good evening. i'm julie haener. >> and i'm frank sommerville. santa cruz police officers and civilians are getting a chance to pay respects to the two fallen officers that were shot and killed in the line of duty. we are live in santa cruz where a public viewing is still going on right now. robert? >> reporter: well as the evening goes on, more and more people are expected to show up here at the santa cruz memorial for the public viewing. and many have already told us, it is part of a painful healing process. the santa cruz memorial chapel

was set up to give the public a chance to view the caskets of the detectives and for visitors and other officers to stay inside for a while and cope with their emotions. it was the way the officer's families wanted it and people we talked to said it helped them deal with their own pain. >> i knew he was a few person and he knew everybody and i just come out to pay my respects to him today. >> i'm coming out for everything that happened and i feel so sorry for those officers in there. it is just so terrible. and seeing those caskets makes it so real. >> reporter: some people agreed but were still moved by the experience. >> i feel fulfilled, where i was empty this morning, i am now fulfilled. >> reporter: some visitors say they came to acknowledge the entire police department. >> i just wish to give the police officers a handshake and

struck and killed sue chee wee on market street last march. surveillance of the accident was played in court today. the attorneys have filed a motion to have the mans case dismissed or reduced to a misdemeanor. the judge will take up that motion tomorrow. officers are going door to door in one east bay neighborhood to let them know that a registered sex offender is about to move in after being in prison for 25 years. mike is live in bay point where this isn't the first time -- this isn't the first time a high level sex offender has been sent there. >> charles cristman here is number two, he is scheduled to move into this cottage behind me, tuesday the latest. the issue is the location, because up the street, about 400 or 500 yards is a school home to hundreds of students. deputies are knocking on doors and handing out flyers about this man.

>> he is classified as a sexually violent predator. >> reporter: charles cristman is slated to move to town. >> don't come to my door. i don't want my daughter to be threatened. >> one fence divided me from them. so i don't want him here. >> reporter: last month the judge ordered the release of christman from the state hospital to this cottage. just up the street, about a quarter mile is willow cove elementary school. >> not safe. it putzes our -- it puts our kids at jeopardy. >> the rights of the one don't supercede the rights of all of the children. >> reporter: today the district attorney's office filed a writ of mandate challenging the release of charles cristman to the cottage, saying as a crow flies, it is too close to the school. >> i had to ask for an emergency stay and while the writ was filed this morning, it is unknown how quickly the court of appeal will get to the issue of the stay. >> average ash owns the cottage. >> this location was successful

realignment. and we have posted a link to the megan's law website and search to see if any registered sex offenders are living near you. look under hot topics on the home page. caltranss ant the highway patrol had chain regulations enforced on highway 50 and 80 in the sierra. the storm has dropped a foot of new snow making drivers a challenge. the driver of this pickup truck ended up in a drift a mile from the station. the driver blames a patch of black ice for sending him off the road and the only thing damaged was his pride. and we are tracking the conditions today. what are you seeing, bill? >> it has tapered off since over night at the -- with the big winds and rain in the mountains. things have tapered down. let's look at rainfall. pretty impressive if you look in the coastal hills but the rest of us a tenth of an inch. the santa cruz mountains got over an inch and a half.

so the coastal areas got the most rain. inland, livermore .08 an inch of rain. the system is tracking off and getting hung up in the mountains and we're seeing widely scattered showers moving through the bay area. we are looking for showers. we had some stuff up in american canyon right now and right now it is winding down. we have something out in the hills and further out. so there is not a lot going on right now. but as we go into the next 24 hours, the main system that was off shore is going to bump up against the coast and bring us a chance for showers, thundershower and even perhaps more snow in the mountains. so i'll have that with the latest timeline in your computer model. seal you back here in -- see you back here in 12 minutes. in san jose, police say a young man was stabbed to death. news chopper 2 was over the scene showing us that scene from guadalupe oak grove park during our 5:00 news. police tell us they received a 911 call from the park just before 4:00 this afternoon. officers found a man in his

late teens or early 20s with stab wounds and he died at the scene. no one has been arrested and the victim's name has not been released. investigators say this is san jose's 7th homicide of the year. five schools in antioch were locked down today after a teen-ager was shot nearby. it started at about # 40:00 this morning in antioch. police responded to a 911 call about gunshots and later found a 16-year-old boy at a nearby hospital. as a result, police locked down these five campuses for 25 minutes while officers cleared the area. police say the teen was not a student and is expected to make a full recovery. the man charged with overseaing the oakland police force laid out his goals today. paul chambers is live now in oakland where former los angeles police chief bill bretton talked about the stop and frisk policy that he has back in the pass. >> he just wrapped up a news

conference here and he said he will bring a fresh perspective to a city that is under staffed, especially for a city this size. still he will focus on three major crimes. >> murders, the robberies, the burglaries, pretty much being committed by a relatively small proportion of the population here in october -- in oakland and the focus is dealing on that population that is committing these crimes. >> he arrived on sunday and since then he has worked with investigators on a homicide and a few hours later he went to a retaliatory shooting. he said his team will use shot spotters and license plate readers and comb the internet where criminals brag about the crime they have committed. and he said there isn't a department in the country that will be effective without the stops. >> the responsibility of the police, the leadership, the officers themselves and the

training is always to do it constitutionally, do it compassionately, you are dealing with human beings and to do it consistently. >> bretton said he met with other law enforcement agencies and how they can all work to together combat the crimes here. he said the city does need more help. now coming up at our 10:00 news, we'll have much more at that time. live in oakland, i'm paul chambers, ktvu channel 2 news. san francisco is assemblyman wants california public schools to better accommodate transgender students. california law bans discrimination in education, but he has introduced a bill to eliminate the way this happens, saying that transgender students are often excluded from athletics. the measure would allow the students to use the restroom of their choice. >> when things like this are

relatives of two men killed in a shooting at a cupertino quarry are suing the company. the wrongful death suit claims the two men warned managers at the lehigh cement worker prior to the shooting. sherifal mond shot and killed some people at the company in 2011. company said it will defend itself vigorusly. police searching a search warrant may have also uncovered an illegal cock fighting operation. we are live in santa hosa where we are learning why it is a difficult crime to prove. tom? >> reporter: it is a very deadly weapon and here in rural areas it is easy to hide the cock fighting operations. this afternoon sheriff's deputies and animal control were back on the same small street where yesterday's drug arrest took place and where

roads in our state will be basically like gravel roads. >> the group said one way to fund road repairs might be to boost gasoline taxes. meanwhile palo alto based tesla motors has lost it's claim against a british television show. the show top gear tested the tesla. they said the electric car did not live up to the battery life claims. tesla argued the report cost the company sales but a british court said they understand that a test track produces different results than real life driving. a lawsuit filed by a woman who said that her name triggered ads for a drug similar to viagra. bev stayart claims when she googled her name, la veet raw will appear. she said yahoo smeared her

name. but wisconsin allows for the incidental use of content like claims online. she lost a similar lawsuit against yahoo. people affected by a water main break, damaging as many as 23 homes. in fact three are now red- tagged. every resident we spoke to told us the insurance companies are denying claims for damage saying it is the city's responsibility. >> i'm just depressed, i guess, because everything you have is lost from one day to the other. >> the mayor told neighbors he plans to personally contact the ceo's of the big insurance carriers to get them to pay the claims now and have the city reimburse them later. we saw it all this morning and last night. and even a little bit today. scattered showers and even some sprinkles out there to show up late tonight. we have a shot of twin peaks

there and you can see the tower and kind of clearing out there but there is more off shore. so more rain in the forecastle we'll see that in the -- in the forecast. we'll see that tomorrow. i wanted to show you the moisture off the pacific. right now, the live radar sweep is going but not a lot going on. we will see a return to some shower activities into tomorrow. how did this rain do for percentage of average? as you can see, it didn't hurt, but it didn't help. we are at 68% of average in san jose. we are fortunate that december was good, and some areas got half an inch to an inch but most area a quarter of an inch or less. in the mountains they are doing well. well over a foot of snow. some areas over 20 inches i'm hearing. and tomorrow we go into the pattern where it goes down the coast and when that happen it's will spin moisture back at us and bring us a chance of a shower and if it nudges east we'll have a thundershower.

so we have a thundershower in the forecast as well. so tomorrow is an unsettled day. i think it looks like this afternoon, but with that chance of thundershowers. so this afternoon wasn't bad, it was cool and breezy, but with this system, here it is right here, you can see it at 10:00 a.m. tomorrow morning. and as it is rotating and going down, it is not going east, it is going down and so as it does, say at 4:00 or 3:00, and the models -- the models struggle with this type of pattern. so it won't take much for this all to nudge about 60 miles to the east and we would have a whole different deal going on. so let's keep a chance of a shower in the forecast tomorrow and keep a chance of a thundershower in the forecast as well. in the mountains they'll have continued snow flurries possible and some snow. the winter storm -- the winter storm warning over there until 10:00. the forecast highs tomorrow are in the 50s. the five-day forecast goes like this. we have rain but not enough. and it was a good, fun storm
