the pipes are the right construction. >> reporter: the fire broke out sending a giant plume of smoke thousands of feet in the air. most of that matter blew up in eastward. and while automated calls went out to more than 18,000 people some 160,000 live in the areas directly affected by the warning. so the county admitted it could do a better job in that apartment. in the days afterward, nearby emergency rooms were packed. >> people were angst usually concerned. many people went to the emergency program because they were concerned and they -- room because they were concerned and three wanted to get some reassureance. we're told next tuesday the

fires are bushing east of clear lake. they've not americaed but calfire is treating them as one incident and there's still no word on how they started. so far, they've been 7,000 acres and firefighters have them 30% contain. all evacuations in the spring area were lifted. however they remain in place around will bir hot springs. >> the fire is moving east. there's not a lot of infrastructure around it. just a lot of open brush that's not bushed in decades. that's critically dry right now. that's why it's burning so quickly. >> about 500 homes were threatened. three were destroyed. one other was -- one other was destroyed. >> everything gone. >> alameda and contra costa

the firefighters there trying to get control of the fires. we have a cool pattern in the works. i will have your extended forecast coming up. an unhealthy air alert has been issued for lake county because of all of the smoke from the fires. air quality officials say the smoke can be especially hard on young children, senior citizens and those suffering from asthma or other respiratory conditions. the air quality is expected to remain poor throughout the fire area until the fires are completely out. there is a fire burning in plumas. that's 12% contained -- contained. and in san diego county, that fire has burned over 2300 acres. calfire says it consists of four fires and is only 5% contained. and in central washington state, a wildfire has burned at

least 2600 acres. hundreds were forced to evacuate their homes. but so far, no injuries have been reported. a visit with federal officials comes on the heels of a very violent day in san jose. the mayor tells us it's an unfortunate quince debt but he says one murder -- coincidence but he says one murder is too many. >> i heard shots. >> reporter: this monday afternoon, a murder in san jose ended up being the first of two sheetings that may be gang-

this afternoon state senators will hold a hearing on the safety of the bridge. the sacramento bee says a worker changed the test results. but caltrans says a number of other tests have shown the concrete is safe. the death toll is expected to rise from a mass suicide bombing in afghanistan this morning. authorities say 14 bombers attacked people in the normally peaceful province where this occurred. 27 people are confirmed dead and more than 100 are wounded. police were able to capture

three of the bombers whose explosives did not go off. oakland police are on duty to make sure that oakland occupiers don't move into a library on miller avenue. the protesters came out peacefully and no one was arrested. they had cleaned up the building, stocked the shelves with donated books and dubbed it the people's library. councilman oscar day la feign ta funte had this message -- >> we will not tolerate people taking over these bizs. if they have -- businesses. if they have idea, they should come to us first.

slight increase in stocks, the new report shows an unexpected jump in consumer spending. the commerce department says that retail sales rose almost 1% in july. that's the biggest increase in the last five months. analysts say lower gas price, stronger job growth have contributed to boost consumer confidence in the economic recovery. homeowners in the bay area are planning to call for a freeze to foreclosures today. a protest is planned in a few minutes at 12:30 on maxwell avenue in oakland. protesters want to stop more foreclosures from lapping before the homeowners bill of rights goes into effect. since 2007, there have been more than 10,000 foreclosures in oakland. americans are using their credit cards more. transunion says the average american credit card debt is now close to $5,000. that's up 6% from this time
