good morning. new information about a deadly officer involved shooting in sonoma county. how an earlier kidnapping report may have caused this deadly confrontation. we are still watching this developing situation in lafayette after a car crashes into a power pole. i just talked to pg&e. i have an update for you. i'll tell you why they left the scene and when they will be back. in one hour santa cruz police officers will be back on the job afterring have two days off for grieving the loss of

two fallen police officers. president obama sits down with congressional leaders in a last ditch effort to avert massive spending cuts. the blame game leading up to this morning's meeting. ktvu channel 2 morning news continues. good morning. it's a new day, a new month. it's friday march 1st i'm dave clark. >> good morning, i'm pam cook. thank you for joining us on this friday ast i guess looks pretty good. >> unless you have to deal with that fog. there is a lot of fog. in fact sal and i have -- i guess it's official we could be the fog brothers. there is a lot forming from san jose out to san jose, crockett, and benicia and out on the coast. the clouds will move in here late tonight and tomorrow. inland temps will be mild to warm today. 60s -- 50s and 60s coast and bay. here is sal. as steve mentioned the fog

may be an issue for drivers. this is a look at interstate 880. normally we can see a lot of it. but just if you are driving soon please give yourself a little extra time as you might have to negotiate poor visibility. in just the past few minutes we received new information. the sonoma county sheriffs office just confirmed a man was shot and killed by officers near the intersection of odd fellows park road and river side drive. now this is video shot just before midnight as officers sealed off that area. ktvu tara moriarty joins us now on the phone with more of this latest information from the sheriffs deputies. tara. >> the sheriffs mobile crime lab unit pulled up moments ago. we're off highway 116. a few minutes from downtown guerneville. we are being kept several hundred yards back from the crime scene. i'm told it's spread out over

quite a large area. the deputies have confirmed last night around 11:00. there was indeed a kidnapping. a woman texted a friend who relayed information to the san rafael police department. they in turn provided the information to sonoma county dispatch. the woman texted she had been sexually assaulted and being held hostage in a car. she was able to provide a vehicle description and the direction the car was headed. within minutes the deputies spotted the car in west santa rosa in and a high speed chase began lasting for a half hour. deputies actually tried to laying spike strips but the suspect was able to evade them. the man allegedly drove through a gate off odd fellows park road in river side drive damaging several cabin properties along the way. he ended up in a ditch and that is when deputies shot and killed him. meanwhile we understand the female victim is physically okay. santa rosa police are handling

the investigation. working in conjunction with the sheriffs department. live from guerneville i'm tara moriarty ktvu channel 2 news. time is 6:03. we have developing news from lafayette. just hours ago a police chase ended in a crash that knocked down a power pole. ktvu claudine wong has been on this since 4:30. she is live at the scene to tell us about a dangerous situation that pg&e crews are trying to fix. what happened? >> reporter: pg&e crews say when the car crashed it sheered off the bottom of the power pole knocking it down. it was holding up pretty big wires. they just left the scene. they will get a new power pole but they have a lot of work in front of them. take a look at the police car that is closest to us. because that is the closest they will let us stand at this point. the officer said that's where they established was the safe area. after that you've got power lines in the road and they don't want anyone going past there. if you take a lockfaster that is where the crash happened.

the vehicle involved is still there. there are pg&e crews up there. but again they just left to get the power pole which is in concord and then they have to come back. the work and a lot of it will get under way. this all started at 2:30 this morning. the driver was going the wrong way through the caldecott tunnel. a pursuit insued. the vehicle got off of the freeway. the highway 24 or highway 24 and then went up on to upper happy valley road. we're in the 4,000 block of happy valley road. that is where we have been since the crash happened. and it looks like again it will be a few hours before we get this situation fixed. in terms of power outages, only about 10 people right now without power. this isn't a big effect on customers in that sense. but we just talked to a newspaper delivery guy who says you know he can't get through. there is only one way in and out of this area unless you go all the way around orinda and

through here. if you have any business in this area you will not get through here in the next couple of hours. we'll keep you updated of course here on the morning news. live in lafayette claudine wong. santa cruz police officers will be back on the job starting in the next hour. they have spent the last couple of days dealing with the loss of two detectives. ktvu janine de la vega joins us now from the memorial that is growing outside the santa cruz police station. >> reporter: santa cruz police officers spent the last two days decompressing and grieving the loss of those two officers. they are expected to be back here on patrol in about an hour. and i've been here since wednesday. i have just seen this memorial grow and grow. it's no doubt when officers see this it will help them see the community is behind them. the latest information released by police is that detective elizabeth butler and sergeant loran butch baker were shot and killed at the doorstep of the

gunman jeremy goulet's home on tuesday. he shot them after the officers interviewed him through the door for about ten minutes. it happened so fast there was no time for them to call for help. detectives haven't said how many bullets goulet fired but one of them ended up striking a woman on nearby stanford avenue. grazing her in the leg. she was shaken up but her injuries were not serious. when officers tracked down goulet he was holding guns in both hands and opened fire. they shot back and killed him. investigators say goulet had a passport and plane ticket to new mexico on him. the police chief says the traumatic events on the day is weighing heavily on officers and asked people yesterday to show support when they see the officers today. >> when you see our officers out patrolling our streets tomorrow, please provide them with all of the love and support you can. it's been a tough two days here at the police department. we've president a rough week ahead of us. we look forward to getting them back on the streets.

>> reporter: a memorial has been scheduled for next thursday at 11:00 a.m. at the kizer perm then they in santa cruz. thousands are expected to show up to pay their respects to butler and baker. now last night a fundraiser was held at the blue lagoon bar to raise money for the fallen officers. the city of santa cruz has set up a memorial fund for the families for then who wants to donate. back out here live officers are again expected to show up at 7:00 a.m.. they will have a briefing here at the police station headquarters and sometime between 7:00 and 7:30 they will be hitting the streets. we're unsure if they will come out at all to the front to take a look at the memorial. but we plan to be respectful. we'll bring you another live report coming up at 6:40. reporting live janine de la vega. >> support for the santa cruz police department is coming in from around the country.

a man in missouri started a facebook page for the two. already there are more than 7100 facebook followers. the missouri man has created one dozen facebook pages for officers killed in the line of duty since christmas. we also have set up a special section on the police shooting on our website ktvu.com as well as on our facebook page. time is 6:08. firefighters in southern california making progress but they are still fighting a huge fire and it's threatening homes. this one started yesterday afternoon at rancho regional park. that is about 60 miles east of los angeles. during the night fire crews actually gained ground on the 200-acre fire. it's now 30% contained. mobile home was destroyed. another house was damaged. and just a little while ago power was restored to about 2,000 customers. this morning president obama will meet with congressional leaders at the white house to try to negotiate a way around the $85 billion in federal spending cuts set to

take effect today. democrats and republicans remain far apart on how to trim the federal deficit. coming up at 6:15 the harsh words from congressional leaders about each other that could make this morning's meeting even more contentious. time now 6:09. let's check in with sal. you're looking at highway 4. are they dealing with fog too? >> they are dealing with a little bit of fog. although not here on this portion opinion the fog will be reaching into some of these areas. i want to show you highway 4. it's absolutely clear. i think it's unbelievablable. steve knows better but it's unpredictable where the fog will be. i don't think highway 4 has fog, but i think if you are driving almost anywhere in the bay that is closer to the coast you will run into it. i don't think it's made it out here yet. it has made it to the bay bridge toll plaza. i've stopped trying to predict where it will go. we will have to wait and see. i've been wrong so many times.

just be careful. be prepared to drive in fog even if you don't think you'll have to deal with it. this is a look at the peninsula. traffic is moving along pretty well in both directions. on 101 and 280. 6:10 let's go to steve. a lot of reports of fog. vallejo and benicia. roanoke park. some very warm air aloft. i was looking up around 1500 feet. mid 50s for temps. saw some in marin county. you can find 50-54-degree readings. that is very warm air aloft. looks like rain returns next week. two systems. one tuesday night and wednesday and another one on thursday. let's hope so. we're really in need of some rain. coast and bay fog. cool to mild to warm lows. just depends. sunny and warm this afternoon. expect for patchy coastal fog. some of this fog is really thick. the tropical clouds for saturday are already showing themselves move into the

and intense scene in brandon, florida over night. this is just west of tampa florida where a 36-year-old man is feared dead after being swallowed by a sink hole. the man was in his bedroom when the ground just gave way. the man's brother tried to pull him back to safety but it was too late. >> i just started digging and digging and the cops showed up and pulled me out and told me the floor was still falling in. >> the hole about 100 feet wide, 50 feet deep and it's getting bigger. investigators say it's too danger to send in rescue crews at this point. homes in the neighborhood have been evacuated. time now 6:16. the california highway patrol is investigating a crash that killed a pedestrian in hayward. that happened at about 7:00 last night near golf course road. police say the driver of an suv hit a pedestrian that driver stayed at the scene and cooperating with investigators. no word yet on the victim's

identity. 6:16. just about 45 minutes from right now. president obama will host a white house meeting with the top four congressional leaders. in fact we're looking live outside the white house right now. a lot of cars, activity going on. the president and those congressional leaders will try to hash out a deal to avert the massive federal spending cuts that kick in today. ktvu kyla campbell is in our washington, d.c. newsroom to tell us what to expect. >> reporter: yeah no real result is expected. the president will likely call on the leaders and their parties to find ways to compromise before the cuts take full effect and have any drastic effects on the economy. congress is not in session today. many members left town for the weekend. here's what one congressman said on the way out. >> leaving we could stay here. >> reporter: he's just pointing out the obvious. the senate failed to pass two

different bills yesterday so what does this mean now? a deal is not expected to come out of this morning's meeting at the white house. so president obama will have no choice but to sign an executive order saying sequestration takes effect at midnight tonight. the $85 billion worth of cuts will be spread out over the next six months and republicans say democrats have blown these cuts out of proportion. that is because congress has to turn in a budget by march 27th and it's very possible their new spending plan will be able to reverse most of the sweeping automatic cuts before they even take full effect. the president's meeting with the top four congressional leaders will be under way when i see you next. live in washington kyla campbell ktvu channel 2 news. time now 6:18. later this morning the ncaa will tell us about their investigation of the st. mary's basketball program. the ncaa has been investigating how the cool recruits players from australia. there is no word on whether any violations have been found.

st. mary's by the way has won 25 games this season. they are hoping to capture another bid to the ncaa tournament. facebook looking for a place to build 15 homes. they looked to build near their main campus. but they ended up selling the property to a development company. they agreed to build the home as part of its deal to expand to a second campus. if it can't find property for the houses it will have to pay the city $4.5 million. time now 6:19. a new study shows berkeley has some of the worst roads in the country. that is according to a new study. the study is by the reason foundation. they analyze information from 1989 to 2008. the study found that city and county roads are in major need of repair and berkeley leads the way. last november measure n was

>> we have breaking news coming in from guerneville. we're following this. one man is dead. shot by sonoma county sheriffs deputies. it all started with a kidnapping. it ended when the suspect crashed. tara moriarty has been there since 4:30. tara, you know more about how the female victim gave the police very detailed information. what to you know? >> well, that is right. she did that via text message. that is probably what saved her. we left the crime scene about a half hour ago. crime scene technicians haven't started processing the evidence. their mobile crime unit had just pulled up. we're here at sonoma county sheriffs office. now let's take a look at video from last night. all of this started around 11:00 in west santa rosa. deputies say there was a kidnapping. a woman texting a friend she was in trouble. that person relayed the information to the san rafael

night. we are live in santa rosa i'm tara moriarty. with developing news also from lafayette this morning. part of happy valley road is shut down following a crash that took down power lines. ktvu claudine wong is in lafayette to talk about what pg&e is doing to fix the problem and events that led up to the crash. tell us where you are so people know. >> reporter: this is the 4,000 block of happy valley road. up in the hills. not a lot of traffic coming through here. only one way in and out of this area. it will be awhile. this driver did it right. he doesn't mean that in a good way. let me show you what is happening behind me. we can show you the crews that are out here. pg&e crew you have orinda police blocking off this roadway. see where that other police car is parked right up by that stop sign. where this happened is right past his vehicle. pg&e says the vehicle actually

just sheered off the power pole at its base and it knocked it down and now blocking the road there. power lines are down across the roadway and that is why we kept back. they say it's not a safe situation. this all started about 2:30 this morning. the chp says the driver was going the wrong way through the caldecott tunnel. came up highway 24. got off the freeway and got on to happy valley road. got on the 4,000 block of this road. that is when this crash happened. into a power pole. that is what led us here right now. so pg&e also tells me that the car was actually stolen. that is what they are hearing. we know the driver is in the hospital. the focus right now is really on getting this power pole out of the roadway and getting things fixed. we talked to one woman who's power went off about an hour but it was okay. it's mostly accessibility. >> another dozen papers.

in the army. he also had been convicted of peeping incidents in san diego, portland, and berkeley. coming up in ten minutes we'll have a live report from santa cruz as police return to their jobs after losing two of their own. ti is 6:35. oakland police are busy investigating two separate shootings yesterday that injured two teenagers. police found a wounded teenager on congress avenue last night about can. neighbors say they heard about five shots. the victim was shot in the stomach. he was taken to the hospital. reportedly he's in critical but stable condition. earlier yesterday a 17-year- old boy was shot as he was jogging near fremont high school on foothill boulevard. this happened about 4:00 in the afternoon. he was shot in the leg and is expected to recover. the schools principal says the victim rouse not the intended target. still no word on whether any arrests have been made in either case. later today a moment of silence will be observed at oakland's first friday arts

festival tonight. remembering a teenager killed at the last event. since then the organizers of first fridays have made changes to make things safer at the downtown event. first friday will now officially end at 9:00 p.m.. an hour earlier than before. art galleries will no longer be serving alcohol. and the size of the event has also been scaled back. today is the first full day of retirement for the pope. he will spend the next two months at a 17th century papel retreat south of roam. the cardinals who will elect his successor will receive a formal invitation to attend a series of meetings next week. a woman is fighting for her life after she was hit by a muni light rail train in strength. it happened yesterday afternoon at 19th avenue right near san francisco state. she was rushed to san francisco

general hospital. now the driver of the train is now on nondriving status. that is a policy for the transportation agency. muni is also investigating how the door of a train was knocked off yesterday afternoon. muni says the driver had trouble closing the door at the forest hills station. once the door finally shot, he continued on to the castro station with no problems. but once it got to the tunnel by the church street station, the door started to bang loudly and it came off. luckily no one was hurt. let's check in with sal for a look at traffic. sal, what are you keeping an eye on? >> just got word of a crash on marsh creek road. near morgan territory out to marsh creek springs. it's an overturned vehicle reported. and the paramedics are on the way to this crash. we'll see how seriously someone

is injured. it's a heavily traveled road and could cause delays. let's take a look at the foggy bay bridge toll plaza. that is backed up. the fog is thicker than it was before. it's about a 15 minute delay at the toll plaza. also this morning we are looking at interstate 880 the fog has cleared up. we can see more than we used to in oakland. it's somewhat unpredictable. the highway patrol is investigating an early morning crash in san ramon. it happened on 680 just before 1:00 a.m.. the driver went off the roadway and into a tree and flipped his car. he was taken to the hospital with minor injuries. the chp says alcohol likely played a factor in his crash. let's go to steve. sal, thank you. a very happy friday. a lot of thick fog around. santa rosa out to san pablo bay. parts of the coast. not solid though. thick fog. sun but it will be mild for some but warmer for others. i mean we've gone from summer

all right. for those multitasking take a look at your screen. if you're watching us you're up above the blanket of fog. how about that. that is pretty cool looking. joe johnson thanks for the shot. once the fog burns off. welcome back. good morning, to you. here's a quick look at some of the top stories we're following you you right now at 6:44. one man is dead after being shot by sonoma county sheriffs deputy. it started with reports of a kidnapping. they say a woman was texting her friend that she was in the car and texted the direction the car was headed. police spotted that car, chased it to guerneville that is where the man driving the car crashed into his ditch. he was later shot and killed. that woman reportedly is doing fine. pg&e crews are busy at the scene of downed power lines in

lafayette. police say a driver crashed into a power pole on happy valley road after leading police on a chase. this all started about 2:30 this morning. police say the driver went through the caldecott tunnel the wrong way. and in just about 20 minutes from right now president obama was due to sit down with top congressional leaders at the white house. trying to find a solution to the massive budget cuts that are due to kick in today. republicans and democrats are still far apart. now the meeting this morning is not expected to produce any immediate results. police in san francisco's outer sunset district are noticing an increase in drug dealing at a popular muni stop. ktvu brian flores joins us now with what police are trying to do to stop it. brian. >> reporter: hi, pam, good morning. we are live at the n-judah line. this is a turn around stop for the muni train line. but police say they have conducted at least nine stings to combat a problem of drug

dealing. but the problem comes and goes. they say they want according to some businesses they want a more permanent solution. some of the problem areas include a public restroom area as well as a convenient store on 46th and n-judah. police say they have resources that according the area criminals tend to keep on coming back. they say plan on other operations in the future. here what some residents have to say. >> i have never seen it. i do not -- i mean i don't doubt it does happen a lot here. but it's a lot better. i've lived here all my life. >> reporter: but some businesses say it's not enough. there was talk of a satellite station here or adding a beat cop here but those ideas never materialized. now coming up on mornings on 2 we plan on talking to more businesses and residents to get their idea on what can be done to address this problem.

live in the sunset district i'm brian flores. time now 6:47. police officers in santa cruz are getting back to work today and their hearts are heavy. they are still reeling from the shooting death of two veteran detectives earlier this week. ktvu janine de la vega is at the santa cruz police station now with officers are starting to return to work. in fact in about 15 minutes. >> reporter: dave, it's day three and it's just not getting any easier. a man just walked up here a short time ago and i asked him if he knew any of the officers. he had tears in his eyes and just looked at me and said they are officers. they deserve respect and he laid down to two bouquets of flowers. it will be a difficult day for patrol officers when they get back into their patrol cars. the memorial is scheduled for next thursday at 11:00 a.m. at the kizer permanent they marina. thousands of law enforcement and community members are expected to come and pay their respects to detective elizabeth

butler ensergeant loran butch baker who were gunned down by a suspecten the officers were shot at the doorstep of funman jeremy goulet's house. authorities say it happened so fast they never had time to call for help. police dispatchers who helped aid in the chaos showed up at police headquarters yesterday. they are grieving too. >> we know there was nothing we could do to prevent this. we have listened to it, we've reviewed it, we've key teaked -- critiqued it. >> reporter: this is new video taken of people still leaving flowers at the memorial. the parking lot in the back is full of patrol cars that have sat idol for the past two days so officers could grieve. the california highway patrol and santa cruz county sheriffs deputies have been taking over patrols for them. but again starting at 7:00 a.m. and in just about 15 minutes we

are expecting to see all the officers file in here to headquarters. we are told they'll have a briefing here at 7:00 a.m. and at 7:30 they will start leaving. we will try to see if we can get video of that. we want to be as respectful as possible. we'll also have new information about goulet's criminal past. reporting live from santa cruz janine de la vega. 6:49 is the time. let's check back in with sal for a look at traffic. sal. >> and the fog will be an issue for a lot of drivers. it's patchy. it's moving around. steve and i have been trying to follow it. i want to show you some of the pictures. 880 looks better than it did. i will tell you it's about 10- 15 minute delay at the toll plaza. on the nimitz freeway we had a

minor accident. that is on the side. not causing a major delay. traffic southbound looks pretty good. let's go to steve. we have a lot of fog. in fact i'm standing right on top of it here. it's right down here on the deck. high pressure aloft has built in really warm temps. you get up from 1500 feet about 54-55 degrees. that is a sign the fog will burn off. higher clouds will drift in here tomorrow. tropical clouds. today we start off with some of that thick fog coast, bay and some inland. cool to mild lows. it will be sunny and warm. but i think there will be patchy fog hanging on by the coast. 30s and 40s. san francisco and san jose very foggy. i just looked at the web camera. three of them. two out of the three are pretty socked in. after we get that fog to burn off it looks good. it will stay a little bit on the cooler side. inland temps will warm up to
