p.m. >> a massive oil tanker has a brush with the bay bring. tonight booms are placed in the water surrounding the ship to catch any potential fuel leak. hello. i am frank somerville. >> and i am julie haener. >> here is a look now from the ship's perspective as it approached the bay bridge, close to say san francisco. it taps the barrier. it is a story we brought you at noon. continuing coverage now. ktvu's paul chambers is live on treasure island where officials say there is no oil spills. >> reporter: that's correct. the tanker collided with tower six. you can see the tanker is behind me here, lit up. the pilot will meet with the coast guard tomorrow. but for right now will remain out here because it is part of

an investigation. >> reporter: it sits in the san francisco bay. according to the coast guard this morning the tanker that dropped off fuel was on its way back out when it hit a protective barrier. >> this is basically a scrape for the bay bridge. didn't touch the structure. >> the fender system took the brunt of the strike. they have been in place for more than 75 years. >> it was upgraded a few years ago. it is wood and plastic composite materials that took the damage. >> reporter: within 20 minutes they had a crew out checking the structure. no work will be needed except repairing the fenders. >> 40 feet has been damaged, damaged in the way it was

supposed to. it protected the bridge. >> reporter: at no time was bridge traffic effected. i will tell you every member of the ship was taken in for drug testing. live, paul chambers, ktvu channel 2 news. >> now here is a closer look at the damage to the tanker. you can see the scrape along the side and the piece of wood is part of the bridge barrier. it stuck to the tanker. >> more details on the ship. the oil tanker is owned by the norton lilly company. it was out bound for sea empty after unloading crude oil. the ship will stay anchored off treasure island till all inspections and drug tests are

completed. the key unanswered question is, how did the ship hit the bridge on a clear day? investigators will go over communications between vessel traffic and the pilot before it hit the bridge to find out. there are differences between the ship and the ship that hit the bridge in 2007. it was longer. 951 feet and was traveling through a dense fog at night. the impact tore 212-foot long by 10-foot high, 8-foot deep gash in the ship. this appears to have nothing more than a scrape. the man piloting pleaded guilty to two misdemeanors and sentenced to 10 months in prison. he said there were things he

should have done differently. his license was permanently revoked. they reached a plea deal on charges of obstruction, making false statements. the web team started tweeting about this team after noon today and we have been updating all afternoon. follow us on twitter for the latest on breaking news 24 hours a day. a key ruling about the mental state about the man accused of the killing at osi o ow -- at oikos university. ktvu's rob roth has more. >> reporter: one goh admitted to killing 7 people but a judge declared mentally incompetent. >> reporter: one goh looks gaunt now, thinner than last year. -- than last year. he lost 60 pounds in jail.

he showed no reaction when the judge announced they found he was mentally incompetent to stand trial. >> based on the information he gave, the experiences he has been having. >> reporter: one goh will be placed in a mental hospital. his competency will be evaluated every 90 days. if his condition improved he would stand trouble. one goh faces 7 counts of murder and 3 counts of attempted murder at oikos university. the victims were former classmates. no relatives were at the hearing but a friend said he was disappointed he was held

mentally incompetent. >> this is not about him trying to avoid responsibilities or him trying to get out of this.  he confessed to the crimes. >> reporter: oikos university has a memory guard in honor of the victims. they said we didn't see anyone psychology problems when he was here with us. rob roth, ktvu channel 2 news. san jose's high school students and staff were locked down today after mese searched for -- police searched for a man who flashed a gun. officers located the car and found it was stolen. three people ran off. police arrested one right away and caught the other two after a yard to yard search. a new campaign to curve ammunition sales in california. teachers, police and leaders

joined her to show their support. it would require sellers to be licensed, buyers to show i.d. tonight police are searching for a hit-and-run driver who abandon a stolen car. it happened about 4:00 p.m. this afternoon. police say the car slammed into a car carrying two people causing the car to flip. one person was taken to the hospital. the car came to rest 50 feet away and the driver ran off. anyone with information is asked to contact police. pleaders are hoping a traffic camera could make a difference at a dangerous intersection. ktvu's david stevenson is live. >> reporter: this has been

considered san francisco's most dangerous intersection for pedestrians for some time. the hope is cameras will make it safer by curing drivers of an illegal habit. >> reporter: for pedestrians it is the worst place to be. >> dangerous. you know, with all the bicyclists and the cars trying to get on to the freeway as fast as possible. >> reporter: hundreds of cars enter or exit the freeways. occasionally clashing with others. >> you are crossing a freeway on ramp and that makes conditions dangerous. >> reporter: dangerous because of collisions caused by drivers making illegal right turns on to the freeway. the city spent thousands thousands on warning signs. >> we have seen 50 collisions

at this intersection alone. >> reporter: the state attorney general approved red light camrups, similar to -- cameras, similar to this one. >> if you try to make a right turn the camera would flash and take note of your license plate. >> the fine, $250. the hope is it will keep drivers on a safe path, past pedestrians. >> better enforcement would help the police department do their job. >> reporter: but for now this warning sign will have to do. they need to find the funding for cameras and figure out where to put them on this intersection. reporting live in san francisco, david stevenson, ktvu channel 2 news. san francisco nudists are planning to strip down at city hall tomorrow to stall his political career. tomorrow they are scheduled to select their next president and

the nudists say they will get naked if he is elected. he spear headed the ban on nudity. >> governor jerry brown wants to end a program that ends inmates to private prisons in other states. he must get approval by midnight. governor jerry brown has to convince the court that ending the program won't put california above inmate population caps. they say ending the program would save the state $300 million a year. 10 banks agreed to pay $8.5 billion to settle complaints about wrongful foreclosures. under the settlement people who were wrongfully foreclosed on could receive money.

officials say a pilot and passenger walked away today from this landing. it happened about 10:15 a.m. this morning at san carlos airport. the faa says it rolled off the runway and the nose gear ended up in a slew. the plane is registered to a man from arizona. >> police are searching for the man accused of trying to kill his girlfriend by setting her

on fire. >> how can you go from arguing to setting someone on fire. that is what gets me. >> police say dexter oliver threw gas on his girlfriend and then lit her on fire yesterday after they got into an argument. starr lamare, a mother of three will be in the burn unit for the next 4-5 months. she will need a number of surgeries. the police chief said the man shot to death by officers december 27 threatened police with a knife. the chief said four officers arrived at the apartment complex responding to a 911 call about the attack. the chief said he charged officers from the top of the stairs so the officers opened fire. he supports his men's decision to use their fire arms. >> i don't want to speculate,

but officers don't shoot and kill anyone unless they are forced to do that. >> the toxicology report isn't back. he had no criminal record. the officers involved in the shooting have returned to work. the fbi is in charge of finding more victims of the "speed freak killers" and today agents are digging a new well. ktvu's ken pritchett is there tonight with how the fbi says they will do this the right way. ken? >> reporter: many were critical of the sheriff's department which water in charge of excavating a well last year. they did find remains but they were badly damaged and many blames the techniques that were used. the fbi says on the new well it will be different. >> reporter: you can see the fbi preparing the dig site, the

excavation of a abandon well. >> this may take 2-3 weeks. >> reporter: six months of investigation led them to this well, including a visit by wesley shermantine in the fall. wesley shermantine and loren herzog are believed to have killed dozens of women. loren herzog killed himself. wesley shermantine led investigators to this well. excavated in february by the sheriff's department. remains of three women were found. two were identified but the bones were badly damaged by earth moving equipment. she was critical of the techniques used and welcomed the fbi. >> i am confident the efforts that are brought forward by the fbi will give the highest amount of respect to the families and to the victims. >> we will do a careful

examination to make sure all bone fragments are collected properly and transported back to our laboratories in virginia. >> reporter: this new well that the fbi started working on is just about a quarter mile away from that well that was excavated in february. a boundy hunter in the bring talking to -- bounty hunter in the spring talking to wesley shermantine, suggested this second well, there may be remains there. the fbi is not certain they will find anything with the new effort. ken pritchett, ktvu channel 2 news. california lawmakers return to work in sacramento today for the first day of the session. democrats have a super majority in the assembly and senate. the first time since 1965. >> so much positive to do now and we will the time and the energy without the budget
