event of an earthquake. we've learned they popped out several inches since being tightened. ktvu consumer editor tom baker is live. bridge officials say there's no reason to worry. >> reporter: what we are talking about is a giant version of this. a bolt and rod system that's suppose to make sure the bridge can ride out an earthquake and stay together afterwards. almost 300 giant rod bolts suppose to keep the earthquake shock absorption system in place. but the rods are breaking because they appear to be too brittle to handle tightening them into place. >> out of the roughly 100 of these bolts that have been installed, we've had a failure rate of a third. that's very high. these are tightened with significant amounts of force so when these rods do snap, they pop up basically. this is exactly what you see out of the field. >> reporter: the people responsible for oversight not

to worry. >> we faced a number of challenges not unlike this. we found solutions in every instance. >> we have surmounted far greater engineering challenges than this one in getting this bridge constructed. >> reporter: this is going to require a major change in the design, the basic design of the bridge itself. a third of the roteds are -- rods are covered. engineers say some sort of coloring system will be built around them to shore them up and make the system safe. how can you guarantee that? >> that is the challenge of the design team. any solution we put in place will cause this to perform as it was designed to perform. >> reporter: of course that's what was promised with the first design and this one is going to be awfully expensive. you should be watching at 6:00 and we're going to take a look at how this could affect the opening of the bay bridge scheduled for labor day.

. a ground breaking in san francisco today for what will be the tallest building west of the mississippi. ktvu noelle walker is live in the city with two reason for a change in the architect original plan for that building. >> reporter: there are a lot of tall buildings here in san francisco but none will be taller for the one that will be built across the street. look over the sky in san francisco, what you see is not a bird or plane, it's a crane and another. changing the city skyline, none more so than the crane that will go to work here. >> one, two, three. >> reporter: there was a ceremonial ground baking today -- ground breaking today. it will be tallest of west mississippi city. >> i thought at the beginning, the only the glass one will do.

office today released another section of the controversial bay delta conservation plan which focuses on how species such as salmon make their way into the bay and into the delta will be protected. salmon advocates have real doubts. the entire plan is suppose to balance the need to protect species and habitat in the california delta and ensure water supply. the keystone of the project replacing fish-killing pumps with massive tunnels 35 miles north near san francisco. >> as you restore tens of thousands of acres of habitat, that could help one species and perhaps not help another. >> reporter: salmon is a key industry and creating tens of thousands of jobs in the bay area. salmon advocates have their doubts. especially about massive tunnels to divert water under the delta. >> they putting the cart in front of the horse here telling us how big they about build it.

between now and friday, that's right. all of that trouble for 300. the weekend gets here, things firm up a little bit. we could see quarter inch of rain, tenth of rain saturday night into sunday morning. that's how it looks now. lot to do about nothing. it would be nice if this was organized and it will bring us a lot of rain. right now the best bet for real rain saturday night into sunday morning which could raise a little haver -- havoc on early morning easter plan. this area will be home to some big concerts this summer. complaints from neighbors have promoters singing a new tune. the changes they agreed to and why some say it's still not enough.
