. bracing for a mikor change at the golden gate -- major change at the golden gate. that's one of the top stories. good afternoon. i'm tori campbell. first, though, we're following some breaking news this noontime in san francisco where a pg&e crew is busy working to fix a gas leak in the city's mission district. newschopper2 is over the area near 24th and bryant streets. that's where a construction crew hit a 2-inch plastic gas line just before 11:00 a.m. several homes and businesses in the area have been evacuated and some streets in the area have been blocked off as a

precaution. again, these are live pictures from newschopper2. you can see some of the trucks down there and some crews standing by. it looks like some dirt where they've built a hole in the ground. now, muni has rerouted service on the 48th quintara. we just spoke to pg&e. a spokesperson says crews are having some difficulty fixing the line because it's in an area where many lines connect. however, the leak should be stopped within the next few minutes. no word on how many customers have had their gas service shutoff due to this incident. in one month, the golden gate bridge will have all electronic tolls. new at noon, a campaign to get the drivers ready for this change is underway. ktvu's tara moriarty joins us live from the toll plaza to explain what's happening. good afternoon, tara. >> reporter: good afternoon, the golden gate district just announced the new website today. here is a sneak peek. it lays out all of your payment

options for you, fastrack, license plate or pay a toll invoice. that's really the interesting option here. that's because instead of paying for a violation notice which is typically about $25, you will only be paying $6 instead. now, for the toll, you will have 21 days to pay the cost, and again, it's only going to be $6. this morning, crews were installing the l.e.d. signs on the golden gate bridge. all of the cameras and fastrack boards have been in place for years. the district says since it first announced the new all- electronic payment system, nearly 160 people have signed up online. richard brown and his wife are visiting from maryland and they were excited about the invoice option because it cuts back on traffic. >> actually, in the long run, it makes sense. we plan to come back next year. it was like oh, i know that now. [laughter] >> i can go right through.

i won't have to stop and get anxious and someone beeping their horn behind me. >> reporter: in addition to improving convenience, money is being saved. >> we have a $66 million shortfall. we'll be saving $16 million over the next eight years. >> reporter: 20 million motorists cross the bridge andually. a third of them -- annually. a third of them use cash. the electronic switchover means 14 bridge workers will lose their jobs at the end of march. the tollbooths themselves will stay as part of history but will be wrapped on the inside so drivers don't get confused and think somebody inside of them. if you happen to drive through offpeak hours, you will be handed a flier that says keep moving, or obvious reasons. tara moriarty, ktvu channel 2 news. >> thank you, tara. caltrans says to exexpect delays up to 15 minute -- 15

minutes today going weekend on the richmond bridge. that's because workers closed one lane on 580 leading to this. the chp is blaming a wrong- way driver for a head-on freeway crash early this morning. it happened shortly after midnight on westbound 580 near north flynn road east of livermore. investigators say the driver of a white mitsubishi was going on the wrong way in the fast lane when his car collided head-on with a toyota camry. the drivers of both cars suffered serious injuries. the head-on accident brought freeway track to a halt for nearly two hours. the chp is investigating whether alcohol was a factor. the chp is investigating the death of a homeless woman who was struck and killed in santa rosa. it happened last night near the intersection of west avenue and meeklin court. investigators say the 45-year- old woman was looking for her

lost chihuahua with her boyfriend when she stepped into traffic. she was hit by two cars and tied. the chp says both drivers -- died. the chp says both drivers are cooperating with investigators. the family is in mourning after news they so desperately did not want to hear. the body of their 10-month-old girl was found yesterday in monterey county. janine de la vega is in the newsroom to let us know what you found out about the suspect and why the family is questioning law enforcement. janine? >> we looked into court records and found out that the suspect, 47-year-old jesus espinoza, has had previous run-ins with police, arrested for possession of drugs, driving under the ininfluence and violating his -- influence and violating his probation. the family he allegedly killed is trying to come to grips with what's happened. 10-month-old angelle jenisis negron's family was holding onto hope she would be found safe. but instead, it was sheriff deputies who found her body

covered up in salinas. she was missing since february 2nd. her mother said jesus espinoza picked her up for a routine visit but never returned. the family says he kept coming up with excuses. >> his daughter called and said they were gonna on a trip to disneyland. he was lying for her dad. she never went to l.a. >> reporter: on monday, espinoza was located at a bus station by the l.a.p.d. he cooperated and led them to her body. he was arrested. investigators don't know how or when angelle was killed. but an autopsy is bag -- being performed. angelle's mother is frustrated that there was no amber alert? if we would have moved faster -- >> if we could have moved faster, maybe we could have done something. >> the sheriff avenue department said they didn't

have enough specific information about a vehicle to issue an amber alert. we're waiting for the monterey district attorney aoffice to see if the suspect, jesus espinoza, will make his first court appearance this afternoon. he's at the county jail on $1 million bail. back to you. >> thank you. final arguments are expected tomorrow for a bail hearing for oscar pistorius. he's charged with premeditated murder in the death of his girlfriend on valentine's day. he said he accidentally shot her, believing she was a burglar. today, a police detective testified the trajectory of the bullets showed the gun was pointed brown ward when it was fired and from a height that conflicts with oscar pistorius 'statement that he had not put on his artificial legs. detectives say the neighbors heard a lot of arguing before the shooting. san francisco police are announcing the arrest of a sex offender from san francisco which is charged with raping a woman in san francisco last

week. officers say they identified the suspect as salinas from evi victim picked up at the crime scene. she says the attack happened late saturday night near the 1400 block of sutter street. she says he followed her from a store and attacked her in a stairwell. police are checking on the possibility of other victims. a petaluma high school student is recovering from a contagious blood infection while school officials sent out -- send out a hearth alert. the principal of the school believe this is isolated. but a warning was sent to parents about a pack tearial infection that can lead to meningitis. an alert was sent to casa grande school as hospital. the student was hospitalized that night. the ill student is getting better, we're told. >> chris has really come through. the good news, he's out of sedation and alert and doing

much better. we're happy and pleased with that. >> health officials have given members of his family and save friends preventive antibiotics, symptoms of the disease include high never, rash and a -- fever, rash and a stiff neck. if not treated, nearly half of the cases lead to death. three people were displaced by a fire this morning near dan inventory on alameda diablo inside the diablo country club at about 4:45 a.m. the husband and wife occupants of a caretaker's apartment woke to the smell of smoke and called 911. they say they didn't have a light of time to get outside -- have a lot of time to get outside. >> we had to run. there was a lot of smoke. we didn't grab anything. just run downstairs. >> another employee who lived in a room downstairs was also displaced. everybody got out safely. there were no injuries and the

kansas city authorities recovered a body from the site of a natural gas explosion this morning. but they've not yet confirmed that it is the body of a female employee who went missing after the restaurant exploded. the blast leveled the upscale eatery and wine bar called jjs during happy hour yesterday. at least 14 other people were hurt. police believe a contractor doing underground work may have struck a natural gas line. firefighters were called to the scene earlier because of the gas odor but left without ordering an evacuation. we want to check in and update the breaking news from the top of the hour on that broken gas line in san francisco. newschopper2 is still over the area near 24th and bryant streets. several homes and businesses in the area are still evacuated while pg&e crews work to patch

up the broken two-inch line. a construction crew ruptured it just before 11:00 a.m. you can see a ditch there that they have dug in order to try to fix that problem. muni, we independence, has rerouted service in the area -- we understand, has rerouted service in the area. the cable car line was shut down after an overnight water main break at mason and fillbert in the north beach neighborhood. there was minor street flooding and for several hours, water service was cut to buildings in a two-block aria. >> i went in to wash my face and brush my teeth. there was no water. all i could hear was some bubbles in the background. i walked down the street and i see this mess all over the place. it's just amazing. >> bus shuttles ran in place of the car line this morning. mun nip says the shuttles will

continue to run until the service is finally back to normal. a rescue service just wrapped up in the bay. it was a giant exercise in case of a diar situation happening. brian flores joins us from yerba bane na island -- buena island to tell us more. good afternoon. >> reporter: good afternoon. they just completed the drill about 15 minutes ago. they say it was a success but the point was to find out how quickly the fire department firefighters can pick up survivors from and a simulated boat -- from a simulated boat. several took part, including san francisco police and fire, south marin fire and sausalito fire. two helicopters took off from sfo just after 11:00 this morning and then picked up dive tales. they say typically divers go into the water just by going in

there. but from the -- from the chp helicopter because it's the only one to do such a rescue. but they sometimes use baskets and firefighters are using this service to see if it's possibly a way to get to victims. >> we're just gonna eevaluating the e-- evaluating the feasibility of this. >> all equipment worked successfully. people able to get into the water, don their equipment and get back. that will be the success of the exercise. >> reporter: firefighters say the catalyst for the drill was because of november last year where a 15-foot wave toppled a 26-foot long boat. seven people, including two young kids, had to be rescued. all of them were rescued safely but for this drill they want to see how quickly federal and local agencies can work together to get to such

rescues. what will happen now, many of the agencies will debrief and see what worked and what didn't. you may be seeing these type of rescues in the near future. we're live here in yerba buena island, brian flores, ktvu channel 2 news. >> thank you. alameda police are looking for help catching a man who stole a package right off someone's front step yesterday. a home surveillance camera caught this image of the man running from the home carrying a box. that was in the 1100 block of rosewood way. if you know who this is or have any other information about the theft, you are asked to call the alameda police department. the chinese new year parade is a few days away. this morning, claudine wong got a behind-the-scenes look at preparations for the spectacular floats that will be a big part of it and the race against the clock. >> reporter: it was the calm before the storm inside this warehouse full of unfinished floats. >> i think our floats have gotten fansier. we used -- fancier. we are at about 700 manhours

per float. we are 700 manhours from being finished. and boy, did the call for help go out then. >> reporter: david thomas is building 24 of the 25 floats you will see on saturday. getting a behind-the-scenes look means we get in on a couple of secrets. this is going to go up and down, this pump. you might think they are gonna use some financecy -- fancy machinery to make that happen. inside, will be some lucky person who gets to operate that for the entire parade route. with 3 million expected to watch the numbers are impressive. but so are these numbers. >> we will probably go through 600 fender washers, 1,000 2- inch lags probably 40 pounds of crews. already the shiny papers you see on the float. i was do a cool lawlation and

we'll be dry and more sunshine and temperatures somewhat on the cool side. tomorrow morning, definitely bundle up, we'll have frost out there. but temperatures go up a little bit for your thursday and also friday. the weekend, a sun/cloud mix. our old system drifting out to the south and east being replaced by this, high pressure, a little bit of a bump in the numbers. our next chance for a few sprinkles moves in friday night and just into saturday morning but mainly just a cloud producer across the bay area. i will show you what i'm talking about with our forecast model. into your thursday we're dry. same deal on friday. look what happens on friday night. this system moves in from the north. definitely a cloud power decemberer. maybe a few -- producer. maybe a few sprinkles. we'll have partly cloudy skies by saturday afternoon. temperatures on sunday, we'll begin to bump up those numbers a little bit. as far as temperatures for today, a lot of 50s.
