we begin with developing news this morning. early this morning a hazardous materials team was called to the scene of a fire at the summer winds nursery in san jose. that business sells gardening supplies and plants and located at bran ham lane. that fire was reported just before midnight. firefighters reportedly are still putting out hot spots there. because of the pesticides and fertilizer inside the building they are allowing the fire to burn itself out. that way it will prevent the chemicals from being sent into the nearby river. most of the building has been damaged and the cause is under investigation. lorraine blanco will have a live report from the scene coming up at 5:00. new this morning two elderly people have been displaced by a fire in san francisco's richmond district. that happened just after 1:00 a.m. at a flat on 8th avenue.

firefighters say it appears an electrical shortage in the wall sparked that fire. the elderly residents won't be able to return for a few days and they are staying with family. some families are still unable to return to their homes after a water main break caused a massive sink hole. if claudine. >> reporter: that is right. still a mess out here. let me give you a look at the sink hole. you can see it is huge. it is estimated to be about 40 feet wide. opened up in the middle of this neighborhood. of course yesterday in the middle of the day just about 11:00 in the morning. you can see pg&e truck across the way there. they just got here within the last couple of minutes. this is what it looked like yesterday morning. what we have learned there are two pipes that were effected by this. one was a 42-inch pike.

the major water main and took out a 12-inch pipe when it burst it said tens of thousands of gallons of water flooding down this neighborhood and into homes and the nearby school that is right across the corner from where this area is. all night long they have been trying to restore power. they've gotten power back on to most of the neighborhood and water backflowing to most of the homes. this will obviously be a huge cleanup. and they still have to get some of the people back in. if you take a live look back out here on sunny dale you can see a police officer keeping an eye on things. that area of the block you are looking at right now residents still not allowed back in the homes. that is downstream from where all the water flood. if you take a look at the neighborhood we are showing you right now. those folks are back in.

they do have power and water. they just don't have any semblance of what is normal at this time. pg&e is out here. they will take a look at this area. still no power to that side of the street. those folks are not home any way. we will keep a look at the situation and we'll keep you updated. live in san francisco claudine wong ktvu channel 2 news. happening now the other thing we are keeping an eye on hurricane isaac as it's barely budging and dropping a lot of rain. overnight emergency management officials reported water is spilling over a top of a levy. local authorities are now going door to door looking for people that ignored the evacuation orders. isaac remains a category one hurricane. it's moving slowly inland with winds of 81 miles an hour. >> you can hear the boards cracking and the water the wind

is blowing the water through the bricks, through the wall and the light sockets in the war are spraying you like you had a hose there. >> reporter: local officials say the levy that is having problems this morning was not included in the federal upgrade following katrina. more than 300,000 people in louisiana are without power. low lying coastal areas of mississippi are also feeling the effects of isaac. this morning beach front communities are seeing a couple feet of flooding. waters are expected to rise even higher later this morning at high tides. forecasters say parts of louisiana, mississippi, alabama, and the florida panhandle could see up to 20 inches of rain. in election news this morning mitt romney's vice presidential running mate paul ryan gets his turn in the spotlight at the republican national convention today. mitt romney officially clinched the republican presidential nomination during the delegates

[ cheering and applause ] >> democrats hold their national convention starting tuesday in charlotte, north carolina. time now is 4:36. back here in the bay area, another court hearing is scheduled today for the man charged with kidnapping and murdering morgan hill teenager sierra lamar. we are told he will not be in court. instead the district attorney are ask for another postponement of a plea hearing. 15-year-old sierra lamar went missing back in march. volunteers will search for her today as they do every wednesday and saturday.

overnight we have learned a victim of a drive by shooting has died. police say a man was gunned down at 7:00 last night. witnesses say shots were fired from two cars but police are still trying to confirm that information. the man died at highland hospital. there is no information on any possible suspects. this is a scary story. pleasanton police are looking for a man they say sexually assaulted a woman after pretending to be a police officer and faking a traffic stop. coming up at 4:45 how you can tell if it's a real police officer that is pulling you over and we'll have more about the person police are looking for. the highway patrol is cracking down on drivers that don't slow for the cone zone this labor day weekend. the stepped up enforcement follows six deaths statewide in july. here in the bay area two people died when they crashed into a construction zone earlier this month. state law requires drivers to slow down when passing a work

crew on the freeway. in addition to the crack down the state is also testing rumble strips. 4:37 is the time. speaking of construction zones, sometimes those are still out this morning. let's check in with sal for traffic. >> that is right, pam. we do have some of the areas that are still out there for the most part though we have undelayed traffic even when there are some zones. for example 880 in downtown oakland. let's take a look at the east shore freeway. you can see at the top of your careen there is flashing lights on eastbound 80 right near the albany if hall. bay bridge toll plaza that traffic is moving along nicely heading out to the bay bridge toll plaza and getting on to the bridge. before that before you get on the 280 you can see northbound 280 is looking good all the way to the west valley. let's go to steve. thank you.

a very good morning. tropical clouds will probably stay south. a few might drift in later on. for us there is a little bit of fog on the san mateo coast. there goes it's not hurricane isaac. that is hurricane isaac making itself move inland. moving very slowly unfortunately plowing in right in new orleans. we will continue to track right to the authority and head right northern louisiana and then up toward the gulf coast and parts of the mississippi river. it will weaken considerably. don't be concerned if we get tornado reports. 50s on the temps here for almost everybody here. low, mid, upper. 59 concord. a little system trying to work its way in. high pressure say once more day. patchy fog. a little bit more fog today than yesterday. slightly cooler by the coast. warm to hot inland once you get away from any sea breeze. overnight lows are cool. not much has changed this week.

risk of serious flooding. emergency crews say storm surge is spilling over the top of a levy south of new orleans. most people in that area were told to evacuate but deputies are now going door to door looking for anyone that stayed behind. isaac is also causing flooding in low lying areas of mississippi this morning. 61 bay area volunteers with the american red cross have been sent to the gulf coast. they will be stationed in five states to assist those effected by hurricane isaac. volunteers from florida and texas will provide shelter and help. united planes are flying again this morning. that is after computer problems delayed 200 flights. yesterday some of united's major computers stopped working. that means passengers had to be checked in manually.

one passenger says she understands ticket counter works were frustrate bud she expected more compassion. >> you are here as a tourist and baby you are on your own. that is not acceptable. >> united says it took almost three hours to get the computers up and running again. so far does not know what caused the problem to shut down in the first place. united is apologizing for the problem and says passengers that had to change and cancel flights will not be charged the usual fees. time now 4:45. aftershocks from the patent version of samsung are being felt on the market. customers of samsung have been dumping their android products. that has led to a 10% drop in price for those phones with most experts predicting the prices will fall. pleasanton police are

looking for a man they say impersonated a police officer, faked a traffic stop, and sexually assaulted the driver. the woman pulled over after hearing a police siren. he flashed a badge and handcuffed her and sexually assaulted her in the back of his car before he took off. police say a real police car pulling you over will have a solid red light. ktvu news has learned that a lawsuit has been filed against the south bay school district where former teacher is accused of child molestation. craig chandler taught third grade. he was arrested in january and charged with sexually abusing five students. the family of one of the children says is now suing chandler's former principal and the evergreen elementary school district. >> this is a standard bury your

head in the sand effect. we didn't know, we couldn't take any action. >> plaintiffs say chandler molested kids through a phony touch and feel exercise. yard supervisors or students allegedly brought children into his classroom one or two at the time. the principal is charged with a demeanor count of failing to report. her attorney said no one not her not the parents or district or my client believed it was an act of sexual abuse. 4:47 is the time right now. governor brown says his newly revised pension plan could save the state billions of dollars. the latest proposal would mostly effect new state employees. if approved it would cap and reduce pension payouts. and increase retirement ages. all employees could be required to pay 50% into their pension fund and would forfeit their pensions if convicted of some

felonies. labor leaders say it violates collective bargaining rights. the governor also has to decide if he will sign two driving related bills passed by state lawmakers. the first would increase the current fine for driving while using a hand held phone. or texting while driving. fines could goen $10. that would make the first offense a $30 fine while ohs would cost $60. the second would -- right foul the drivers have to pay the toll if they are not carrying passengers. now it's 4:48. we want to go back over to sal. how is it going? >> it's going pretty well. so far so good if we are driving around the bay area. let's take a look at some of the pictures. we still look pretty good. we are watching the road work at the top of the screen there. you see the flashing lights. it is there but it's not

there goes isaac. and there have been sustained winds to 80 miles an hour. once it moves inland it loses its punch but it's crawling. it's moving very, very slowly. the storm surge and heavy duty rain are going to cause serious issues here. it's also going to accelerate a little bit here. right now it's plotting along. eventually it will head to northern louisiana. and tornadoes i will not be surprised if we get that. 50s on the temps. 50 in santa rosa. san jose 58 degrees. high pressure for three days kicked in. it's going to lose out starting tomorrow. but not today. expect by the coast it will be a little cooler there. hot inland. temperatures 80s to 90s. other temperatures will settle between with 70s and 80s. one more day here of 30-degree spread in some of the temps. it will be a big cool down thursday into friday. sunday does look a little warmer inland. >> thank you.

>> a new book about the raid that killed osama bin laden raises new questions about the al qaeda leaders death. it says bin laden was shot in the head as he looked outside his bedroom door. that contradicts previous accounts describing being shot while possibly reaching for a weapon. the book was written by a former navy seal that took part in the raid. it was originally supposed to be released on september 11th but because of high demand it will be available next week. families that lost loved ones in the colorado shooting are being victimized again. they are upset with the way donations are being disbursed. >> nobody is going to get rich by this. in fact, the 12 of us there is not enough money in the federal government to replace what we lost.

>> a foundation set up after the shooting does not have direct communication with the families but is now in the process of arranging meetings with the survivors. more than 1,000 recent visitors to yosemite national park may have been exposed to the deadly hantavirus. they sent out e-mails for those that camped there. four people have been effected from the disease. it could take up to six weeks for symptoms to show up. they include fever, fatigue, muscle aches, coughing, and shortness of breath. construction works today at the bart station. transportation workers will begin demolishing buildings that way will make way for new buildings. it will facilitate lien closures. and this weekend the dumbarton
