ktvu's robert handa is here to tell us more. >> reporter: we are here on second straight in san jose where many businesses here are concerned about criminal activity. it is enough to make them want to move and enough to get the city to do something about it. >> reporter: people yelling and fighting is a common sight around second street but it could get worse and on their business door steps. >> prostitution, drugs. they drink. they smoke. everything going on. a lot of stuff. >> one woman says she and others get accosted, just this morning -- >> he was swearing and cussing at me. >> reporter: officials point out the area isn't plagued by homicide but -- >> when it is happening in front of your door it is

serious. >> reporter: many business owners are considering relocating because of the crime, several have checked out other possible sites. some report serious problems finding tenants. ktvu learned in response the city enlisted other agencies to beef up law enforcement presence. september 1 there will be two additional sheriff's deputy patrolling and in collaboration with san jose police there will be drug sweeps in the area along with probation officers. the downtown association will hire two off duty san jose police officers for foot patrol. we have a shortage of officers right now in the police department. so we need lots of folks to help. >> reporter: the downtown association also plans to have private security companies here form a network to work with law enforcement. all starting in two weeks. live in san jose, robert handa, ktvu channel 2 news.

more than a dozen california wildfires are devastating rural areas of our state and we have pictures of one fire to show you. these are two crews that are handling the fire, the ponderosa fire. they are two of the 1200 crews on the scene. an area where the lines meet. the tall trees give you an idea of the terrain. ponderosa fire, look at the tree line here and the glow above. cal fire and our chief meteorologist bill martin say the grass is so dry, once the lightning struck the flames just took off. one more picture. the ridge line and behind it flames, active flames burning. we know there are 7 structures that have been destroyed and thousands of homes threatened and this is just from the ponderosa fire alone.

that ponderosa fire is one of 15 burning in our state. most are burning up here in our area. couple hours north of us. we have been talking about the ponderosa fire, 15,000 acres, 5% containment. to the west, this fire 10% contained. 5,000 acres burned. >> resources are spread throughout california battling all the fires and that is having an impact in the bay area. we have live team coverage. our chief meteorologist bill martin will have more but we begin with ktvu's patty lee to show us how the resources are being stretched thin. the only engines left are the city trucks that are needed to fight the emergencies in town and there have been requests for more man power and that is running very low in the

baarea. >> reporter: four wildfires burning in northern california have resources in the bay area stretched thin. >> we have resources but they are not the resources they are looking for. >> reporter: he coordinates the response for the region. there are calls for more crews to respond to the fires. mendocino fire and chico. out of 9 bay area counties only 5 have the capacity to send more firefighters. >> we are reitating crews -- rotating crews. >> it taxes our system. all the systems in california. >> reporter: he says the city cannot afford to send anymore crews. without jeopardizing the residents here. >> we want to keep it at two teams. there haven't been much progress in containing the fire

and are forcing res dents to evacuate -- residents to evacuate. >> reporter: the animal sanctuary is still safe. i whicheverred in with the chief -- i checked in with the chief and he said weather is playing a major role in the efforts to control the fire. let's check in with bill martin who is live in the weather center. >> weather had a lot to do with starting the fires. the dry lightning strikes. for us we didn't get that but they did up there. especially near the ponderosa fire. mid-80s. winds are west at 15. humidity is 14%. that is not bad. look at the forecast tomorrow, noon time, they are back into the low 90s. at 95 degrees at 4:00, 13%. what am i saying?

in math. >> we lost approximately 45% of the funding that we should have had or could have had. >> reporter: as school districts hope voters will pass a measure this fall they are seeing a drop in high school enrollment, which means less money. last year 4600 children registered for the 9th grade. this year less than 4200 signed up. >> we have known for several years there is a bubble. >> reporter: officials say reasons may include competition from private schools or families being priced out of san francisco. >> close schools and sell off the buildings. we will need the buildings. enrollment dips and increases over the course of several years. >> reporter: for now the high schools are competing for the same pool of san francisco students. >> we have made efforts to get

to the middle schools and help them understand the programming that we have here and shows them we have a robust school. >> at first i was skeptical but it is a lot of diversity and friendly people. >> reporter: stitials are seeing an up-- officials are seeing an uptick in elementary school children. david stevenson, ktvu channel 2 news. today was the first day of stool at san francisco middle school. mayor ed lee was on hand to help kickoff the new year. >> i am excited that it is a new school. i am nervous because i have never been to middle school. >> i wanted to welcome the children back. >> the superintendent also

greeted students. the little league team from petaluma is one step closer to winning the little league world series tonight. >> fans packed a movie theater this afternoon to watch petaluma nationals take on new jersey and boy, the game was a nail biter that went into extra innings till petaluma nationals won it. coming up in 15 minutes, the exciting finish plus what is next now for the petaluma nationals team. there was good and disappointing news today. first the good news, apple became the most valuable company of all time today. apple stock surged, pushing the value to $621 billion. much of that stems from optimism around the launch of the iphone 5 and possibly a

smaller ipad. on the other side, facebook stock dropped below $19 a share during morning trading today. that is half of its initial public offering. the stock came back slightly before the end of trading. investor persists about facebook willing to grow advertising abilities. the bmw executive joined mayor ed lee to unveil a new mobile parking service. called park now and lets users find open parking spaces around the city. they chose san francisco to be one of the first cities to launch the program for specific reasons. >> san francisco is another one of the world's great cities and it is one of the cities that embraces innovation. there are companies around here that are coming up with great ideas. we want to learn from that. >> they chose san francisco to be one of the few cities to

launch a car sharing service in which 70 cars are available to rent for an hour or day. a piece of history was moved from oakland today. this morning crews hoisted a 30,000-pound anchor and placed it on a truck. it is being moved to the uss hornet. it is our first look at the never before seen pictures of the fire at the chevron refinery. why it was a lucky break the vapor cloud that caused the explosion was caught on camera. and this military vet donated a staggering number of times, today's major milestone and why he keeps on coming back to help.

comedian phyllis diller died at the age of 95. he gained fame on television shows for telling jokes about her looks and her aversion to housekeeping. this is video of phyllis diller in san francisco in 1984. she had several ties to the bay area. she worked at krow in oakland. in 1950 she worked at ksfo. her first job was at the san francisco nightclub. for more video go to www.ktvu.com. we are learning more tonight about the suicide of a top hollywood director named tony scott. he had been diagnosed with brain cancer before jumping to

his death yesterday. officials say tony scott left several notes to hoveled ones in -- loved ones in his car and office. man is recovering after being stuck in a concrete hole. he was walking home in los angeles county, he dropped his shoe in the hole and got trapped trying to get it out. he spent almost 24 hours before a group of horse back riders heard his calls for help. a law maker urged pg&e share holders to pay for upgrades. >> wasn't properly tested, now we are expected to pick up 95% of that cost. >> after the disaster two years ago the public utilities commission ordered all

pipelines upgraded. pg&e proposed having rate payers bear the cost. they say share holders already paid $1.5 billion for upgrades. man made his 600th blood donation. he did so today and we did say 600. he says he started giving blood at the age of 17. the need for blood is great and that is what motivates him. >> every now and then you hear about specifics, little children or babies or -- that need that stuff. it is nice to be able to supply that and maybe make a difference in their lives. >> he says he doesn't have a set schedule for donations. he does it when he has time and he considers it a relaxing time to get away from life's

distractions. the fog is moving in across the peninsula there. in san francisco as well. we will see more tomorrow morning because there salow- pressure system to the -- is a low-pressure system to the north of us and it will cool us down. subtle cool down. couple degrees tomorrow. dropped 1-2 degrees tomorrow. 3-4 tomorrow. maybe more. you get the picture. a subtle cool down. that eases up the fire danger. helps the air quality a lot and keeps the inland valleys over night lows in the 50s, not 60s. more better sleeping weather. these were the highs today. highs tomorrow the same. 62 in pacifica. tomorrow you match that 62. tomorrow the fog, how far -- the extent in the morning is how the day goes. 8:00 a.m. far inland. fog burns off. sure but the cool air lingers. they don't recover as quickly.

temperatures 2-3 degrees cooler. that breaks off the fire danger. you have heat in the central valley but nice cool weather around the bay. or mild weather. the low pressure to the north comes close to us and that allows the next couple days to stay in the cooling trend. not a big stretch but it is a cooler pattern. as low pressure stays to the north, tomorrow fog and low clouds all day. not much clearing tomorrow. around the bay, sunny and mild. winds on the bay for the sailing, practicing for the america's cup, 15-25 miles per hour. that is what they like. good northwest wind. 82 napa. highs for tomorrow. 90 brentwood. i expect this time a year, 95, 98 in brentwood. you can see the temperatures cooler than you expect.

continuing coverage into the chevron refinery fire in richmond. we received an update on the investigation, including new never before seen pictures of the vapor cloud. consumer editor tom vacar is live with new information about the investigation and the pictures. tom? >> reporter: just like the ntsb investigators airplane crashes they investigate chemical accidents such as the one here

at the chevron refinery. minutes ago the csb released these pictures taken from peer 39 of the vapor cloud hundreds of feet high that ignited and destroyed a major fuel producing facility at the chevron refinery. over the weekend the state of california's lead investigators criticized such news conferences as grand standing but the federal director today was having none of it. >> we explain to the community how these things happen and what fouled be the consequences -- what could be the consequences. they tend to take positions that stonewall the community. >> reporter: communities for a better environment, a group
