>> this always a tough assignment, even if you are a democratic responder or republican responder you are never on the same stage. it requires you're ability to gently contrast with the president's initiatives and lay out a positive vision. rubio speech is focused on to say what is the republican approach to the problems of prosperity and economic growth in the country. a lot of it depends on delivery. there is a pretty well written speech. we'll see how well it is delivered. >> chris: the president speaks from the house chamber and entire government is there. marco rubio is speaking from a room with a teleprompter and basically alone. we say bobby jindal, very competent guy but he spoke four years ago after the president's first speech to a joint session of congress and was widely perceived to have bombed. >> right. and last year mitch daniels gave

a good performance. i think one of the interesting things about the president's speech how lackluster it was. in response to the crowd, he hit his stride when he talked about gun control, but before i was surprised how lackluster, what a lukewarm response he got on particularly on economic issues. >> chris: less than 30 seconds, do you see much that republicans will be able to be sign on to from the president's speech? >> no at lot. there wasn't much in the way of specifics. it's like senator wicker said, where his plan on sequester? i did think he did the right thing immigration by restraining comments and not jumping in the middle of it. >> chris: now from the speaker's conference room, senator marco rubio with the republican response. >> good evening. i'm marco rubio. i'm blessed to represent florida and the united states senate.

let me begin by congratulating president obama on the start of his second term. tonight i have the honor of responding to the state of the union address on behalf of my fellow republicans. i'm especially honored to be addressing to be our armed forces, you may be thousands of miles away but you are always if our prayers. state of the union address is reminder how unique america is. so much of human history most people were trapped in stagnant society where a tiny minority stayed on top and no one had a chance. but america is exceptional because we believe every life at every stage is precious. that every one everywhere as a god given right to go as far as their talents their hard work will take them. for most americans, this ideal is personal. my parents emigrated here for an opportunity to improve their life and give their children a

chance of better one. they made it to middle-class. my dad worked as a bartender and my mother as a cashier and maid. i didn't inherited money from them but i inherited something better, real opportunity to accomplish my dreams. this opportunity to make it to the middle-class no matter how you start out in life, it isn't bestowed us from washington. it comes from a economy where people can rick their own money to open their own business and hire more people to help others start a business and create jobs. presidents in both parties from john k.kennedy and ronald reagan that free enterprise economy is the source of our middle-class prosperity. the president obama, he believes it's the caution of our problems. the economic downturn happened because our government didn't tax enough, spend enough or control enough. therefore, as you heard tonight his solution to virtually every problem we face is for

washington to tax more, borrow more and spend more. this idea that our problems were caused by a government that was too small is just not true. in fact, the major cause of our recent downturn was a housing crisis created by reckless government policies. the idea that more taxes and more government spending is the best way to help hard working middle-class taxpayers, that is amp old idea that has failed every time it has been tried. no government is going to help you get ahead, it is going told you back. more government is not going to create more opportunities, it's going limit them and it won't inspire new ideas and new private sector jobs. it's going to create more uncertainty. because it breeds complicated rules and laws that small businesses can't afford to poll because more government raises taxes on employers who pass the costs on to their employees to fewer hours, lower pay and even layoffs.

those of us that don't agree that we only care about rich people. mr. president i still live in the same working class neighborhood i grew up. in my neighbors aren't millions, retirees that depend on social security and medicare. they are workers that have to get up tomorrow morning and go to work to pay the bills. they are immigrants that came here because they were stuck in poverty in the country where is the government dominated the

economy. the tax increases and deficit spending you proposed will hurt middle class families. it will cost them their raises. it will cost them their benefits and maybe their jobs and hurt seniors because it does nothing to save medicare and social security. so mr. president p i don't oppose your plans because i want to protect the rich. i oppose your plans because i want to protect my neighbors, hard working middle class americans who don't need a plan to grow the government. they need a plan to grow the middle class. economic growth is the best way to help the middle class. unfortunately our economy actually shrank during the last three months of 2012 but if we can get the economy to grow at 4% a year, it would create middle class jobs and reduce the deficits by almost $4 trillion over the next decade. tax increases can't do this. raising taxes won't create private sector jobs and no tax increase could lower the

deficit by $4 trillion so i hope the president will abandon his obsession with raising taxes and instead work with us to achieve real growth in our economy. one of the best ways to encourage growth is through our energy industry. of course, solar wind energy should be part of the port follow but god blessed america with abundant cole, oil and natural gas. instead of wasting taxpayer money on clean energy come pan niece, let's open up federal lands for safe and responsible exploration and reform the energy regulations so they are reasonable and based on common sense. if we grow the energy, it will make us independent and it will help bring -- manufacturerring back from places like china. simple flying the tax code will help small businesses. we agree with the president we should lower the corporate tax

rate which is one of the highest in the world so companies will bring money and jobs back here from overseas. we can also help grow our economy if we have a legal immigration system that allows us to attract and asemi-late the best and brightest. we need a responsible permanent solution to the problem of those here illegally but first, we must follow through on the broken promises of the past to secure the borders and enforce the laws. helping the middle class to require an education system that gives people the skills today's jobs entail and tomorrow's knowledge. we need to incentive schools and give all parents, especially the parents of children with special needs the opportunity to send their children to the school of their choice and because college tuition costs have grown so fast, we need to change the way we pay for higher education. now i believe in federal

financial aid. i couldn't have gone to college without it. but it's not just about spending more money. it's also about strengthening and modern newsing them. the work force should not be forced to except 20th century education solutions. today's students aren't only 18 years but veterans and parents that need the education to earn a decent wage and workers would lost jobs that are never coming back and need to be retrained. we need student aid that does in the discriminate like online courses or-degree programs thanks gives you credit for work experience. when i finish school, i owed over $100,000 in student loans. a debt i just paid off a few months ago. today many graduates face massive student loans. we must give students more information on the loans. these are key to helping grow the economy. so we won't be able to sustain

a vibrant middle class unless we solve our debt problem. every dollar the government borrows is money that isn't being invested to create jobs and the uncertainty is one reason why many businesses aren't hiring. the president loves to blame the debt on president bush but president obama has created more debt in four years than his predecessor did in eight. the real cause of our death is that our government has been spending is $1 trillion more than it takes in every year. that's why we need a balanced budget amendment. the biggest obstacle are programs for spending already locked in. one of these programs is medicare especially important to me. it provided my father the care he needed to battle cancer and ultimately die with dignity and pays for the care my mother receives right now. i would never support any changes to medicare that would hurt seniors like my mother but anyone whose in favor of

leaving medicare the way it is now is in favor of bankrupting it. republicans have offered a dee de tailed and credible plan that helps save medicare without hurting today's retirees. instead of playing politics, when will the president offer his detailed plan to say that tonight would have been a good time to do it? of course, we face other challenges, as well. we were all heartbroken by the recent tragedy in connecticut. we must be able to rise the violence in our country but undermining the second amendment rights is not the way to do it. on foreign policy, america continues to be in-dispenceble to global liberty, property and safeguarding human rights. the world is a better place when america is the strongest nation on earth but we can't remain powerful if we don't have an economy that can afford it. in a short time that i've been here in washington, nothing has frustrated me more than false

choices than the one like the president laid out tonight. the choice isn't just between big government or big business. what we need is an accountable, efficient and effective government that allows small and new businesses to create more middle class jobs. we don't have to raise taxes to avoid the president's devastating cuts to the military. republicans have passed a plan that replaces these cuts with responsible spending reforms. to balance the budget the choice doesn't have to be higher taxes or dramatic benefit cuts for those in need. we should grow the economy so we can create new taxpayers, not new taxes so the government can afford to help those who truly cannot help themselves. and the truth is, every problem can't be solved by the government. many are caused by the moral break down in our society and the answer to these challenges lie primarily in our families and our faiths, not our politicians. despite our differences, i know that both republicans and democrats love america. i pray we can come together and

solve problems because the choices before us could not be more important. if we can get the economy healthy again, our children will be the most -- americans ever and if not we'll be the generation responsible for america's decline. at a time when one showdown after another ends in short term deals that do nothing or little about the problems, some believe the government leaders can't or won't make the right choices anymore but the strength doesn't come from the white house of the capital. it's always come from our people. our people united by the american idea that if you have a dream and willing to work hard, nothing should be impossible. americans have always celebrated and been inspired by those who succeed but it's the dreams of those who are still trying to make it that sets our nation apart. tonight all across this land parents will hold their newborn

children in their arms for the first time. many of these parents -- for many of these parents life has not gone the way they planned. maybe they were born into circumstantial stances they found difficult to escape. maybe they made mistakes along the way. maybe they are mothers all alone, the father long gone but tonight when they look into the eyes of their child for the first time, their lives will change forever because in those eyes, they will see what my parents saw in me and what your parents saw in you, they will see all the hopes and dreams they once had for themselves. this dream of a better life for their children, it's the hope of parents everywhere. politicians here and throughout the world have long promise that had more government can make those dreams come true but we americans have known better from our earliest days we embraced economic liberty and because we did, america remains one of the few places on earth where

state of the union address since his re-e lex and -- reelection and we're breaking down the priorities. i'm frank summerville. >> welcome to the special edition. >> we have complete coverage of tonight's presidential address to both houses of congress and our political analysts will be here to break it down for us. first, breaking news, police sources are saying the search for that fuguetive ex- cop who terrorized southern california is over. we learned a body found in a burned cabin near big bear is believed to be that of christopher donor. he's the ex la police officer who investigators say killed four people. ken wayne is monitoring this breaking news all afternoon and he joins us now in the newsroom with what appears to be the end of this massive man hunt. >> reporter: it appears to have been resolved. authorities searched the burned

out cabin near big bear, law enforcement sources are saying a body was recovered but not confirmed it's time. sources tell the la times a single gunshot was heard as authorities moved in on the cabin. they did that by breaking windows and pumping in tear gas and aloud speaker urging the suspect to surrenderer. after not getting a response, a vehicle was deployed to tear down the cabin walls one by one. police focused their search on the basement. the police assault capped off a series of rapid events since the man believed to be him reappeared. a couple was held hostage for several days and called police today after he fled in their pickup truck. that truck was spotted by police and a gubattle e resulted during a vehicle chase. the suspect fled the vehicle into the forest and broke into the cabin which it mily burned. a fierce fire fight erupted leaving one deputy dead and

it's what we come to expect to be the high on political theater and often short on memorable lines. basically, state of the union speeches from presidents, they are laundry lists of what presidents hope to accomplish and this year the president list what had he's hoping to accomplish this year but since republicans are in control of the house most likely he won't be able to accomplish much. perhaps the most emotional part of the speech tonight, the most anticipated part of his speech came on the issue of gun control. the president talked about the shooting victims in new town connecticut and a young chicago girl who performed at the president's inauguration and recently shot just a mile from the president's house in chicago. >> idea's parents are in this chemobeer tonight with two dozen americans whose lives have been torn apart by gun vie lance. they deserve a vote.

they deserve a vote. they deserve a vote. gabby gifford, deserves a vote. the families of new town deserve a vote. the families of aurora deserve a vote. the families of tucson and blackbird and the town with other communities broken by gun violence. they deserve a simple vote. >> it was pretty much a lackluster speech until that point. there wasn't a lot of emotion until that moment when he really stir the emotions of people in the chamber there. >> well again, the president called for by partisan support on what he was pushing but as

you see at state of the union speeches, member of president's own party stand and give him a standing ovation and members of the opposing party, republicans sit on their hands and don't give support and it wasn't different tonight. perhaps the one issue he's likely to get some support on is on the issue of immigration reform and that's not necessarily because republicans are endorsing it but they learned a lesson from the november elections when they lost in large part according to the polls because so many latinos voted for dell cats and republicans see the demographics changing. so it seems like they are likely to go along with the president on his cause for immigration reform. >> he talked about his agenda and listen to what he said about that and we'll talk about that afterwards. >> let me repeat, nothing i'm proposal tonight should increase the deficit by a single dime. it is not a bigger government we need but a smarter government

that sets priorities and invests in broad base growth. >> so randy in a case like this, how big a deal is the state of the union and what do you think if anything will be accomplished? right now you've got the two sides way far apart. do you think they will come together? we always hear the by partisan calls. do you think in reality it will happen? >> first of all, let me backtrack a bit. this was a very important speech because the fans of time are running out on him already. presidents lose power every day in their second term and the presidents and his advisors know next year will be an election year and they will be very unlikely to pass mayor reforms. in the year after that. in

fact, ironically, perhaps not, the republican who -- the man who republicans chose to give the response to the president's speech is considered a likely presidential candidate, senator mark cow rubio from florida. >> a lot of people consider him the new phase of the republican party. ken is live at santa clara university where students and professors. >> we are in santa clara and there are 100 students at any given time making their way through this viewing party. a lot of pizza consumed tonight and we had two of those real quick, let's get you a reaction. this is cruise, you're a recent graduate. what were your thoughts. >> in his speech, i thought it

was interesting to watch. >> a lot of policy issues. >> yes, a lot of them and he made them more specific as to how they were presidented before. >> and garrett jenson, we spoke with you earlier today and you had that same thought that the president did bring up a lot of issues today, one that struck you was when he was talking about gun control. >> yeah, that was probably his big defining moment and a good one to end on in light of the recent events. so i think he did a really good job of trying address that and get people to vote. >> was there anything left. >> he touched on all the topics he could come up with. he did a good job. >> real quick, let's move to jim. political science professor at santa clara university. your thoughts, hour long speech about in line with what you would expect for state of the union. >> i thought so. i thought was a speech that he touched on things that have been brought up. basically things that have been priorities for a long time that they haven't been able to get

consensus from the two parties on and hit home some things like education, immigration policy and then gun control at the end and there really wasn't a lot of brand-new initiatives but he really wanted to reiterate that we have to come together, have them come up for a vote. he really stress that had we got to vote, go on the record and really push congress to really take up these issues that have been important to him over the last four year. >> and tried to put the pressure on anyway. >> look, i laid out ideas and you get to vote and get to say whether or not these should become law. >> this is a brief reaction. we'll have more from this viewing party tonight at 10:00. back to you. >> ken, thank you. >> the gop chose the senator to deliver the response to the state of the union but he remained vague on immigration reform. >> we need a responsible permanent solution to the problem of those here illegally
