picking the new pope? >> reporter: could red light cameras become obsolete? we'll tell you a surprising group of people that wants them gone. mornings on 2 starts now. >> complete bay area news coverage starts right now. this is ktvu mornings on 2. >> good morning, welcome to mornings on 2. >> it is tuesday march 5th. we have been following developing news of that stranded yacht we first told you about yesterday morning. after a slow journey the boat arrived just about an hour ago? alex savage is there where the yacht has been hoisted out of the water. >> reporter: good morning to you. the luxury yacht darling ran aground yesterday and took a four hour trip across the bay and wound up here at this

richmond boat yard whereas you can see it is this morning on dry land. crews pulled it out of the water a short time ago. want to show you video we just shot. we were allowed inside the yard and got an up close look at some of the damage that was done yesterday. a portion of the rutter has been broken off and the propeller on the under side of the vessel also appears to be bent. i'm also told the engine may have issues as well. the tug boat freed the darling before 1:00 this morning after it ran aground yesterday in 4 feet of water. police say the three people who were on board that boat actually stole the $2 million yacht from an marina. and got the boat wedged in the sand and salvage crews had a tough time getting it out. >> well, it's quite a bit of work. and a lot of it hand labor. we had a big heavy piece of rope we used as a bridal we

had to pull from the beach by hand up on to the boat. >> and this was the strange scene yesterday when the coast guard tried to rescue the people on board that stranded boat but they refused. that raised red flags. then the right full owner saw his boat on the news and called up police. it looks as though those thieves had a pretty good time. the inside of the boat was littered with beer cans and pizza boxes. as we bring you back out here live, i did see the captain of this ship, she is here assessing some of the damage to that boat. the owner of the boat is not here right now. the captain of the ship didn't want to comment to me about what took place yesterday. live this morning, alex savage ktvu channel 2 news. >> 7:03. there is now a memorial set up where a 17-year-old girl was killed. crossing slope boulevard when

she was hit by a car. her family says she had just celebrated her birthday with friends. she was a junior in high school and a member of the track team. her teammates plan on wearing black ribbons at this week's track meet. arrested 29-year-old keran brewer. >> time is 7:03. overnight fatal crash on 101 overnight is being investigated. a ford fiesta was headed north around midnight when it ran off the road and crashed. investigators say that stretch of road near olampoly state park is relatively straight and road conditions were good at the time of the crash. police officers smashed out the windows to remove the body of the still unidentified driver. deputies in contracost acounty are searching for a

suspect. shows a man suspected of robbing a safe way pharmacy in discovery bay last wednesday. now, he entered the store, demanded drugs from the technician and ran away. white man, wearing a green jacket, black baseball cab and blue jeans. officials haven't said if the man is considered a threat or if he was armed. >> critics say they are expensive and ineffective. hayward could become the latest city to pull the plug on red light cameras. tara joins us live to tell us about the council meeting. good morning. >> reporter: good morning. yes, they are controversial red light cameras. stings when you get a ticket from one. are they affective? hayward police say no. they are pushing for red light cameras like this one to go. several bay area cities have phased out the cameras. and that's what police here will hope they will

give the green light for tonight. not reducing the number of accidents the way they thought they would. they are not seeing a dip in the number of accidents and that was the reas they got the cameras in the first place. the majority of tickets from these cameras don't stem from running the red light. they come from avoiding it. >> have you ever seen somebody try to break for one of those red light cameras? >> actually, i just got into an accident last august and i think that was the cause of it. >> reporter: here's a look at all of the areas where cameras were installed in 2008. industrial parkway west and hunt wood, 2nd street, west winton. and industrial parkway southwest at whippl he recollects and mission boulevard at industrial as well as west a and interstate 880. these cameras cost the city about a million dollars a year. that's about how much

es reported on the bridge. also this morning we're looking at the commute in the south bay northbound 101. traffic looks okay. 101 is still looking good to redwood city. hasn't become so thick yet. traffic on the san mateo bridge looks good. 7:07. let's go to rosemary . >> winter is returning to the bay area. going to take 10 to 12 hours before the rain arrives. today, mainly dry. may not even need the umbrella. i'll show you the time line coming up. gray skies, partly cloudy. partly sunny at this hour. a mix of high clouds and low clouds. and to the north of santa rosa, picking up a better line of clouds. 40 degrees right now santa rosa. mid 30s in napa. chilly start in some areas. a few degrees cooler at this point than yesterday morning. 49 in oakland. 46 in san francisco. 30s to 40s inland. and widespread 40s around the bay. afternoon highs, very similar to

yesterday. maybe even slightly warmer with partly cloudy skies expected for the afternoon. here is the storm. rain now reported in crescent city. 150, 160 miles to the north of us. by the evening hours, the rain will begin to fall. the rain sweeps through tonight into tomorrow morning. and the core of this storm will take another day or two before it moves through. we will remain unsettled for wednesday as well as thursday. with the rain event, anywhere from a quarter inch to three quarters and with the winds passing through a little later tonight along with the front you can expect gusty conditions to 20 miles per hour or on so. fast forward into tuesday 6:00 or so. into santa rosa, that north edge of the rain. during the evening drive, most of us will remain dry by 7:00 or so it is sliding just south of the golden gate. coming fast at this point into 8:00 now along the peninsula spreading into the east baby 9 or 10:00.

previous high was 14198 in october 2007. live look at the big board the dow up 116 at 14244. the question though is will it stay there? the stock prices of two bay area tech giants happen to be mirror images of each other. google is up 21%. all time high during trading yesterday just under $823 a share before slipping a tiny bit at the close. just checked right now, it has gone passed that. up to 837 almost $838 a share. apple stock has been heading in the other direction. 52 week low in trading yesterday slipping to $419. right now $425. but that's still down almost 40% from all time high of $705 which it hit last september on the day the iphone 5 was released. >> time is 7:11. happening now at the vatican in rome the chapel is closed for

political donations. supervisors are deciding whether to appoint someone to his seat or hold an election. shirakawa is expected to plead guilty and blames a gambling addiction. president obama's approval rating tumbled over the weekend. result of that federal government sequester budget cut. approval rating -- just a week earlier it was 53%. the drop comes after the president and congress did not workout a last minute deal on cutting the deficit which triggered $85 billion in spending cuts. >> we are learning more this morning about how the $85 billion in spending cuts will be administered. jamie dupree went through the 83 page sequester report line by line and joins us now via skype from washington d.c. what jumped out at you? >> more than anything else was

how much money was on the shelf from earlier budget years in the military. and that was actually, it was sequestered two times. once in the current budget year and once some of those monies that were sitting on the shelf in unobligated balances. unspent money. in a plan that republican s have laid out that will come up on the floor later this week. some of that money would be taken off the shelf and used to offset some of these cuts since the pentagon could still spend it in later years. the republicans are moving now to smooth sum of the rough edges by allowing the pentagon to shift money around within their budget by letting the boarder patrol do the same and other agencies to make it more palletable and not on some of the big ticket items like the boarder patrol and fbi. >> i noticed and you wrote in your blog pretty much the budget

cuts the one area not going to be cut is law maker's salary; right? >> this is interesting. they can't be cut. and you can blame that on the constitution of the united states. you can blame it on speaker john boehner. when he was a freshman and came to congress, one of the things he took up was to breath a life into an old amendment unveiled by james madison. supposed to be part of the bill of rights and you cannot change the pay until the next intervening election. that was put on in the 27th amendment recently. you cannot add or subtract from a member's salary except after the next election. these cuts should impact house members and senators. sorry, it's against the constitution. >> i know this was originally created to be really something the republicans would not want to do. and they are saying 50% of these cuts are coming from the military budget.

is that ue? >> that is true, yeah. $42.5 billion from the military. $42.5 from the domestic side. in the end, there's a lot of republicans who simply want to cut the budget and they see this as their best option at this point in time. >> are we going to be stuck with these sequester cuts? >> i don't think these cuts are going to change except maybe around the margins. enforced for a while. i don't see republicans budging one bit on their opposition to taxes. maybe in a longer term plan but not right now. i don't sense any jelly in the knees in republicans right now. >> we could be seeing problems at the airports. i know we've been hearing from janet about problems with long security lines and things like that. >> she said that yesterday and went online and checked at the airport she mentioned and that wasn't the case. there was a lot of republicans who keep

it is 7:29. we are tracking overnight news in san jose where a registered sex offender has been arrested after a break in at a home. live now with more on the burglary that has an entire neighborhood on edge this morning. >> reporter: good morning. neighbors are disturbed this

happened. they are applauding police's efforts how quickly they nabbed the suspect. and when they caught him they found on his home he had an application that monitored the police scanners of what was happening. he was trying to see where police were before they caught up with him. and one of the things they found in his pocket after he entered this home, they found he had women's underwear in his pockets. police received a 911 call from a 52-year-old woman who said she woke up to find a male intruder standing over her. she screamed and he ran away. she was able to get a description. he was bald wearing a plaid shirt. he was trying to escape the police perimeter. >> hands down to the police department for everything they are doing to doing more with less. that's their motto right now. doing more with less. so it's up to the citizens to step up and watch out for each other.

>> reporter: police arrested 29-year-old ryan camfolt for burglary. he is on parole for robbery. wearing an ankle bracelet and a registered sex offender. he had women's underwear in his pockets and trying to figure out if he took them from the home and what his intentions were. officers found his car parked in front of the house and processing it for evidence. they say his mother lives in the neighborhood and that may explain why he was in this neighborhood but still trying to figure out if this was random or if he targeted this home. something else we just found out is police are saying he is a trans ient in the area. doesn't have a known address. we'll tell you why police were here with such a fast response. what neighbors have been saying that's happening in this neighborhood as far as criminal

activity. reporting live, ktvu channel 2 news. >> 7:31. police in san francisco say they found an assault rifle that was stolen from unmarked police car over the weekend. the semi automatic ar-15 was similar to this one. taken saturday night in an area south of market street. police have not said how or where it was recovered. more information is expected to be released later this morning. investigators in oakland are looking for the person who led them on a high speed chase. ended before 9:00 last night on keller avenue and mountain boulevard. the driver took off on foot. police believe the driver was armed and selling guns. >> 7:38. police in richmond still searching for the suspects yesterday afternoon. 21-year-old lincoln player was shot several times near 6th and pennsylvania street. happened with 3:30 in the afternoon. shots fired technology alerted

departments. 37-year-old richard was lunging toward the right side of his car when he was shot through the back window. police thought he was reaching for a weapon. a stabbing instrument and scissors were found in the car. crashed during a police chase triggered by text messages from the woman he had kidnapped. a picture of four men outside a jail is sparking debate. taken when the group was casting out a demon from a man inside the jail. if you look carefully at the middle of this picture there appears to be a face-like image in the middle of the group. the pastor who took the photo says it is the face of evil taking flight in reaction to god's word. skeptics though say it's his shadow or a reflection. most people are calling the photo creepy. >> 7:34. new this morning, the un security council will be

talking about possible sanctions against north korea. they are already responding. vowing to cancel the 1953 korean war ceasefire. under ground testing in february a grave violation of un resolutions. united states and china just reached a deal on new sanctions. russia's ambassador says a resolution will be approved this month. meantime, the white house is basking dennis rodman's visit. bonded with north korea's leader over a basketball game and dinner. rodman called the dictator awesome guy who doesn't want war with the u.s. but does want a phone call from president obama. north korea should focus on the well being of citizens not celebrity sporting events. >> many 49er fans could see this one coming a mile away.

49ers are reportedly getting ready to release the team's trouble kicker. that release is expected to come before the start of free agency. had a record setting 2011 season. got off to a strong start in 2012 but mostly downhill from there. struggled most of the season. he did suffer a pelvis injury. many analysts believe the kicker lost his confidence. a new study confirms bay area drivers have one of the worst commutes in the entire country. brian flores is in lafayette to tell us about the mega commuters and how long they spend on the road. good morning. >> reporter: good morning. we all know traffic in the bay area is certainly bad wherever it is. we're high above highway 24 and as predicted on most mornings, traffic is starting to get a little bit busy here. some of these people are commuters in walnut creek. but some are

considered mega commuters. they are everywhere in the bay. what constitutes a megacommuter? this is a new category. identified people who sit in traffic for at least 90 minutes and travel at least 50 miles to get to work. 587,000 people in the country meet that statistic. but the bay area has the highest percentage. experts say it isn't all too surprising with the geography. and freeway expansion also in the suburbs. >> we have an office there. it's two hours. it's just a miserable experience. i don't know how people can justify doing it everyday. the driving is so stop and go. you have to be on your toes. i don't have any friends that do it. i would rather move. >> the census also identified what a megacommuter looks like. mostly married men.

have wives who typically don't work. they have kids. 3 to 4 bedroom home. earn more money than the average. about half leave before 6:00 a.m. some take trains or carpools. but two thirds drive alone. back out here live, the commute here along highway 24 is starting to pick up. some areas are also equally as bad here in the bay area. santa clara came in second. followed by new york, new jersey and selinas came in 7th. can't have megacommuters without a megatraffic guy. sal casteneda. >> looks all right out there in some areas. typical commute in others. we have a lot of slow traffic. start though and take a look at 280 in san jose northbound. it's getting pretty slow. we talked about how the megacommuter has to sit in traffic for 90 minutes or more. a lot might be here right here in downtown san jose.

certainly not 90 minutes here alone. but this could be part of a slow commute depending how far away you are driving to san jose from. let's take a look at the commute. a couple minor accidents. one of them southbound 680 at north maine. backed up into concord. if you are driving from san ramon, a long one this morning. you saw highway 24 and slow traffic near where brian was standing. let's take a look at the bay bridge. backed up for 25 minute delay. when we talk about megacommuters how quickly the times can add up. another 10 to 12 minutes on the span or 25 minutes at the toll plaza. and you've got already the better part of an hour here. today's weather, here's rosemary. >> find that winter coat. we have a cold storm coming our way. a mix of sun and clouds around the bay area this morning. a few high clouds drifting over. a few clouds over the bay area.

partly cloudy and dry for the day light hours. here is the storm that is going to sink into the bay area. by the evening hours anywhere from a quarter to three quarters of rain in the inch of rain between tuesday and thursday. winds 10 to 20 miles per hour. could be a little gustier. into early tomorrow morning. still 160 miles to the north of us. increase ant city reporting -- crescent city reporting a little light rain. clover dale reporting high clouds overhead. this is just the very leading edge of the system that will bring rain and snow. a winter storm warning later today for the si a. -- sierra. winter weather advisory later today lasting through wednesday. something to be aware of if you have traveling to do. half foot to a foot and a half of fresh snow.

was towed across the bay. four hour journey. and now, here it is this morning at this richmond boat yard. the darling is up on a hoist. and you can see some of the damage that was done when this yacht ran aground after being stolen. a portion of the rutter was broken off and a propeller is bent. a tug boat freed the darling this morning after it got wedged in the sand. three people on board that boat actually stole the $2 million yacht from an marina and took it for a ride. he has never heard of something like this before. >> not something that big. we didn't believe it. we heard it. we've hauled the boat out a number of times. never heard of a boat that big being ripped off. >> and this was the strange scene yesterday when the coast guard tried to rescue the people on board that stranded boat but

53-year-old hipolido was last seen sunday night. suffered a serious head injury when he was a child leaving him with the mental capacity of a 10 year old. limited vocabulary and only speaks spanish. the oakland police department has a new leader. a federal judge has named thomas fraser as the compliance director. and fraser is a former baltimore police commission her and served 28 years with the san jose police department. he will have broad powers in oakland and can even have the chief fired. failed to fully comply with court ordered reform. >> 8:03. preparations are underway for thursday's public memorial for two police detectives killed in the line of duty last week. the service will be held at san jose's hp pavilion. governor jerry brown is expected there along with hundreds of police officers from all over the state and country. ktvu will bring you that memorial live in its entirety.

judge found out illegally -- expected to withdraw no contest fee when charges of having a knife in jail in 2011. frnlts later on today, san francisco supervisors are expected to pass a ground breaking proposal that would have a big impact on gun owners. involves the sale and possession of military style ammunition. the law would bar anyone from buying or owning hallow point bullets and other lethal ammunition. also require the sellers to tell the police when anyone in san francisco buys more than 500 rounds of ammunition at a time. violators could face jail time. >> hayward could soon become the latest bay area city to pull the plug on red light cameras. tara joins us live to tell us why police officers are among those pushing to get rid of the cameras. good morning. >> reporter: good morning. some say they cause more

accidents than they prevent. that's because many drivers will slam on the brakes in order to avoid getting a ticket from one of these hchlt and hayward police are pushing to get rid of red light cameras. several cities have phased them out. and that's what police are hoping the city council will do tonight. the cameras which were installed five years ago are not reducing the number of accidents. that was the reason they got the cameras in the first place. anyone who has gotten a ticket is not a fan either. >> i've been caught once and it was still a yellow light. >> did you fight it? >> actually, they gave me a warning instead. but there's a lot of people that's been complaining about it. >> reporter: now, the cameras cost the city about a million dollars a year. and that's about how much revenue is generated from the tickets. when the city used officers to

day 23. engineers are testing the stability of the soil after new sink holes opened up in a san francisco neighborhood. last wednesday tens of thousands of gallons of water flooded 15th avenue. more than 20 homes were flooded and sink holes opened up in the street and backyard of one home. since then at least three more sink holes have appeared. experts say this could happen anywhere. because most of san francisco is built on sand.

said jurors were misled about the option of manslaughter verdict. today state prosecutors will ask the court to reinstate the second degree murder conviction. >> new study about commutes that tells us what you already know. bay area commuters get stuck in traffic a lot. ryan flores live now to talk about those megacommuters. >> reporter: good morning. we all know traffic is bad wherever you are in the bay area. this is one of the hot spots westbound highway 24. this is one of the busier commutes throughout the bay. some travel 10 to 30 miles. some travel further and sit in traffic longer. if that's you, you may be a megacommuter. at least according to the u.s. census. according to that study, the bay area has the most megacommuters. megacommuters are identified as people who sit in traffic for at least the 90 minutes.

587,000 people in the country meet that statistic. but the bay area has the highest percentage of these megacommuters. experts say it isn't all too surprisingment home prices still pretty high. and freeway expansion in the suburbs. some people we talk with agree. >> driving is horrible. i hate it. i've always lived somewhere where i can try and ride my bike to work. and i just moved from oakland to martinez. this is the first i've lived somewhere where i have to commute. so i work from home. >> reporter: this is what a typical megacommuter looks like. mostly married men, have wives who typically don't work. they have kids. own a 3 or 4 bedroom home. earn more money than the average. half of them leave before 6:00 a.m. and some are likely to take trains or carpools. but two thirds prefer to drive alone. back out here live, the commute is starting to

pick up from about an hour ago but the bay area wasn't the only place that had megacommuters. santa clara finished second in that study followed by new york, new jersey and washington d.c. la finished 6th and selinas was in 7th. all this talk about traffic gives me a megaheadache. hopefully that's not the case. >> you are not the only one brian. a lot of people are thinking i got to drive. a lot of people are in a lot of slow traffic this morning around the bay area. let's start off with a look at interstate 80. our news chopper 2 is looking at it here. a lot of people driving all the way down into the bay area, oakland. a long line of traffic. on the left there you see the buildings near the albany hill. very clouded area. and continuing down to the crowded bay bridge toll plaza. let's move along and take a look at the san mateo bridge
