tamayo. but first we go to ken fowler who's braving the wet weather. >> reporter: as we have watched this evening go on, we've seen the wind get stronger and the rain come down harder. one convention day lost, the delegates we talked to say they are taking it in stride. this morning you could feel it the winds picking up. the clouds swirling over head as tropical storm isaac edged closer. this as delegates were welcomed to tampa. >> we got your delegation badge. >> reporter: 700 people including alternates and guests. judy devries says storms or no storms. >> can't wait to ride out the storm and ride in mitt for president. >> reporter: but the candidate

decided not to ride out the storm. the reason they're staying at beach side hotels. >> we're four feet above, i mean it can potentially be a huge problem. >> reporter: tom scott is handling bus transportation for california's delegates he says with strong winds we could see bridges the only way for hundreds of delegates to get to the convention in tampa closed down. at the at that -- at the tampa bay forum, the final details were being placed. >> i think the fact that we all came to tampa knowing there was going to be a hurricane, knowing the weather just really shows the commitment from all the delegates from all the states that want to be invested in the country. >> reporter: the plan had been

for the delegates to vote and officially nominate governor mitt romney as their choice for president tomorrow. that now has been moved to tuesday because of the weather and despite the weather the california delegation will have a busy morning as they hear a speech from new jersey governor chris christie, we will be there. isaac is moving into the warm waters of the gulf of mexico. earlier today though isaac cut a swap across south florida with heavy winds up to 60 miles per hour. the storm forced winds cancelled events in miami. meteorologists say isaac is getting better organized increases chances of turning into a hurricane and threatening u.s. oil production in the gulf. >> we are calling on folks who live in low lying areas in the 15 parishes that are in a hurricane watch area in

louisiana to go ahead and start voluntary evacuations today. louisiana governor bobby jindel has already declared a state of emergency. the governor of mississippi declared one as well. wednesday marks the seventh anniversary of katrina. years later the area is still recovering from that storm. red cross volunteers from right here in the bay area they flew out to help. 15 volunteers from two different chapters left this weekends for miami, tampa and oár --- orlando. the southern half of florida covered with moderate to heavy rainfall. you can see over tampa sustained, gusting to 25 miles per hour. the heaviest rain as you can pick out associated with the center just offshore south and west of tampa. the forecast remains at least keeping the center of isaac out

to the west. currently 65 miles per hour. still a tropical storm moving 14 northeast. yesterday at this time we were talking about a potential shift to the track to the west and in fact, that happened for the national hurricane center. tomorrow isaac does become a hurricane with winds at about 40 miles per hour. that transition is 24 miles per hour. the classification of a hurricane and you can see the evidential track shifted back out to the west. and right now we're talking about a landfall potentially a category two hurricane that will be sometime late tuesday into wednesday approaching new orleans. as a result the hurricane warnings have been expanding and updated by the hurricane center, rainfall expectations eight to 12-inches any where across this area. this will be a concern. could be up there six to 12 feet above normal tide level. we'll continue to keep an eye on the track of what has been tropical storm soon to be hurricane isaac over the next

three days. and our coverage continues at 10:30 with the gop convention about to start we look at the importance of california to the republican party. within the past 45 minutes another modern quake hit california. there were reports of damage from earlier totals. 47 quakes hit the area. the largest hit just after 2:00 p.m. with a 5.5. the second largest hit about 20 minutes earlier at 5.3. tonight a county official reports the quake's knocked 20 noble homes off their foundations and 2,500 utility customers lost power. >> oh my god. >> oh, god. >> the house is coming down. >> the camera just happened to

be rolling during two of today's quakes at a home near raleigh. several kids were at a play room. a scare in the mission district this evening when a two alarm fire ballooned above a church forcing neighbors to flee. debora villalon has the challenges for firefighters including a dry hydrant. >> reporter: it was behind this church a cottage caught fire and burned pretty fiercely about 5:00 tonight. >> green light it. >> it's done. >> thanks. >> reporter: fire gutted this small bungalo. the detached building was being used for storage and under renovation. but flames shot through the new roof ending that project. >> we heard people screaming and we looked out the window. we saw this big cloud of smoke. >> reporter: the bungalo went

up fast, say neighbors. >> i grabbed frida and i grabbed my wallet and keys and i ran out the window and noticed flames. >> reporter: this new dad fled up wind to get his new daughter out of the smoke. the church held sunday churches earl littler in the day. but it appears no one was here when the blaze erupted. they were startled to find the first hydrant they found dead. no water. >> it does not happen very often. we have very good hydrant system here in san francisco so that's something i'm concerned about and looking into. >> reporter: at its peak flames rose fall enough to scorch the highest porch on this three story house. the owner relieved to return and find just superficial damage. >> see it came up right there where your foot is. >> reporter: she escaped as best she could but disabled and on a cane managing 32 stairs

fast wasn't easy. >> i was thinking all these years of working on this building trying to restore it, could be lost in a second. >> reporter: but the bungalo was lost though. church members did return here for a while tonight talking to investigators the fires cause still undetermined. as for that dead hydrant it turns out the water department had turned it off at the street for repairs. we're live in the mission district in san francisco, debora villalon. a san francisco family is thanking an alert cyclist for helping them put out a burning apartment. three people including a young boy were sound asleep when they awoke to a commotion outside. >> i was sleeping and i heard somebody screaming, everybody get out of the house. everybody, everybody all people all animals out now. fast. and they kept screaming kept screaming and i was asleep and it didn't seem real. >> reporter: she adds that she was able to salvage a few items

but lost several pieces of art created by her late father. the cause is still under investigation. firefighters say it started in a balcony possibly caused by a faulty electrical fire. the victim was found with the help of a shot spotter which located the sound of gunfire. it happened just after noon, the victim 22 years old. he was pronounced dead at doctor's medical center. there's no word of arrests or motive tonight. a nevado woman is under arrest as police say she led police on a chase before jumping off a bridge. they chased her to the bridge and that's when they said she pulled over and jumped off the bridge to the water below about 20 feet down. rescue boats and a coast guard

helicopter came in and she was pulled out of the water. the faa says several people aboard a private plane died last night after that plane went down in south lake tahoe. the plane crashed just moments after take off from the south lake tahoe airport. witnesses say they heard the engine having trouble then saw the plane turn, dip and crash into a meadow. that crash started a small brush fire. the faa says there were several people aboard, none of them has been identified yet. the plane was registered to a fresno man who went on a trip to tahoe this weekend with his wife, daughter and two friends. victims of the refinery fire must now file their claims by phone. meantime a class action lawsuit against the oil company is forming during a meeting yesterday in richmond residents learned how they could join the suit. more than 18,000 individual claims have been filed so far. stemming from the august 6

fire, chevron will not comment on the potential lawsuit. the company though says safety is its first priority. gas prices they continue to climb following the refinery fire. a new lun dberg survey finds that a gallon of gas now averages $3.76: in san francisco gas averages 4.21 a gallon. it's crazy we're number three in the world. >> they are the pride of petaluma. the little league team wins another game in the big stage. and what kind of smart phone do you have? the verdict in the apple versus samsung case may have an impact on you as a consumer. ♪

shooting on an unrelated drug charge. san francisco's emergency warning system caught some confusion this afternoon when sirens went off at 3:45. they typically go off at noon on tuesday as a test. but many wondered if there was a real emergency. officials told us the sirens went off by mistake. no word on what caused that alarm to go off. and drivers will have to do without the cal street entrance for the next six years. bus riders in san mateo county may have noticed changes to samtran's routes implemented today. two routes on el camino real had now been combined. the agency marked a new route through the daily city b.a.r.t.

that an eviction notice may have prompted a shooting on top of the empire state building. nine bystanders were wounded by police gunfire. the bullets hit flower pots in the area and ricochets. johnson was held last year and held a grudge against a coworker but the pressure to move out may have pushed him over the edge. evidence mounds of more atrocities in syria. syrian activists groups posted video of bodies, reportedly found this weekend in doria a rebel stronghold. the rebels say the murders were carried out over the last few days by so called ghost militias that support the government. the government blames it on rebels. the rebels are appealing for

it was a nice day on the bay for the finals of the america's cup. the yacht race brought 165,000 spectators. it was also a preview of what

the support. >> we were a little concerned about the support in a big city. but look at the support. it's been amazing. >> reporter: there's plenty more sailing to come. >> san francisco they stood up. well done san francisco. >> reporter: racing returns to the bay in october and again in 2013 with a series of events leading up to the america's cup final. ann rubin. it was great to see lots of sunshine over the bay this afternoon. and right now we still have mostly clear skies but there's a fog bank developing out in the pacific and it'll be a factor as we head into early monday morning. we come in tighter and show you the clear conditions even near parts of the coast. maybe a few patches developing with some of the fog there. as far as the winds there's that on shore wind at the coast. temperatures from this afternoon they actually warmed up with the clearing coast side. you can see the low to mid-60s here. san francisco topped out 64.

and temperatures inland main lip in the 70s. 72 to 74 this afternoon. mostly clear skies in the short term. tomorrow clearing skies. temperatures will be warming up. no major heat in the forecast. no triple digit temperatures. as far as first thing tomorrow morning definitely want to bundle up. those readings in the upper 40s to lower 60s. santa rosa 47. hayward 54 and san jose 53 degrees. this area of low pressure has been in command of our weather and full control in the last few days. high pressure returns so tomorrow high levels return. maybe 3 degrees but inlands spots you will notice that change above average about a 10% warm up. here's that cloud deck coast side and also right around the deck. it does increase quite rapidly

over the next four to eight hours. the clouds move into near the shoreline. we could still have patchy fog. this green contour nears into the 50s. readings 83 to 88 degrees for your monday afternoon. here's a look at those forecast highs, santa rosa 85. right around the rim of the bay those temperatures in the 70s and head over the hills you will find 80s. these temperatures will check in about 3:00 for your monday afternoon. san francisco 87 and on the cool side over pacifica 63 degrees with maybe some partly cloudy skies by 2:00 or 3:00. here's your look ahead. you will notice temperatures do come up a little bit especially away from the coast. that'll be tuesday, wednesday and by thursday the warmest locations could be right around 90 degrees. and then by the weekend looks like another cooling trend with the temperatures coming down a few degrees for both saturday and sunday with your weekend
