good morning. >> reporter: good morning. the rain has stopped for now but earlier this morning it was pretty steady rain coming down. we've seen numerous cars this morning and didn't have headlights on. that makes it dangerous in these rainy conditions. we've been monitoring traffic accidents. it has been a very busy morning. this is an accident that happened on a high overpass. this honda crashed when it was traveling on the northbound 280 connector to southbound 17. that happened in the last hour and a half. the crash caused the lights to disable. the driver of on coming pick-up truck didn't see the honda and ended up clipping the car. >> she was driving too fast and the roadways were wet. lost control. she was doing about 65 miles an hour on the ramp. she felt a bump, hit the brakes, lost control and hit the divider. >> reporter: police in downtown

san jose was investigating an accident where the driver of an suv slammed into a palm tree. the driver was knocked unconscious and taken to the hospital. it's possible wet roads could have also contributed to that accident. chp officers are patrolling and keeping eyes on drivers. again, they've been responding to spin outs throughout the morning. here in san jose we got 0.5 inches of rain. but back out here live we're right at the highway 17 entrance on the hamilton exit and you can see the roads are wet in the gutters. you can see puddles collecting here. looks like it's drying out. police are saying don't understatement estimate the

slick roads. for more on traffic, we go to sal. >> thank you very much. we've had traffic all over the place. we've had a lot of collisions, a lot of flooding and things are getting a little bit better because our system is passing through. between 5 and 6 we had a big crash on 880 northbound near high street between high street and 29th. this crash has been cleared but at one point blocked all lanes. a few moments ago opened up all the lanes. but the cars were badly damage add. only minor injuries but the traffic was backed up. things are getting better now. 580 took the brunt of commuters as it was slow. you can see the air bags deployed in this crash. 7:04 looking at 880 now and it has improved. >> thank you, sir. yes, you are spot on. our system is about ready to blast through.

san mateo coast, south bay missed out on this a little bit. but north bay, east bay seem to be taking the brunt. no doubt right there back edge. mostly cloudy partly sunny by this afternoon. heaviest has been to the north bay all the way up towards santa rosa, petaluma. three quarters of an inch. 56. more rain in san francisco in the first four days of april than january, february and march. not combined just for those individual months. napa, 27. >> and overnight, pg&e worked on two separate power outages. 6600 people lost power at 10

pvm. chinatown, polk, nob hill. then in oakland more than 1,000 people lost power about ten minutes after the san francisco outage. 180 people are still without power. that should be fully restored later this morning. and equipment failure is the cause of that outage. you can get up to the minute information on ktvu.com. >> police in oakland are investigating the latest officer involved shooting. happened around 10:00 last night near 11th and jefferson streets. one suspect was wounded. paul chambers joins us live where you have one witness and what he's saying about the gunfire. >> reporter: good morning. i'm waiting to hear back from oakland police. the information they've released is limited. just before 10:00 last night, oakland police officers responded to a 911 call of an armed robbery. the victim of

the crime was a female employee of a local restaurant who claims she was robbed in a nearby parking lot. officers who were responding came upon three men who they say matched this suspect's description. investigators say as the officers try to detain the men, one of the officers fired a shot. a witness questions the officer's use of force. a female officer who didn't have the weapon drawn ordered the three men to freeze. the witness goes on to say two other officers drove up, pulled out their weapons and fired a single shot. >> i didn't hear anything. i was just expecting them to say something to the kids to warn them or to say get down or just stuff i thought they would say and i just didn't hear anything. >> the suspect who was shot was taken to an area hospital with nonlife threatening injuries. the other two were taken into

police custody. as of right now nothing of the suspects having a weapon. these are questions we will ask oakland police this morning. live in oakland, paul chambers, ktvu channel 2 news. >> thank you. this morning one person is dead and another injured. police responded to gunshots before 9:00 last night on chestnut street. when they arrived, police found two men shot. one died at the hospital. the second is expected to survive. police have not released suspects or motive information. >> president obama is waking up in san francisco this morning for his second day of bay area fundraisers. this is a live picture near the inter continental hotel where the president spent the night. police have blocked off the streets nearby. that's why they look empty there.

that the daughter of moammar gadhafi was kicked out. granted her refuge because she was pregnant. her husband and two children were killed in a bombing raid. she was tossed out of the country after she attacked bodyguards, smashed furniture and set fire to her safe house. she has been granted asylum. the russian republic is vowing to rebuild a burned out skyscraper. the 40 story building caught fire yesterday. took crews 7 hours to put out the flames. inspectors believe short circuit sparked that fire. no one was hurt in the blaze. the apartment complex was attended by celebrities. >> 7:18. there is no fall out tied to that disturbing video from rutgers university.

fired mike rice yesterday one day after this video went viral. 13 faculty members are demanding the resignation of the university president robert barchi. they are outraged he only suspended the coach. they feel the coach should have been fired immediately. the video shows rice hitting, shoving and antigay slurs. the fall out continues after the release of a video of inmates using drugs, using a loaded handgun and gambling. played at yesterday's federal hearing which was considering improve al of jail conditions. most of the blame for the situation is falling on sheriff gusman. the jail conditions are unacceptable and wants it placed under a federal receiver ship. the hearing continues today. >> the fair well to candle stick season is approaching. and season tickets are already sold out.

2:00 p.m. on the 100 block of franklin street, police arrested one man for stealing electricity. on shot and killed street police arrested one man for trespassing. two hours later police arrested two men for attempted burglary. and just before 6:00, police responded to a burglary on magazine street. they have not found that suspect. police are looking for information in a shooting at 9:30 last night. a man was shot in the chest. they saw several drivers speeding away from the scene. there is no information on the gunman. >> time is 7:23 and as steve mentioned, the storm is quickly moving out of the area. you are looking at highway 24. >> we are looking at 24 and seeing slow traffic there. still wet on the roads and going to go to our live picture.

as you live from walnut creek to oakland, you will see slowing. this whole commute and on the other side is slow. since the rain is moving out, things are improving. it was really bad this morning at 4:30. there were a lot of fender benders. a lot of people getting into crashes. there are a few out there but becoming a little less. our bay bridge camera just got rained on. it is backed up for 20 minute delay. east shore freeway this morning. and we had slow traffic here. it's very slow just after the pinole valley road exit. 7:24, let's go to steve. >> thank you, sal. put your thinking cap s on. follow with me. in the first four day as of april in san francisco over 4 inches of rain has fallen. that is more than january, all of february and all of march.

it is 7:28. president obama will be heading out this morning for more appearances at democratic fundraisers. tara is live with what the president hopes to achieve with his fund-raising efforts. good morning. >> reporter: good morning. the president is staying at the inter continental hotel south of market and all of the streets are blocked off. pretty heavy police presence. that's down in the area of the hotel. so be prepared for some congestion. we don't think he's going to leave until sometime after 9:00 this morning. this is the first time the president has been in the bay area since he was reelected. many greeted him with enthusiasm. hundreds of protestors lined the streets last night. that is where president obama attended a

brownie eliminated the state redevelopment program and used agency assets to help close the state's deficit. >> 7:31. the man accused of crashing his car into a wal-mart and attacking customers is due back in court. formally charged with several counts for the bizarre incident. four people were hurt. he has had several other recent run ins with the law. a gas station crash in december. and a case in october in which he allegedly threw a chair through the window of a pub while high on cocaine. south bay paramedics are being offered counselling as one of their own fights for his life. shot at a stop sign on tuesday afternoon. he was found in his car down a ravine. police have not released any information on a motive or suspect. right now he remains

at critical condition. the shooting comes almost two years to the day when another paramedic was beaten while attending a giant's game at dodger's stadium. colleagues who know both stow and boyer say they can't believe this is happening again. >> today walgreens is expanding in store clinics to help people with issues. most of 370 take-care clinics will now be able to diagnose, treat and monitor patients with diabetes, asthma, high blood pressure and high cholesterol. they are not trying to replace doctors but work with doctors to help treat patients. the clinics say more than half their patients do not have a primary care doctor. two rallies will be held in the bay area today to push for action on immigration reform. in san francisco, advocates and community leaders will gather in

>> 7:45. a southern california man is recovering at a hospital two days after he was attacked by a shark off a popular beach in maui. the man was sitting on his board when a shark bit him. he was able to paddle back and rushed to the hospital. police are looking into whether this attack might have been caught on video because the man had a camera attached to his surf board and research say footage of an actual shark attack is extremely rare. one of two missing hikers in southern california has been found alive. last night friends and family cheered when they heard 19-year-old nicholaus was found safe in a rugged hill in the national forest along the orange and riverside county boarder. severely dehydrated.

according to a new study. a new government study found nearly half of young women say the first time they live with a man they were not married. today 48% of young women move in with male partner. that's compared to 34% in 1995. and 40% with women who lived with a man went on to marry him within three years. supporters of a plan to convert san francisco apartment buildings into condominiums is getting a boost. would be part of a deal that would allow the conversions. very little units are allowed to convert. if the conversions are allowed, it forces up prices that renters must pay. >> one iconic rock band is taking to the stage once more reliving glory days with newly released tour dates. that song sounds familiar.

the rain has stopped down there. >> reporter: yeah. it's been stopped for the past hour and a half but the roads are wet. we've been tracking all sorts of accidents here. we ran across this one where a car is into a fire hydrant. this happens to be a stolen vehicle. but officers responding to accidents where the slick roads have played a factor on this morning commute. now, let's take a look at what it looked like this morning. the driver of this lincoln navigator crashed into a palm tree at 4:30 this morning. she was knocked unconscious and taken to the hospital. the wet roads may have caused the driver to lose control. speed and the rain contributed to the driver of this honda crashing into a guardrail on 280 northbound connector to southbound 17. the car spun out and caused the lights of the car to not function. it was so dark a pick-up truck ended up clipping the car. >> people just drive too fast

when the roadways are wet. slow it down quite a bit. >> reporter: we've done morning traveling many of the freeways including 880, 280 and 17 where earlier the rain was causing the roads to be slick and over here in san jose received about 0.5 inches of rain. back out here live. there are some wet spots but the roads are drying out. just know that police are out patrolling making sure that people are not speeding. just watch out there and make sure to give yourself a little more time on the commute. reporting live ktvu channel 2 news. >> meantime, the rainy weather is causing delays at san francisco international airport. right now there is a traffic management program in affect. this is causing an average delay on arriving flights of 1 hour and 54 minutes.

up to the minute flight information on ktvu.com. click the weather tab on the home page. >> it is 8:03. police in oakland are investigating an officer involved shooting. one armed robbery suspect was wounded in the gunfire. paul chambers joins us live from police headquarters with what one witness is saying about the shooting. good morning. >> reporter: good morning. we are waiting for more information from police. there is several unanswered questions especially after hearing from one witness. police did tell us this much at this time. take a look at video here. this happened just before 10:00 last night. oakland police officers responded to a 911 call of an armed robbery of 1000 block of jefferson street. we've learned the victim of the crime was a female employee who claims she was robbed by three men at a nearby parking lot. officers who were responding to the call came upon three men who they said matched the suspect's description.

as the officers tried to take them into custody, one of the officers fired a single shot. however, a witness to the scene questions the use of force. the officer shot the man without giving him commands. this after the three men complied to an order by a female officer who the witness says didn't draw her gun. >> all three of them put their hands up and what shocked me the most i saw them when they backed up and pulled the guns out but i didn't hear them say anything and i heard a shot. >> the suspect who was shot was taken to an area hospital. the other two suspects were taken into police custody. all three believed to be juveniles. police have said anything about the suspects having a weapon or why the officer fired the shot. as it develops here or on ktvu.com. live in oakland, paul chambers, ktvu channel 2 news. >> the president is in town.

dealing with the rain . a little traffic issues going on this morning. sal, you are looking at the peninsula, how's it looking? >> it looks okay but the rolling closures will begin soon if they haven't already. president left san francisco heading down the peninsula. southbound 101 we have slow traffic approaching san mateo to highway 92. 280 is looking better. if the president does take 101 or whatever freeway he takes, there will be rolling closures. they don't tell us that because they want to keep security. if you are driving on 101 or 280 you might see rolling closures. interstate 80 across the bay, things have improved. and in the south bay things are improving. looks like it's not raining there right now. let's go to steve.

good morning. breaking news in oakland. this is on 20th near castro street. a power pole is down hit by a truck. obviously, there were live wires down and police are still conducting an investigation. now, they have closed the street nearby for the obvious hazards. this is close to interstate 980 and san pablo avenue. those are the biggest streets and traffic is not being allowed to get on to 20th street. so, again, this may affect some local customers that may not have power. the power pole has been sheared off. let you know more about if this will affect the local power customers coming up on mornings on 2. >> all right. we'll stay on top of that. thank you very much. new threats from north korea show the country could launch a missile in the coming

days or weeks. the obama administration is walking a fine line. >> reporter: the u.s. beefing up could be what's pushing north korea to continue escalating threats. the u.s. wants to show it is prepared but dial it down a bit. pentagon officials have intercepted communications from north korea suggesting a missile launch is imminent. the u.s. sent missile intercepting worships, fighter jets and stealth bombers to the region. the pentagon says a missile defense system will arrive in guam in the next couple weeks. a former member tells me north korea has 1200 shorter range missiles. but the one moving closer has a range about 1800 miles. that puts people in south korea, guam at risk. >> whether it can hit the u.s.

unrelated home invasions. just after 2:00 p.m. yesterday, police arrested one man for reportedly stealing electricity. at 3:00 p.m. on the 1700 block of sacramento street, police arrested one man for trespassing. two hours later, police arrested two men for attempted burglary. and just before 6:00, police responded to a burglary on the 1600 block of magazine street. they still haven't found the suspect. oakland police are looking for a suspect. happened about 9:30 last night. we're told a man was shot in the chest. police who live in the area say they heard up to 20 shots fired. and say they saw several drivers speeding away from the scene. so far, there is no information on the suspected gunman. this morning gilroy police are investigating a shooting that killed one person and injured another. happened just before 9:00 last night near east

today walgreens is expanding in-store medical clinics. the drug store chain says most of its 370 take-care clinics will be able to diagnose, treat to monitor patients. not trying to replace doctors. and the clinics say more than half their patients don't have a primary care doctor. >> texas governor rick perry and law enforcement officers are expected to attend a public memorial for a prosecutor and his wife. they were found shot to death saturday in their house. so far no arrests have been made. colorado investigators alerted law enforcement to look for two gang members in connection with the killing of the state's prison

welcome back to mornings on 2. time is 8:54. a southern california man is recovering in the hospital two days after he was attacked by a shark. the 58-year-old man was sitting on his board in the waters when a shark bit him in the thigh. he was able to paddle back to shore. the beach has since reopened. police are looking into whether the attack was caught on video. researchers say footage of a shark attack is extremely rare. >> 8:55. one of two missing hikers in the mountains of southern california has been found alive.

last night friends and family cheered when they heard 19-year-old nicholaus was found safe in a rugged hill along the orange and riverside county boarder. there's no sign of his companion. and he has not been able to get information on her. he's severely dehydrated. stumbled on to a hiker half a mile south. the two had not been heard from since their cell phone died sunday night. >> ground crew moved into the area and right now has been able to make contact with nicholaus. he's conscious and he was able to talk to him. >> he is though in serious condition and being treated by trauma surgeons. rescuers hope once he has received nutrients and fluids he'll be able to provide more information. >> the rain is starting to move out but also following the president. sal, how is that
