ohio are causing a stink in the bay area. the neighborhoods affected and how long the problem could last. >> the san fransisco giants will soon be getting another one of these. we'll tell you about the rings ceremony and we'll tell you about opening day here at at&t park. complete bay average news coverage starts right now. this is ktvu mornings on 2. good morning everybody. welcome to mornings on 2. >> i'm brian torrez. >> dave clark is off today. starting this morning, all eyes are on wall street right now following this morning's labor department report. the jobless rate dropped in march adding the fewest jobs in nine months, and that's sending stocks sharply lower. the report says the unemployment rate slipped to 7.6% last month. that's down 1/10 from february, but economists say that's not necessarily good news because it means fewer people are

actually looking for work. they are no longer included in the official jobless numbers. only 88,000 new jobs were created in march, and that breaks the five-month streak averaging 200,000 new jobs. stock futures turned south as soon as this data was released and have been sharply lower sis the opening -- since the opening bell. the dow is currently down 165 at 14,441. the nasdaq is also down 52. that's over 1 1/2 percent down, and the s&p is down almost 20, down 1 and 1/3. we will be keeping our eye on the markets. an overnight chase along the peninsula, somebody stole a taxi and led police on a high speed pursuit. paul chambers is live. have they caught the suspect

yet? >> reporter: police have not told us any details about it. we believe the suspect is outstanding. right here behind us at those poles is where that crash ended. basically police said the cab driver was trying to be nice. he was helping a passenger out of his car who had had too much to drink and someone else jumped in his car and took off. you see the stolen vehicle was trailed by more than half a dozen police cars. officers say it started when the driver stole the cab from the 3,000 block of 19th avenue. the cab company was able to track the vehicle and pass it on to police. the suspect drove through several city streets before taking the chase on to interstate 280 down to pacifica and back up to san fransisco. finally coming to an end when he crashed the cab into a pole. police say the suspect then took off on foot and escaped police. as of right now there isn't a suspect description. the cab driver was able to drive his vehicle away safely. if you know anything about this case at all you're asked to call san fransisco police.

live in san fransisco, ktvu channel 2 news. oakland police are looking for the driver who crashed into a pole overnight cutting power to thousands of people. this pickup truck snapped the power bole at foothill boulevard and church street around 1:30. the transformer blew, and people actually saw the flash from miles away. pg&e says at first 3500 customers lost power. crews restored power to all but a few customers around the downed pole and hope to replace the pole and fully restore power by this afternoon. rescue teams in boulder creek have resumed their search for a missing woman, 54-year- old wendy elizabeth rivas was last seen around 10:00 wednesday night. he told authorities she went to look at her garden but never came back. deputies say rivas has a history of seizures and suffered a minor head injury. she's 5-foot 7 weighing 150 pounds. she has brown eyes and brown

hair with red and purple highlights. anyone with information is asked to call the santa cruz county sheriff's office. we are following developing news, a federal judge issues a ground breaking ruling on the morning after pill. he ordered the food and drug administration to make emergency contraceptives available to girls of all ages over the counter. right now girls under 17 can only get the pill with a prescription. it's part of a lawsuit that sought to remove age ricks on the pill. we are gathering reaction and will have that coming up later. and there's developing news out of the vatican. pope francis announces he will push the roman catholic church to act with determination against clergy sex abuse. the pope wants the church to implement measures to protect minors, take strong action against perp perpetrators and draft directives. it is 7:05. new this morning, reports that north korea has placed two

intermediate range missiles on mobile launchers on the east coast of that country. according to media reports out of south korea, the missiles have a range of up to 1800 miles. that would mean they could reach south korea, japan, or even u.s. bases in guam. the u.s. is installing a new missile defense system on guam that's designed to shoot down incoming missiles and warheads. when president obama unveils his budget proposal next wednesday we're hearing it will include cuts to social security and other entitlement programs. we'll talk live with washington insider jamie dupree about what the president is hoping to get from republicans in exchange for this change to the social security program. 7:06. and the world champs are back in town. sounds good doesn't it? thousands of giants fans are expected to gather in san fransisco for today's season opener at home. ktvu channel 2 reporter tara moriarty is live at at&t park

with look at how the team is preparing. >> we just learned that both of the world series giants trophies are going to be displayed underneath the coke bottle, so you can grab a look. it's been sprinkling out here but should be clear skies for the game. the field is looking good. players show up at about 10:00 to start their warmups. it really seems like yesterday when we had the parade and the giants won the world series. the giants swept the detroit tigers as you remember, but this afternoon the giants will be taking on the st. louis cardinals and kind of appropriate since it was the champion cardinals who the giants dethroned in that national championship series last october. the man who really turned that series around was barry zito. he is going to be taking the mound in the home opener. the team will be raising its 2012 world series flag. >> i can't tell you. it's going to be a surprise. we first pitch raising the

bare. local drizzle. we do have some sun breaks. it could start to burn off here. temperatures mild. we'll end up with 60s. 60 at game time. partly sunny skies. overnight oakland police served high priority warrants on four people wanted on drugs and weapons violations. the raid began around 9:00 on garfield and park streets. police had search warrants for two homes in the area. they say they found four people they were looking for but did not find any drugs. however, an assault rifle was lying in plain view in one of the homes, and that was later taken into evidence. at least 35 people have been killed and more than two dozen others injured after a

building collapsed in india. it happened last night just northeast of human buy. authorities say it happened at a building under construction and people were illegally living inside. rescue crews were searching through the rubble in hopes of finding anyone alive. they think the collapse could be due to poor construction. we are hearing about what president obama is prepared to offer republicans to try and get a compromise on deficit reduction. political reporter jamie dupree joins us from washington d.c. there's work word the president is willing to make cuts to social security. you're saying these aren't really cuts right? >> it's the age old thing, as you look at it tori. some people will call it a cut. it's an effort to reduce the level of increase in government benefits. this is known as chain cpi, and it has a lot of ops session in democratic circles and liberal circles in congress and across the country. it's a new way to figure out

how much benefits should go up each year for cost of living adjustments, for inflation. a lot of people say this is a better representation of what the actual increase should be, and it's a little lower. it would save ultimately when you add it up about $200 billion plus over ten years, and so that would mean less money going out the door. a lot of people say it's cut because people won't get as much in benefits as they otherwise would have gotten. realistically it's holding down the level of increase, look for people to call it a cut. it's part of the obama budget that will be rolled out next week. it was leaked out this morning and clearly a leak to major news organizations. the deal is this. the white house says we'll back this idea which a lot of liberal groups don't like. republicans you have to accept tax increases as a way to deal with budget shortfalls elsewhere. as of this point in time republicans not interested in that. >> the president seems to be making a concerted effort to try and win republican support. he's scheduled a dinner with

republican lawmakers on the evening his budget's going to be released. do we see any kind of compromise or movement at this point? >> at this point i think democrats are hoping to peel off a few republicans who might support a larger brand bargain. i think there's a lot of gop lawmakers especially in the house and a pretty strong group in the senate that want absolutely no part of any tax increases. they don't want to support anything that even looks like a tax increase, and so i don't know that the middle ground is there, though certainly you're going to hear from the president about it. i think probably the reaction of republicans will be this tori, they'll take the cpi and put it in their budget plan in the house of representatives and try to move that along and not includes any of the tax increases president obama wants. republicans are looking at a plan to reform the tax code, but i would look for that to be revenue neutral. it won't raise any income after they make the different changes. >> it looks at this point unlikely that a compromise will be reached, so then what

happens? >> yeah, then what happens, then we go into the usual battle of what happens with the budget next year. i don't know that the two sides really have any middle ground. it may just be we'll be locked in this struggle and not have anything happen then on this front, but i guess i looked back to 1986, i remember back then when we had the same kind of situation. back then we had one party in charge of the house and the other part in charge of the senate and white house. temperatures republicans running -- it was republicans running the senate, ronald reagan was in the white house and democrats ran the house. the last time we had tax reform, we shouldn't write it off, though it certainly won't be an easy thing to get. >> way back to 1986. all right. joining us live from washington d.c. >> don't make me feel bad for it okay. >> thank you jamie. you can find a link to his blog on our web site ktvu.com,. one of the biggest health

insurance companies in the country is telling brokers how they can get around requirements of the new affordable care act. etna insurance sent an e-mail to agents saying they could get around mandates if they renew current health plans before january 1st. that could include the ban on preexisting conditions and charging higher rates for older people and women. other insurance insurance companies are considering doing the same thing. a new survey finds growing support for the legalization of marijuana. according to the nationwide research poll 52% say marijuana should be legal. that's compared to 45 percent who say it should not. support is up a strong 11 points since 2010. it's 7:19. if it sounded like the demand for a college degree by a massachusetts mcdonald's was unusual that's because it was. earlier reports say the restaurants were asking for a bachelor's degree and two years experience to be a cashier. now the franchise owner of that restaurant says the job posting

. a pro football player thinks his support for gay rights may have cost him his job. brendon ayanbadejo played for the baltimore ravens but yesterday the team officially terminated his contract. the 36-year-old says he understands the ravens can replace him with a younger and less expensive player. he also believes the team didn't want the attention he received by supporting gay marriage. the raven says they respect his personal opinions but the

it is 7:28. we have a sad update to a story we have been following since tuesday. the off-duty paramedic who was shot in oakland has died at the hospital. janine is at the company where grief counselors are on hand. >> reporter: it's been a rough morning, and it's expected to continue like that throughout the day. every time paramedics come here to santa clara county ambulance they have to pass by this memorial where you see candles have been lit and flowers have been left. we're told that quinn boyar who passed away, his partner and close friend are not coming in to work today. everybody else that's left here is emotionally drained. it's been less than 24 hours

since their friend and co- worker died. 34-year-old quinn boyar died yesterday at highland hospital. the paramedic had been there since tuesday after getting shot instead head. quinn who was off duty was driving his car in oakland hills and at a stop sign another man got out of the car and opened fire. boyar tried to drive away but his car went off the road and into a ravine. police are searching for a suspect. boyar's co-workers are devastated over the loss. we're told he was well liked at work. >> he was pretty quiet, kind of a reserved guy, but he was all about work. he was focused on just being a really good paramedic and dedicated to his job. that's what he was about. from what i understand his wife is also a paramedic in alameda county. he just got accepted into physician assistant school at stanford. >> the 300 and would 300

city pacifica, half-moon bay, fremont and fairfield are on a sympathy strike. they are supporting a strike in youngs town ohio where workers are claiming un fair labor practices. we want to show you video shot an hour ago of trash cans in daly city. city web sites are advising people not to bring their cans to the curb because they will not be picked up. people wanting to recycle bots and cans in san fransisco now need to think twice. containers placed in the recyclable section of public trash cans are going to a landfill. that's because the city doesn't sort through the cans. the company that collects san fransisco's trash says separating recyclables from the cans can be hazardous. >> there can be hypodermic needles there. there are a lot of dogs so there's a lot of dog droppings in plastic bags. the spoke person says they are researching new technology that will sort out recyclables. the city says people wanting to

recycle should seek out blue bins in office buildings in downtown, that the main purpose of the public trash cans is to prevent littering. crews have fixed a large water leak that flooded part of san mateo neighborhood. water started bubbling up around 9:30. it poured out from underground pipes for six hours. cal water had to dig to find a source of the leak and cap it. no property was damaged. a woman is recovering in the hospital after a two-car accident shut down traffic in strap overnight. it happened near fell street around 3:00 this morning. police say an suv broadsided another suv. investigators are now looking into whether or not alcohol may have played a role in the crash. it is 7:33. the tsa has a policy of not releasing security video, but in this case it's making an exception. take a look. on saturday a female tsa agent was assaulted by a passenger at honolulu's airport, and that's when you see a man vault over a

pleasanton preschool is facing more allegations this morning. according to a new complaint by the california department of social services a young student at center point christian preschool was pinched by a teacher. it is a separate incident from the allegation where former teacher angela was accused of tieing up to a 2-year-old girl with masking tape after she refused to take a nap. the school was shunt shut down. -- shut down. both incidents are under investigation. a fundraiser for the family of ahsan hose teenagered killed by a train. san jose's lincoln high school is holding the event. classmates hope to raise money for funeral costs and students will be performing in honor of him. a spokesperson says they have plans to put fencing along the illegal crossing. it is 7:35. we want to check in with sal. this seems to be a chronic problem, more air delays at sfo? >> that's right.

at japan's tsunami damaged nuclear plant. for the second time this month a cooling system failed at one of the reactors. it was caused by construction work to keep rats out of the facility. the outage lasted for about two hours. japanese authorities say there was no immediate danger from the breakdown. the plant is set to be decommissioned. new this morning, six world powers plus iran are meeting for a two-day round of talks to discuss iran's nuclear program. this is new video out of kazakhstan where residents from the u.s., russia, china, britain, france, germany and iran are meeting. the goal is to make progress on curbing iran's nuclear program and iran is seeking an end to economic sanctions. today the public will get a chance to hear what several investigations into the chevron refinery fire revealed. the fifer last august sent human plumes of smoke into the air and thousands of people

with teenage boy mistakenly shot by oakland police. bandages are covering the right cheek of 16-year-old frensk rainer. an oakland officer shot and grazed him. police were investigating the armed robbery of a restaurant worker and a witness mistook rainer and two of his teenage friends for the suspects. >> i was like officer like shot me. like i had my hands up. like everybody saw me, even witnesses who was around, and my friends was like, why are you shooting my cousin and stuff because i didn't do nothing. >> rainer and his father are demanding an exmr. nation from politician. howard jordan admits the shooting was an error and is promising an investigation. the chief says the officer who opened fire had perceived a threat. residents in discovery bay are reporting a disturbing increase in crime. they tell the contra costa crimes they've noticed more burglaries and auto thefts.

they say prowlers are breaking through windows and doors and stealing laptops and ipads. the use of counterfeit cash at a cigarette's cheaper store in hercules led to the arrest of five people. tuesday afternoon police responded to the report of two men trying to use fake money. they discovered one of the suspects was also wanted on a $25,000 felony warrant for stolen property. that led them to a home on redwood road where they found drugs, stolen property, and cashment two men and one woman were arrested at that home. police in san fransisco say a man's tattoo apparently sparked a shooting inside a muni bus earlier this week. police say as many as 50 passengers were riding on the bus at mission street when shots were fired. two people were hurt. a witness told police some men were asking about another man's gang tattoo before the shots were fired. police are still looking for the gunman. a memorial service will be

things have been going pretty well. we haven't heard a lot of things tori and brian about the problems at the bridge when it comes to traffic. it's been moving along just as it normally does. let's take a look at what we have now with 80 westbound. it looks pretty good heading out to the mcarthur maze. the traffic continues to look good to the bay bridge toll plaza a little backup but only at the metering lights. the big trouble has been in hayward. a motorcycle crash southbound 880 at winton. it took a while to get it out of the way. traffic is still slow according to the road sensors to highway 92. and a very good morning, mostly cloudy skies, a few sun breaks in there, south bay especially. lots of reports of drizzle, hayward being one, oakland, santa rosa, napa, also on the coast, half-moon bay, el grenada. it looks like this is starting to lift a little bit. we have a lot of low clouds,

my son's been shot. ambulances rushed over here, and they are treating a man who's 34 years old, and they say several shots were fired at him. they don't know if the shooting actually occurred at this residence or at a different location or even what time it happened. they think maybe he had been shot and he'd been at that house for a while. preliminary investigation is telling investigators they found out that apparently a car with suspects in it came up to the man and fired several shots at him striking him twice. they're still trying to, again, figure out where the suspects are. we know that they're at large, and, again, trying to actually figure out if this happened several hours ago or if this was recent. but we will have much more information hopefully as soon as the sergeant gets back out. he's tied up right now with the investigation but that's what

there were more than a dozen ambulances on the scene, and a medical helicopter was also called to that location. newly released 9-1-1 calls are describing the horror fans experienced when a race car lost control last month. >> 9-1-1 emergency. >> we had a race car come out of the pit area. we have at least two people down. we need medic on the way out here. >> 14-year-old marcus johnson of santa rosa and dale wonderjam were killed in the accident and it was johnson's cousin who was driving the car when he somehow lost control crashing into the pit area. investigators are still trying to figure out what caused him to crash. dispatchers across california are discussing a proposal to upgrade technology to the 9-1-1 emergency system. the public could eventually make video 9-1-1 calls. dispatchers would watch live video and receive text messages

through any communications device. the technology is called next generation 9-1-1. the system could come to cities such as sacramento in the next five to ten years. time now is 8:16. and system using droning along the u.s. border with mexico is finding significant gaps in security. the drone operated radar system was originally developed to track taliban fighters planting roadside bombs in afghanistan. it's being used along the u.s. border with mexico. the radar system collected evidence that border control agents caught fewer than half the people crossing illegally into the u.s. from mexico along the stretch of southern arizona. a new report shows the government has relied on old data to justify the cost of operating control towers at small airports. the faa spends half a million dollars a year each on 251 towers across the country. the safety report shows the faa has been using 30-year-old information on aircraft

hp investor ralph whit worth will temporarily take his place while hp looks for a permanent replacement. and two other hb board he said are also resigning. they all narrowly won reelection to the board last month. hp is in the middle of a turn around that has created turmoil in the company. today is the last day contra costa county will accept applications for jobs at the new call center in concord. the new call center will employ 180 new workers at the old comcast call center on beats avenue. so far 4700 people have applied for those 180 jobs. the new workers will help people enroll in health care insurance plans under the government's affordable care act. and one of the biggest health insurance companies in the country is telling brokers how they can get around requirements of the new affordable care act. etna insurance sent an e-mail to agents saying they can get around mandates if they renew customers' current health plans

welcome back to mornings on 2. we continue to follow breaking news out of san jose where police are looking for the person who pulled up to a home and opened fire. janine de la vega is live on south white road with the latest developments there. >> reporter: brian, we're not quite sure if the shooting actually happened at this home. we know it happened somewhere near the home. we're here at white and mount mckinley in east san jose. you can see police are here in front of the house investigating. the victim who lives at this house was shot. i just spoke with the victim's

mother. she tells me he's 34 years old. he suffers from schizophrenia, and she claims that he walked to a 711 store to buy cigarettes and while he was there he was shot by people inside a vehicle. he was rushed to the hospital. he's been shot twice. to get more information i'm joined by greg conley with san jose police. what can you tell me about what happened and when? >> so far what we know is the early morning the victim was walking home. he was approached by unknown suspects inside a blue car, and he was shot twice. >> and they just immediately sped away or what happened after that? >> yes, they sped away. we have no idea who the suspects are, but it's a four- door blue car at this time. >> do we know what the motive is at all? >> we have no idea. >> okay. what's happening right now with the investigation? >> we're canvassing the area. the officers are looking for

any evidence to validate the statements that we've been given, and we're looking for the suspects and trying to gain any more evidence leading to the suspects. >> reporter: is there any sort of blood trail since it appears that he walked back home, any evidence of bullet casings that you've been able to find, you know, since this happened in the past hour or two hours? >> there has been some evidence found. there's some blood located, but we're trying to still piece the evidence together and make sense of it. >> reporter: okay and. how's his condition? >> right now he's stable at the. >> reporter: okay. life-threatening injuries, will he survive? >> that can change at any minute. right now he's stable. >> you can see there are numerous police officers, a family is waiting to go to the hospital to check on -- to check on their family member. this man who's 34 years old, again, you heard that he was stable.

don't know if he's suffering from life-threateningening injuries but who apparently was shot at a different location nearby here, was able to walk home. his mom told me he lifted up his shirt and showed the gunshot wound. we know he was struck twice. she says he was struck twice in the stomach. if we have any information we will definitely bring you an update later and at noon. reporting live from san jose, janine de la vega ktvu channel 2 news. thanks janine. coming up on 8:33. we have a sad update on the south bay paramedic shot in oakland. yesterday afternoon quinn boyer died from his injuries. the 34-year-old was married and lived in dublin. he worked at the same company as injured giants fan brian stote. this is video shot outside the ambulance company where he worked. a memorial has been set up in his honor. colleagues say it is hard to go through this again almost two years to the day after stowe

was attacked. >> it's tough emotionally. we have counselors on staff to help deal and cope with this. >> the company says grief and peer counselors will be on hand all day. he was shot at a stop sign in oakland hills on tuesday. he drove his car down a ravine. a crash into a power pole in oakland sparked an electric flash seen for miles and cut power to thousands of homes. this pickup truck hit the pole at foothill boulevard and church street around 12:30. the transformer blew, and the pole fell on to the street. 3500 customers instantly lost power. pg&e restored power to all but five customers who won't get electricity until the pole is replaced around noontime. the driver ran off and has not been found. rescue teams in boulder creek have resumed their search for 54-year-old wendy elizabeth rivas. her husband told authorities she went to look at her garden

but never came back. deputies say rivas has a history of seizure and suffered a minor head injury. she weighs 150 pounds. she also has brown eyes and brown hair with red and purple highlights. anyone with information is told to call the santa cruz county sheriff's office. a water valve leak that caused a mess in east san mateo has been fixeneded. water began leaking around 9:30 last night. the leak lasted about six hours as cal water crews dug into the ground to cap the leak. we don't know why the valve began to leak. no homes were damaged by the flooding. a woman is recovering in the hospital after ooh a two car accident shut down traffic in snaovernight. it happened near fell street around 3:00 this morning. an suv broadsided another suv. investigators are now looking into whether or not alcohol may have played a role in the crash. and police in tracy hope a

reward will lead them to the vandal or vandals who ruined memorials at a cemetery. police were called to investigate broken headstones and marble vases at the tracy cemetery in january. they say 23 families face repairs to their loved ones graves. investigators are offering a reward of $100 for information leading to an arrest. happening now, union workers are holding picket signs in daly city. they are supporting a strike in ohio, actually, and these are live pictures where workers are claiming unfair labor practices. again, this is a live picture from daly city. these picketers work at the republic services allied waste company. now this means that residents in five bay area cities have to wait another week before their trash is picked up those cities that are infected include daly city, pacifica, half-moon bay, fremont and fairfield. now the local union is not calling it a strike, and this is video shot earlier this morning of trash cans being

left on curbside in daly city. municipal web sites are advising people not to bring their trash cans to the curb because they will not be picked up. the tsa does not usually release security video but this case called for it. you see female tsa agent being assaulted by a female passenger there. then a man vaults over a wall and tackles the passenger. that man is off-duty pi follow police officer justin vargas. >> she was trying to defend herself and somebody need today help her and luckily i was close enough. >> justin rogers, this is the mug shot of the woman accused of attacking the tsa agent. it happened at the honolulu airport. rogers will be back patrolling the streets this weekend. a proposed bill currently making its way through the state assembly would significantly change the way red light camera tickets are handled. the bill would make red light tickets civil violations instead of criminal. it could also lower the cost of

citations currently about $500 by as much as 50%. another change, the owner of the car would be responsible to pay the ticket whether the owner was behind the wheel or not. time now is 8:37. we know there's going to be traffic when you go to the ballpark this morning, but right now you're looking at san jose, there's an issue out there? yeah, we're looking at 237 and 101 and 880 brian and tori. 237 and the traffic there has lightened up and leads me to believe that we have light traffic. we looked at the south bay and have relatively light traffic all over the place. let's move along to the traffic at the toll plaza. more people showing up for the drive into san fransisco. it's expected to get a little more crowded as people try to get into the city today for the home opener that's at 1:35 today. if you're driving into livermore valley it hasn't been bad, slow traffic on the nimitz freeway clearing after a crash in hayward. now let's go to steve. thank you sal.

southwest. was really warm, gave us about a quarter of an inch to over an inch towards mendocino lake county. more show than go. the air is so saturated it won't wouldn't take much to get more drizzle going. the additional system will continue to keep at theme going. slight component of a westerly breeze in place for mouth northern california everyone's socked in with the same canine of air mass, very muggy, balmy, clammy, the humidity factor is really high. now the system that's on its way will give us a lot of cloud cover late tonight, maybe rain in the north baby saturday morning and then drizzle. it looks like a weekend of that. there's a series of systems coming across the pacific. they're enough to keep a lot of cloud cover in the forecast. farther north better opportunity for rain. farther south more clouds. light rain and drizzle giving way to mostly cloudy, partly sunny skies. low 70s. some lows are sitting at 56, 57

degrees. let's show temperatures two times, why not. 72 antioch and brentwood and also towards the south bay, santa claire valley. and also 65 san mateo, drizzle today in brisbane, also along pacifica, half-moon bay. lots of low clouds and drizzle. next week does look warmer. >> speaking of the weekend, more than 5500 runners will hit the pavement along san fransisco's waterfront. that's because the city is holding its first rock 'n' roll half marathon event. the race has been held in a number of other cities in the past 16 years. the course will feature several live bands and cheerleaders to give runners encouragement and a larger concert. researchers at the national lab say brisk walking can be just as good for your heart. they say it's a matter of how far people walk. people who run may take half as long to cover the same distance but the health effects are

stocks still down sharply on wall street, but the dow's come back a little bit. it was down over 160 points. at one point right now as you can see a live look at the big board. it is still down 113 points at 14,493. the nasdaq is also down 1% down 34. s&p is down 13. the stock market is reacting to this morning's march jobless report. u.s. employers added just 88,000 jobs last month, and that is the end of a five-month streak of strong hiring, and the jobless rate dropped 1/10 from 7.7 down to 7.6%. you would think that would be good news. experts say the only reason it fell is because people stopped looking for work. about a half million people so

they are not counted as unemployed. north korea has moved a second missile to a hidden launch pad on its east coast. the north's two missiles are capable of reaching the island of guam and that is home to 6,000 american troops. kyla campbell is in our washington d. c. newsroom. >> those missiles could travel 2500 miles. that puts people and thousands of u.s. troops in south korea guam and parts of japan at risk. the accuracy of those missiles is still in question. that's another reason the u.s. believes any launch would be a test, not a targeted attack. even so, the u.s. and south korea have moved warships into position to intercept missiles. some analysts believe kim jong un wants to rally the people in his nation to get support for their leadership. others think he's taking threats too far. the chairman of the house committee on foreign affairs says it is time for the obama

mandatory military service requirement for men,, but min could have waited until he finished his education. >> this time it's kind of serious because they are even threatening the u.s. >> jesse min starts basic training in the south korean army in october. he says at least one other stanford student is joining him. it is 8:47. let's get you updated on some of the top stories we're following. san fransisco police hope surveillance video inside a cab will help them catch the person who stole a taxi overnight. officers chased the cab from san fransisco to pacifica and back to san fransisco. the suspect eluded capture by jumping out of the vehicle at san fransisco state and running away. president obama is proposing cuts to social security as an attempt to compromise for the republicans on the budget. reportedly when the president releases his budget on wednesday it will include a revised way to calculate cost of living increases in social security. and a federal judge has ordered the fda to make the

morning after pill available to girls of any age without a prescription. ktvu pam cook is in our newsroom with local reaction and support for the decision that may surprise you. >> reporter: the emergency contraceptive northern as the morning after pill needs a prescription for anyone under the age of 17. scientists have been recommending unrestricted access for years. the american medical association, the american congress of obstetricians and gynecologists and the american academy of pediatrics are also in support. in 2011 the fda commissioner issued a statement saying that after rigorous study the agency concluded that it was safe to sell the morning after pill without a prescription. but she was overruled by the health and human services secretary. now this morning's announcement is being overruled by local parents parents and young adults. >> i think 16's too young. especially because if they know they can get ahold of it it's a little frustrating because i don't think they're old enough

to make those decisions. >> i think it's pretty ridiculous that they're going to offer it to a girl any age. i mean that just gives girls a plan b i guess, you know, literally i guess, you know, and i just -- i don't think it's a good idea. >> this morning the federal judge in new york ruled that the government should make the emergency contraceptives available to girls of all ages without a prescription within 30 days. now just a short timing a an official comment from anne an attorney came in, it says we are reviewing the decision and evaluating the government's options. that means there could be an appeal of this morning's ruling. reporting live in the newsroom pam cook ktvu channel 2 news. 10 minutes before 9:00. while contraception has been a divisive issue, the vatican this morning tackled another hot button issue. pope francis announced he will push the church to "act with determination against clergy
