welcome to morning on 2. it's sunday, september 9. i'm mike. >> i'm claudine wrong. let's check the weather with meteorologist rosemary. i woke up this morning and thought brr. >> yes, there is a capitol hill in the air. we have patchy fog and low clouds this morning over parts of the north bay -- slip into the 40s this morning and slightly cooler with a gradual warmup into next week. i'll bring you the numbers. we have a red flag warning for part of lake conti. i'll touch of that coming up. today is the second anniversary of the deadline pipeline explosion in san berno. ally has the latest. >> reporter: neighbors will come together today for a ceremony later this afternoon to remember the second anniversary of the pipeline disaster happening exactly two years ago today and when it happened, eight people lost their lyes and 38 homes were completely destroyed but the neighborhood made big strides.

construction still lines where 38 homes were destroyed and eight have been rebuilt like the yellow house. that was one of the first rebuilt as people moved back in earlier this year. 12 homes are another stage of construction and of the 17 homes badly damaged, half of those are also being repaired. the national transportation safety board determined the cause of the explosion was a defective weld in the natural gas pipeline through the neighborhood. the ntsb found pg&e and california utilities at fault. they tested pipelines, searching for leaks and removing aging pipes. the utility proposed a $2.2 billion upgrade to their pipeline system, but the controversial part of that is they want to pay for that upgrade by increasing rates for all pg&e customers. two years later, the cpus has not fined pg&e for the mistakes but as we take you out here

live, you can see from the memorial that people in this neighborhood have not forgotten what happened. this chain-link fence surrounds what used to be part of the blast site and you can see home that have gone up here. in 30 minutes, we'll tell you about bills on the governor's desk to prevent this from happening again but in the meantime at 5:00 tonight, people in this neighborhood, people affected by the disaster, will meet at the city park for the memorial ceremony. live in san bruno, allies rasmus. >> a house explosion rocked the small town of ceres near modesto. a home was completely destroyed and 22 others damaged. a mother and her seven children were asleep inside a house next door when they heard the loud explosion. >> our first thought was lightning struck our house and a loud boom. the whole house literally felt like it ex-- it loaded.

we saw flames everywhere. >> investigators said it appears the explosion happened in the garage and will be out today, digging through piles of debris to figure out what caused it and according to the modesto bee, investigators have been to the same home as part of an investigation into a marijuana grow. we have developing news this morning out of newark. police are urging drivers to avoid cherry street because of a water main break. the line burst early this morning under two san bernandino southbound lanes of cherry. cleanup could take eight to 12 hours. all lanes of interstate 580 in dublin are back open after an overnight crash that happened just after 4:30 this morning near sandra moan road. multiple cars were involved. the chp closed all lanes of the freeway on the eastbound side so officers could investigate the crash and and clear the scene. there were minor injuries. interstate 280 is back open this morning after a fatal

crash shut down the northbound lanes. it around 11:00 last night, a driver hit a center divider in san bruno between crystal springs road and 280. the male driver was pronounced dead at the scene. no one else was in his car and no other vehicles involved. the highway patrol closed those lanes for two hours and the cause is under investigation. we talk to the contra costa sheriff's department and confirm a man involve in a fatal crash has been transported from the hospital to jail. last night, two women were walking near the mariott hotel on north main street in walnut creek. police said a red pickup truck lost control, drove onto the sidewalk, and hit both women. the truck stopped only after it got wedged between a retaining wall and traffic light. >> i'm shocked because i walk all the time. i can could be among them. i was 20 meters away from the crash. >> one woman died at the scene. her name has not been released. the second woman was taken to john muir medical center.

the driver has been identified as 53-year-old hussein tebrizi of walnut creek and arrested on vehicular manslaughter charges and being held right now at the martinez detention center. a man is fighting for his thrive morning after being shot on ellis street. police said it happened after midnight. the man was shot at least one time and has life-threatening injuries. no suspect information is released. a fundraiser held for the family of kenyon young strom, killed in the line of duty. jump will donate 100% of proceeds to his widow and four children. the fundraiser will also include a silent auction organized by other business in the area. officer young strom died on wednesday, one day after being shot during a traffic stop on interstate 680. at 10:00 a.m., a memorial held in honor of fallen public safety members.

it is being held in the cunningham memorial chapel at notre dame university in belmont. the service is nondenominational and members of public safety agencies will have representatives to read the names of their fallen members and retirees who have passed away. we have more information on a story we told you about yesterday on morning on 2. police in palo alto are stepping up patrols after 17 car burglaries in just two days. earlier this week, a burglar or group of burglars took just ten minutes to break into six vehicles at the stanford shopping center. police said four city parking garages and lots have also been hit by thieves. >> it sounds like a group but -- yeah. i don't know. i a.m. really breezed, though. it will be weary about parking from now on. >> police said the majority of things stolen have been electronics. trunks of the cars are popped open and items are being stolen from inside there. so far, the suspect descriptions are so varied

that police decided not to release them. a shell oil refinery in martinez is warning people about maintenance work done at the plant this weekend. crews are work on safety device called flares on the pacheco side of the refinery. there will be smoke and noise associate with the work. a big chunk of health care surcharge hasn't been going to workers health care. roughly 40% of the $14 million made from the fees wasn't used as intended. the city's universal health care ordinance requires 4,000 businesses to spend money from the surcharges on health care for its workers. today is california's 162nd birthday. governor jerry brown declared it admission day, commemorating california's admission as the 31st state of the union back in 1850. leaders demanded it after people flooded in, following

fast and sounded like a freight train caming through. >> a second tornado hit brooklyn, an ef 1 that knocked down trees and pulled the roof off a house. no serious injuries were report in either tornado. tropical storm leslie is expected to reach hurricane strength some time today. in bermuda, strong winds and rain are expected as the storm passes by the eastern coast towards the northern atlantic. it's expect to miss the island, but people are stocking up and preparing for rough weather. right now the airport is still open but some major airlines have already cancelled flights and emergency shelter is standing by in case the path changes and brings it ashore. the impact of hurricane isaac continues to be felt in louisiana this morn. more than 800 volunteers are helping people clean up from the damage of the storm. isaac blew through the state a little more than a week ago. more than 4 feet of water flooded several homes and many say they can never replace items. >> i never dreamed the water

thousands have been evacuate from village in nicaragua after a volcano sent a mile-high ash cloud. the country's tallest volcano began erupting last night. residents heard what sounded like a series of explosions. as many as 20,000 people could ultimately be affected by the gas and ash from the volcano. a group of marines are getting a special homecoming. the group is coming home from afghanistan and will arrive at 6:00. it's the second group to come home to san jose after serving overseas. a benefit is being held to benefit wounded veterans at 11:00 at the men low circus park in ratherton. the event will feature two polo games, wine tasting, and ladies hat competition. a crisp start to the morning, rosemary. >> slip into the 40s near

it's been exactly two years since a pg&e pipeline exploded, killing eight people and destroyed dozens of homes. welcome back to mornings on 2. i'm claudine wong. >> i'm mike mibach. the community will mark the tragic anniversary today. ally rasmus is in the neighborhood where people are still rebuilding. >> reporter: well, the second anniversary of the san bruno pipeline disaster is today and later today, people in the crestmother and san bruno community will remember that tragic event with a vigil. the neighborhood affected has done a lot to rebuild. two years after the explosion here, it looks a lot different.

the chain-link fence that used to survive the empty blast site has several new homes, recently rebuilt, but you can see from the decide of the fence that the flowers and memorial known notes are to remember the eight people who lost their lives in the explosion exactly two years ago. when the natural gasline rupture, 38 homes were destroyed and another 17 homes were badly damaged of the 38 homes, eight have been rebuilt. another 12 are in some stage of reconstruction. the national transportation safety board determined that the cause of the explosion was a defective weld in a natural gas pipeline that ran through the neighborhood and pg&e and california public utility commission share some of the blame for what happened. the cpuc has not fined pg&e for the miss tables two years go. representative hill sponsored three bill that are now on the governor he's desk, aiming at improving pipeline safety. one would require companies to

boulevard after seven. three people were shot on sycamore around 8:50 and near 9:15, one person was shot near kingsley circle and walnut. the suspects got away and the victims are expect to survive. a 2-year-old was shot during a gunfight in oakland. the neighborhood sounded like a war zone. police counted around 70 casings on 55th avenue between east 15th and 16th street. one witness said they nearly lost two family members. >> i see a bunch of guys running with machine guns and started shooting this other car and i ended up catching two or three shots. >> one shot grazed his 2-year- old son's arm before piercing his car seat. another bullet went through the windshield and passenger seat where his brother was sitting. the man escape with a black eye from flying glass. police are checking a car for

clues. police in pittsburg are check leads on the shooting death of a teenager. he was a bay area artist known as mack day. he was shot while filming a music video. his uncle said young siblings saw the shooting. >> they seen everything that happened. and we're trying to get them some counseling right now because they -- it's just -- it's just so -- it's just so devastating. >> police said davon was shot in the back during an argument with a group of men. investigators do not believe it was gang-related but do think davon knew his killer. we have new video this morning of a fire burning in lake county. so far the scott fire has burned 3200 acres. that fire is so far 10% contained and at least 300 homes are still threatened. this fight -- the threat, however -- all mandatory evacuations are lifted and the

cause is under investigation. crews hope to have this wildfire fully contained tomorrow. so far, that has burned nearly 18,000 acres and is 80% contained. firefighters said dry conditions and gusty winds made it hard to fight the fire. highway 16 has been reopened but firefighters are warning drivers to be aware of debris in the road. well, a wildfire north of los angeles is getting closer to containment. it's been burning since labor day weekend in the san gabriel mountain. it's 83% contained. the fire has burned nearly 4200 acres and 14 firefighters have suffered minor injuries. but crews do expect to have this fire under control later this week. hantavirus warnings are not keeping international travelers from visiting yosemite national park after a official doubled the number of people who may have been exposed to the virus. it was packed visitors. the number of confirmed cases is at eight. three of those people who died. one woman from the u.k. will not let the outbreak ruin

aftershocks are still shaking up parts of southern china after two large earthquakes struck friday. rescue crews said the area is surrounded by mountains and earthquaking triggering landslides. so far, there have been 61 cave- ins and three landslides in the valley. friday's earthquakes killed at least 81 people and injured 800 more. rockets allegedly from syria killed a 5-year-old girl in neighboring iraq as rebels fought government forces on the syrian side of the border. one of the rockets fired during the fight hit the girl's home across the border in iraq. officials there say more than 4,000 refugees crossed into iraq from syria to get away from the violence. a christian pastor has been released after being held in iran for three years. the iranian man was reportedly acquitted and freed yesterday. the pastor had been sentenced to death for refusing to renounce his faith and his ordeal drew international attention. the u.s. state department and members of congress asked for his release.

year remembrance event. this is the flyer for it, marking the second anniversary. on this invitation it is happening at season bruno city park, three miles away from the blast site at 5:00 and at the top they invite them to join us for desserts and socializing. we talk to people who say they still remember what happened here and they are disappointed with this official city event. one of the neighbors explained why they plan to not attend that event today. >> we don't feel like it is a social. we still, even after two years, feel it is more somber. it is to remember the eight people that lost their lives and god knows how many people were hurt physically, mentally. >> now when the natural gas line ruptured 38 homes were destroyed in the explosion and fire. another 17 homes were badly damaged. the national transportation safety board determined the cause of the explosion was a defective weld in a natural gas pipeline tehran through the
