90 minutes ago we learned authorities found the body of petaluma teenager alyssa byrne. what we've learned about the investigation. an exclusive look at an effort to crack down on crime. and what it takes to make the cut as a police officer -- at noon.

it's an ending we did not want to see. >> a short time ago, the search for a missing petaluma teenager, alyssa byrne, ended as authorities say this morning, they found her body. douglas county sheriff's investigators in nevada confirmed the news no one wanted to hear.

the body of 19-year-old alyssa byrne was found in south lake tahoe just a few miles away from the concert venue where her friends last saw her. allie rasmus is live in the newsroom now. so alley, do they suspect foul play? >> reporter: no, investigators say they do not. but they are still trying to figure out exactly what happened to the teen. 19-year-old alyssa byrne disappeared while attending the snow globe musical festival on new year's eve in south lake tahoe. she left her friends around midnight to walk back to the hotel where they were staying. within hours, investigators and search-and-rescue crews combed the area looking for any sign of her. then at 8:30, utility workers made a grim discovery in the snow. a body found ten feet away from the road. >> the body could not be seen by people walking or driving by because of the elevated snow berms. >> it was a utility work that was able to observe the body.

>> reporter: investigators say her body did no -- had no visible signs of trauma. she was dressed in the clothing the night she disappeared. investigators are not sure what happened to her. she was found along a route a few miles from the venue. >> there were a lot of people who attended the event elected to walk back instead of taking the shuttle because because there were long lines. >> reporter: an autopsy has been scheduled to determine the cause of death. sheriff investigators say their investigation is not over. they still want to figure out what happened the night of byrne's death. we have news crews in south lake tahoe and in petaluma. they are both working on gathering more information and they will have an update at 4:00 this afternoon. allie rasmus, ktvu channel 2 news. >> thank you, allie. two teenagers accused of killing a castro valley valley

and setting her home on fire back in october were in court this morning. brian flores is live in castro valley to tell us what's next in this case and what happened. >> reporter: it's been over two months since the woman was killed in the home behind me. you can it still remains boarded up. but the two young men accused in her killing finally entered pleas today. the 18-year-old and 16-year-old pleaded not guilty in hayward criminal court. they are accused of strangling the woman and leaving her body inside while her home burned to the ground last october. the pair was arrested last month. investigators say the two had attentions -- intentions of stealing registered guns, cash and jewelry and selling them later. barbara latchly, investigators wanted her to leave but when

they didn't, they strangled her and tried to -- investigators say they wanted her to leave but when they didn't, they strangled her. >> here's an attorney for one of the suspects. >> he's scared. she's charged with a very serious crime. he's very concerned and he's worried. he's frightened. but he's realistic about the process and we involve him in all stages of what's going to occur in the case, what's going occur in the croom. >> reporter: now family members for the accused were in court today but did not want to speak on camera. we did speak with barbara latchly's son and daughter-in- law. they did not want to speak on camera. they are here at the house salvaging what they can. they've started an online petition with the search words justice for barbara. defense attorneys say they will just comb over any evidence that they can. they are very confident in

their case. their next court appearance is scheduled for april 19th. i'm brian flores, ktvu channel 2 news. >> thank you, brian. there are new developments in the chevron refinery fire last summer in richmond. investigators say firefighters might have accidentally punctured a pipeline during the fire. the fire last august sent up a thick plume of back smoke. investigators say the pipe had been weakened already by years of use and it appears to have been punctured from the outside. they are now trying to determine if firefighters damaged the pipe while tearing away insulation. a san francisco man is due in court in connection with the deadly cash on knewier's day -- new year's day. police say david morales shot at three people and then while fleeing from police, he reportedly crashed a cash killing two and seriously injured a third. he's set to be charged with

murder, attempted murder and evading police. all but a handful of customers have their power back on this noontime after a speeding car crashed into a power pole in san francisco. ktvu's claudine wong tell us what led up to the early- morning crash and all of the work needed to clean up the mess. >> reporter: it started at a traffic stop but ended like, a mess on a san francisco street just before 2:00 this morning. the highway patrol says officers tried to pull over the man driving this 2003 bmw registered out of oakland but after pulling off the freeway, that driver refused to stop and ended up crashing into this power pole fence and caltrain truck. he ran from the scene. pg&e crews were left to clean up the mess he left behind. residents and businesses found themself in darkness. >> i saw the accident and thought this won't be up any time soon. i went back to the office and shut down the servers and now i'm gonna stand here at wait until it's fixed. >> reporter: all about 100s

abouts were up within an -- within an hour. but this power pole was just dangingling from the -- dangling from the wires. for most people, the power was back on by 7:00 in morning. but for this building, the repairs were to be a little more complicated. so pg&e brought out this generator as a temporary fix. part of that houses a building used by a biotech firm. employees said they needed power. >> they have a lot of equipment. >> reporter: and they said they are setting up a generator for you guys. >> that's great. >> reporter: other businesses said they would just roll with it and wait it out. >> these things happen. everything we use depends on electricity. i can use my cell phone. >> reporter: the driver is described as a man with dark hair and a blue jacket. the search for him continues. ktvu, claudine wong.

three suspects in a deadly home-invasion robbery due back in a croom this afternoon. the -- courtroom this afternoon. they are accused of killing raveesh kumra. a fourth suspect of alameda has been charged as an accessory in the case. we're told the is still ongoing and more arrests are still -- the investigation is still ongoing and more arrests are possible. 60-year-old gregory alarms entered a no contest plea to felony weapons charges yesterday in san mateo county court. he's charged in the 2010 fatal shooting of david lewis at a shopping center. the case was dismissed late last year because of miranda rights violations. but prosecutors have appealed that ruling. a san rafael man is in jail accused of raping a teenager and threatping her if she -- threatening her if she went to

police to report the crime. 36-year-old lewis santos faces multiple charges. he raped the girl over a six- month period, police say, but she kept quiet because he threatened her if she reported him. he's being held on $100,000. the newly minted congress has finally approved a bill to provide aid to the -- aides to the victims of sandy. house voted in favor of the nearly $10 billion package. the senate followed suit. there was an outcry by northeast politicians -- politicians from both sides of the aisle when the speaker of the house prevented a vote on the bill on tuesday. the measure is the first of two making their way through congress. >> the people will hold the speaker and all of us to the promise that no later than the

15th of this month some 11 days from today that we will make a full contribution to those people. >> the $9.7 billion package will now head to the white house for the president's signature. the remaining $51 requested by the president will be up for a vote on january 15th. efforts to legalize gay marriage in illinois suffered a setback today. democratic supporters of the bill backed off plans to hold a full senate vote on it. the bill was approved in committee last night but today's vote was called off because three backers were not present. sponsors downplayed the urgency to pass the measure in the lame- duck sex suggesting the issue could win approval in the next legislature which convenes next week. representative nancy pelosi of san francisco is involved in a light-hearted flap over a doctored photo of fee may lawmakers. this is the photo that was actually taken on the steps of

here's a conclusion to a dramatic story. a deer rescue we told but this morning on "mornings on 2." crews reached a deer that had fallen on the ice and became stranded. this happened at a lake near boston. but when they arrived, the deer fought them off. they took the rescuers about 15 minutes to secure the animal before they could bring in safely to shore. al-jazeera officials plan to come to san francisco next week to meet with the staff of current tv. as we first reported earlier this week, al-jazeera purchased current tv. the network founded by former vice president al gore for $500

million. al-jazeera has not announced whether it will keep current tv's office on town send street. it does plan on keeping a bureau in the city. only on 2, the oakland police department is looking for a few good men and women to join their ranks. the department started the first phase of the hiring process for new officer trainees. applicants were made to take a physical agility test to see if any are fit enough for the job. the department says it's part of the city's initiative to reduce crime. we want to beef up our staff. we're definitely short-handed here and we definitely want to increase our numbers for 2013. >> applicants to pass the agility test will get to take a written test f they pass that, they will be brought before a panel for an interview. >> fire investigators are looking at the possibility that someone tried to set a cannabis club on fire.

the club is located on zanker road. not far from highway 101. ktvu's janine de la vega was the first reporter on the scene and just spoke to the manager and has new information about what he saw onp the -- saw on surveillance video. >> reporter: good afternoon, tori. the cannabis club just opened a short time ago. they are cleaning up. they removed some of the furniture. i just got an update from the security and he says security cameras that did capture an image of someone breaking a window on the side of the building where the fire started. cleanup crews spent the morning sweeping up broken glass and debris left from a fire that started inside the health center. the fire began at 4:20 near this window located in the conference loom. the window was broken and a suspicious odor was in the air. >> it does smell like gasoline. i don't know what else it may

be. >> reporter: the manager rushed here after the security company that monitors the company called it say motion detecters sensed something and the cameras smelled smoke. >> because of the broken window and several other possibilities, arson is a possibility. >> we have the odor of gasoline and to have a fire in a commercial building unoccupied is a concern. >> reporter: fire investigators left carrying bags of evidence. the dispensary was robbed at gunpoint last fall. >> we try to do everything to the letter of the law and be upstanding for the city of san jose and really be an established pillar here and it's -- it's definitely a little bit upsetting just to have this happen to us, whether it was a firebug or some sort of retaliation for who knows what reason. >> reporter: managers say

nothing was missing from the cannabis club and there was minimal damage inside. a fire investigator is still here on the scene. he has looked at that surveillance video but did not want to comment further until the investigation is complete. reporting live from san jose, janine de la vega, ktvu channel 2 news. thank you. christmas tree fires kept firefighters in san francisco busy overnight. by the time we arrived at 21st the fire was out. but we're told this is at least one of ten such fires called in. the city does pick up trees that are left curbside on trash collection days. if you are thinking of taking the tree to ocean beach to turn it, that's illegal. the suspension span of the bay bridge is transforming into a giant art project. the installation of thousands of lights started late last night and should be finished in march. when completed 25,000 l.e.d.s will turn the iconic span into a light show. the project was the idea of leo villa real and will cost $8

million. it's being paid for entirely by private donations. >> we're 40% of the way there in terms of the installation and very soon we'll be able to start turning on lights and seeing what they can do. >> for those worried about getting distracted by the lights while driving on the bridge, the lights will only be visible to those's long the shoreline. on this friday, we have severe clear, not a cloud in the sky. had a little bit of coastal fog. some of those higher clouds. it was cold this morning, not as cold. we had a lot more 30s. now everybody is in the 50s which is not something we've said all week long. it's been 40s and 50s. it's like a change for our weekend, i'm really sold on it. the forecast models fake this swinging in -- take this swinging in. my confidence level is very low on this system.

there's word that california's all-time winningest high school coach is about to step down. the coach has eded up the legendary program at de la salle high school in concord for 34 seasons. it's being widely reported he will announce his retirement. the school says there is a press conference at 3:00 p.m. and it will provide information about the future of the football program. the lane -- the labor
