2 shows the rescue of the girl. police retrieved little gabriela quintero from her mother's stolen car that was spotted by a resident. from the ground ktvu channel 2 news got pictures of the rescue that had family, friends and the officers grateful. little gabriela quintero was the focus of an amber alert. >> she appeared distraught. dazed. she was happy to see us. >> the mother was going in and out of the car this morning with little gabriela quintero in the car seat. when she went inside the vehicle was stolen. >> i heard the screaming. i said what happened. i heard my baby. my baby. then i heard the tires squeal. it was gone. what is going on. someone stole my car with my baby. >> reporter: the mother described a woman seen on the

screen before the disappearance as white, mid-30s, dark hair and a bun. neighbors are on the look out. >> i heard stories about kids. i am happy she was found. >> just because we found the baby and the vehicle doesn't mean we go home now, the investigation is still in full swing. we want to know who took the car. >> the family is trying to help. that is why they are spending so much time talking to investigators. robert handa, ktvu channel 2 news. >> moments after san jose police began searching for the car with the child inside we knew what the car looked like because this picture was shared with the public after the car was captured on camera by the license place recognition system. new tonight at 6:00 p.m. ktvu's ken pritchett is live with a similar system. >> reporter: whether driving on city streets or the interstate, there is a chance your car,

license plate has been captured, the data stored it is a more common tool of law enforcement. >> reporter: if this patrol car drove by, it is ea good bet you -- it is a good bet you wouldn't see this. >> it is a camera. it covers to the front and side. >> reporter: he says the three cameras on this car are constantly scanning. >> if you get a car that is wanted, stolen, if you have a amber alert it will notify you that a car is in the area. >> reporter: they have several cars equipped with the cameras, the photos stored for months and can be referenced. >> very effective. investigators use it. we recovered a lot of property. we have taken in dangerous people. >> reporter: is it an invasion of privacy. there is a debate.

>> i am not concerned about that. >> i am not a fan of the government looking over our shoulders about anything. >> reporter: a similar system played a role in a san jose abduction, a random photo used today in the search for a child. where it helps like it did today that is a big argument in favor i think. >> reporter: last year the aclu sued the government to figure out what data is being collected by the cameras, how much of it, some can capture more than a thousand license plates a minute. ken pritchett, ktvu channel 2 news. >> the medical examiner identified a man hit and killed today. a train hit a man today. he was from palo alto. it happened at 6:45 a.m.

this morning and closed the tracks for an hour causing major delays. good samaritan tried to pull two people from an suv after the driver crashed into a canal this morning. several drivers and emergency responders worked to pull the couple out but they were pronounced dead at the scene. the chp hasn't released their names. witnesses say four feet of water filled the ditch. >> we were trying to help them out. >> reporter: what did you try to do? >> we tried -- i got a bar here in the truck, i handed it over to those guys trying to open the door. >> the chp is investigating the cause of the crash. officers don't know why the driver veered off the road. a san francisco nightclub is closing down for good after a gunfire erupted over the weekend. police say three people were wounded in the shooting at the

330 rich club saturday morning. now there is road tonight from the san francisco entertainment commission that the owners surrendered their license. the commission was expected to investigate that club. a judge set bail at $500,000 for the man accused of killing a newspaper vendor in january. 36-year-old mark anthony cassell is scheduled to be arraigned this week on one count of murder and elder abuse causing death. the victim, 77-year-old dallas ayers died after police say mark anthony cassell picked him up and threw him to the ground. the sheriff's department is looking for this man who was mistakenly freed from jail. here is a picture. he posed as another inmate with a similar name and staff did not follow property identification procedures. he has a history of theft, and

domestic violence. a trial got underway to determine whether a city can enter bankruptcy. they say they have cut the city budget as far as possible but some say they didn't cut enough into the pension fund. the trial is expected to last four days. familiar face in contra costa county politics is running for the supervisor position. he pleaded guilty to misusing taxpayer money. she is running for the vacant seat. you may remember her as a member of the san jose city counsel. she says her political experience will help her with challenges such as implementing healthcare changes. >> there are a lot of changes happening that are impacting local government so i think it requires somebody who is

experienced. >> so far five people pulled nomination papers and paid the fee. candidates have till wednesday at 5:00 p.m. to file. they are update over the owner wanting to raise the health plan. they are asking workers to shoulder huge increases in the employee health plan. the hike would cost workers hundreds of dollars a year. they did not comment on the labor talks. mayor ed lee joined hotel workers to celebrate a contract deal. the mayor along with the workers and union leaders gathered at the hilton san francisco union square hotel. the contract was set to expire in august. it is a effort with healthen hotels -- with hilton hotels in

six cities. >> they will have health benefits, they will have a pension that they can rely on for years and years to come. >> it lasts till 2018. the union said today they plan to work on securing better contracts with other hotel groups. the administrator has a life time guarantee on her salary. susan muranishi is the highest paid county administrator in california, $423,000 a year. she also has a guarantee she makes 10% more than anyone else in the county. one critic likens her salary to lewding the public. others say she is worth the money. new tonight at 6:00 p.m. a plan to use clean energy sources in san francisco. ktvu's cara liu explains how it would work and why some people are against the move. >> reporter: ken, the meeting wrapped up a hour ago here at city hall.

it was a local agency and the public utilities commission. a vote was tabled till april. >> reporter: electricity from 100% renewable resources, that is what they say they will deliver starting this fall if all goes as planned. >> our energy will be 100 california certificated. california has the strictest requirements. and that will contrast with the energy they are getting today. >> reporter: the plan is to roll out to 200,000 customers. neighborhoods highlighted in green on this map where they would be targeted first. the public utilities commission would administer the program. the billing would still go through pg&e. one of the sticking points is customers would be althoughly enrolled -- automatically
