levy that is protecting hundreds of homes from the creek down there. >> reporter: two fallen trees. new slumping of this levy and damage to a bridge, all new worries today. >> serious damages. we are concerned about the entire rainy season. >> reporter: the city late today plans to ask sacramento for $2 million in emergency money. our cameras were there when the creek flooded the neighborhood, damaging 7 homes. >> seeing a lot of indifference from people who do not live there. to people who live there, they are concerned. >> exhausted our resources in addressing the flood controls and the stabilization needs. >> reporter: sand bags that officials say are working. there is an emergency city counsel meeting tomorrow and we

learned officials may be there. residents say they are hoping the governor's staff gets the message. health and science editor john fowler, ktvu channel 2 news. tonight we are hearing more about 2 victims who were killed in a deadly new year's day crash in san francisco. ktvu's david stevenson spoke to people who knew one of the victims quite well. >> reporter: we spoke to one victim's family as they came here to share their grief. >> reporter: she wifed away tears and brought roses in memory of the brother. >> all the family is down. >> reporter: a 26-year-old construction worker is one of twoivisms killed in the -- two victims killed in the car crash. ktvu obtained this video of the crash after math as police tried to save the victims.

the tragedy started after he fired a gun at three people at a housing complex and fled the scene. police say he smashed into a white car. the man is in serious condition but the passenger in the car was killed. the car struck and killed him and smashed into this store. >> just hope this is -- everything hopefully will be to the best from now on. >> reporter: police are charging him with murder, attempted murder, evading a police officer and being a felon with a hand gun. his sister brought a scandal for her -- candle for her brother. it hurts i saw him on the 31 and i will never again see him. he is scheduled to be arraigned

tomorrow. his brothers and sisters are working to bring their mother here from houston. david stevenson, ktvu channel 2 news. now that the fiscal cliff deal has been reached, lawmakers are turning to the debt ceiling. president obama released a video today touting the fiscal cliff deal but republicans say the real problem is the president siping a deal -- signing a deal that has almost no spending cuts. >> we will start demanding that you don't bring anything forward unless you have the spending cut. >> i will not have another debate with this congress over whether or not they should pay the bills that they have wracked up. >> the white house says the last debate over the debt ceiling was harmful to the economy. republicans insist lawmakers can't afford to avoid that debate. and if you are feeling relieved

we avoid the fiscal cliff, wait till your next pay stub. it will be less. ktvu's lorraine blanco is live to break down the numbers. >> reporter: some people we talked with today didn't know about the payroll tax increase and now that they will be seeing less, they plan to spend less, making some business owners rethink their payroll. >> reporter: retailers love to ring in the new year with shoppers. now that consumers will have less thanks to a tax hike, many shoppers plan to scale back. >> focus on what is essential. especially after the holidays, tighten. >> when people get more money they don't have any trouble trouble figuring -- trouble figuring out what to do with it. when people get less money they

react in a nature like panic. stop the responding. >> reporter: that will effect all of us. spending accounts for 70% of the national economy. >> we don't think about the snowball effect of taxes. they pull back on spending then businesses don't want to hire. >> reporter: local retailers are trying to stay positive. banking on their loyal customers. some business owners say he will have to cut hours, maybe even jobs. >> when they stop spending because they will be taxed more, it is killing us. goinggoing to kill the small business guy. >> reporter: the 2% tax increase amounts to a thousand dollars a year for a family making $50,000 a year. reporting live, lorraine blanco, ktvu channel 2 news. the indiana winter storms

gave the -- the winter storms gave the sierra a healthy snow pack. the water content is 130% of average for this time of year in the north, central and southern sierra. as we have seen, that could change quickly. >> you still got the majority of the winter to go and it could just shut down. >> the early storms replenished california's reservoirs reservoirs and the ski resorts are enjoying the snow. more details about the man who was swept to his death yesterday afternoon. he walked with his wife and dog along the beach when the couple was caught by a large wave. the wife and dog made it back to shore but he was swept into the ocean. crews located his body. the coast guard said people need to remember how dangerous the ocean can be.

>> we got a lot of reports that kids are coming too close to the water and the parents are not minded with it. >> his wife said her husband loves sailing, biking and hiking. officers say they contacted suspected prostitutes and johns online. 36 people were arrested for a variety of crimes besides prostitution, weapons and drug possession and patrol and probation violations. the reward fund continues to grow for information about a man accused of killing a woman's dog. police posted this surveillance video. it shows the man running from the scene last friday. police say he just thrown the victim's dog into traffic. the dog had to be put down

because of her injuries. witnesses set up the reward fund and we posted more details on www.ktvu.com. one of the four suspects accused of killing a man made a court appearance today. he is one of the people suspected of killing him on november 30. his arraignment was rescheduled for friday. yesterday documents surfaced accusing the murder victim of bad business deals, paying for prostitutes. san francisco police are looking for witnesses to the carjacking of a cab that happened on new year's day. police say around 5:00 a.m. a 28-year-old cab driver was flagged down and the suspect got into the car and ordered the driver out at gun point. if you know anything call the police department. have you ever taken a bad

cab run? customers made 1700 calls to the city's 311 complaint line in 2011. that is up 13%. some of the complaint can include speeding, smoking, using cell phones while driving and refusing to take credit cards. drivers had their own complaints. they say there is a lack of over sight by the city. a peak at the new i.d. cards. >> looks like any other bank card. we left room so you can make this. >> mayor jean quan says it will help undocumented immigrants and others with day day to day tasks. the city is the first in the

three more water main breaks today. a 6-inch main broke here this morning. a 1 inch line in berkeley and another in oakland are also fixed tonight. the breaks were not weather related. san francisco allowed people to park at most meters on sunday for free but those days are over. this sunday people will have to start pumping money into meters. ktvu's rob roth is in san francisco. some people think this will drive away business? >> reporter: right, frank. starting sunday, officers will be out looking for expired meters. and many people say they don't like it. >> not fun. >> no fun putting meters on sunday, especially for this mother. >> we have to drive from san jose here to the studio on

sundays for the class. >> san francisco will begin enforcing parking meters beginning sunday from noon to 6:00 p.m. it cost drivers $2.50 an hour to park. eliminating free sunday parking is expected to bring in $2 million a year. >> most businesses were closed, now they are open so it makes sense to have it in place. >> reporter: churchgoers are not happy. >> imagine the person who comes to serve at the soup kitchen volunteering, now has to put money in the meter to serve. >> reporter: this owner likes the idea so much he is considering keeping his door open on sundays. he says cars won't be able to

park out front all day. >> my customers the opportunity to have a parking spot. >> reporter: at this ice cream store the owner says it will drive customers away. >> it will make people want to come less and less and less. there isn't going to be a larger turnover in cars. for the first three sundays officers will issue only warnings, after that it is pay the meter or pay the ticket. in san francisco, rob roth, ktvu channel 2 news. over hauling school funding. governor jerry brown plans to announce changes next week to the amount of money schools get next week. even though the plan hasn't been announced yet it is already generating controversy. >> reporter: he watched as his daughters played. >> nothing changed.

no upgrades. really. no expanding. nothing. same playground. >> this is among the schools that could see its budget grow. the governor will revive it to get more money to the schools. >> they need to give it to the schools that need it most. >> reporter: according to a give them $5,600 more per ld student by 2017. while other schools would get $126 more per student. not everyone agrees with that idea. she says budget cuts make this a bad time to redistribute the
