>> a multimillion dollar plan to try and make the nation safer. good afternoon. i'm tori campbell. president barack obama has unveiled the most sweeping proposals for curbing gun violence in two decades. jacqueline fell joins us live from our d.c. bureau with the proposed changes and a battle with the nra involving the president's children. jacqueline? >> reporter: well, the congressman nancy pelosi is calling the plan clear and concrete steps to tackle gun violence. however, she knows the president's plan will be a big lift split ceam. >> this is our -- politically. >> this is our first task as a society, keeping our children safe. >> reporter: president obama is asking congress to act quickly. with shooting victims and families of those who have been killed in the front row, obama proposed mandatory background checks for all gun purchases, a ban on military style assault weapons and magazines holding more than 10 rounds and stricter penalties on gun trafficking. >> if there's even one life that can be saved, then we've got an obligation to try. >> reporter: the president's

plan calls for more school resource officers, counselors and better access to mental health care. he's urging americans demand congress act. >> stand up and say enough. we suffered too much pain. >> reporter: a spokesman for house speaker john boehner tells me if the senate passes a bill, we will also take a look at that the national rifle association fighting back with a political advertisement mentioning the first daughters. >> are the president's kids more important than yours? protection for their kids and gun free zones for ours. >> reporter: white house spokesman carney is calling that ad repugnant and wowwardly. -- cowardly. attacking firearms and ignoring children is not a solution to the crisis we face as a nation. only honest law abiding gun owners will be affected and our children will remain vulnerable to more tragedy. reporting live in washington, jacqueline fell, ktvu channel 2 news. >> thank you, jacqueline.

marin county's first ever gun buy back program was so popular, it ran out of money by early afternoon. people received $200 for semiautomatics and $100 for other guns. after the $40,000 pool ran out, people were given 0-day vouchers. a second buyback is scheduled for monday at the san rafael and mill valley police departments. new at noon, the wife of san jose's first homicide victim of the year spoke out today. jeanine was there. >> reporter: good afternoon. police say they have limited information on this case. they say they know that somebody knows something and they want people to come forward. the victim's wife spoke to the media a short time ago, and she broke down in tears. >> i'm sad. i'm very sad for my daughter. >> reporter: it was very difficult for her to speak

about her dead husband but she wanted to face the media and tell everyone how he was a hard- working family man who didn't deserve to be shot to death. 34-year-old yvonne was a barber and did not surround himself with troublemakers. he was found dead outside his home on january 6. his body was discovered by family members. >> it is very hard for me because i have a daughter, 5- year-old. she's asking for him and i don't have answers. >> reporter: she wanted to speak publicly to get people in the community to come forward with information on her husband's killing. police have gathered evidence and exhausted leads but don't have much to go on. they do not believe this is gang related. detectives need help in solving this case. >> we have no leads this case. our detectives have been working the case around the clock. they have limited evidence. they have limited information

as far as what a motive might be. we don't have one. again, it's cases like this where help from the community is going to be critical. >> reporter: if you do have information on this case, police would like to hear from you. you can send a tip anonymously by calling crime stoppers and a reward is being offered if that tip leads to the arrest and conviction of the person responsible for this homicide. reporting live from san jose, ktvu channel 2 news. san jose police are investigating a woman's report that a man tried to take her 2- year-old from her arms in front of their home yesterday afternoon. according to police, the woman told them her daughter was playing with other children when the man approached and made a comment about the girl. feeling uncomfortable, the woman picked up her child and the man tried to pull the toddler from the mother's arms. the woman pulled the girl free and the man walked away. >> she's still kind of in shock, but the babies are fine. >> reporter: you disturbed? how you feeling?

>> i'm, you know, a little rattled. i'm okay. >> police were unable to locate the man and do not have any suspects. the woman described the manual as latino, 20 to 30 years old, 5'6" with a thin build wearing a red baseball cap, jeans and a light shirt with yellow stripes. she said he smelled of automotive oil. police hope a sketch could help solve annual attempted kidnapping at the great mall ten days ago. they're looking for a man who tried to kidnap a 3-year-old boy. he's scribed as asian, -- described as asian, 50 to 60 years old with a pot belly and receding hairline. the mother screamed and the man took off. a late night vote after a heated city hall meeting brings oakland one step closer to adopting a new crime fighting plan. [ shouting ]

>> oakland's public safety committee approved the controversial plan after angry protesters voiced their opinions against police chief howard jordan and other supporters. people are upset about a police tactic called stop and frisk, a method supported by l.a.'s former police chief. chief jordan wants to hire him as a consultant. >> ask yourself why people in this room are so willing to risk going to jail by shouting out and screaming. because they know there's something fundamentally wrong with the oakland police department. >> just remember this, okay. i'm the police chief. i'm the guy that gets to decide what practice we're going to do and how we're going to do it. i'm the person that's going to be held accountable. >> the plan also includes more funding for the police academy to train new officers as well as the hiring of 11 alameda county sheriff's deputies for violent suppression efforts. the city council will vote on the issue next tuesday. more shake-ups in the white house cabinet as president obama helds into his second

the second day after three-day meeting of the u.c. board of regents. brian flores joins us live to explain one of the issues on the table, a $4 million marketing plan that was a huge flop. brian? >> reporter: good afternoon, tori. governor brown making a rare appearance today at the urchlts c. regents -- u.c. regents meeting. he would like to see more students getting their education through online courses. the governor making that pitch today during the meeting that was also attended by lieutenant governor gavin newsom. increased online courses was also spearheaded by the u.c. president. he said there are no other ways to get around the traditional methods of education. the governor says the system needs to make the changes. he says that both the u.c. and -- [indiscernible] -- needs to hold the line on tuition and costs and thinks online courses will do that. he says it may even benefit high schools. >> maybe the online expansion can get into the high schools

and get kids into math and science and even language and other programs that can get them ready so they'll be part of that pool that come to u.c. >> i think we should think about the day -- and this is maybe in a five-year period, maybe 15% of the courses taken by each undergraduate would be online. >> reporter: while the governor says online courses will streamline costs, others don't think it will. it's that flop you mentioned earlier. recent reports say u.c. systems spend more than $4 million in marketing in online courses to anybody outside the university. since it started last year, only four people have signed up and some say it's just smoking mirrors. >> you spend a lot more money on administration, on equipment, on staff, on various things related to the technology and you actually take money away from

instruction education. so i'm afraid it's a recipe for administrative bloat. >> reporter: many in the meeting actually thank governor brown for finding $10 million in the budget for increasing online education. no comment from the governor or anyone from the regents in terms of the marketing efforts. but there will be another meeting scheduled for next tuesday in the ucla to see how they will streamline online education. we're live from ucsf, i'm brian flores, ktvu channel 2 news. we have an update on flooding that displaced workers at the unified district's building. the building on second avenue will be closed through spring at least. a list of the temporary locations for the displaced offices is posted on the school district's website. oakland's square is making progress in reaching its goal as a gateway to the east bay. the project developer says that 90% of the available office space is leased. hard candy cases is leasing 4600 square feet in a

london police say it was something of a miracle that more people weren't killed in a deadly crash after helicopter. it plummeted into a crowded downtown street during rush hour in the heart of lon don. two people were killed -- lon

don. two people were killed and 13 hurt. it hit a huge construction crane that is now causing further concern about safety. >> it's obviously in a precarious position having had a helicopter hit it. we have crews up there at the moment assessing the damage so we can be confident about making it safe before we leave. >> authorities are investigating whether the crane's warning lights were on in the fog. the two people killed including the pilot and someone on the ground. the collision created chaos among panic strickenned commuters, many of whom thought it was a terrorist attack. airways decision to ground all of its 787 dreamliners aircraft could have an economic impact here in the bay area. the move came following the emergency landing in western japan earlier yesterday. the pilot reported battery problems and a burning smell in the cockpit. last friday they held ceremonies to kick off its dreamliner service between san jose and japan. this morning's arrival was

canceled. officials have said the new service could bring 61 jobs and 78 million a year for san jose. work began this morning on a major makeover for san francisco's great highway. the big road repaving project will create a smoother roadway for the entire highway right next to the pacific ocean. the road work will also improve pedestrian access to ocean beach and the adjacent promenade at the west end of golden gate park. the highway will remain open during construction which is expected to last nine months. organizers of the mavericks big surf competition are forecasting a big swell this weekend. lorraine blanco joins us from half moon bay. you talked to surfers of the big contest happening soon. >> reporter: the contest director just told us that it looks really good for the mavericks invitational this sunday. the final decision will be made at 2:00 p.m. this afternoon. the competition actually takes

place just over that bluff and the water over there looks just as calm as it does right here in the harbor. this is what okayers expect to see this -- organizers expect to see this weekend. the big beautiful waves that make for an awesome competition. contest director jeff clark says this is the first big competition of the year for big wave surfers. many of the pros will be coming from santa cruz but some are already flying in from hawaii, south africa, australia and bra zim. the surf shop is filled with hats promoting sunday's contest which could be epic. >> three-story buildings of walls of water is what we're looking for on sunday. and even saturday. we're hoping that these models all come together and these waves get here on time. >> reporter: in 2010, the waves were so big, they swept people off their feet injuring some spectators. that was the last time the competition was held. that's why spectators won't be

allowed near the cliff this year. they can watch the event online or at a festivity at oash anna -- oceanna hotel and spa. in less than two hours, we're expected to find out if mavericks is a good for this weekend. we'll have to wait and see. stay tuned to ktvu for the latest details. lorraine blanco, ktvu channel 2 news. that is always an amazing event. just a few years ago i watched the contest from a media boat. when we were out there, you could see the relatively psalm seas and all of a sudden these mountains of water develop. amazing sights. looks like things could be developing just perfect as we head into the weekend. we have very small surf right now. waves only about 2 to maybe 3 feet out there. there is some haze out there with mostly clear skies over the bay. you can see live storm tracker 2. no storms to track. the storm track getting way up

to our north. a bit of a breeze out there with winds from around 5 to 14 miles an hour. so we do have some gusty winds, especially in the hills. temperatures beginning to recover after the cold start this morning. some upper 40s still in santa rosa and fairfield. livermore right now checking in 50. downtown san francisco 51 degrees. forecast head lines for today, mostly sunny skies. a bit of some haze. tomorrow once again some patchy morning frost but it won't be as cold. no warnings or advisories to talk about. the weekend will be dry with still some patchy fog to talk about during the morning hours. as far as the temperatures from this morning, once again we're talking about some 20s out towards santa rosa, napa, fairfield, concord and morgan hill. in the upper 20s across these neighborhoods. high pressure developing off shore. you can see the storm track. not much of it. in fact, just a few high clouds out there. we will hold on to the dry weather pattern. as far as the warming that will continue with the afternoon highs and we will be talking more low 60s the next few days.

and patchy morning fog. when you get this developing weather pattern, it is very stable and that allows the fog to form in the inland valleys. we could have a few patches over the next few mornings. in terms of high cloud cover, not much to show you for today, tomorrow, and even into friday. the dry weather pattern is here to stay right on through the weekend. so no threat of rainfall and temperatures begin to come up just a little bit. here's a look at our forecast highs this afternoon. santa rosa 57. downtown san francisco the mid- 50s. antioch at 55. san jose about 57 and san mateo 55 degrees. so a bit of coolness is still in the air. that refreshing feeling when you step outside. you'll notice temperatures, the overnight lows still pretty cold but we'll raise them up a little bit for thursday and into friday but still patchy morning fog to talk about and more sunshine in the afternoon. looking pretty g even into the weekend -- pretty good, even into the weekend. maybe the long range models we could be talking just a chance of showers but that's still not a done deal. we'll keep an eye on it for the warming temperatures and the
