not far from skyline boulevard. eric rasmussen is live with what the victim may have mumbled to paramedics. >> reporter: that victim was able to speed away but quickly lost control. he went across the media where you see the tree knocked over and into the ravine. law enforcement does tell us this victim is a paramedic. the passenger side window appeared to be shot out. sources tell ktvu the car also had paramedic gear inside. around noon police say the driver was shot at a stop sign on keller avenue just outside the sequioa hills neighborhood. >> it sounds like the suspect exited his vehicle, approached the other vehicle and shot into the vehicle. >> it's just a shock to know that something like this has occurred. >> reporter: the victim was taken to highland hospital in critical condition. when rescue crews first came to

his aid a law enforcement source says the victim mumbled the words, he tried to rob me. >> it could have been a drug deal, it could have been -- we just don't know. >> reporter: police say a witness could only tell them the suspect got away in a brown car. >> we had a trial camera and saw across the street. >> reporter: neighbors say an increase in break-ins has had them on high alert but they are not sure anything could have prevented what happened today. >> i think the whole neighborhood is scared. we're frightened. this is very unusual. >> reporter: law enforcement sources tell us this victim was also shot in the head. we checked again in the last 30 minutes and he's still listed in critical condition. live in oakland, eric rasmussen. and oakland police are still searching for one of two suspects involved in a chase that disabled two police vehicles. it started just after 4:00 this afternoon. no word on why this chase began but it went up toward the

montclaire neighborhood. officers arrested one person who was inside that car and say they are still looking for the second person. san francisco is trying out a new safety measure to keep needles out of public parks. david stevenson live in the city where needle disposal boxes like the one you see at doctors office are now popping up right on the street there. >> reporter: san francisco makes it easy for intervenous drug users to obtain needles. now the city is doing more to make sure the syringes are disposed of safely. it is an oasis on the other side of the city hall. it took three months to create this into a park. >> we found countless and

countless amount of needless. it started becoming overwhelming, in the thousands. >> reporter: in a new pilot program, the department of public health has place ed this bright red disposal box. >> they want to have a place they can safely dispose their needles they've told us that. >> reporter: san francisco pioneered needles exchange program to stop the spread of hiv in the 1980s. about 1,000 needles are placed outside this box. another 6,000 are exchanged for clean needles. >> those needles if they weren't exchanged here would probably be in the community. in our parks, on our buses, in garbage cans, on the street where our kids play and walk. >> reporter: including the police touch community garden. where we found discarded syringe parts but no needles out on the streets. >> those boxes have been wonderful.

i have hardly seen any needles since the implementation of those boxes. >> reporter: there's been a few cases of people being stuck by the needles. reporting live in san francisco, david stevenson, ktvu channel 2 news. lafayette police say two officers are on paid leave which is routine after they opened fire on a man who they say had a knife. the police chief says around 7:00 this morning the department received a series of 911 hang up calls from a hang on wood view drive. when officers arrived they were confronted by a 28-year-old man with a knife. officers opened fire after they say a man refused to drop the knife. the man is undergoing surgery at john mere hospital. no one else was injuried. police announced two young men have been charged in connection with the shooting death of a san pablo couple. they were killed while their daughter slept by.

pedro garcia faces murder charges and kevin benavides has been charged as an accessory. garcia shot compano and his wife after garcia asked the two to quiet down outside. police found the couples 4-year- old daughter inside the apartment unharmed. she is now with relatives. the man accused of sparking a massive wildfire in placer county left jail today. they are no longer pursuing criminal charges against bryan manson because of a lack of evidence. he was accused of throwing the fireworks that started the robbers fire. it cost the state $13 million to fight that fire and destroyed one home and several other buildings. a couple who lived in the fire area said they couldn't believe the outcome of today's court appearance. >> the fire work i mean he obviously he admitted to doing that part of it. >> reporter: the district

attorney could file new charges if investigators end up finding more evidence. a large demonstration wrapped up at san francisco's union square about 15 minutes ago. employees voiced support of a plan to add a union member to if hyatt corporations board of directors. the move will give hotel workers a voice on how hyatt operates. the hotel chain had no comment today. more protests are planned in san francisco tomorrow and thursday. in san francisco a hearing is going on right now about a series of concerts set for one of the new america's cup venue. the entertainment commission hearing is focusing on a concert venue. organizers want to put on 30 shows there between mid-may and october. but some telegraph hill neighbors say they are worried about noise. organizers say they have shortened the concert hours and limited the number of weekday events to address those concerns. now to the east bay.

construction crews will shut down various lanes at interstate 680 between sicamore valley. the $34 million transit project will add merging lanes on the the highway. the lane closures are scheduled from 8:00 p.m. to 8:00 a.m. friday through saturday. the work should be finished by the end of the year. the wine maker who is credited with putting the napa valley on the map received a special honor today. john sasaki is live in napa where hundreds gathered at today's memorial for jim barrett -- john. >> reporter: frank, this is wine country where all the great minds are coming out of their winter dormant stage. it is clear that the wine industry wouldn't be where it is today without jim barrett. >> he created an organization with soul and with heart. >> reporter: 500 people came

together at napa's meritage resort to say goodbye. >> let's hope our lives do so as well. >> reporter: jim barrett died last month of an undisclosed cause but not before he had an enormous impact on the california winery. he helped put the napa valley on the world wine map. >> jim had a great symbol for that. the paris tasting was quite powerful. >> reporter: barrett served in the navy. had a successful law career and then the winery. >> why we like the wine business and he thought us. wine is all about people. the field hands working the vineyard all the way to the customers drinking the wine. the whole job is about people, about humanity. >> reporter: barrett's employees could not say enough nice things about him. >> he was a very giving man. he always touched people. he always felt like he needed

to give back to the community. >> reporter: some people dressed in tennis clothes because they most often met barrett on the court. >> this man had a sparkle in his eye and a heart of gold. >> he was 86 years old and what did he died of the? a life fully lived. >> reporter: officials announced after word came of barrett's death, the court was adjourned in his name. google faces possible legal action over its privacy policy. the company dominates the european market with as much as 85% of searches. google merged dozens of policies into one universal policy. it fails to let users know what informs google keeps stored. paul allen is opening up a silican valley office of his

investment company. reuters reports that it will focus on web and software companies. the company has previously invested in industry from finance to natural resources. some lawmakers say it's time to end discrimination as workers who act as care givers for family members. hannah beth jackson would add familial status on job discrimination. jackson says research shows care givers are less likely to be promoted than other employees and their salaries are lower by $11,000 a year. there are reports today of whale sightings inside san francisco bay and along the coast. the national oceanic is asking voters to watch out for and steer clear of the migrating whales. you're looking right now of video of the whales migrating last october.

help cutting through the red tape as they recover from some massive flooding. more than 20 homes and a dozen vehicles were damaged in the west portal neighborhood when a 16-inch water main broke on february 27. today supervisor norman yee unveiled a new field office on west portal avenue. it'll be open monday through friday from 3:00 to 6:00 p.m. representatives from the building inspection department, the city attorney's office and the utilities commission will all be on hand. >> we want to make sure we have all the resources, the city resources that people may need to access at any point in time during their rebuilding process. >> reporter: owners have six months to file damage claims. goldman sachs put a gold rating on the computer chip maker. efforts to turn around the company could be undermined by

weak sales of pcs. hp closed at $22 a share. it's a fairly nice afternoon in most places. at least away from the coast. we've got low clouds along the coastline. banked up against the coast the entire day. giving you this live look here into san francisco. a finger of fog beginning to spread over the city. if you look very, very far back off in the left corner you can see sutro tower. the tip almost at 1,000 feet so that marine layer is pretty shallow but still hugging the coastline. a pretty good on shore breeze and you can see from that camera shot that we showed you, low clouds, patchy fog will be back with us for tonight and into tomorrow morning. right now 68 degrees in concord. 66 in napa. 70 in walnut creek. for today upper 50s is what we felt along the coastline. 50s along the bay, low 70s for some of our warmer inland

commune -- communities. some of the warmer spots creeping up a few degrees. so our dry days are numbered. this is the next system that's going to bring us some rain. it's about 746 miles off the coastline. it's going to take a bit of a northerly track as it moves closer to the coast. ridge of high pressure over the bay area. it's going to help nudge it that way. we will continue with dry weather wednesday. but by thursday morning in time for the morning drive we're going to be wet. take a look here picking it up for you. the low clouds, the fog burning away but we will have high clouds ahead of this system. i'm going to take you all the way into thursday morning to save us a little bit of time here. it is going to be rain on the morning drive. even a few heavier pockets early on which means the roadways are going to be pretty slick. the rain is still moving. by 9:00 it's pushing into the central valley leaving us with scattered showers. we're going to be hit with steady rain early on and hit or miss as we progress through thursday afternoon. friday here we are with a weak
