good morning. welcome to mornings on 2, everyone. it's saturday, september 1. i'm mike mibach. cool and the clouds widespread once again. a little bit of patchy drizzle out there for the afternoon. we will be warmer than yesterday, but still below the seasonal average for this time of year. we do have a warm-up in store for the second half of your weekend. i'll bring you those numbers coming up. in overnight news, a fast moving fire barreled right through two houses in concord. a tower of flames and smoke blew through windows and itself roof of the homes on margo drive near concord boulevard. -- ali rasmos is live. >> reporter: they're trying to figure out how the fire

started. they're uh-1 ever the homeowners. it appears the fire started in the garage of that home where that fire investigator is walking through because that was the area most badly burned right next to that chimney. in a matter of minutes, the flames engulfed the home and then spread to the house next door. two families were inside the home, a total of three people. they were all asleep when the fire broke out around 2:00 this morning. their smoke alarms did not go off. luckily a neighbor across the street woke up when he heard some popping and crackling noise. he said it sounded like firecrackers. that neighbor looked outside his window and saw the homes across the street were on fire. the neighbor ran across the street to bang on the windows and wake his neighbors up. everyone in the two homes got out safely but this was a challenging fire for contra costa county firefighters. it took them six to seven minutes to respond. they said that's because the closest fire station in this area is in the downtown concord

area and that station now has fewer resources than it used to. >> do to budget cuts, july 1 we closed our one multicompany station downtown concord which normally has six people with two crews. they closed it down to one crew. the deck crew was out on another medical call. >> reporter: the red cross is helping both families find another place to stay. they were out here early this morning shortly after the fire happened. firefighters were glad they were able to contain the fire to these two homes. if we take you back out here live, this is a very residential neighborhood. there are a lot of trees surrounding these two homes that were on fire, so again firefighters were glad that they were able to contain the fire to these two homes. again, the homeowners and the people who live here all got out safely. live in concord, allie rsamos, ktvu channel 2 news. the bridge was shut down to traffic last night at 10:00

p.m. they -- crews will tear down an expansion joint and place it with a larger seismic safety joint and use hydraulic jacks to raise the bridge deck and install movable bearings. small inconveniences a a small price to pay for long je. of the bridge and -- longevity of the bridge and keeps cars moving down the road. >> the bridge is scheduled to reopen on tuesday at 5:00 a.m. until then drivers will have to identified another a-- have to find another way across the bridge. a detour takes you to san jose and across highway 237. we have another closure to tell you about this morning. this morning san francisco fremont street between mission and howard is shut down at this hour. crews are installing a temporary bridge so they can begin underground escavation for the new transbay terminal. the new roadway is expected to reopen 5:00 tuesday morning. firefighters in san jose

are waiting for an update this morning on the firefighter who had a heart attack while battling a church fire. they're now holding services in the school gym where par require yeshes are pray -- parishioners are praying for frank ryan. he's slowly being brought out of a medically induced coma after collapsing at the church. his colleagues remain by his side. >> we're going to stay here till frank gets out of the hospital. somebody said yesterday frank is not dead. he's just sleeping right now. we'll be talking to frank soon. >> ryan remains in critical but stable condition. meanwhile st. patrick's sanctuary will have to be rebuilt. one parishioner told ktvu it had a small electrical fire six months ago that could be a clue to what started the larger fire at the church this past thursday. a new letter from one of the so-called speed free killers is revealing new clues to where more than a dozen victims to be buried. it comes less than a week after

wesley shermanfine was released from death row to seven the site. in a letter to a bounty hunter, investigators missed lauren herzogg's bone yard where at least 14 victims are buried. >> he said that he was convinced that if they dug by the little bridge for sure, they'd find some bodies there. >> the san joaquin county sheriff department says it has already found three victims in the wells in lynn denial. no word when the new -- linden. no word when the new digging will take place. the recovery of isaac is still in the early stages. thousands of people have been driven miles away from their louisiana home. many are still flooded. they're staying in shelters with their future uncertainly. more stories of frustration coming up at 7:15. the bears return to the memorial stadium for the season opener against the university of nevada. the bears played their home games last year at at&t park

morning. 56 in oakland right now. 57 redwood city. most of our numbers within a degree or two of how we woke up yesterday morning. 57 livermore. mid-50s in concord. we do have a little bit of patchy drizzle over and along the coastline, over parts of the bay and again the east bay. it looks like by noontime or so before we begin to see the burnoff. once again mostly cloudy skies. the time stamp here says noon. takes until the afternoon. then it will continue to hug the coast for most of the day. we could see it thin out just a little bit and then it will be back. if you're headed to monterey bay for your weekend, we do have that south swell still over areas of santa cruz including the boardwalk beach. the south facing beachless have heightened risk for rip currents as well as larger breaks at the shore. so that the to be aware of if you're going to be out there. keep an eye on the little ones. 75 this afternoon for know sad dough. -- novato. over the north bay these numbers a lot like yesterday. perhaps a tad warmer but as we head east, these temperatures

anywhere from 5 to 10 degrees warmer than yesterday. again livermore 67 degrees and mostly cloudy skies yesterday. today you're looking at 78. 79 in walnut creek. 67 in oakland. 69 for hayward. into the south bay 74 for san jose. a few degrees warmer than yesterday. 73 santa clara. 72 sunnyvale. we're going to be warmer but still going to fall short of the seasonal average in most cases. 72 redwood city. 70 san mateo. 64 in the city with partly cloudy skies for the afternoon. the extended forecast if you're craving the warm-up, there it is. for the second half of your holiday weekend, numbers are going to bounce back. upper 80s to low 90s on sunday. so a notable warm-up there. even warmer on labor day. 94 for the afternoon high for some of the warmer spots. then we'll change over so subtly tuesday into wednesday with a nice summer like pattern in place. i'll have your lunch time numbers for you coming up. health officials now say the problem at yosemite was worse than first thought.

visitors may have been exposed to the virus this summer. the park shut down 91 tent cabins after learning that two visitors died and four others were sickened by the virus. officials also set up a phone line and are now contacting people who may have been exposed. >> getting the people doing personal interviews, asking people for specific cabin numbers, trying to get dates together, finding out who they traveled with. >> the hunta virus is a rodent born illness that causes flu like symptoms. there are more suspected cases out there but at this point they have not been confirmed. the park says the outbreak has not caused any mass cancellations. isaac has swept through louisiana and left behind flooded neighborhoods. plaquemines parish has been under water since the storm came ashore as a hurricane tuesday night. officials in the area near new orleans intensely breach add levee to -- breached a levee to

has come but it's also a reminder of the difficult work ahead in afghanistan. meantime boat the president and mitt romney are campaigning in the central part of the country today. president obama has two rallies in iowa, including a stop at an outdoor farming museum. romney hopes for a big post convention bounce in the polls and he's speaking at a museum today in cincinnati. the final preparations are being made for the democratic national convention in charlotte, north carolina. los angeles mayor and convention chair antonio viera will pound the gavel to kick off the proceedings tuesday morning. it will be held mostly inside where the chore lat bobcats -- charlotte bobcats play basketball. on the final night president obama will deliver his acceptance speech, the home of the carolina panthers. charlotte expects 35,000 visitors and delegates and among those are groups from the bay area, including a

coincided with a rare blue moon. a so-called blue moon is an uncommon loon yar event -- lunar event when two full moons occur in the same month. the next blue moon will be july 2015. thieves have made off with $30 million worth of maple syrup. ten million pounds of syrup was stolen from a warehouse between montreal and quebec city. eight enough syrup to fill two olympic size swimming pools. syrup was set to be moved to a more secure warehouse next week but the thieves got to it first and now it could be headed to the black market. >> those people, they had a motive and they will probably find a market for this maple syrup. this could be very harmful for the industry. >> the syrup was insured so the federation of quebec maple syrup producers won't be out any money. the federation is responsible for the global strategic maple syrup reserve and as much as 80% of the world's maple syrup

comes from quebec. a popular coffee brewer is being recalled because of the dangerous malfunction. the recall affects 600,000 mr. coffee brands single cup coffee makers. the machine can suddenly release a stream of scalding water and coffee grounds. the defect has caused a reported 61 injuries. it was last call for food and drinks at caesar's in san fran. -- san francisco. the restaurant is now closed. the restaurant's owner says he's tried to keep it open but the lunch crowd has dipped and the rent has risen and after 56 years, he says it was just time to close. the original owner dropped in last night to tell stories of famous customers, such as frank sinatra. >> when he would come to the city and he'd come and see me. but, you know, sinatra wants to eat at 2:00 in the morning. >> it was once favored by big

names in entertainment and politics. old san francisco politicians were among the regulars. the restaurant was established back in 1956. it is not clear what kind of business will move into the building after caesar's moves out. a familiar sight in berkley is going to be moved to make room for a new visitors center. santa fe railroad left a mountain of dirt near interstate 80 and university avenue about two decades ago. next week the east bay regional park district is going to begin hauling 70,000 cubic yards of dirt away. it is going to take a hundred truck load as day for six weeks. that dirt is going to be used in a construction project at richmond park. once the dirt is gone, berkley plans to build a visitors center at that site. the popular visitors center atop mt.dy abbelow is getting a -- mt. diablo is getting a makeover. they'll make sure indoor exhibits are well protected. they're adding a new concrete area to the viewing deck and a new guardrail. that work should be completed

an orphaned black bear rescued from a wildfire in idaho is now recovering. last week four-month-old boo- boo was spotted clinging to a tree with second degree burns on all of his paws. he is being treated at a wildlife center and veterinarians say the prognosis is good. boo-boo will soon be assistance fehred to a -- be transferred to a rehabilitation facility and either be released back into the wild or sent to a zoo. it is now september and the risk for wildfires in northern california is high. that's why fire officials are sending a warning for people who plan to spend the holiday weekend in the great outdoors. more than 500,000 acres have

burned so far this year throughout the state. people planning to visit any of the national forests are being advised to call ahead for closures and restrictions. a statewide burn ban is in effect for all state owned areas. the community of kentwoodlands in marin county is trying to make sure it's prepared for wildfires with a first of a kind exercise. the homeowners association and the fire safety committee are organizing community wide fire drill during which residents will be asked to actually pack up their things and evacuate. officials say the drill is a good idea because of the narrow roads in and out of that area and they could all get clogged if residents have to evacuate. the drill is scheduled for october 13. time now is 7:24. i'm headed over to the cal game today. >> kickoff at noon. >> i want to have some good weather but looks like i might need to bring a jacket. >> that is a good idea. 60s in the forecast once again. yesterday some areas really didn't even clear.

the beached are going to warm as well. upper 60s in the forecast sunday and monday. we'll continue this pattern as we goat into tuesday and -- we get into tuesday and looks like wednesday as well. it appears two dolphins have made their way back to san francisco bay. they were first spotted wednesday night in an industrial area of south san fran. one of the dolphins appeared to be sick. on thursday night a pair of doll continues were still in the creek. but they were not seen yesterday. so they think they made their way back. another round of fishing starts today. the commercial salmon season off the california coast runs september 1 through september 30. it covers the area between point arena to near monterey. many fishermen are optimistic that after years of having shorter fishing seasons, there's no limit on the number of fish they can catch. just under the wire, the flurry of laws passed by lawmakers overnight. how they could affect your pensions, your children and who's with you out there on the

i'm mike mibach. >> and i'm claudine wong. that fire started in a quiet neighborhood in concord just a few hours ago. allie rasmus is live at the scene with why it took firefighters longer to respond. >> reporter: a contra costa county firefighter told me, explained the closest fire station to this home now only has one crew because of budget cuts and that crew was out on a medical call when this fire happened. dispatchers called in a crew from another fire station four miles away from here and it took them six or seven minutes to arrive. by then the fire had done a lot of damage. you can see it for yourself. right now they are patching up the home, boarding up some of the windows here after this fire damaged these homes. these are two homes on margo drive, 1700 block of margo drive in concord. the fire started in the garage of this home on the left. and when i talked to the fire investigator about 10 minutes ago, who had just gone through here, he says it appears this was an electrical fire, possibly caused by an extension cord in the garage. flames shot as high as 50 feet

into the air and the fire quickly 13red to the home next door. a man and woman who lived in the home where the fire started and a man lived in the home next it to. so three people were displaced by the fire. they all got out safely thanks to a neighbor who saw the fire and woke them up. firefighters say given how destructive this fire was, the people who escaped were very lucky. >> when i pulled up on scene, i had both houses totally going and this large pine tree behind me was going, too. and we couldn't even get barely into the driveway due to the heat coming off. >> reporter: both of the homeowners told firefighters they thought they had working smoke detectors but for some reason their smoke alarms dints go off. if not for their neighbor alerting them about this fire they may not have escaped. the red cross helped the people displaced find a new place to stay and firefighters say they're glad no one was hurt and the fire did not spread. again this fire happened, two homes destroyed in concord on the 1700 block of margo drive. live in concord, allie rasmus, ktvu.

a major bridge closure is now in effect. the dumbarton bridge is off limits through monday. cal trans closed the bridge from the east bay to the peninsula, last night for a seismic retro fitting. crews are going to tear down an expansion joint and replace it with a seismically safe safety joint and also use hydraulic jacks to raise the bridge deck and install movable bearings. we will have an update on the progress of that project later in our show. if you need to get around, here is a map showing the best alternate routes. you can drive north to hayward or the san mateo area and cross that san mateo bridge, or you can drive south and across to san jose on highway 237. the dumbarton bridge is scheduled to reopen on tuesday at 5 a.m. it could cost you more to fill up the gas tanks this holiday weekend. according to gas buddy, drivers will see the highest fuel prices they've ever seen during this holiday. the average price at the pumps in california for regular unleaded gas is, ouch, 4.15 a gallon. up 34 cents from last month.

here is a look at the average prices in our area. san francisco is at 4.23 a gallon, san jose at 4.17 and oakland 4.13 a gallon. two people are recovering from falling into the water after their boat capsized near the san mateo bridge just after 4:00 yesterday afternoon. news chopper 2 flew over the scene as crews retrieved the 14- foot sailboat. two people, a 51-year-old man and a 16-year-old girl, were pulled to safety. and taken to the redwood city marina for medical attention. san francisco police are using stay away orders to try to end a cycle of crime. the chronicle reports a few police stations in the city are turning to court mandated stay away orders targeting repeat offenders like drug dealers who commit crimes in certain areas. police worked with prosecutors to weave the locations of their crimes into the terms of their probation and that way criminals can be arrested for just returning to those areas. >> there is a new twist in the fight to put the oakland police department under federal roll.

the bay area news group reports lawyers supporting the move are asking the judge to order mayor gene quann to appear at a deposition or face contempt charges. she canceled a scheduled deposition on thursday and lawyers say the police department has failed to enact court mandated reforms, following the police corruption case. contra costa county courts are facing massive courts. officials had a public meeting warning of budget problems and they have now announced they are going to close six courtrooms, including juvenile court in richmond, child support court will be reduced to four days a week. next year's budget is $7 million less than last year. the courts could be backed up even further. they handle 170,000 cases each year, and critics worry family services could be hurt the most. several major pieces of legislation are heading to governor jerry brown's office, looking for his signature. state lawmakers passed a flurry of bills before last night's midnight end of the session deadline. the most important and controversial was a package to

reform california's public pension system. proposed changes include raising the retirement age for new employees from 55 to 67. annual pay outs for new hires will be capped at $132,000. governor brown plans to sign the measure, which he says could save the stated 55 billion over 30 years. while labor groups say the reforms go too far, some republican lawmakers say they don't go far enough. another bill on the governor's desk would grant driver's licenses to young illegal immigrants covered by president obama's deferred action program. the legislation is co sponsored by berkeley assembly woman nancy skinner. while democrats favor the bill, it received little support from republicans. and the legislature also passed twin bills to help college students avoid paying for expensive textbooks. the bills would create an online library of materials commonly taught at undergraduate courses at u.c. and cal state universities. printouts would go for about

$20, about a 10th of the price of many textbooks. but the online library would be created only when state or private funding becomes available. it's a follow-up to an issue ktvu news has been reporting for months. the squatting problem in antioc. the city is requiring renters to fill out a form to prove they are the rightful tenant before water service can be turned on. they need a legitimate lease and property owners must confirm that the information is correct. >> i understand pittsburg has this law in effect, and it seems to be working, so it's great. yeah. it would be nice to know there's at least some checks going on before they get in. >> tenants #k have the forms notarized and if the owner is not available to go to city hall with them. a recent drop in the number of foreclosures could cut down on the number of squatting cases. it took them a month to figure out that they were millionaires, but a bay area couple celebrating the big lotto win. vladimir and marita agnite

and san francisco. an alcohol ban is in effect today through monday on parts of the american and sacramento rivers. park rangers will be out there checking for people who violate the rules. an 82-year-old santa rosa man has been charged with attempted murder. harry edward smith is accused of running down a bicyclist with his car on a golf course. two weeks ago police say smith got angry at the cyclist riding through smiths retirement community. they say the cyclist suffered broken wrist. yesterday the judge increased smith's bail to $1 million, and he was taken back into custody. a party bus accident has claimed the life of a new jersey teenager. the 16-year-old boy was killed after he stuck his head out of an emergency hatch on a double decker bus. his head hit the under side of an overpass as the bus was crossing the george washington bridge in new york. 65 teenagers were on that bus. they were all heading to a sweet 16 party. a teenager kidnapped from her nevada home has been found

safe. police say two men knocked on melissa duran's door yesterday, and grabbed her when she answered. her kidnappers held her for ransom. they called her parents and demented money for her return. -- demanded money for her return. a neighbor's surveillance camera captured the kidnapper's car. police served a search warrant on an apartment and found duran. a shocking case of school bullying in the seattle area. classmates of a 13-year-old boy videotaped the incident on a cell phone. the attorney for the student accuses the teacher of leading the unruly behavior. the teacher is accused of poking the boy in the stomach, and encouraging the other students to bully him. >> it was a teacher-led bullying incident of epic proportions. he had a pillow placed on his faith where he couldn't breathe for several seconds. he had his own socks shoved into his mouth. >> the teacher was suspended for ten days given classroom management training and reassigned as a substitute teacher for the rest of the school year. the teacher wrote a letter apologizing for the incident

raise tuitions. tuitions and fees for four-year public schools have grown to 72% above inflation in the past decade. the average student owes more than $24,000. california students are showing some progress when it comes to learning english and math. that is according to new results from standardized testing in the states. the report shows 57% of california students score proficient or better in english. 51% scored high in math. students in contra costa county surpassed the state average. more than 63% scoring at or above grade level proficiency in english. students also scored 57% in math. in alameda county, 62% of students scored high in reading. 55% scored low in math, and in san francisco, 68% scored high in math, and 61% scored proficiently in english. a month after the colorado movie theater shooting, help is finally on the way for the families of the victims. 12 people died in that july rampage, and since then, $5 million has been raised photographer victims' families and survivors.

and an a.k.-47 and shot and killed an 18-year-old woman and a 24-year-old man before committing suicide. california is getting ready to target web retailers who do not collect sales tax. starting on september 15th, amazon is going to begin collecting sales tax on purchases made by people living in california. the effort comes at a time when state and local governments are scrambling to get money after cutting billions of dollars from budgets. the new enforcement effort is expected to bring in about $317 million in the first year. well, apple is asking a federal court to add four more samsung products to its lawsuit. apple filed those documents yesterday, urging the court to pull samsung products released after its lawsuit against samsung was filed in april. the new products include the new galaxy s3 smart phone. last month, a jury found samsung had copied apple and awarded apple more than a billion dollars. starting today, adult clipper cards will no longer be free. these plastic cards were introduced back in june of 2010

holiday weekend forecast. good morning, rosemary. >> good morning to you. today another round of the low normal temperatures, although i will say a subtle warm-up in most cases. santa rosa by 2 degrees or so for the afternoon for san francisco. livermore a nice big boost, 78 expected for today, 67 is the high for livermore yesterday. we will continue this warming trend, in fact the second half of the weekend, going to become hot in some spots. i'll look at what you can expect outside your door this morning. we begin with overnight news from the east bay. flames engulfed two homes in concord, and allie rasmus is live at the scene where the challenges firefighters faced. >> reporter: i talked to the contra costa county fire investigator who is out here earlier. he thinks it may have started in the garage, an electrical fire with an extension court that may have shorted. -- cord in that garage that may have shorted. shortly after 2 a.m. the fire started and in a

matter of minutes the flames spread to the home right next door. now, at its worst, the flames reached 50 feet into the air, and a total of three people were inside these two homes when the fire broke out. they were all asleep, and their smoke alarms didn't go off, although both homeowners told firefighters that they have smoke detectors, they thought they were going to work, but for some reason they didn't. luckily a n.b.a. across the street woke up -- a neighbor across the street woke up when he heard strange noises. >> just like popping. a lot of popping, like somebody was kicking a car or something. >> like firecrackers? >> kind of like firecrackers, yeah. >> reporter: thanks to that n.b.a.er who didn't want his face shown on camera, everyone in these nomes got out safely. -- homes got out safely. this was a challenging fire for firefighters. it took them six to seven minutes to respond, because the closest fire station to this neighborhood is in downtown concord, and that station has fewer resources than it used

to. >> due to budget cuts, on july 1 we closed our one multi company station, station 6 downtown concord, which normally has six people with two crews, they closed it to one crew. and that crew was out on another medical call. >> reporter: the red cross was out here this morning helping all three people in both homes find other places to stay. firefighters say they were glad they were able to contain this fire to just the two homes in this neighborhood, because we take you back out here live, you can see there are a lot of trees. in fact, a big pine tree right in front of the house where this fire started, and this pine tree, part of it did catch on fire. that was a concern and a challenge for firefighters making sure that the flames didn't spread. live in concord, ali rasmus, ktvu. right now an investigation is under way into a reported shooting in oakland. police responded to a report of shots fired at the k.f.c. restaurant on macarthur boulevard just before 11:00 last night. officers aren't commenting about the case and there is a

report that the shooting may have involved the restaurant security guard. in just two hours, religious leaders will hold a peace march in oakland. a prayer walk begins at the east oakland deliverrance center on 73rd and international. it will end at a community forum which is scheduled to include the mayor and city council president. we talked to cal trans within the last 30 minutes. they say the closure of the dumbarton bridge is going smoothly so far and it's right on schedule. cal trans is upgrading the bridge between the east bay and the peninsula, to better handle movement during an earthquake. crews are replacing an expansion joint with a larger seismically safe joint. overnightny used hydraulic jacks to raise the bridge deck 5 inches. >> that was completed last night. and this morning, early. and so, that's out of the way, and now the main -- the center part of the bridge is at its final elevation, and ready to be prepared for the new joint

to go in. >> the bridge is scheduled to reopen on tuesday morning at 5 a.m., and until then, drivers will have to head farther south and drive around the southern part of the bay or head north and take a different bridge across the bay. here is a map of the alternatives that cal trans is recommending. if you want to go north, drive to hayward, the san mateo area and cross the san matt crow bridge. the southern detour takes you to santa fe and across highway 237. cal trans says it saw a slight increase in traffic on those routes overnight. a street in san francisco will also be shut down through the weekend, fremont street between mission and howard is closed. crews are installing a temporary bridge so they can begin underground excavation for the new transbay terminal. the roadway is expected to reopen at 5:00 tuesday morning. a new letter from one of the so-called speed freak killers is revealing new clues to where more than a dozen victims could be buried. it comes less than a week after leslie tour pen tine was released from death row to help

months ago, and that could be a clue as to what started the larger fire at the church this past thursday. the outbreak of a deadly virus at yosemite national park may be worse than originally thought. the centers for disease control now says up to 10,000 park visitors may have been exposed to the hantavirus this summer. the park shut down 91 tent cabins in curry village, after learning that two visitors died, and four others were sickened by the virus. employees also set up a phone line and are contacting people who may have been exposed. >> you know, getting the people doing personal interviews. you know, asking people for specific cabin numbers, trying to get dates together, finding out who they traveled with. >> the hantavirus is a mouse- borne illness that starts with flu-like symptoms. there are more suspected cases out there, but at this point, they have not been confirmed. the park says the outbreak has not caused any mass cancellations. the cal bears return to memorial stadium today for the

good morning to you. a live look at the gloomy start over the oakland estuary this morning. a light breeze and 56 degrees. well, some thieves have made off with $30 million worth of maple syrup. 10 million pounds of syrup was stolen from a warehouse between montreal and quebec city. it's enough syrup to fill two olympic sized swimming pools. the syrup was said to be moved to a new more secure warehouse next week, but the thieves got to it first. and now it could be headed for the black market.

convention chair antonio villaregossa will pound the gavel to kick off proceedings tuesday morning. the event will be held mostly inside the time warner cable arena where the charlotte bobcats play basketball. but on the final night president obama will deliver his acceptance speech at the 70,000 seat bank of america stadium, the home of the carolina panthers. charlotte expects 35,000 visitors and delegates at the convention, and homeless advocates are wondering what charlotte will do with the city's homeless. a local ministry is making sure there is a place to stay and access services. >> no plan to put them on buss and send them somewhere else. there's no plan to buy them movie tickets or museum tickets, or ball game tickets, or anything that would hide the homeless. >> several shelters will expand hours. they will also make sure children can get on a bus and go to school. many low-income families living in motels have been forced to leave, because they just can't afford the increased rates during the convention week.

national forests are being advised to call ahead foreclosures and restrictions. a statewide burn ban is in effect for allstate-owned areas. the community of kent woodlands in marin county is making sure it's prepared for wildfires with the first of its kind exercise. the homeowners association and the fire safety committee are organizing a community-wide fire drill during which residents will be asked to literally pick up and pack up their things and evacuate. the drill is scheduled for october 13th. an orphaned black bear rescued from a wildfire in idaho is now recovering. last week, four month old booboo was spotted clinging to a tree with second degree burns on all of his paws. he is now being treated at a wildlife center and veterinarians say the prognosis is good. booboo is going to be transferred to a rehabilitation facility, and then is either going to be released into the wild or sent to a zoo. antioc city officials are trying to combat a growing problem there. what the city is now requiring from all renters in order to

a fast-moving fire damages two houses overnight in concord, and firefighters this morning blaming budget cuts for their slowed response. good morning, everyone. welcome back to mornings on 2. i'm mike mibach. >> and i'm claudine wong. that fire broke out around 2 this morning when firefighters arrived on scene. a tower of flames and smoke poured from the roof of the two homes. which were located in the area of margaret drive and concord boulevard. it took crews about a half hour

to end a cycle of crime. according to the san francisco chronicle, a few police stations in the city are turning to court mandated stay away orders targeting repeat offenders like drug dealers who commit crimes in a certain area. police will work with prosecutors to try to weave the locations of those crimes into the terms of their probation, and that way, the criminals can be arrested for just returning to a certain area. well, there is a new twist in the fight to put the oakland police department under federal control. the bay area news group reports lawyers supporting the move are asking a judge to order mayor jean quann to appear at a deposition or face contempt charges. she did cancel a scheduled deposition on thursday. lawyers say the police department has failed to enact court mandated reforms following the riders police corruption case. several major pieces of legislation are heading to the governor's office looking for his signature. state lawmakers passed a flurry of bills before last night's midnight end of the session deadline. the most controversial was a package to reform california's

public pension system. proposed changes include raising the retirement age for new employees from 55 to 67. annual payouts for new hires will be capped at 132,000 dollars, governor brown plans to sign if measure, which he says could save the stated 55 billion over 30 years. >> while labor groups say the reforms are good, some republican lawmakers say they just don't go far enough. another bill on the governor's desk would grant driver's licenses to young illegal immigrants covered by president obama's deferred action program. the legislation is co sponsored by berkeley assembly woman nancy skinner. while democrats favor the bill, it received little support from republicans. >> and the legislature also passed twin bills to help college students avoid paying those expensive textbooks. the bills would create an online library of materials, commonly taught at undergraduate courses at u.c. and cal state universities. printouts would go for about $20, about a 10th of the price

of many textbooks. but the online library would be created only when state or private funding becomes available. contra costa county courts are fashion massive cuts. last week officials held a public meeting to warn about the budget problems and now they have announced the pending closure of six courtrooms, including the juvenile court in richmond. child support court will be reduced to four days a week. next year's budget is $7 million less than it was last year. and the courts could be backed up even further. they do handle about 170,000 cases every year. and critics worry family services could be hurt the most. it is a follow-up to an issue k.t.v.u. news has been reporting on for months. the adequating problem in antioc. the city is now requiring renters to fill out a form and prove that they are the rightful tenant before water service can be turned on. they need a legitimate lease and property owners must confirm the information is correct. >> i understand pittsburg has this law in effect, and it

after suffering from depression. early yesterday morning, he returned to the supermarket armed with an automatic pistol and an ak-47 and shot and killed an 18-year-old woman and a 24-year-old man before taking his own life. there is a shocking case of school bullying in this seattle area. clues mates of a 13 -- classmates of a 13-year-old boy used their cell phones to record the incident. the attorney for the student accuses the teacher of leading the unruly behavior. the teacher is accused of poking the boy in the stomach and then encouraging the other students to bully him. >> it was a teacher-led bullying incident of epic proportions. he had a pillow placed on his face where he couldn't beets for several seconds -- breathe for several seconds. he had his own socks shoved into his mouth. >> the teacher was suspended for 10 days, given classroom management training and reassigned as a substitute teacher for the rest of the school year. the teacher wrote a letter apologizing for the incident but also said that it was harmless childhood horseplay. the boy switched schools and is now getting psychiatric help. if you plan to travel this

labor day weekend, you won't be out on the roadways alone. highway patrol officers are out all over the bay area, cracking down on drunk drivers. police departments in a number of cities are also setting up d.u.i. checkpoints, including richmond, oakland and san francisco. an elderly santa rosa man has been charged with attempted murder. 82-year-old harry edward smith is accused of running down a bicyclist with his car on a golf course. two weeks ago police said smith got angry at a cyclist riding through his retirement community. they say he hit the cyclist who suffered broken wrist. the judge increased smith's bail to $1 million and he was taken back into custody. today penn state will play its first regular season football game since all of its wins dating back to 1998 were vacated in the wake of if jerry sand key scandal. [ crowd chanting ] >> at least 15,000 people attended a pep rally at beaver stadium last night and a vocal show of support for the nitny lions. they will host ohio at 9 a.m.

our time. the college vote is critical in the race for the white house. both president obama and mitt romney have come up with their own plans to tackle rising college costs. the president wants to make a $2500 tax credit for college expenses permanent. while also expanding pel grants for lower earning families. romney blames the rising costs on the obama administration. he insists that tax credits and pel grants encourage colleges to raise tuitions. tuitions and fees for four year public schools have grown 72% above inflation in the past decade. the average student borrows more than $24,000. california students are showing some progress when it comes to learning english and math. that, according to new results from standardized testing in the state. the report shows 57% of california students who are proficient or better in english. 51% scored high in math. students in contracosta county surpassed the state average with more than 63% scoring at or above grade level proficiency in english.

>> good morning, everyone. welcome to mornings on 2. it's saturday, september 1. i'm mike mibach. >> and i'm claudine wong. let's head to rosemary for a look at how your saturday is shaping up. >> good morning to you. we will reign remain with unseasonly mild weather for your day. cool, cloudy start. a little patchy dries they will morning. temperatures remain below average for the afternoon. we have a big heat-up in store. i will show you the numbers coming up. a warning, if you are planning to travel over the bay, the dumbarton bridge is now closed for the three-day weekend. well, this is what construction crews started doing minutes after the bridge shut down at 10 p.m. last night. overnight they used hydraulic jacks to raise the bridge deck 5 inches. they are installing new joints on the bridge between the east bay and the peninsula to better handle movement during an earthquake. the closure has left some drivers looking for other ways to get around.

>> just observed a very slight increase in traffic on the detours, to 37 in the san mateo bridge. but traffic slowed smoothly, and the night went smooth in terms of the construction work, as well. >> the bridge is scheduled to reopen on tuesday at 5 a.m. until then, drivers will have to use those other ways to get across. here is a map showing the alternate routes that cal trans is recommending. for the northern detour, drive up to hayward or the san mateo area and then use the bridge. the 7 detour will take you down to san jose and across highway 237. we have another clearer to tell you about this morning, in san francisco. fremont street between mission and howard is shut down at this hour, because crews are installing a temporary bridge so they can begin underground excavation for the new transbay terminal. the roadway is expected to reopen at 5:00 tuesday morning. firefighters in concord say budget cuts delayed their efforts in putting out a fire overnight.

two homes on the 1700 block of margo drive were heavily damaged. a fire broke out around 2:00 this morning, and when firefighters arrived on scene, a tower of flames and smoke just poured out from the roof of the two homes. it took crews half an hour to extinguish those flames. the battalion chief says they would have responded faster, but a nearby fire station was closed due to budget cuts. everyone inside the houses made it out alive, and thanks to a neighbor who saw the flames, and alerted them. an investigation is under way into a reported shooting in oakland. police responded to reports of shots fired at the k.f.c. restaurant on macarthur boulevard just before 11:00 last night. officers are not commenting about this case. there is a report that the shooting may have involved the restaurant security guard. in less than an hour, religious leaders will hold a peace march in oakland. the prayer walk begins at the east oakland deliverrance center at 73rd and international. the march will end up at a community forum which is scheduled to include mayor jean

quann and city council president larry reid. firefighters in san jose are waiting for an update on the firefighter who had a heart attack while battling a church fire. [ singing ] >> st. patrick's pro cathedral parish is holding services in the school gym where parishioners are praying for frank ryan. the 15 year veteran firefighter is slowly being brought out of a mellow introduced coma after collapsing at a burning church. his colleagues remain by his side. >> we're going to stay here until frank gets out of the hospital. like yesterday, somebody said frank's not dead. frank is sleeping right now. and we'll be talking to frank soon. >> ryan remains in critical but stable condition. meanwhile, st. patrick's sanctuary is going to have to be rebuilt. one parishioner told ktvu, they had a small electrical fire six months ago and that could be a clue as to what started the larger fire at the church this past thursday. recovery efforts continue in louisiana this morning as people pick up the pieces following hurricane isaac.

louisiana's plaquemines parish has been under water since the storm hit tuesday. officials in the area near new orleans intentionally breached a levee to help drain flood water, but it's still there. some people say they have lost everything. one man, like others staying at red cross shelters, has lost it all before. >> and rebuilt. a year after katrina, i bought a house. me and my grandmother. $53,000 cash. that is now submerged under water. >> those who have something to go back to are leaving today to see what's left, and those who don't are torn between going home, and starting over somewhere else. dozens of bay area volunteers have been in the south for more than a week helping those impacted by hurricane isaac. according to the bay area red cross, volunteers were originally sent to florida but now are in alabama, louisiana and mississippi. they are helping to provide sheller and food to those

displaced from their homes. more than 3000 respect cross volunteers have been deployed nationwide republican presidential candidate mitt romney traveled to jefferson parish yesterday. he stopped to thank volunteers and was briefed about the continued relief effort -- excuse me. president obama will visit louisiana on monday. power officials have said they hope to restore power to 90% of louisiana homes by the end of the day. isaac is blamed for five deaths in louisiana, and two in mississippi. coming up at 9:30, we will have a live report from new orleans. >> and forecasters are keeping an eye on another tropical storm this morning. leslie has gained strength in the atlantic, and could become a hurricane sometime this weekend. i was about 550 miles east of the leeward islands at last check. visitors at yosemite national park remain on high alert after word that the outbreak of a deadly virus could be worse than originally thought. the centers for disease control say up to 10,000 park visitors may have been exposed to the

hantavirus this summer. the park shut down 91 tent cabins in curry village after learning two visitors died and four others were sickened by that virus. officials also set up a phone line and are now contacting people who may have been exposed. >> you know, getting to people, doing personal interviews, asking people for specific cabin numbers, trying to get dates together, finding out who they traveled with. >> the hantavirus is a mouse- borne illness that causes flu- like symptoms. there are more suspected cases out there but at this point, officials say they haven't been confirmed yet. the park is is the outbreak hasn't caused any mass cancellations. the cal bears return to memorial stadium today for the season opener against the university of nevada, and allie rasmus is live now in berkeley with more on why fans are so excited for today's big game. ali. >> well, it's the first time fans have been book memorial stadium since november, 2010. the two year wait is now over, and today is the home opener at

the new stadium. cal playing university of nevada. kickoff isn't for another three hours, so there's still a little bit of time before people start making their way en masse to the stadium, but you can see some cal fans making their way to the new stadium. off to the left you can see stadium workers and volunteers putting up the signs, getting things ready. they have a big banner that says welcome home. this is the first time in two years the golden bears will be playing at memorial stadium after a 321 million dollar renovation. today's game, again is a sell- out against university of nevada. and last week, engineers gave ktvu a tour through the new stadium. we saw what it looks like inside. one of the main reasons for the renovation was to do some seismic retrofit work. the old stadium was built in 1923, and it needed some earthquake safety features, because this stadium sits right on top of the hayward fault. so after the renovation, they now have some flex joints in place underneath the entire stadium. and the old concrete and wooden

of the so-called speed freak killers is revealing new clues to where more than a dozen victims could be buried. it comes less than a week after wesley shermantine was released from across the row so he could help -- released from death row so he could help investigators search the dig site. in the letter to bounty hunter leonard padilla shermantine says investigators missed loren herzog's bone yard where at least 14 victims are buried. >> he says he was convinced that if they dug by the little bridge for sure they'd find some bodies there. >> the san joaquin county sheriff's department says it has already found three victims in the wells in lyndon. no word on when the new digging is going to take place. two suicide attackers have killed a dozen people near a u.s. base in afghanistan. those attacks happened about 40 miles from kabul. one of the bombers was driving a fuel tanker. the other set off a vest of explosives outside a governor's office. eight civilians and four afghan police officers have died. more than 50 people were hurt

including two nato troops. a memorial service will be held this morning for a lake county coltedder killed in afghanistan. 23-year-old army sergeant richard essex was one of seven u.s. troops killed in a crash of a blackhawk helicopter two weeks ago. the service is set for 11:00 this morning, at kelseyville high school, and it is open to the public. more information is coming out about the gunman who killed two coworkers at a new jersey supermarket. 23-year-old suspect terrance tyler posted a question on twitter three years ago, saying, quote, is it normal to want to kill all of your coworkers, end quote. police say he was discharged from the marine 2 years ago after suffering from depression, and early yesterday morning he returned to the supermarket armed with an automatic pistol and an ak-47. he gunned down an 18-year-old woman and a 24-year-old man before committing suicide. in election 2012 news, president obama focused more on patriotism, rather than politics in this morning's

rah go is a will pound the gavel to officially kick off proceedings tuesday morning. the event will mostly be held inside the time warner cable arena where the charlotte bobcats play basketball, but on the final night, president obama will deliver his acceptance speech at the 70,000 seat bank of america stadium, the home of the n.f.l. carolina panthers. charlotte expects 35,000 visitors and delegates. among those are groups from the bay area, including a delegation of 26 local zekes. they say this year's -- sikhs. they say this year's convention will be different than the one in november of 2008 when candidate barack obama was seen as a force tore change. after the convention, some local delegates will travel to battle ground states to campaign for president obama. our coverage of the democrats begins tomorrow. ken pritchett will bring us live reports from charlotte, from then until thursday, when the president is scheduled to address the delegates. astronaut neil armstrong has been laid to rest in ohio.

it was last call for food and drinks at cesear's in san francisco. the italian restaurant is now closed. the owner says he's tried to keep it open but the lunch crowd has dipped and the rent has risen. after 56 years it was just time to close. the original owner actually dropped in last night to tell stories of famous customer such as frank sinnatra. >> when he would come to the city, and he'd come and see me. but sinatra wants to eat at 2:00 in the morning, you know. >> cesear's was once favored by big names in entertain and politics. old san francisco politic politicians were among the restaurants. it's not clear what kierched of business will move into the building. it took them a month to figure out that they were multi millionaires, but despite that a bay area couple is still celebrating a pretty big lottery win.

vladimir and marita agnite claimed a $52 million prize yesterday. vladimir found out he won buzz the state lottery released video of him buying the winning ticket. ktvu was the first to talk to him. >> it changed my life, but it's not for us, it's for my kids, that's it. >> vladimir went online to check the lottery's unclaimed winning tickets, and saw the surveillance photos from the fremont liquor store where he plays one quick pick a week. the agnites say the first thing they'll do is buy a house. a new report shows some small batteries could be putting kids' lives at risk. from 1997 to 2010, nearly 40,000 emergency room visits for kids under the age of 13 were due to the consumption of batteries. more than half of those were linked to button batteries which were found inside many children's toys. 14 cases during that time were deadly. a popular coffee brewer is being recalled this morning because of a dangerous

malfunction. the recall affects 600,000 mr. coffee brand single cup coffee makers. the consumer product safety commission says the machine can suddenly release a stream of scalding water and coffee grounds. the defect has caused 61 reported injuries. and idaho's famous potatoes are being turned into vodka. the grand tee teton vodka began last week. they're cooked with enzymes and once the starch becomes sugar, that mush is fermented for three and a half days. add in the yeast and the sugar becomes alcohol. >> it's smooth going down, it doesn't have an antiseptic burn like whiskeys and corn grains do. >> apparently all goes well over ice with a twist of lemon or lime. this is just a small family business so far of three employees. the family isn't sure where the venture will take them, but they say they are certainly enjoying the ride. >> definitely unique. no doubt well, a lot going on, sausalito art festival, also a

hurt the most. >> recovery efforts continue in louisiana this morning as people pick up pieces following hurricane isaac. we are live in new orleans with the very latest. jonathan? >> reporter: right now the concern is electricity. hurricane isaac left behind it a lot of moisture in the air. combine that with the sun and unusually high temperatures and it is making for some muggy conditions. electric crews are hard at work since the storm wind died down. restoring electricity. so far to about half of the people who lost it during the storm. still, at least 400,000 customers, that is home to businesses are still left without electricity. some residents tell us they were sleeping in the cars with the air conditioners running. it is just so uncomfortable in their powerless homes.
