morning, sal. between walnut creek and oakland, that traffic is moving along nicely and we are getting crowded. also the commute on interstate 808 and traffic is moving well. let's go back to the desk. breaking news, we have been on this since 4:30 we have a standoff involving s.w.a.t. teams. one suspect and medical marijuana, he is in the city's bay view districts, what is happening, alex? >> reporter: well, s.w.a.t. teams are moving in and they are beginning to take up positions on this industrial building and it's just about a half block up from where we are and what we are showing you is on the backside of the building that police are focused on this morning. this is at the intersection of jennings and van dyke. we want to show you some video of san francisco police moving

in and surrounding this building. they believe one man is held up inside and he is wanted for a robbery involving a medical marijuana facility. what is unclear at this point is exactly when that robbery took place but we do understand that police arrested two other people who were involved in that same crime so two people were taken into custody and one person remains outstanding and police believe that man is inside this building and refusing to give himself up this morning. the s.w.a.t. he team is out here and they are surrounding the building and they are obviously going to do whatever they can to get this person out. we will continue to monitor this person again in the bay view district this morning and a police spokesperson is expected to come out here and we expect to bring it to you later this morning and we are monitoring what is considered a

tense standoff, alex savage, ktvu channel 2 morning news. in both cases police say the fire was started by emotionally troubled patients. tara moriarty is at the hospital where the 2 hour standoff started and ended. >> reporter: emergency patients found them self in trouble when another patient reportedly became unhinged and started to walk around with a knife. it happened last night at 11:00 and the patient became disgruntelled and reportedly barricaded himself in a room and started a small fire inside. they evacuated patients to another floor and police negotiators talked him into surrendererring after two hours. >> i saw a number of police

officers and requested a cars coming in and police officers were running around the hospital with their firearms out. >> reporter: the fire was contained to one room and luckily nobody was hurt. privacy rules keep us from reporting the suspect and he will be undergoing a mental evaluation we understand. tara moriarty, ktvu channel 2 morning news. reportedly there was another intentionally set fire at a bay area overnight and this one happened in san francisco. crews came to the scene after an angry patient set a mattress on fire and went to another room and torched a trash can. it did cause just minor damage. a man is accused of driving drunk and killing a high school student over the weekend. investigators say the 17-year- old was crossing near veil

avenue saturday night when she was killed. since then police have installed a speed monitoring device and the city will also widening the sidewalks but that will not be completed for two years. all federal and government offices will be shut down and the u.s. capital building is shrouted with the snow coming down. they are expected to have up to a foot of snow in the d.c. suburbs. coming up at 6:15, we will checkup on the snowy conditions out there. meantime back here at home, san francisco mayor ed lee will be touring the westport tall neighborhood and they will meet some of the two dozen homes for those that are declared off

limits. according to san francisco, there are growing fears the ground of an entire block is moving and it could be months before engineers know how much soil has shifted. i know people are just waking up and i don't want to freak people out in santa rosa i accident -- santa rosa i accidentally said they got a foot of rain, it's not quite a foot. i just want to mention traffic will be affected by wet roads and we have traffic at the bay bridge and it is already backed up to the end of the parking lot and the metering lights are on. also the commute looks good on the san mateo bridge and if you are driving for any long distance you will notice

traffic has picked up and traffic is moving well on 101 and 280. let's go to mark. we are looking at downtown oakland where you can still see cloud cover and with that we have a passing shower and the main cold front is responsibility for -- responsible for cloud cover and rain and the storm overnight and some of the winds are gusting to 40 miles per hour at fso. santa rosa has 30 mile-per-hour winds and in oakland and concord and we still have gusty winds out there now and it's a key factor for the commute this morning. the multiple doppler sweep is showing you the current rain pattern and parts of sonoma counties are not completely covered but there is light to moderate downpours and you will notice the bulk over here and to the east of tracy, this was

over an hour ago in gilroy. as far as wind speeds, fso is sustained at 18 miles per hour and open airport 16 miles per hour and current air temperatures are not too cold upper 40s to lower 50s. a few showers off and on and this system is moving in to the north and we could be tracking some thunderstorms for your thursday. some breaks in the clouds and a few pop up showers and this will be the key for tomorrow with increases across the region. we have 55 to 58 degrees and with your weekend always in view, unsettled today and by

clouds are resembling clouds shaped like popcorn and we have a few showers today especially for tomorrow as well. here is our rainfall totals and we can see all of the activity overnight santa rosa .83, concord a quarter of an inch and there is not a lot of action in parts of the south bay and still a lot of showers there. we have the rain and snow to our north and a lot of snow out towards the east with a winter storm warning in place. here is a closer inspection with scattered rain showers closer to hillsboro and there is not a lot of coverage in the east bay and down here in gilroy, there was rain but it is centered to the south but closer to gilroy. there is still a bit of a breeze out at fso sustained 18 miles per hour and fairfield 13

miles per hour and stronger gusts. we have basically lower 40s and 50s and it is mild but it is not extremely cold. this is the source of some rain showers tomorrow and we have low snow levels possibly down to 3,000 feet. possibly today scattered showers throughout the morning hours and we could have more breaks in the activity and there is more development out in the pacific and that will be the key as we head to your thursday. off and on showers and scattered showers and lots of breaks in the action and with a look ahead, it is unsettled today and over the weekend we warm up those temperatures. another big storm is getting ready to hit the east coast. torii is in winchester virginia to show us how those storms are

already impacting us. torii? >> reporter: i can tell you this storm is starting to stack up in virginia and plows are coming through and they are not letting people park on the streets but i want to show you what it looks like. they say we will get up to 20 inches of snow possibly and there is snow on the ground but the big thing is, this is a march snowstorm which means it is heavy snow, it is wet snow, it is gathering on power lines and tree limbs and once those go down, latest numbers are that more than 93,000 people are without it and also this storm is moving from west to east towards washington d.c. up towards the east coast and we are expecting to see quite a lot of problems as far as some

of the roadways there and things like that, day of. >> that is our reporter torii dunn, thank you. brian flores is now over at fso this morning where there have already been delays, is it raining up there, brian? >> reporter: no, it's not raining in fact the sky is clear and mark said the wind was about 18 miles per hour and we can definitely feel that but if you are coming to the east coast you can expect delays and the wind may play a role. we just checked with fso and they say flights are on time but overnight though, because of the storm there were 30

departing flights and 27 arriving flights that were canceled and runway taxi delays are about 15 minutes and the big news, philadelphia is a city where delays will be long. snow will hit the area today and if you have a flight headed to philly, city officials said you can expect one to two hour delays and if you are headed to new jersey you may also expect delays because of the east coast storm. scattered showers may also cause an issue and we are keeping an eye on that. could there be delays here because of the sequester? we will hear more on that on mornings on 2. brian flores, ktvu channel 2 morning news. >> don't forget, you can get up

a medical marijuana facility. police in san mateo said an angry hospital patient barricaded himself inside the medical center and started a small fire in his room. s.w.a.t. teams arrested him without incident and even though some patients were evacuated nobody was hurt. and they have closed off offices and a storm is expected to bring heavy snow. look at all the snow outside the white house. by the way schools in the d.c. area are closed as well. we are learning new details about the man who shot and killed two santa cruz officers last week. the 35-year-old was moving out of his house when detectives arrived at his door. he was getting rid of his belongings and was preparing for a flight to new mexico. santa cruz police are giving the public an opportunity to

honor those officers who died in the line of duty. janine de la vega tells us about the events today and tomorrow. here is more. >> reporter: planning for the memorial has been going on since last week. top officials have been behind closed doors discussing exactly what they want. this memorial has changed a little bit since we were here last week and they put up attend to protect the growing memorial for the officers. so many people have left cards and flowers and condolences which have spilled on to the floor because people have left so much. it will be -- we will have an opportunity for the public to pay honor to the officers who died in the line of duty. both will be on display and both were gunned down by a suspect while investigating a case. that public viewing will begin

at 3:00 p.m. and last until 8:00 p.m. tomorrow thousands are expected to attend the funeral at hp pavilion which begins at noon. law enforcement will be going and santa cruz police believe the venue was not big enough to hold everybody who wanted to come. they will travel to highway 17 and that long procession could take up to two hours and they are expected to tie up traffic for the morning commute. we will be broadcasting everything live and we have multiple crews and the funeral again starts 12:00 p.m. and back out here live in front of the santa cruz police department, it's no doubt going to be an emotional day today especially this afternoon for community members and all of

the officers here who plan on attending the public viewing today. we hope to speak to some of those people who are going to that and some top police officials planning that, coming up. janine de la vega ktvu channel 2 morning news. it begins during the morning news at 4:30 and it will continue as the funeral procession makes its way to san jose and the funeral service is expected to begin at noon. later the 49ers will tell us the latest on the bid to host super bowl 50. they are competing against new orleans and so you have for that 20 -- south florida for that 2016 super bowl. they posted these construction photos on twitter and they will give the media a tour of the 1.2 billion dollars stadium. they will have 68 5,000 seats

and it will be open next year. how is traffic? >> it is looking good. something popped up in santa rosa, santa rosa avenue and east todd road, a crash and now they have just decided to send paramedic vehicles and again, santa rosa avenue and east todd road. we will go there first and earlier when we looked at this oakland picture, the camera was bouncing up and down and things have improved since we went on the air and we started watching at 4:30 and things have changed. we have a 25 minute delay on the bridge and it looks typical and it's pretty typical. you can see if you are driving between hayward and fremont -- oops, i didn't mean to do that did i? no. the time is 28 minutes and it

is going up a little bit but it's not as bad as it could be on maui avenue. we are looking at san francisco and bay bridge and we do have instability and -- instability and the results on live tracker right on heelsberg and clover bay area some lingering showers. parts of the east bay, we will shift the maps basically to the south of gilroy approaching salinas and the winds have become backing off a bit. winds are sustained at fso sustained at 18 miles per hour and winds coming out of theglueoff .com west at -- southwest at 13 miles per hour. santa rosa right now 46 in

downtown jose's reporting 56 degrees. -- downtown san jose, reporting 56 degrees. we will increase thunderstorms chances and the cold air and we could have thunderstorms chances coming down around 3,000 feet. right now snow fall potential is easily a good 10 to 20 inches and snow fall is 300 feet. throughout the morning hours, some scattered showers and we have a break-in the clouds with a quick passing shower and this backs off but there is some more development and this will be the source of some more rainfall. sun, clouds a passing shower, mid-to-upper 50s, 55 to 58 degrees and the forecast high is 56. unsettled showers are reported for thursday and by the weekend
