capacity of a 12-year-old. her family says she may be in san francisco in the tenderloin district. 4:32 is the time right now. the families of two men shot by vallejo police continue to speak out against what officers say prompted them to pull their guns. police say they were forced to fire shots when one of the men got out of the car with what appeared to be a gun. witnesses say the men never got out of the car. officers fired more than 30 rounds, joseph johnson survived but mario ramiro was killed. his sister watched it unfold from a window. >> that is when i seen an officer reload his clip, hop on top of the hood sand proceeded to shoot -- starting shooting more. i got this window up and was pleading for him to stop, please, just stop shooting, i have never begged for something so hard in my life.

several days in vermont. coming up in nine minutes how romney is getting ready for his three debates with president obama next month. teachers and students plan to rally outside san francisco city hall today. their goal, save city college. the school is at risk of shutting down. community members will be supporting proposition a, a tax aimed at preventing more cuts from the school, which has seen more than $53 million in cuts in the past three years. in july the college received a scathing report from the accreditation commission, now they are going through pa process to keep the accreditation. starting today they are cracking down on the illegal use of handicapped parking placards. officials say a lot of people borrow one so they can park more more easily, now drivers who don't have prove can face fines. joan has arthritis and says she

san gabriel mountains, two firefighters have been treated for health related injuries fighting that fire. a third person injured an ankle and a hiker had to be airlifted to safety. good news is no homes threatened but the fire is only 5% contained. president obama was there to console hurricane victims and assure them the government won't let them down. the visited the st. johns parish area of louisiana to see the damage from isaac. he praised volunteers and pledged to review flood protection there. nearly 3000 people are still in shelters because of the flooding. >> folks in louisiana, they are resilient, people in mississippi, they are resilient, they know what tough times are like but they know that they can bounce back. >> more than 100,000 customers are still without power in louisiana, mississippi and arkansas. eight deaths are now blamed on

last week's hurricane. while president obama is at the democratic national convention this week mitt romney is preparing for their debates. the two will go head-to-head in three debates this week. this week mitt romney and his staffers are holding mock debates with rob port man playing the role of the president. his runningmate is spending the day campaigning in ohio and iowa. well, he is barely old enough to vote but a teen in fremont says he is running for mayor. 18-year-old asis is a sophomore there majoring in engineering. his campaign office is down the hall from his bedroom but says he can balance it and hopes his candidacy will encourage young people to vote. >> i have been paying attention to local politics since i was about 10 or 11 years old so i know what has been going on for the past few years and i know exactly what needs to be done. >> he is running against four other candidates vying to

replace the outgoing mayor. two of the candidates have served on the city council. a protest ended with fines for them. they demonstrated outside the home of the city manager, the protesters are upset with recent pension reform measures spearheaded by city leaders. some of the city workers say they were showing support for where the police -- who handed out 1000 dollar tickets to the demonstrators. >> we don't blame the cops for that. we think they are caught up in a system that is not serving them as well and hopefully that will change and hopefully change will come to city government sooner or later. >> voters overwhelmingly approved the pension reform measure at the heart of this protest. time now is 4:46. time to check back in with tara, early look at the commute. hopefully no problems so far. >> so far so good. looking at the chp website and no accidents to report and

to prevent it from happening again. the city of san francisco wants to use a food truck to help the homeless. the city's director of housing opportunity says he hopes to bring a free soul food truck to san francisco tenderloin district. he says homeless residents would staff the truck which would provide nutrition meals in a neighborhood where many struggle to afford food. >> i learned about a study that showed that for individuals homeless or marginally housed living with hiv, 56% of those individuals are defined as food insecure. >> he says helping the homeless requires a mix of conventional and out of the box ideas and launched a program in june that pays panhandlers to get dogs ready for adoption. he was best known for his roll in the green mile. this morning fans of michael clark duncan are remembering his life. he died yesterday in a los angeles hospital. he was just 54. his death comes nearly two

welcome back to the ktvu channel 2 morning news. 4:53. two 17-year-olds are behind bars in connection with an armed robbery at a san jose marijuana club. police say three people robbed the club after 11:00 yesterday morning. the suspects left the scene in a white van. office others stopped the van about four miles away and arrested two of the suspects but the third person got away. east bay teens have found a new place to party. empty or foreclosed homes. on sunday night neighbors say 100 teens tried to get into this house in concord but when people started showing up one of the neighbors called the police. neighbors say they have heard about the same thing happening in homes in walnut creek, clayton and pleasant hill. >> there is this group that go is in around, sending out via
