research. allie rasmus is in oakland this morning to talk about where the researchers will be gathering data and what they hope to find. good morning. >> reporter: good morning. we are in the oakland hills this morning. this is one of the neighborhoods they will notice the low flying helicopters. but this is a research to study naturally occurring radiation levels in the bay area. the department of homeland security domestic nuclear detection office and national nuclear security administration they will be flying helicopters with testing equipment over oakland, san francisco, and pacifica. they will be flying low as pam mentioned just 300 feet above the ground. the agent sill has contacted local authorities, local police departments to get the word out so residents are not alarmed when they see the low flying choppers. they will be flying low every day this week until sunday. now the data they gather willed be passed along to local and state authorities. the idea is if there is ever a

nuclear disaster or radiation release in the bay area, with this information, they will have a baseline level to compare it to. live in the oakland hills allie rasmus ktvu channel 2 news. tropical storm isaac is gathering strength as it leaves the florida keys and heads toward the gulf coast. more than 50,000 people in southeast, louisiana have been told to evacuate before that storm hits. isaac is expected to reach category two hurricane strength when it makes landfall late tuesday or early wednesday. >> i would recommend to our people let's hope and pray for the best even as we prepare for the worst. obviously now is the time to make sure you've got an evacuation plan, you know where you would go. >> wednesday is the seventh anniversary of hurricane katrina. state of emergency has been delaired in lose -- declared in lose, mississippi, and mid. people in florida are happy to see isaac move on. that storm hit the florida keys

and the west coast of the state yesterday. the republican national convention was supposed to begin today in tampa, florida but it has been postponed a day because of tropical storm isaac. republicans have come up with a new schedule for the convention. cramming four days worth of events into three beginning tomorrow. california has the largest delegation at the convention. the delegates cay -- the delegates say the weather is not dampening their spirits. >> we are honored. it's a once in a life opportunity. >> this morning the california delegates attend a breakfast event where a new jersey governor chris christy is expected to speak. he will also give the convention keynote address

then hit an embankment at 85th and railroad. the hydrant was found lodged beneath the car. more earthquakes rattled southern california overnight a day after more than 30et quakes shook the area. the largest of yesterday's quake was a magnitude 5.5 centered about three miles northwest of bahly. now the quakes pushed 20 mobile homes off their foundations and knock the out power to 2500 customers. earthquake swarms are not unusual in that area. and they could continue for several more days. tsunami warning has been canceled for parts of central america following a magnitude 7.3 earthquake off the coast of elle salvador -- el salvador. there are no immediate reports of damage or injuries from the quakes. we are finding out more information about the deadly

crash of a small plane that killed five people we first told you about on mornings on 2. witnesses say they heard the plane having engine trouble. then saw it turn, dip, and crash into a meadow near highway 50 in south lake tahoe. the plane is registered to synophrys koa delmaro. he went on a trip to tahoe with his wife, seven-year-old daughter, and two friends. the plane burst into flames when it crashed smarting a -- starting a small brush fire. everyone was killed. an alarming report is out concerning baggage at san francisco international airport. according to the san francisco examiner, screeners for covenant aviation security are accused of clearing dozens of bags that were identified as high risk bomb threats at peak flying times. they are also accused of not performing inspections on those bags which is a violation of

today. intellect two americans have been killed in afghanistan. adding to the numbers of insiders. it happened in the eastern part of the country. an afghan soldier is accused of shooting and killing both americans, troops then returned fire killing the attacker. yesterday 17 afghan civilians were killed in afghanistan when they were beheaded. that happened at a music event. insider attacks have become a growing problem this month alone 12 americans have been killed. there has been 33 insider attacks with 42 deaths so far this year. last year there were 21 attacks, 35 deaths, and in 2010 there were 20 deaths. the marin county man known as the american taliban is due in court today to claim the government is violating his religious rights in prison. john walker lynn wants to pray with his fellow muslims once a day.

only allows the inmates to pray together once a week. he was captured in 2001 in afghanistan while fighting for the taliban. san pablo police are investigating a deadly shooting. that happened yesterday sat about noon. police have released little information. they say the 22-year-old victim was found with the help of a shot spotter system. the man was rushed to the hospital where he died. right now there is no word on knifers -- on any arrests or motive. richmond city leaders plan to give an update on the richmond refinery fire today. a meeting is scheduled for 10:00 this morning at the richmond city council chambers. victims of the chevron refinery fire will have to file their claims by phone. chevron closed the last health center over the weekend. class action lawsuit is forming against the oil company more than 18,000 claims have already been filed. she on has not commented on -- chevron has not commented on the potential lawsuit and

focusing on safety first. petaluma national little league team is on their way back to the bay area right now. the group of 12 and 13-year-old boys will get a heros welcome after finishing third at the little league world series. they beat panama 12-4 yesterday. they were in the third place game after a roller coaster u.s. final the day before. petaluma loss despite scoring ten runs in one inning to tie the game. >> i had no clue we would end up here and third in the world once we were starting. i mean, our dream came true. i'm proud. >> that is a great attitude. the team from japan won the championship game over tennessee yesterday. the petaluma kids coaches and parents say they are happy to be heading back to sonoma county after 26 days on the road. now the team will be picked up

replaced with a no thrills modern style. they say berkeley upgraded the same lights along their half of the airling with ornate acorn style lamps. the kenningston publics work chose the modern stainless steel version. golden state warriors in san francisco. team officials say they are in the final stage of negotiating an agreement with sinetta. details will be presented to trans' board of supervisors next month. back in may the warriors announced their plans to move from oakland to san francisco. the team leased oracle arena in 2017. oakland city officials will hold a news conference to announce oakland love the sports team week. the city says they want to say salute the a's and raiders for adding to the economy, identity, pride and culture of oakland and entire east bay

organizers say the race will be visible from the shoreline and that will make this the most spectator friendly america's cup ever. burning man officially gets under way today in the nevada desert. organizers expect as many as 50,000 people for the culture event. the festival runs through september 3rd. burning man started in san francisco back in 1986. we are coming up an 4:50. a fire threatened a church in san francisco. the problem firefighters ran into when they tried to put out the flames. plus a landmark decision in the apple-samsung patent case. thousand that verdict could effect you.

welcome back to the ktvu channel 2 morning news. a fire threatened a church in san francisco over the weekend. that fire gutted the small bungalow behind a church around 5:00 yesterday evening on cap street near 24th. the detached building was being used for storage. it was under renovation. firefighters would be able to get it under control quickly. >> it does not happen very often. we have very good hydrant system here in san francisco. that is something i'm concerned

about looking into. >> turns out the water department turned off the fire hydrant for repairs. some nearby buildings were evacuated but no one was hurt. three people were able to escape another fire in san francisco. a passing cyclist is being create credited with waking -- being credited with waking up the family after their apartment caught on fire. the cause of that fire is still under investigation. firefighters say it started on a balcony. it may have been caused by faulty electrical wiring. this week prices at some san francisco parking meters will hit a high of $5.25 an hour. meter cost is adjusted based on demand, location, and time of day. about a quarter of the city meters are a part of sf park. the most they will be able to

charge is $6 an hour unless there is a special event. and sal is checking in on contra costa county. what is going on? >> we look at the started there, pam. westbound 24 is one of the places you always look at. highway 4, highway 680, 24 is looking good as you drive through the tunnel. you might want to get a jump on this commute. 680 will be busy. we are watching all that obviously. as we go over to the san mateo bridge; westbound 92 looks good over to the peninsula. i can see the lights of the high-rise. it's not all that cloudy for drivers. right now it looks pretty good driving over to the peninsula. this morning if you are driving on the commute let's say on the peninsula we are looking at the traffic on 101 and 280 that doesn't look good coming into san francisco or down the peninsula. 4:54 let's go to steve.

sal, thank you. quick update on tropical storm isaac. getting better organized. it's not getting stronger. there are signs it will as it moves more into the gulf. the correction of the path continues to head toward mississippi, louisiana, after about 24-36 hour there is is a big discrepancy of where it is going. rainfall 8-12 inches. right now it's only a tropical storm. winds 65 miles an hour. the track again looks like it's somewhere want wants to head -- although there is not a condition census on that. for us locally what we are looking at is a low up to the pacific northwest. holding things in check for us. there is a decrease in that sea breeze for us. 40s up in the north bay. there is a little coolness to the morning. that low will eventually start to work its way in around
