a phone company may be tangled up in the problems with oakland police radios an the agency's emergency communications. good afternoon. i'm tori campbell. oakland officials say interference from cell phone towers may be partly to blame for the ma'am functioning rid yo-- for the radio system. alex savidge is live with more.

>> reporter: good afternoon. afternoon a month of investigating, city leaders -- after a month of investigating, city leaders say the carrier has partially disabled 16 of its towers in the oakland area. the problem of faulty-two -- faulty two-way radios came to a head when president obama was here in july and officials couldn't talk to each other. the fcc has been investigating the issue and their conclusion is that at&t 'cell phone towers have been overpowering police raid -- radios. an at&t spokesman told me this morning the issue is with a specific frequency on their 2-g unit. at&t shut down that -- shut that down. >> the fact there was a problem

as late as yesterday an the -- and the cell phone tower has been off certainly doesn't bode well for the at&t issue as we see it now and fixing the problem. it seems there's larger -- it seems there's larger infrastructure for this. >> reporter: the company that put the equipment in did check for interference but the city investigation found problem was worse when officers got close to any of these cell towers. >> i want an answer. i want a radio system that works just like the communities surrendering us and one that is reliable -- sour rounding us and when -- surrounding us and one that is reliable. >> reporter: no one from at&t would talk to me on camera today. but the company said that at&t is working closely with the city of oakland to see if the issues they raised are -- if they raised are connected to the network. a spokesman tells me the

frequency shut off is only used by a fraction of their customers. they say the more popular networks will not be affected. we're live in oakland, alex savidge, ktvu channel 2 news. >> thank you, alex. san jose police are investigating the city's fifth homicide in eight days. today a source close to the investigation told ktvu news that it is due to an all-out gang war between mexican- americans and mexican nationals. >> the latest killing happened around 6:40 last night on poko way in south san jose. that's not far from south king street and story road. officers found out a 23-year- old man had been shot and taken to a hospital by friends. he was pronounced dead at the hospital. less than han hour later, another shooting happened just four miles away near the corner of north jackson. a 20-year-old man was shot and wounded. he's expected to survive. this is one of several non- fatal shootings in recent days. the homicide total so far this

year in san jose is 29. because of this rise in crime you will see more police in downtown san jose. city officials say many business owners are thinking about leavege the area. starting next saturday, two extra sheriff deputies will patrol the transit mall at st. james park. the downtown association is also hiring off-duty san jose police officers for foot patrols and there is a plan to have private security companies work more closely with law enforcement. a san francisco man recently arrested for a 37-year- old murder is expected in court today for pretrial motions. 47-year-old william payne from san francisco was taken into custody in january based on dna evidence found at the scene. he was 17 at the time of the killing. he's accused of the 1983 strangulation of nicholas crumbley of texas in visitacion valley park. gorge gascon said of the case "justice can be delayed but it

did not -- but it cannot be denied." a state audit report released a few hours ago, questions the accuracy of the projection used to drum support for the voter approved pension reform initiatives. in a runup, measure b, mayor reed identified the projected shortfall to be $650 million. but a new stu state audit falls this figure "unsupported and likely overstated." the report does acknowledge that losing -- rising costs have led to reduced city services. and then may roar read -- mayor reed released the following statement -- a petaluma man was killed this morning when his pickup

truck slammed into a power pole. highway patrol officers say the man was driving along northbound 101, just before 4:00 a.m. when his pickup truck drifted off the road. it happened nort of the atherton avenue exit. police say he was the only one involved. >> we didn't see any skid marks or anything. so it appears as if he fell asleep. but that's not confirmed yet. that accident may have triggered a distraction on the southbound side of the highway where there was a four car pileup nearby. one woman was taken to the hospital with minor injuries in that accident. people and businesses near downtown palo alto, they are slowly getting their power back after a big outage this morning. the outage started about three hours ago and affected 2,000 customers on middlefield road, chaning, lincoln and colorado avenues. palo alto utilities, which serves the area, says half of

the power has been restored to those customers. the ponderosa foyer in the northern sacramento valley has grown to almost 20,000 acres. calfire released new numbers shortly after the -- shortly and the fire is now 35% contained. seven homes have been lost and other homes are at risk. there are more than a dozen wildfires burning across california. that's creating a heavy demand on fire agencies and statewide. two strike teams from the oakland fire department have been on the road for seven days. a palestinian chief saided -- a battalion chief said the teams could be replaced. >> if it's necessary, we have the resources but we're not planning on doing that. the america's cup world series practice runs are taking

place today. ktvu's allie rasmus joins us live from san francisco to let us know where people could get a good view of the action. >> good afternoon. two of the catamarans racing are docked right behind us. luna is italian -- the italian boat and the other boat, it's from zee land. the san francisco -- from new any zee land. you can see -- new zealand. you can so a lot of people gathered here. a lot of people are taking pictures of this with their cameras and then they have these beacher seats up -- bleacher seats set up. all of this is near the regatta course. very upclose, very good view of what's going on this week. the teams have been practicing since this last week. they've been doing runs at 1:00, tomorrow they will saturday the first re gat toss and those races will continue through sunday. the skippers of these 11

catamarans had a welcome event this morning at the village. they pose for photos with mayor lee and talked about their experiences. one. members of the or raw cau team vote is a bay area note in-- native -- oracle team boat is a bay area native. >> these courses are about two miles in length and take about 30 minutes in time. it's a real small racetrack. i -- all of these other teams have great sailors. and they will figure it out. >> now, another skipper ben aimsly from are great britain says this course will be challenging. he just won a gold medal for sailing in the olympics and he talked about what peck spaters -- spectators can see. >> you might see a few wipeouts and there will be plenty of action.

that his republican challenger aims to make deep cuts in college aid. he also speck of the importance of making higher education more affordable. the president's trip to ohio is part of a two-day swing that will take him to nevada. republicannal vice presidential candidate paul ryan is visiting some key battleground states while mitt romney holds campaigns in texas. democrats have taken aim at ryan saying his plan would abandon seniors for medicare. ryan's plan is allowing those 55 and older to stay in medicare but would also offer private alternatives for younger workers. now, barbara lee spoke out in berkeley about ryan's plan to replace the system with vouchers. lee says the ryan plan would increase costs for seniors by as much as $6400 a year.

>> the truth is ryan aplan would do nothing to lower overall healthcare costs. instead, it would simply shift costs to seniors. >> under ryan aplan seniors would be given vouchers to purchase private health insurance or remain on medicare at a lower level of coverage. lee says it will force many into paying more for private insurance and better coverage. she's encouraging people to stand behind president obama's health reform plan. missouri congressman todd aiken is under pressure to step out of the senate race. today, is an important deadline. controversial comments about rape have created an uproar on both sides. campaign trail. gop leaders want him to step aside by tonight so the missouri central committee can easily replace him. after tonight's deadline, it will take a court order to remove his name from the ballot. aiken has made it clear, he plans to remain on the ticket.

parent company, fox media group are bringing you the stories of three bay area people who are making a drinks in their communities. they've all been -- a difference in their communities. today bill martin has the story of betty trainer, founder of friends of botikar park, who was instrumental in acquiring the $8 million renovation for the park. >> reporter: when you think of the tenderloin, a neighborhood park is not what you think. but that's exactly what betty wants to change. >> we have a lot of seniors. we have a lot of families who live here and we want everybody to enjoy this area. >> betty adopted the park nine years ago and has worked enlessly to improve it ever since. children love it. but at the moment, the park is only open three hours a day from noon to 3:00 p.m., a park manager must be present for the community to enjoy it. but they hope to have it open from 9:00 to 5:00 once it is
