scene. >> reporter: you know there was an incredible amount of debris inside the home. it appears to be a hoarding type of situation and if you take a look behind me at the garage this is pretty much what the entire home inside looks like. it could have made the difference between life and death here. that is according to the fire chief, she says it it took 20 minutes to find the first victim, another 10 minutes to locate the second. in a normal house fire it would not take that long. all of the debris made it difficult for firefighters to navigate. flames broke out around 3:40 this morning and by the time crews arrived it was too late. the bodies of two elderly men were found inside, again, debris piled up to 8 feet high in some parking parking some -- parts of the home. >> it's hard to find your way. lots of newspapers, furniture, food products, it's not a healthy living situation. >> reporter: now, there was

also a downed power line at the house next door which posed a risk to firefighters, 65 firefighters total fought flames and they were able to bring the fire under control fairly quickly. the chief says it's miraculous that no one was hurt given the conditions inside the home. arson investigators are on scene trying to figure out what sparked the fire. they do not believe it's suspicious. they're working on trying to figure out if there were smoke detechs. avoid this area -- detectors. avoid this area, it's quite congested. one of the people who owns the home we believe is a victim is 73 years old. we'll try to get more information for you and pass it on later. live from san francisco i'm tara moriarty ktvu news. developing news, one man is dead after an overnight crash in oakland. it started around 2:00 this morning. an officer tried to pull the driver over after he blew through a stop sign. just a short time later, the

driver crashed at 7 and the more time streets near the port of oakland and he was pronounced dead at the scene. a passenger was also injured. alex savage will have more for us in a live report at 7:30. protesters were arrested at president obama's campaign headquarters. paul chambers is there now with exclusive video and you can tell us why they were there and why they refused to leave. >> reporter: we'll get to that video in a minute but this is the second time this office has been targeted in downtown oak land. the windows are still boarded up. that was what happened after the first attack down here on the office. this time not only did the protesters took over the building and were arrested. >> free bradley manning. free bradley manning. >> reporter: yesterday about 60 protesters held a rally at city haul and marched to the

headquarters in support of bradley manning. he's accused of leaking classified information to wiki leaks. >> we've been marching around for months telling people we need to free bradley manning and we've been saying it as loud as we can and hasn't been working so we had to do something else to get attention. >> reporter: now that was scott olson, he's the veteran who was injured during occupy protest last year. he took part in the sit in. he did agree to leave while the rest of the protesters were arrested. our cameras were there when they were led away in handcuffs after they unsuccessfully negotiated the group to leave. 16 people were taken into custody, and several protesters marched down to headquarters and waited for their fellow protesters to be released. no one was injured and it was a a -- peaceful end. >> this office does not open

until 10:00 but we're trying to talk to people in the community to see what they think about the incident. 7:05 in san jose, the continues police investigation into the shooting of a teenage boy. it happened last night about 9:30 in the 600 block of sanders avenue on interstate 680. he was shot at least once and rushed to the hospital with life threatening injuries. investigators are searching for a possible motive in that attack. a deadly attack on american forces in afghanistan. u.s. military officials say two u.s. service members were shot and killed today by an afghan police officer. coming up for you at 7:15 we'll take a look at the growing vie lengths as american -- violence as american troops are train afghan security forces. and the un officials say the last remaining men will be getting out of syria next week. the violence shows no signs of

slowing down. they were to keep an eye on the cease fire that never happened. dip mats will be meeting in -- diplomats will be meeting in new york today. 250,000 people are in need of aid, that's according to the latest report of the un humanitarian chief. radiation is more widespread than previously reported. a navy report shows there's been a potential spread of radio active contamination at the treasure island naval station. that could complicate san francisco's plan to build a high-rise facility in that area. the audit found that they spent $22.5 million since 2008 to maintain homes it bought near pasadena. for a freeway project that never happened. the agency lost money by not charging the rates to tenants when renting out the homes and

. well, we are continuing to follow developing news from the east bay. one man is dead after an early morning crash and alex savage has been on the scene since 4:30 this morning and is live with more on what led up to the crash. >> reporter: this car wodn't stop for chp officers earlier this morning and that prompted a brief pursuit and it ended

just behind us here with a crash. this car was carrying two young men both in the late teens, early 20s, the driver of the car was killed when this car hit a palm tree. the passenger survived. the coroner removed the driver's body an hour ago. this accident happening in the port of oakland and everything started around 2:00 this morning. that's when officers tried to pull over this 91 honda civic for running a stop sign. the driver sped off, refused to stop and that prompted this chase. it lasted all of 15 seconds. >> we know from right now that the vehicle was traveling at freeway speeds, again, this area is rated at right about 25 to 30 miles an hour, so the driver was definitely well above the speed limits for this area on a city street. >> reporter: so the driver died on scene. the passenger was treated for

nonlife threatening injuries. oakland police are handling this investigation because it did happen on city streets. at this point, though, investigators don't exactly know why the driver refuged to stop. the car doesn't appear -- refused to stop. the car doesn't appear to be stolen. 17th street closed down at merry time. so trucks will likely want to find an alternate route. there's confusion this morning about the ethics misconduct case about suspended san francisco sheriff ross mirkarimi. >> all in favor. >> aye. >> i oppose as to the firth part but agree as to the second and third. >> in a 4-1 vote the cities ethics commission found ross mirkarimi domestic violence case constituted official misconduct. it was a 9 and a half hour hearing. >> the piling on of these

made. it is been five months since sierra lamar went missing, and they will continue their weekly searches with the help of a congressman, jerry moroni will continue the search. she was last seen heading to school on the morning of march 16th. torres has been charged with the kidnapping and murder but the body has not been found. police arrested a driver who went on a rampage and crashed into so many cars police are still counting yesterday afternoon. a motorcycle officer caught up with the driver at a stationway parking lot. the officer said the man hit even more cars and a building and tried to run into him too. police say 6 so 10 cars were hit but there may be more. police are trying to figure out who killed a man in a kfc drive through in east oakland,

billion. and there are reports apple is working on a deal with at least one major cable tv company. it says apple plans to built a set box that could work with live programming. the current apple tv system only lets users stream content or download movies, it's not clear how far along in the development process they are right now and as usually apple is not commenting on the report. our time 7:43 and new this morning, caltrans is accused in a new state audit of wasting millions of dollars on a freeway product that was never built. lauren is live with details of this report. >> reporter: this is a scathing audit that has come out by the california state auditor accusing caltrans of not only wasting taxpayer money but of corruption and even nepotism in handing out these construction

bids. we're talking about 404 homes in the pasadena area, all along the corridor. these homes were set to the bulldozed to make way for the freeway extension but that was never built so in the meantime, according to this awe dill, call -- audit, caltrans spent $22.5 million since 2008 repairing these state owned properties and in addition, the besides the fact that that project never happened, they were renting these homes out way below market value. in fact they've lost $22 million a year in rent. who are they renting them out to? well, a significant chung of renters were state government employees. caltrans spent more money repairing these homes than it gained in rent revenue, so o you can imagine how much money was wasted here. in addition the company that did the repairs was gouging the state government charging 20% and higher for fees they could

not justify. so a scathing report out this morning from the state auditor and in their defense, caltrans released a statement saying they don't refute the charges in this audit but they will take a closer look at the homes their repaired to make sure the work was done properly. you can be sure there will be nor investigation as time rolls on. we are in front of the caltrans headquarters, lawrence savon. i'll send it back to you. time 7:45. later today the federal transportation department will announce a major funding offer from the obama administration. almost a half billion dollars in transportation money is up for grabs. the president wants to give the money to states that will use it to create new jobs and also improve roads and bridges. the money comes from special projects known as earmarks but we have to point out the house has since banned earmarks. officers in south africa are under investigation this morning after they opened fire on workers at a mine.

it happened northwest of joe johans burg. they rushed at a line of officers and pulled out their guns ask open fired. 30 people were killed. protests began a week ago and more information is expected to be released sometime told. more u.s. army soldiers are committing suicide. rates hit a new record last month. many are troops sent over seas are having a hard time adjusting to civilian life. according to numbers in the army, there were 38 suicides in july. 116 soldiers have committed suicide so far this year. compare that with 95 during the same period last year. an autopsy could be done on a body found at union park after people in the verify day park found an unresponsive man lying in the grass. there was no obvious sign of trauma but they are waiting on the autopsy to find out if foul play was involved. your time 7:46, park

welcome back, time now 7:51 a wildfire burning in el dorado county may be contained sometime today. it started yesterday afternoon just south of diamond springs. now it's burned 24 acres already destroyed one outbuilding. it's no longer a threat to homes, and a lot of the people who voluntarily evacuated, they've come back home. firefighters also making progress on a wildfire east of clear lake. it's the y fire, it is now 85% contained. it started sunday. it has burned close to 8000 acres. cal fire expects to have it it it fully contained by sunday. all of the evacuation orders have been lifted. the state hospital is

>> yes, they have. 7th street is back open at maritime in the port of oakland. this all follows a short chase that ended with a deadly crash. chp officers were trying to stop a car along the stretch of roadway, when it lost control. you can see the skid marks. the driver was killed here on the scene. his passenger, though, survived. the car was carrying two young men, both in their late teens or early 20s according to the chp. it all started around 2:00 this morning when the chp officers tried to pull over this '91 honda accord for running a stop sign. but the driver refused to stop. a chp spokesman tells me it lasted about 15 seconds with the car riching freeway speed -- reaching freeway speed. >> the driver definitely saw the car lights and attempted to evade the officers. so in this case, this incident

woman was found near stinson beach. the marin journal reports that someone saw a woman on the rocks at red rock beach last night. that's about a half-mile south of stinson beach. firefighters trying to revive her but she was pronounced dead. they are trying to figure out how she died. the u.s. is seeing its biggest spike in west nile cases. since 2004, there are nearly 700 west nile cases in 32 states. here in california, there have been 23 human cases of west nile confirmed so far this year. none of them have been in the bay area. however, bay area cities are taking steps against the virus. in contra costa kook, cities were fogged with pesticides to reduce the number of mosquitoes there. in election news, president obama's campaign now offering
