overnight on 880 near downtown oakland and other spots but it's not cause anything major traffic problems. that traffic is looking good. also the morning commute is going to be off to a good start if you are driving in san francisco along northbound 101 approaching the 80 split. now let's go back to the the desk. oakland's public safety committee approved a controversial crime fighting plan opinion the vote came last night. tara moriarty joins us live from oakland city hall. tara, good morning. >> good morning opinion it got pretty heated. people on potato sides of the issue really take -- people on both sides of the issue really taking a stand. they had to tell one of the sides to settle down repeatedly.

angry protestors repeatedly heckled police chief howard jordan and other supporters of this controversial crime fighting plan. it would include hiring former los angeles police chief william as a consultant for $250,000. the demonstrators say he would bring a racist crime fighting policy to the table. >> he told his officers that they should patrol as such. >> i'm the guy that gets to decide which practice we will do and who will do it. because i'm the one who is responsible. bill will be giving the advice. >> reporter: again the public safety committee has given the plan a thumbs up. all of this comes in response to a surge in deadly violence

blamed mostly on two of oakland's rival gangs. live in oakland i'm tara moriarty. >> meantime police chief jordan is backing off surprising comments he made about gangs. on monday he raised eyebrows when he said two gangs in east oakland are responsible for 90% of the city's violent crime. chief jordan says he was confused and got his figures wrong. mayor quan made a similar comment last year. a man who tried to kidnap a two-year-old girl in san jose is on the loose. the man approached her home at about 5:30 last night. now the girl and her siblings were playing outside. the mother says she was concerned so she picked up her daughter but said the man grabbed the girl's leg and tried to pull her away. they got away and went inside to call for help. the man is described as latino between 20 and 30 years old. he was wearing a red baseball hat, blue jeans and a yellow

striped shirt at the time. he smelled like auto motive oil. contra costa county sheriffs continue to search for a missing teenager who escaped from a detention facility. the 17-year-old walked away from the orrin allen facility last night. he is described as latino six feet tall 165 pounds. he was last seen wearing an orange jump suit and blue sweatshirt. new this morning a helicopter crashed on a crowded street in london during rush hour killing two people. this is what it looked like right after the helicopter crashed. it's believed the helicopter hit a crane before it crashed. the pilot and the person on the ground were killed. nine others were injured. people ran for their lives believing it was a terror

attack. there are new safety concerns over boeings new dream liner jet. all flights are grounded including those in san jose. that decision came yesterday hours after a napon airways flight made an emergency landing in japan. the pilot reported a burning smell in the cockpit. a spokeswoman for ma theta airport says there have been no problems on the san jose flights. on friday the faa ordered a safety review of the dream liners hours before the first flight. happening now a group of voters remains at a peninsula marina despite eviction orders. 144 boaters had called the marina home. the marina's owner has given seven tenants additional time to leave. >> me and my husband go we don't have a place place to go to yet. he has 20 years worth of stuff.

jerseys and lunch with the team. >> it's good to see them back. time is 4:36. it's also good to see sal. you're starting in the east bay. >> that is right. good morning, brian and pam. traffic on 80 westbound looks pretty good as you dry through. as we're looking at the east bay coming in from vallejo it is a nice drive with no major problems. there is road work on 880 southbound right near downtown oakland. they're picking it up now. watch for them in those lanes. also the morning commute at the bay bridge toll plaza looks good from oakland to san francisco. a very small delay at the toll plaza and off you go in the city. if you are driving on the peninsula it's a nice drive. and no major problems getting into san jose. 4:37 let's go to steve. all right, sal, thank you. a very good morning. clear skies today. although although i kind of noticed a little bit more maybe haze in the air. i think that fog is getting closer and closer to forming. air mass was so, so dry but it's still cold. little patches of fog also

good morning. it's clear out. temperatures 20s and 30s and 40s. we'll end up with temperatures 50 to near 60. the cold weather caused a mess at some south lake tahoe casinos. the record low temperatures caused pipes and sprinkler heads to burst at four casinos. harrahs was the hardest hit. firefighters have since reinstalled all of the casinos.

house of representatives approved a $50 billion measure to help victims of super storm sandy despite opposition from some republicans. conservative republicans wanted to offset the cost of aid with spending cuts. others say it's important to pass the bill as is in order to avoid further delays. the measure goes to the senate where it's expected to pass early next week opinion an officer was shot and killed while responding to a burglary report. 35-year-old kevin tonn was a kay nine officer and had been for 3.5 years. he was shot during a struggle with the suspect yesterday morning around 11:30. the suspect fired shots at a second officer before fatally shooting himself. the suspects name has not been released. the second officer was not hurt. a gun buyback program netted 827 firearms. the event was so successful it ran out of money an hour after

discharge and has been off active duty for less than a year. some say they are not sure if this would be just a short-term fix or a long-term career move. >> i couldn't see myself working as a clerk at walmart, but maybe there is other positions that i might find suitable. >> walmart's president says getting 100,000 veterans into the civilian work force should help stimulate the economy and after criticism over low pay and benefits it helps boost the retailers image. the san francisco law that requires public construction projects hire a percentage of local workers is set to success the city could expand it. now city manager john wants lower requirement for tech companies that want tax breaks. right foul those employers only have to show they are trying to hire locals for some entry level jobs. lance armstrong doping and

but temperatures still cold. let's not kid ourselves. 20s and 30s. a little change now. yesterday we had warmer temps in alaska. things have changed a little bit. ten degrees colder. things have reversed themselves a little bit. they are catching up to us in some respects. because we have still a lot of temperatures that are still in the 20s and 30s. 29 sebastopol. st. helena was 26. remember a lot of these not far away. walnut creek 29 degrees. 31 san ramon. 29 pleasanton. 39 fremont. gilroy 29. menlo park 29. it will be clear today. a lot of sunshine. you can see the ridge of high pressure is a big one. everything continues to go

offshore that helps the coast and also the bay. so half-moon bay and downtown oakland warmer than many inland locations. 59 santa rosa. we are getting close. still low to mid 50s inland. just too tough. that east breeze doesn't help. santa cruz 62. i think we will start to see a few more 60s coast and bay. fog will be back in the valley. that will put a cap on temps rising. the mavericks big wave surfing competition could be held in half-moon bay this weekend. they don't know if the conditions are just right until 48 hours until the event. spectators won't be allowed on the beach because of safety concerns. the best way to watch is online. time now 4:50. we have new information about the body found inside a trunk near the sonoma state campus. the recent criminal case the victim has been tied to. it happened hours ago.

work begins on a mayor work out for the great highway. it will create a smoother roadway for the entire highway. it will also improve pedestrian access to the ocean beach and adjacent prom nod. it will remain open during the construction. let's get you out the door this 4:30 in the morning. how is it looking like? >> there is not a lot going on right now. but this is the time you can get a pretty decent commute. let's take a look at what we have with san francisco traffic. this traffic looks good. there is no road work here and the traffic is light as you drive to the lower deck of the bay bridge. if you are driving to 880 north and southbound the traffic here looks good. there is road work near downtown that is being picked up. if you are driving from livermore to castro valley it has been a pretty nice drive.
