thunderstorms could be added to the forecast. an intense standoff unfolding at a san francisco pot club this morning. we'll tell you why the s.w.a.t. team was called to this building and we'll tell you about the wanted man we're told is inside. >> reporter: a two-hour police standoff in a quiet neighborhood in san mateo. we will tell you what happened inside the hospital, what workers there are telling us this morning. also -- stormy weather both here at home and back east. how this is affecting this morning's flights at sfo. "mornings on 2" starts now. well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, march 6th. we begin with developing news from san francisco. a standoff involving s.w.a.t. teams, one robbery suspect and medical marijuana. ktvu's alex savidge joins us

live from the city's bayview district where there's been a flurry of activity in the last few minutes. >> reporter: good morning. we've seen quite a bit of activity here at this s.w.a.t. standoff unfolding at a pot club here in the bayview district. i'm gonna take you right to video. we're being asked not to show this scene live for security reasons. here's video of a couple of bream people brought out by police. they had -- couple people brought out by police. they had their hands off. they believe an armed robber is inside this building, wanted for robbing this medical marijuana facility. apparently he's one of three people involved in a holdup or possibly a burglary of this building. two people have already been taken into custody. one person believed to be armed is still inside this building.

the s.w.a.t. team is here. they have several blocks taped off here. we are expecting to get an update shortly from the san francisco police spokesperson who is supposed to arrive on the scene a short time from here. in the meantime, we're being kept a good distance away. we're asking asked not to show this standoff situation on television for peer the armed man -- fear the armed man inside could be watching television. we'll continue to monitor this situation. we hope for an update shortly as this standoff continues to unfold. alex savidge, ktvu channel 2 news. >> all right, alec. in overnight news, a scary incident at a hospital in the peninsula overnight. san mateo s.w.a.t. teams converged on san mateo medical center in the middle of the night. they say they got an urgent call about an agitated patient. they were worried he might hurt himself or other patients. ktvu's tara moriarty is at san mateo medical center right now telling us about this two-hour

stand off, how it started and ended. tara? >> reporter: well, i spoke to a hospital worker who said drama does not happen at the san mateo medical center. it's situated in a very quiet residential neighborhood. all of that changed last night just before 11:00 when a patient apparently became disgruntled inside the e.r., flashed a knife and barricaded himself inside a room. police and fire surrounded the area and could even see him through a ladder through a window where he set a small fire inside. workers were evacuated to other floors as a precaution. >> i heard all of the sirens, commotions, about 20, 25 squad cars flying by with their sirens going. i see a number of police officers running around the hospital with their firearms out. >> reporter: a police negotiators talked with the man, got him to surrender within two hours. the fire was confined to the

one room and cautioned minimal damage. privacy rules prevent reporting the suspect and what it that set hem him off -- set him off. we understand he will go for a psychiatric evaluation. we don't know if he was looking for medication, or if this was somebody who walked in off the street and wanted care in the e.r. we'll let you know what we find out. live in san mateo, i'm tara moriarty tara moriarty, ktvu channel 2 news. there were two other overnight fires at a bay area hospital. this time in san francisco. about 3:30 this morning, fire crews rushed to sf general. investigators say an angry patient set a mattress on fire. then went to another room and set a trash can on fire. the fires did cause a tense situation but only main -- but only minor damage. while most of the bay area is cleared up, there's still a

few light showers outside. it was different overnight. some bay area roads looked like lakes. a photographer took these pictures of northeast santa rosa along calistoga road. nearly an inch of rain fell on santa rosa. this caused toppled trees and power outages. just before hid night a tree fell on two cars -- midnight a tree fell on two cars on an apartment complex. brian flores is live at sfo this morning with a look at what you can expect if you are heading to the airport today. good morning, brian. >> reporter: good morning, tori. if you are headed to the east coast, it might be a good idea to check on the status of your flight. here in sfo, the sky's clear, the sun is out. but the wind is a little bit of an issue. we'll keep track of the storm as the morning progresses. i just checked with sfo.

they say most of the flights lowly are fine. at this point, in washington, d.c., that's where the problems are. overnight, there were -- there were about 20 flights canled here because of the -- canceled here because of the storm. as of right now, there was only about a 20-minute taxi delay. but again, the big news if you are headed to philadelphia today, that's the city where the delays will be long. i just got off the phone with airport officials about ten minutes ago. they say expect a three-hour delay if you were heading to philly. the east coast storm is also hitting the area. the areas of knew what whack, new jersey expect an hour -- of newark, -- newark, new jersey, expect an hour and a half there. we're checking the weather here and sal is checking the

roadways. sal, what's it looks like? >> much better than it was. let's go outside. i want to show you some things. bay bridge is still backed up for about a usual delay, 25 to 30 minutes at this time getting into san francisco. but the gusty winds on the span have died down a little bit. still a little bit wind yip but not as bad as the advisories on the bay bridge. both directions of 880 looking pretty good. san mateo and dumbarton bridge, the same thing goes. between 238 and mowry on 880, southbound traffic has been steadily climbing. it's 22 minutes. we start the morning off at 15 minutes. it's a little bit slower than that now. 7:08. let's go to mark tamayo. >> we're starting off with some breaks in the clouds. a few lingering rain showers out there. some of the winds, of course, the winds a big story with the

most recent storm overnight. sfo 40 miles an hour. santa rosa 37 miles an hour. conrecord, 31. winds have been backing off a little bit. but we still have breezes out there. the latest, scattered showers up in parts of the north bay. you will notice the central portions of the bay, some activity outside of hayward and scooting the maps down to the south, outside of gilroy approaching salinas, we have rain showers around 101. as far as the wind speeds, a look at some of the reports for the 7:00 hour and these numbers have been trending down. sfo winds out of the southwest at about 14 miles an hour, sustained. as far as current temperatures. they are in the 40s to the lower 50s. santa rosa, currently 44. downtown san francisco, 49 and san jose reporting mostly cloudy skies and the current temperature, 50 degrees. a few hours for today, especially for this morning and cold rain expected for tomorrow. as this area of low pressure approaches. the cold front moves across the

area overnight. we will have a sun/cloud mix and then cold rain for tomorrow. this is an unstable air mass. we're talking about some thunderstorms and possibly low snow levels down to 3,000 feet. here's our forecast models showing you this. and then into the afternoon hours, it drops off on the coverage quite a bit. but still a chance and then into tonight, look what happens. we have development offshore and into tomorrow morning, that will be the source of some more rain showers and a chance of a few thunderstorms. today, some clouds, breaks in the clouds, passing shower, especially for this morning. temperatures mainly in the 50s for afternoon highs. look ahead, we could be tracking some thunderstorms for your thursday. partly sunny skies on friday. with your weekend always in view, no rain clouds. temperatures warm back up especially by sunday. coming up we'll take a look at the sore where a winter storm warning is in place right now. thank you, mark. 7:10. a slip of the tongue.

we have been tracking some clouds, rain showers out there and even some gusty winds. over the past couple of hours, the coverage on the decrease. lingering showers out there and the possibility of a few lingering showers for today. 7:13. the wind left a boat stranded in richardson bay with a woman on board early this morning. the cabin cruiser had been at the marina in sausalito but was swept out to tiburon at 1:30 with a woman on board. the engine and radio was not working. >> she was anchored originally next to someone who knew her.

he woke up and sheep was gone. -- and she was gone. . >> the tiburon fire department contacted her and made sure she was okay. she dropped anchor. lawmakers in washington, d.c. scrambling to get out of town as a winter storm hits the nation's capital this morning. the d.c. area could get as much as 10 inches of snow. ktvu's jacqueline fell is live outside to show us the impact on the airports. jackie? >> reporter: well, dave, we're back to rain/mix. however, if you have questions about social security and the v.a. benefit, today is not the day for answers. the offices are closes. the senate and house office buildings are open. but things are wrapping up earlier than schedule solamakers can head out of town ahead of the storm. airports are experiencing delays and that number is expected to grow today as the

weather conditions worsen throughout the day. we're anticipating anywhere from 5 to 10 inches of snow. back to you. 7:14. we are now hearing that the obama administration and congressional republicans are quietly working together to lessen the pain of the sequester spending cuts that kicked in a few days. house republicans addressed legislation that would give government agencies flexibility to decide where they want to make the cuts. the legislation does not reduce the overall amount of the cuts from $85 billion. half of those cuts are said to come from defense, the other half from domestic programs. several bay area transportation projects have received new funding. they include $4.2 million to replace a roadway under a railroad crossing in richmond. $457,000 for resurfacing streets in hillsborough and $49,000 for improvements to hillside boulevard in colma.

been torturing prisoners. eric holder says he cannot rule out a drone strike against an american citizen on u.s. soil. that issue was raised during senate consideration of john brennan to become the new cia director. holder wrote a letter saying "i suppose it's possible to imagine an extraordinary circumstance where it would be appropriate for the president to authorize the military to use lethal force within the u.s.." 7:17. in vatican city, it's day three of the pre-conclave meetings where they will select a new pope. this is new video of cardinals from around the world arriving for the meeting. today american cardinals canceled a news briefing because the other cardinals were concerned the americans were releasing too many details about the secret proceedings. the cardinals say they are in

he actually was my best friend also. so the loss of him is not only the loss of a husband. it's the loss of everything. >> george huggins and his girlfriend have been charged with the killing. huggins's trial starts today. a $10,000 reward is being offered in a burglary case in which a richmond police officer's dogs were poisoned last friday. when he took the dog from the vet, someone stole five guns and other items from his home and also poisoned a k-9 police dog in his care. the pet dog died. the k-9 is recovering. san francisco will re- examine their policy now. last saturday, a semi-automatic ar-13 was stolen from the trunk

san francisco. a standoff involving s.w.a.t. teams, possible robbery suspect at a medical marijuana warehouse. the police officer said there are -- they are taking these steps to protect the public because they believe there is an armed robbery suspect holed up in the building. right now, they are gonna try to make contact with that suspect to get that person to come out. they believe there may be some employees inside. they want to make sure they are safe. apparently some arrests have been made. but he's not revealing much information about that. alex savidge is on the scene. but we are limited in what we can show because this is still an active scene and we don't want to put anyone at risk here. but alex savidge is there and we'll be bringing us more developments coming up shortly. once again, a s.w.a.t. team situation at a medical marijuana warehouse in san francisco's bayview district. 7:26. sal is back, you are watching the bay bridge. it's kind of slow. >> it is slow because of an earlier stall, an earlier minor crash. they pushed it off.

ktvu's janine de la vega is live in santa cruz right where where today the public will be able to pay their last respects. janine? >> reporter: dave, people have been leaving flowers here for the past week. this growing memorial has gotten so big that they have actually had to put up a tent to protect it, you know, from the rain. later, though, this afternoon, there will be a public viewing of the two fallen officers. that public viewing will be held at santa cruz memorial on ocean street beginning from 3:00 p.m. and lasting until 8:00 p.m. the caskets of sergeant butch baker and elizabeth butler will be on display for people to pay their respects. their bodies are being guarded by a santa cruz police officer. the two officers were shot and killed by a suspect last tuesday while they were investigating a sexual assault case. this has hit had the community hard. the city has never lost an officer in the line of duty until now. now they've lost two. police had to move the actual funeral to san jose's hp a

sillian because so many mouse thousands of people -- to san jose's hp pavilion because so many people wanted to attend. tomorrow, this begins at 8:45 in the morning. it will travel up from ocean and onto highway 17 over the hill into san jose and that's where local law enforcement agencies will join the motorcade. our live coverage will begin at 11:00 a.m. at the request of the families. former "american idol" finalist james durbin will be performing one song at the service to honor the officers. we just saw that on the santa cruz police blog website. we do have a call in to the police spokesperson to ask about any more final details. if we hear from them, we'll bring it to you in another update coming up next hour. janine de la vega, ktvu channel 2 news.

>> all right. ktvu's coverage of the memorial begins during our morning news at 4:30. it will continue at 11:00 a.m. as the funeral precision makes its way from santa cruz to san jose. the service is scheduled to begin at noon. in the meantime we're learning new details about the man who shot and killed the two santa cruz police officers lost week. investigators say 35-year-old jeremy goulet was moving out of his house when the detectives arrived at his door. goulet had just lost his job at a coffee shop and was getting rid of his belongs in preparation for a flight to new mexico, where he has family. the deadly shooting took place outside of goulet's home. a carjacking suspect is in the hospital following a police shooting in san francisco, it happened last night on george court in the city's bayview district. officers spotted a bmw wanted in connection with an armed carjacking. that later led to a brief chase to a dead end street.

police chief greg suhr said the suspect put his car in reverse, ran into an officer and then pulled back and was ready to strike again. >> the officer was vulnerable, could easily have been seriously injured or killed. two other officers fired at the bmw viking the driver one time. the bmw then -- striking the driver one time. the bmw then crashed. >> the driver is listed in stable condition at sf general. this is the sixth police shooting in the bay area since friday. an abandoned house in one antioch neighborhood is causing a lot of frustration for neighbors. >> people have been trying to do something about a boarded up house that's been empty for two years. the home has never gone into foreclosure even though the bank says the owner stopped paying the mortgage. the neighbors say this property is a real eyesore.

>> until the bank does something or the investors who owns the loan does something, it's just gonna sit here and continue to rot. >> now, a real estate agent we talked to said there are a lot of properties in east contra costa property that have been abandoned but not foreclosed on. since the properties are in limbo, it makes had hard for code enforcement or neighborhood associations to clean them up. rain in the bay area, often means snow in the sierra. brian hickey joins us live from blue canyon this morning and they see some snow behind you, brian. >> reporter: yeah, we've picked up about 3 inches here. we're getting gusty winds. it. that's the issue for drivers. it's been very windy this morning. that's blowing the snow that's falling but also the snow that's already falling, blowing across the snowbanks and making

for visibility issues if you are driving in the sierra. blue canyon, 3 inches of snow. this time of year, we have 3, 5, 8 feet of snow. kind of a sign of the times here with the conditions this winter, where it was dry here yesterday. and we just picked up 2 to 3 inches. let me show you interstate 80. this is the 5,000-foot level. chain controls are set up down around 3500 feet around baxter and all the way over and i just talked to a friend in reno, and anyone going up that way, will be dealing with that. a possible 3 feet of snow at the top of the resorts. i know it's snowing up there right now and for the water situation we desperately need it with the snowpack down around 70% of what it shouldn't this time of year. hopefully -- of what it should be this time of year.

hopefully, traffic is okay down there. >> you should put the chains in the trunk and it could be helpful if you knew how to use them. there are services where you can have them put on. that requires a delay and you have to pay for it. let's take a look at the bay bridge. we have a big bagup all the way -- back up all the way to the macarthur maze. today the bay bridge -- instead of being 20, 25 minutes, it's more like 30 to 45 minutes at the end of the line because of the earlier problems. that's adding 10, 15 minutes from your commute. once you get on the bridge, it's slow as well. please give yourself extra time. northbound 101 approaching the 80 split. the morning commute looks good coming up to the bay point

area. southbound 680 from pleasant hill to walnut creek, that's looking good as well. let's go to mark. remember we started this morning at 4:30. we had pretty good downpours. the weather pattern really changing just over the past hour. here's the camera showing you some breaks in the clouds. a little bit of sunshine there. we have instability. as a result, scattered showers across the region, especially for this morning. as far as the rainfall totals over the past 24 hours, the bulk of this moving in late last night, santa rosa .83. oakland just over -- right around .35. concord, about .25 at .24. the coverage really backing up. over the past hour or so, i've noticed activity up in parts of the north bay are flying in tight. windsor out towards healdsburg as well. rain showers around 101. as we move the maps to the south, not a lot of coverage but down towards the south bay, gilroy, basically outside of

gilroy, the rain showers are beginning to move out of town as well. the winds have been backing off. still a bit of a breeze out towards sfo and oakland. half moon bay at eight miles an hour. here's the satellite and radar, you will see the front that moved across the area. the second part developing up to the north and west. that will be a key factor as we head into your thursday, especially by late morning. as far as the e winter storm warning in place for the sierra. it's in place until 10:00. snowfall about 10 to 20 inches and snow levels right -- snow levels right around 3500 feet. scattered showers still at 10:00 this morning. you will notice -- we will take this into the afternoon. this backs off on the coverage. we could have more sunshine at 3:00, 4:00. here's what happens, i mentioned the system up to the north, it develops offshore. you will notice at 6:00 just offshore. this could be a key factor as

companies added 198,000 workers to their payrolls in february. according to adp this morning morning, the survey revised the previous numbers up. so this encouraging look is helping send the stock market today, the day after the dow tore through its previous record high. it's setting another record high at the moment. the dow is up 42 at 14,296. the nasdaq is also up just one and the s&p is up 2. now, microsoft is one of the few dow members to fall in today's trading. right now it's down 1%. the software giant is being ordered to pay a $733 million fine. the european union commission says the fine comes after microsoft broke the terms of an earlier agreement. microsoft had promised to offer

4:30 this morning. there's disturbing new information, alex. >> reporter: this is a possible hostage situation. that's what police are saying at this point. they believe that there are potentially several employees of this medical marijuana dispensary inside the building where an armed robber is hiding out. the s.w.a.t. team has this place surrounded. this is on the 2100 block of jenning street. we saw officers walk two people away from the building with their hands up. we're told those were -- we are told that's are not employees, those were two people in their car nearby. everything got started around 4:00 this morning when men wearing ski masks stormed the place trying to rob this place. two were arrested after trying to run from the building but police believe the third man is potentially still inside. now, a san francisco police

-- alex savidge, ktvu channel 2 news. s.w.a.t. officers converged on san mateo medical center in the middle of the night. they say they received an urgent call about an agitated patient. they were worried the person might endanger the lives of everyone at the hospital. ktvu's tara moriarty is at san mateo medical center to explain houp the two-hour -- explain how the two-hour -- how the two- hour standoff started and ended. >> reporter: good morning. this houses psychiatric patients. we're not sure if the suspect came from that floor and walked down to e.r. or if it was somebody who just walked into the e.r. this is in a relatively quiet residential neighborhood. at around 1:00 last night, that changed. an employee became disgruntle and and apparently flashed a knife and barricaded himself in a room. he set a small fire inside. hospital staff evacuated patients to other floors as a

with your flights. here locally, the sun is out. skies are clear. wind a little bit of an issue but not too bad. i just checked with sfo. they say most of the delays are in the east coast because of the snowstorm that's expected to pound the area. i just spoke with an airport official who said they are at least 21 coonsleations. there are -- cancellations to places like newark and washington, d.c. later on today, you may see delays in new york-area airports as well. we'll keep track of that. right now the faa says if you are headed to newark, delays up to one hour, 38 minutes. j.f.k. delays up to 35 minutes. and if you are heading to philly, some flights have been canceled. others are still waiting. the faa says expect delays up to 3 hours and 10 minutes. there are several delays to washington, d.c. area airports. so double check with your carrier. >> we are we seeing delays to most of the major -- we're

the plans, janine? >> reporter: he told me it's gonna be an emotional day for today and tomorrow. he is finalizing his speech for tomorrow. he also shared with me, the officers already had a private viewing of the caskets on sunday. but the family wanted to give the public an opportunity to pay their respects to the fallen officers as well. now, that public viewing is being held at santa cruz memorial on ocean street today at 3:00 p.m. it will last until 8:00 p.m. we've learned it will not be open casket. both elizabeth butler and sergeant bush baker will be created. it's a possibility their remains will be in the caskets. they were shot and killed by a suspect last tuesday while investigating a sexual assault case. this has hit the community hard. the city has never lost an officer in the line of duty. police had to move the funeral to the hp pavilion because between 12,000 to 14,000 people

coffee shop and was getting rid of his belongings in preparation for a flight to new mexico where he has family. goulet was later killed in a shootout with other police officers. a carjacking suspect is in the hospital right now after a police shooting in san francisco. now, it happened last night on george court in the bayview district. police officers to thed a bmw wanted in connection with an armed carjacking. that later lead to a chase. the suspect put the car in reverse and ran over a police officer. then he pulled back and was ready to strike again. >> the officer was vulnerable. could easily have been seriously injured or killed. two of his brother officers fired at the bmw striking the driver one time. the bmw then crashed into one of the facades of one of the residents. >> the chief says that police officer run over buyer the car was not -- run over by the car

the nasdaq is down slightly down about 4. s&p up 2. 8:46. let's bring you up to date on some of the other top stories we're following for you. just hours ago, 3 inches of snow fell on blue canyon. chains are needed at 3500 feet. in the meantime, the bay area's kind of starting to dry out from the overnight rain we got. santa rosa received almost an inch of rain. that storm caused -- knocked out power in some areas. it even toppled trees. one tree fell down on two parked cars in martinez. san mateo police say a hospital patient will have a mental exam after he set a small fire overnight on the san mateo medical center. the s.w.a.t. team moved in. he was arrested without incident after a two-hour standoff. some employees were evacuated. no injuries reported. and a major new development in the s.w.a.t. team standoff in san francisco this morning. police held a news conference in the last hour.

alex savidge was there. he's back now in the bayview district. there's some disturbing new information, alex. >> reporter: well we're told at least one armed robber is believed to be hiding out inside this medical marijuana dispensary about a block up from where we are. and there's a possibility that several employees are still inside the building. police are calling this a possible hostage situation. i do want to show you video we shot a few minutes ago at the scene, where we saw at least three people sitge on the ground with police officer -- people sitting on the ground with police officers. the sergeant can't confirm whether they are employees of the dispensary. the situation began around 4:00 this morning on the 2100 block of jenning street. that's when a group armed robbers wearing ski masks stormed the building. three of those robbers were arrested as they ran away from the building. but police believe at least one

robber remained inside the dispensary and now police worry about the employees that could be in there. >> my understanding, there are employees inside the building which is why we're concerned that there's a suspect inside because the employees have not company out. whether the business is -- have not come out. whether the business is opened for business or doing other things, we haven't established that. >> reporter: police say this is a licensed facility but they don't have any other information on the business itself. >> we did see several people who appeared to be brought out by -- brought out of the building. s.w.a.t. team remains on scene. we'll keep you updated on this situation. alex savidge, ktvu channel 2 news. the overnight rain is causing more tension this morning in a san francisco neighborhood that was already flooded. in fact, residents are waiting

to see if things could get worse. pam cook is in our newsroom right now to let us know what's happening there. >> reporter: the west portal neighborhood in san francisco was severely damaged by a huge water main break. we showed you thatville video last week when homes and cars were flooded. three homes on 15th avenue are now red tagged, mean they are completely off limits. legal others are yellow tagged, meaning the people cannot live there and only have limited access to their belongs. mayor ed lee will visit the area to talk to homeowners today and tells us that some houses may have to be demolished. >> i'm gonna be very truthful with them about the earth movement as a result of the water damage and be honert with them so they can prepare their lives. >> a spokesperson tells the chronicle that it will be three to six months before the land dries out and that when engineers can tell the extent of how much that soil has shifted. in the last few days, sinkholes have opened up in the street

welcome back. 8:53. breaking news from san francisco. sal first told you about this about a half-hour ago. we just confirmed a firefighter was hurt this morning in a house fire, may have injured his shoulder in some way. we're there on the scene right now. we have ktvu's tara moriarty on 8th avenue near moraga. she's going back and forth, pulling together information. catch your breath, tara, i know you've been running. but what do you know about the injured firefighter? >> reporter: yeah, sorry. we are, as as you can see, a good -- as you can see, a good distance from the scene. the firefighter was knocked down the stairs as he was battling the fire. he's a 30-year veteran of the department. he's in his mid-50s. he was transported to the hospital but we believe that

the injury is just a possible shoulder injury, a dislocation is what i'm told. now, the interesting think about this, i just spoke to the battalion chief, he says this is a marijuana growhouse. so most likely, the cause of this fire would be -- i'm just catching my breath here -- most likely the cause of this fire would be electrical. a lot of times we see in these cases where the electrical is jimmy rigged and they are outsourcing power from pg&e. so they have to do a full investigation to figure out exactly what the cause is. i'm told there are marijuana plants inside. an investigator is on his way and they have actually opened up the top portion of the home. they've put in big holes into the roof to try to air it out and now they are knocking down some holes to try to make sure they have this fire out. this home is attached. we are here off 8th and lotten.
