors are due to arrive in just about a half hour. >> a team of seven inspectors, actually investigators from the u.s. chemical safety board has been at the refinery since tuesday but today an additional four structural and safety injures will be coming to the site. they're expected to arrive at 8:00 this morning and they're going to start their portion of the investigation into the fire. if it is safe enough those investigators plan to take a closer look and go inside for the refinery unit four. now, the plan is for them to examine an eight inch pipe in refinery unit four and examine whether or not it may have been

corroded. monday afternoon it began the leak. more than a dozen refinery workers escaped before the vapor cloud ignited. chevron did a safety checking unit and during the check they discovered a 12-inch pipe was corroded but the eight inch pipe connected to it was not replaced. that's the pipe that started monday's fire and it's the focus on the investigation right now. >> they go right up close to the pipe that failed and that's really the first step toward understanding what happened we can make plans for the removal and testing. >> reporter: investigators have combed through hundreds of documents as part of their investigation and interviewed dozens of employees but the spokes person says that the eight inch pipe will take at

least the remainder of this week but it has investigators here longer than that, possibly weeks as they continue their work here. live in richmond, ktvu news. >> seven people hurt last night when they are boat crashed into the rocks in the delta. a rescue helicopter took two of the boaters to the hospital. medical workers have not told us the names of the victims or details. new this morning, demonstrators say they plan a protest at the station during this evening's commute. the protest comes a year after bart shut down wireless cell phone service to block demonstrations over the shooting of a police officer. the protests were held every monday for nearly two months. today's protest is scheduled to begin at 5:00 this evening. >> a legal battle over

campuses would limit under grad admissions for the spring term. >> three people were killed and three more were hurt when a car plunged over the side of a los angeles freeway and fell down to the street below. this happened yesterday near eagle rock. a woman, a man and 11 year old girl were killed there at the scene. two others were critically injured. a six year old girl found on the freeway after being thrown out of the car is in the hospital recovering. in about an hour 28 year old heather howell is due to appear in court. police say she was chasing her exboy friend's motor cycle after they had a fight. her car hit garcia's causing it to flip over and catch fire. she's expected to enter a plea this morning. >> the state likely lo not meet

a dead line for reducing over crowding in prison and that means some inmates will be released early. the state has until friday to identify prisoners who are unlikely to reoffend and be considered candidates for early release. the dead line comes after the u.s. supreme court found over crowding leads to cruel and unusual punishment. efforts to rebuild the san bruno neighborhood will resume this week. the construction comes after the work is halted after august 2 august 2nd when crews clip the gas lines causing 14 homes to be evacuated. >> time now 7:37. the fifth annual outside lions music and arts festival is officially over.

sales down 20 bucks and -- >> time now 7:46. the defense minister and chief of staff have been told to retire. he also removed the commanders of egyptian navy, air defense and air force. they've been trying to assert authority over the military after militants killed 16 soldiers just a week ago. now we know what happens with three helicopters from uganda that went missing over the weekend. one made an emergency landing, two others made hard landings. no one was hurt. four helicopters were flying yesterday and only one of them landed safely. a search and rescue operation was launched. the u.s. military investigating after a navy

missal destroyer collided with an oil tanker. it happened early yesterday. the navy says the commission left a gaping hole in the side of the destroyer. the cause f it is under investigation. it's not combat related. there's no reports of spills or leaks. >> 7:47. tammy smith is the companies first opening gay general. she attended her opening ceremony at arlington national cemetery and placed a star on her spouse's soldier. this comes a year after the don't ask don't tell policy. it makes her the highest ranking openingly gay member serves in the military. doctors say the 93 year old is alert and experienced.

it's the second hospital stay for him in less than a year. last november he was hospitalized. former congresswoman has moved back home to arizona. here's video of the tucson home. giffords spent the last 19 months recovering in houston after being shot in the head during a meet and greet event. six other people were killed and 12 others wounded. >> the center for disease control says within the last two weeks flu is skyrocketing. 90% of the new cases involve children and many of them are getting infections at state and county fairs. the cases rose to 165 last week from 16 just a week before. people living in north carolina have a big mess to clean up this morning after a

possible tornado. this is the damage. look at this. caused by that storm. people said they saw a funnel cloud just moments before it hit. more than a half dozen homes were damaged and luckily no one was hurt. investigators will be out checking the damage today. some residents of river side county here in california said they saw something you rarely see in southern california, a tornado. people living near the lake said they saw a funnel cloud touchdown near 4:30 yesterday afternoon. strong winds snapped several power poles but it's not clear yet if it was the tornado that caused the damage. >> the summer olympic games came to a close last night. 80,000 faps packed the stadium for the finale which lasted just over three hours.

morning to slow the spread of the wild fire burning just east of clear lake this morning. three homes have burned and hundreds more are threatened and really the goal at this point is to stop it from crossing highway 20 which is right where we're standing and crews beyond us are fighting fire with fire. huge flames and what they're doing is walking along this area. a chief telling me crews feel they are forming solid containment lines around a good chunk of the fire. officially, the wild fire is 0% contained this morning. we do expect later on they will announce 25% containment on a fire. it broke out yesterday afternoon just east of clear lake and the junction of highway 20 and 53 and so far, it's charred 3000 acres and

several homes have been lost. now this morning, 480 homes are still threatened in the new long valley community which is just north and east of clear lake. people have been evacuated from that area and the e vac jew wees have been put in a shelter in clear lake and there's a fire also burning in this area and that one's called the walker fire and its charred 2000 acres and 0% contained but not threatening any home, only a resort. as we come back out here live you can see the backfires are errorring on the hillside behind us and this is to burn up all the brush, fuel that could be in the path of this fire and moved forwards our location and along with setting the backfires on the ground, the other effort will be the air attack. they're calling in air tankers and helicopters to make drops on this fire throughout the

investigation. their plan for today if they are determined it is safe enough they will be going into refinery unit number four. investigators want to take a closer look at an eight inch pipe on the unit and examine whether it may have been corroded. that pipe started to leak releasing a vapor cloud which sparked the cloud. more than a dozen refinery workers avoided serious injury or death. they did a safety check during november and during the check they discovered a pipe was corroded and that pipe was replaced but the eight inch pipe connected to it was not. that's the pipe that failed and started monday's fire. >> that's the question that we still need to look into. they were continuing. we have three teams working at the refinery and we hope to

you can see both cars. one car is inside the house. one is inside and the other crumpled up underneath it. officers say alcohol may be involved and both were taken to a local hospital with nonlife threatening injuries. once they are out of the hospital, we are told now by the sheriff's department they will be charged with felony dui and wreckless driving. once again you look at the pictures and part of the house taken out. we weren't told it was both houses. thankfully they were okay. for the most part one car on top of the other one and still a car inside the house. not sure how long this will be out here. luckily no one was seriously injured.
