shooting. it started about 1:00 a.m. at a bar and ended near the bart station. police say one person was shot at the dirty bird bar. that victim is expected to live. witnesses told police the gunman took off in a blue car. officers found a car a quarter mile away. police say the driver put the car in reverse and coming towards the officer whose opened fire killing the driver. a witness heard the car and the shooting. >> sounded like he was doing donuts or something. high speed and then there was a crash and a minute later 12-15 rounds. >> police haven't released the name of the man who was killed and hasn't said whether they found a weapon. at 5:30 p.m. the one sit a that seen a jump in police shootings.

area. >> when an officer has a violent confrontation with somebody they be one or two seconds to make a decision, if that, on the level of force. >> reporter: he is a former san francisco police chief, of all the officers he encounted no one ever wanted to -- encountered no one ever wanted to shoot someone. >> the officers have a right to protect themselves. they don't come to work to die. >> a badge is not a license to kill. >> reporter: she feels officer involved shootings are unjust. she feels officers should be held accountable for their actions. in 2010 san francisco had 15 officer involved shootings. 8 in 2011 and 6 this year. in san jose, 4 in 2010. 8 in 2011 and three this year.
