chauncey bailey and two hours in 2009. only on 2, ktvu's janine de la vega is live now in union city with a program that's turning some of the city's most troubled apartments into safer places to live, janine. >> reporter: julie under the program tenants can't engage in any illegal activity and managers need to take care of their property. now for example, at this complex, police are saying these bushes are way too tall and they need to be pruned because criminals can hide here. >> at night i do a nighttime inspection of the properties too to try to take a look at all their lighting. >> reporter: officer vaughn is on the look out for lighting. he knows lighting is poor and bushes need to be cut back so that they're only 3 feet tall. >> if someone wanted to jump into this deck and break into this apartment they could do that with this added

concealment. >> reporter: those are just a couple of things apartment come leks need to do if they're part of the city's crime free program. >> we were having apartment break-ins, auto thefts, domestic violence issues. >> reporter: new tenants are reu -- required to sign this new addendum. so far 12 complexes are participating in the program. police say it has drastically reduced their calls for service. >> it's a way for us to eliminate that problem that's here. and hopefully increase the quality of life, quality of living for the residents that are here. >> reporter: apartment managers go through an eight hour training program that teaches them how to spot suspicious activity and how to respond. police also meet with residents to educate them. at medallion, managers estimate crimes have decreased by 18%. >> it's been peaceful here. out of the six years this has been the best time right now. you see how quiet it is? it's like this all the time now. >> reporter: the policy only

attorney mary nolan was arrested today. the indictment claims nolan worked to illegally eves drop on the spouses of his clients. mary nolan is scheduled to appear in court on those charges as well as tax evasion next tuesday. oakland police are searching for the person who shot a woman outside an elementary school it happened at about 3:30 this afternoon outside marcum el -- elementary school. the woman was shot while waiting in her car with a child. that school went on lock down until police determined the area was safe. the woman is at the hospital now with life threatening injuries. a bay area man is under indictment in a sweeping student aid fraud scheme.

federal authorities announced the indictments in sacramento today. myron jacobs of san leandro is accused of signing students up for student aid. over all, $770,000 were allegedly taken from student aid. apple shared closed at $701.91. san ramon based chevron is being fined more than $17 million by brazil's national petroleum agency. chevron and the drilling company transocean are also facing civil and criminal lawsuits. contra costa public health crews will be out once again tomorrow morning killing mosquitoes that carry west nile

virus. insecticide spraying will start at dusk tomorrow night in antioch and will last until about 11:00. the map you're looking at here shows the area to be sprayed north of highway 4. contra costa county confirmed its first human case of west nile virus one week ago. the look of the bay bridge at night is about to dramatically change. in march 000s of cable mounted high tech led lights will illuminate the bridge when the sun goes down. you are seeing an artist animation of what it will look like. in all, 25,000 lights will be firmly attached to 300 vertical cables on the bridge. total cost $8 million. >> people are going to see wow, this is a beacon for san francisco throughout the world put in the context of art. >> the lights will glisten for two years. for driver's savety the lights will point out ward to the north and west. berkeley could become the first city in the country to

designate a specific day as bisexual pride day. the city council is discussing the measure at tonight's meeting that is happening right now. if the council approves that plan, bisexual pride day would be celebrated on september 23rd. we are learning tonight about a san rafael teacher and she's apparently the only heir to a fortune in gold. it's a story we first brought you yesterday night. a carson city man who died in june left a stash of gold worth as much as $7 million in boxes inside his home. now we have learned that the man's cousin arlene agnus maybe his only living heir. we tried to get in touch with her today at her home and by phone but she did not respond. an important grand opening is happening on third street here in san francisco. how it will help young people in the bay district. i'm back here at 6:20.

a san leandro firefighters is out of the hospital after fighting this fire. the flames ripped through the tequila grill restaurant. one firefighter was on the roof venting the fire when he gashed his leg with a circular saw. the storage area was badly damaged but everyone so the owner is hoping to reopen in a couple of months. chris moore still has a full slate. the retiring police chief must reassure the public that the city is capable of handling its rise in crime. more moore says he doesn't believe his decision to retire will shake the public's confidence. >> i have four months left. there's still a lot of work to do on a daily basis and i will

court costs and other expenses. opponents of prop 34 disagree. they say it would cost far more to care for the inmates. >> housing and medical costs will dwarf any long term savings that come from this proposition. >> the data also shows that there is that possibility of executing an innocent person. >> there has not been an execution of california since 2006. bloggers bloggers are up in arms over what they call a solution in search of a program. the fair political practices program discussed the legislation today. it would require political campaigns to report any payment made to anyone who posts internet content on the campaign's behalf. some say the regulation is too broad covering billionings o f -- billions of posts and comments. supporters of the regulation

livermore area. these were the official national weather service highs, you still had some heat over antioch. but for the most part a very fall like temperature pattern. lots of 70s. that's what you kind of expect for this time of year. that's a fall like looking temperature spread. 78 in morgan hill, 70 out in the san jose. you know forecast for tomorrow just like today. fog comes back, whatever you had today in terms of burn out. temperatures just about the same. the changes come on friday, and saturday. when temperatures will trend or try to warm up a little bit. so tomorrow morning as you head out there's your fog. about 5:00 or 6:00 a.m. fog in the north bay. then it burns off right back to the coast. look at that cool temperature footprint. firefighters dream in september. i will tell you they love this because that's a high humidity, low temperature footprint and that helps greatly with fire concerns in the height of our fire season. that is great. temps below average. the coastal fog comes back. we look at temperatures
