it could effect 680 in general. and those fierce winds that whipped through the bay area this week have left a massive cleanup job across san francisco. we'll show you the damage and the work that still has to be done as the ktvu channel 2 morning news continues. good morning, to you and welcome to the middle of the week it's wednesday, it's april 10th i'm dave clark. >> and i'm claudine wong in for pam cook this morning. let's check your weather and traffic with steve watching the range of temperatures we've seen this morning. >> you're look agent my temperature -- looking at my temperatures? >> i am. >> we have clear skies. temperatures 30s and 40s and 50s. i'll end up 60s and 70s and 80s. this could be the warmest day of the week. here is sal. right now we're looking at an overturned truck that came off the freeway. 680 northbound at mission

boulevard south. that would be the first mission boulevard exit if you're driving from san jose to pleasanton. just say that again. it's mission boulevard south. that off ramp is closed. you're looking at it on the map here. the traffic on the freeway so far has been moving well but we want to let you know that off ramp is closed and traffic is going to be busy in the area. if you're driving on 237 the traffic here looks good crossing 880. let's go back to the desk. we have developing news from the east bay. one man is dead, two women have been wounded after a violent incident inside an antioch home. neighbors say a young man took his own life after shooting his exgirlfriend and her mother. >> i have lived here five years. i never had any problems by the grace of god. god has protected me. people are very friendly. it's like a family. >> police identified the man who took his own life as 22-

year-old jimmy bills. the mother and daughter are expected to survive. tara moriarty has been talking to police and she was have more coming up at 6:30. let's go san jose where firefighters found a body as they were putting out flamens a freeway on -- flames on a freeway onramp. it lookalikes the victim may have -- it looks like the victim may have been living in that area. >> we're on that roadside onramp. you can see you can make out the fire is still smoldering here. as you take a look you can see the caution tape and evidence of a small camp site. we are on state route 85. san jose investigators still trying to figure out the identity of the person who is badly burned body was found here last night. firefighters were called to the scene shortly after 9:00 for a fire in the wooded area alongside the onramp. and of course in putting out the fire they found that body. >> it appears the person lived

there in the area. again he's located on the off ramp right at the off ramp between the freeway onramp to 85 and the sand wall. >> and when that area investigators found a burned out mattress and what was left of a tent. it appears the person was alone and the only victim of the fire. the cause of the fire still under investigation. coming back to our live shot, we can tell you there is a nearby business district. as that business district opens up we will check in with some of the business owners and workers in the area to find out if they have an idea as to the identity of the person who was making a home here in this area just off the northbound coddle road onramp on to state route 85. we'll check in with fire investigators as well to find out if they have any idea how this fire started. time is 6:03. investigators believe a woman who had been reported missing and later found dead in santa

cruz county was not the victim of foul play. the body of 54-year-old wendy elizabeth revis was found missing. she fell down a steep hillside a couple blocks from her home on highway 9. the coroner is waiting for toxicology report to come in for the exact cause of her death. the city will be busy with storm cleanup. alex savidge is in the park side neighborhood where strong winds knocked down trees and caused a lot of damage. >> reporter: city crews have a ton of work to do across san francisco. i will show you one example here behind me. this is actually the under side of a huge tree that was just uprooted when the winds came through here earlier on this week on monday. this is right along sunset boulevard near sloat.

it's interesting when this first three came crashing down it knocked down a second tree. it's a similar story across san francisco. dozens of trees were knocked over bioglassy -- knocked over by strong winds. it crushed the backstop there at the baseball field. now this morning we also dropped by the great highway which is still shut down in both directions because of all the sand that was blown from the beach up on to the roadway. the road is blocked off from lincoln to sloat while workers try to remove the piles of sand. but it is a slow process and there is no word on when the highway will reopen. we bring you back out here live you can see work crews have done some of the cutting and chopped some of the branches off that were here blocking the sidewalk. but still a massive tree needs to be removed. i put in a call trying to get a

sense a timeline of how long it will take to repair to do all the repair work around the city and clean up the downed trees. live this morning in san francisco alex savidge. authorities in southern california have released a 911 call from the couple tied up in a cabin by a fugitive excop christopher dorner. >> that call came from karen and jim reynolds on february 12th. and it led sheriffs deputies to rescue them and eventually kill dorner. they killed dorner -- he beelined folded and bound the couple and stole their car. karen was able to make it to her cell phone and tribed the car to police. time now 6:06. new developments from north korea about their reported plans to launch missiles.

south korean defense official says north korea has completed final preparations for a missile test that could happen any day. the u.s. military says it's not a question of when north korea will launch the missiles but where. now if it's launched over water, the u.s. says it will not be shot down. but if it goes out of land interceptor missiles will be sent out to destroy them. south korea says an initial investigation has found the north korean government agents were behind a cyber attack last month. about 32,000 computers were effected in the attack. investigators believe that six computers in north korea were used to get access to south korean servers using more than 100 ip addresses overseas. president obama is releasing his proposed budget for 2014 is coming in.

now the president is proposing both spending cuts and tax increases to reduce the deficit. coming up at 6:15 our washington, d.c. newsroom will give us an update actually a break down of the president's proposed budget. in just a few hours cal tran will update its progress dealing with the big bolt problem on the bay bridge. cal tran will brief the metropolitan transportation commission to fix dozens of huge bolts that snapped. a second batch of bolts has be tightened into place and unlike the last group these bolts appear to beholding. the new bridge is scheduled to open during the labor day weekend. time now 6:08. let's bring sal back. you're watching the whole bay area. but what is happening in the south bay? >> we have a truck that was carrying a crane dave and claudine. southbound 17. didn't quite make it under one of the bridges here. southbound 17 after highway 9.

there is a truck on main street. the truck did not clear. i'm not sure if he hit the bridge or would make the bridge. traffic is going to be slow in this area. it's hard for vehicles to get by according to the chp. we will move up to fremont. i've been telling you about this crash on 680 northbound at mission boulevard. it's the first mission boulevard as you drive from san jose up to pleasanton. news champer 2 is there looking at it for us. as you can see from the picture the traffic is moving by on the freeway pretty well. let's take a look at -- this is the picture we're talking about here from news chopper 2. traffic will be moving along pretty well. now let's go over to the bay bridge toll plaza and the traffic is backed up only to about the middle of that parking lot. the metering lights have gone on and it's a little better

than it normally is. we won't say anything. we'll just keep it to ourselves. if you get to the bridge before too long you'll have an easier commit. good morning, everybody. we have a a wide variety of low temps. 40s and 50s and 60s. look at that big power house low in the middle of the country. that is the one that gave us the wind. boy is it doing a number on much of the country with snow, severe weather and rain. today not arizona windy. it will still be sunny and mild. the warming trend started -- i really didn't say monday because it was too darn windy. yesterday we warmed up to 70s and 80s. some temperatures to the north. i mean, 40s, 50s, and 60s. other location in the 40s. santa rosa is in there. napa. look at san francisco 59. concord and walnut creek. fairfield and antioch. 64 and 65.

mountain view 50. ten, 15-degree spread. if you get a north wind it's warm. if not it's a west wind at santa rosa. that's what i'm dealing with this morning. it's a lot less than speed wise. 31 tahoe. 36 up in reno. and 39 eureka. that is really cool. high pressure. temperatures will top out. a weak system coming in. it's pushing fog down the coast. it will be back probably late tonight and tomorrow. but warm. breezy but not as bad as yesterday. still a north wind means 80s for many. san rafael in there. burkely 76. 80 morgan hill. 79 santa cruz. redwood city also at 81. fog back and will a little bit cooler. slight cool down on the weekend. especially sunday into monday. intellect your time now 6:11. he used to be in charge of a

welcome back. fire crews expected to get in control of this wild fire later today. this started monday afternoon in fillmore burning two homes and about 148-acre. powerful winds fanned those flames. more than 100 homes were evacwaited but the evacuees are back home now. no injuries reported. and the cause of the fire is still under investigation. i have new video to show you of the parents who allegedly kidnapped their two children and then fled to havana. here's a video of joshua and sharon hakken being booked into a hillsborough county florida jail early this morning. both are facing several charges of kidnapping, child negligent, and one -- child neglect and one count of burglary. they lost their parental rights and kidnapped their four and two-year-old sons from their grandparents in florida and fled to cuba. this man used to hold the top job at a marin county

sanitation district. authorities have issued a $1 million arrest warrant for 45- year-old brett richards but he is still on the run. richards is accused of stealing taxpayer dollars while working at the sanitation district. he could face up to ten years in prison and fines up to $1 million. according to the san francisco chronicle, former east bay democratic congresswoman ellen is now endorsing the grass roots organization campaign called nominatehillary.com. hillary says she is taking a break but hasn't completely ruled it out. >> as ktvu kyla campbell reports from our washington, d.c. newsroom the president's budget arrived on capitol hill just this past hour. >> reporter: congressional members are sifting through

hundredsover pages of proposals this hour. take a look at this reading material that just arrived last hour. senior white house officials gave us a glimpse of what is in these booklets. president obama promises to reduce the deficit by $4.3 trillion over the next ten years but part of this plan will have republicans firing back. it includes increasing tax revenue by $580 billion and this is how. president obama wants to implement the buffet rule. meaning households making $1 million or more a year must by at least 30% in taxes. he wants to limit the value of tax deductions for the wealthiest 2%. and raise tax revenue for the oil and gas industry. when it comes to the automatics government spending cuts that ticked in last month he would replace the sequester with lower long-term cuts.

for now i'm live in washington kyla campbell ktvu channel 2 news. president obama and first lady michelle obama hosted big musical names at the white house last night. it was a celebration of memphis soul music. they were rocking. now some current stars like justin timberlake and queen latifah joined hit makers in the past and many more. the president was bopping and so was the first lady. it was all part of the performance at the white house series. women demanding equal pay for equal work. rally in san francisco. supervisor malia cowan marked the fifth anniversary of the equal pay. women nation-wide make 70 cents to every dollar to a man with

equal qualifications and that gap widens depending on race. your time is 6:18. this morning the city of san francisco celebrating the 135th anniversary of the california cable car line. on april 10th 178 the first cable car went into service. that is the oldest cable car line in operation. later on this morning free cable car tickets and free coffee will be passed out at the cable car stop on california and samsung streets. time now is 6:19. let's head back out to sal. the busier freeways start to get more traffic. how are things looking? >> things are getting busier, claudine. they still have that crash in flee mont that has that off ramp closed. fortunately it did not effect the traffic on the freeway nearby. let's look at news chopper 2 flying on interstate 880 in

fremont. you can see traffic is moving along pretty ll. northbound 880 on the left and right not a bad commute at all. this mornings commute westbound bay bridge surprising. it's only backed up to about the middle of the parking lot in most lanes and the metering lights are on. let's go to steve. thank you, sal. under clear skies. not nearly as breezy. occasional 15-20 miles an hour breeze. but overall things are calming down. it will still be sunny and warm. today we'll have 80s. santa rosa yesterday 77. i saw one progression for 88. did not go for that. anywhere for 81-88. i split the difference here. we will bump san francisco up one. average is 63. way above average. livermore from -- big monster low in the middle of the country coming out of the rockies. for us weak system dropping down. it's going to increase the fog but probably not until tonight in that westerly breeze.

but not before we have a lot of sunshine and warm temps. 40s and 50s and 60s on the lows. any kind of breeze and that temp is way up. san francisco sitting at 59 right now. i went 57 to start off at 7:00 a.m.. we will end up with 72 and lots of sunshine. probably a west wind kicking in later this afternoon. today not nearly as windy or the wind not nearly as strong. it will be sunny and warm. any warm north wind will top out today. so 80s for many of the temps inland. 70s around the bay. 60s elsewhere. today will be the warmest day of the week. it still looks like fog will be coming in. keep it there for friday and saturday. tonight power ball will have its first official drawing. the kicks went on sale -- the tickets went on sale monday morning. now the game requires players to match up to six numbers. the odds of winning the jackpot in each game are about 1-175

a new bird flu has made it way to china and the u.s. is racing to make a vaccine. there is new evidence the strain would threaten the u.s.. and nine of those people have died. officials in china held a mass bird killing. but china authorities are not sure where they are coming from. texting is partly to blame for a medical helicopter crash in missouri that killed four people back in 2011. it's the first time texting has been linked to a fatal air croft crash. the pilot was texting during preflight safety checks and didn't know his fuel was low. the ntsb is warning pilots to not use cell phones or other

devices during safety checks on the ground or in the air. time now is 6:25. the california state senate is cracking down on swatters swatting. it works like this. police get an emergency call, a 911 call. usually it appears to come from a home of a celebrity. when the police arrive they find out it was a false alarm. yesterday comedian russell brand became the latest victim. l.a. police got a call of an armed robbery at his home in progress. that report turned out to be false. >> how much money is lost? >> hundreds of thousands of dollars. initially when we get calls like this we would roll out entire swat teams. those can get very expensive. >> the proposed bill would make the swatters or if they happen to be under age their parents pay for that cost. one call could cost $10,000. let's head back out to sal castaneda for a look at how

know more about what led up to all of this. tara. >> reporter: neighbors say the woman who lived in the home behind me actually had a restraining order against her next boyfriend. 22-year-old jimmy bills shot the two women and turned the gun on himself. the women were bill's exgirlfriend and mother. it happened last night before 11:00 on the 2500 block of york shire drive. the victims were air lifted to the hospital. residents here say they are shocked. >> i lived here five years. i have never had any problems. people are very friendly. it's like a family. >> reporter: witnesses say there were three other children in the house at the time of the shooting. two nine-year-old boys and a teenage girl. we will check in with investigators this morning and see if they have any updated

information. let us know if there is any motive behind the shooting in antioch. in san jose firefighters found a body while putting out flames on a freeway onramp. investigators say it appears the victim may have been living in that area. christien kafton is live in san jose with the details behind the discovery. christien. >> reporter: we are on the coddle road onramp. take a look you can see the fire here is still smoldering just a little bit. you can also still see the caution tape here and some of the evidence of a small campfire here. firefighters were called around 11:00 to put out a fire along the side of the road here. san jose fire investigators say the person was so badly burned it's hard to tell if it was a man or woman. they are still trying to piece together who may have died here last night. >> it appears he did reside

there. there is trees and crush in that area. which we are on fire and low et asked a maigres. it appears the person was home alone. the cushion of that fire still under investigation. to find out if they have a -- for now we are live in fran oh. classes resume at a community college in folk after a student stabbed 14 people at the school. coming up at 6:45 what we are learning about the disability the attacker has and what he told police. congress reportedly has reached a compromise on gun control and vice president joe biden says it's about time. >> the public is so far beyond where the congress is.

so far ahead. >> democratic senator joe and republican senator pat are expected to announce later today they have reached a deal on expanding background checks. that announcement comes after president obama flew families from newtown, connecticut to capitol hill aboard air force one to lobby lawmakers. later on this morning first lady michelle obama will be talking to chicago high school students about violence. first she'll attend a joint meeting. addressing youth violence. it will be hosted by chicago mayor rob emmanuel. then she will hold to harper high school. she will talk to a small group of students and counselors there. in the past year 29 current or former harper students have been, eight of those students have died. a massive rally is taking place in washington, d.c.. it's all in support of immigration reform. students from berkeley and oakland will be out there joining the expected thousands of people in washington, d.c.

for that rally. each student raised about $1,000 to make that trip. it was organized by immigrant rights group by any means necessary. the faulty bolts on the bridge were cracking and had to be replaced. now we understand new ones are working. at least so far. brian flores is live at treasure island for us with the latest. brian. >> reporter: cal tran has maintained all along this faulty bolt problem would not -- and from what we understand so far they are keeping with that promise. now this morning at 9:30 cal tran will brief officials with the metropolitan transportation commission about the problems on the bay bridge that were discover the recently. 31 bolts were snapped when they were installed. damage bolts contained hydrogen which can weaken metal pieces. and the cost to replace those bolts would be about $1

million. but the chronicle reports a second batch of bolts made stronger than the previous ones and made by the same company were sent over and recently installed. it is also being reported that so far the bolts are loading into place. an agency spokesperson says at this point it may be too long- termly -- februaries with the commission still want to know what happened to the fault you bolts. we have calls into cal tran and the metropolitan transportation authority. as soon as we hear more from them, we'll pass that along. time now 6:36. let's get everybody moving this morning. a lot is happening in our commute this morning. sal, where are you focused now? >> we are still looking at fremont. even though the traffic crash the truck that son its side has not effected the freeway so

far. you cannot use the commission boulevard south off ramp until they right the truck and get it out of there. i do want to mention a crash overnight that occurred in the santa cruz mountains. one person was killed when the car went off the roadway and unincorporated santa cruz county earlier this morning. the traffic collision located on bear creek road just west of state route 35 reported just before 1:00 in the morning a passer by noticed skid marks on the road and called police. they noticed someone had gone down the embankment. they did retrieve the body. the car is down there. they'll get that car later today. bear creek road may be blocked temporarily. let's move along to the bay bridge toll plaza westbound as you come up to the pay gates here. there is no major problems. it seems a little lighter than usual. it's a 15 minute delay. and no trouble on the bridge itself. let's go to steve. >> thank you, sal. a very good morning. we have clear skies that is for

sure. i'm here. there you are. clear skies. for some areas it's really warm. ron said it's warm out here. just came inside and said it's really warm in oakland. and it is. it's sitting in the low to mid 60s. some areas in the 40s. weak little system right there will give an increase in that westerly breeze and some fog. maybe late this afternoon and tonight. but today 5-15 degrees above average. we should be around 62-70. and we'll be around 70-84 degrees. 70s and 80s through the interior. 60s and 70s closer to the coast. some are really warm. some are really cool. there are 40s to mid 40s. it depends if the wind has collapsed. fairfield and antioch. i saw about five, six readings around fairfield, vacaville, antioch and oakland. all around 62-67.

52 san jose. yet 50 in mountain saw. oakland is 63. some of the temperatures are depending on that easterly or northerly breeze. the wind seems to be collapsing. it will not be as strong today. sfo has gone from 15-5 to calm. it's still a westerly breeze in oakland. i don't think it will make it here in the morning. this afternoon it might pick up a little bit. 30s in the mountains. 40s elsewhere. for us sunshine today and warmer temps. it will cool down starting tomorrow. 70s and 80s. this looks to be the warmest day. temperatures should have no problem rocketing up with any kind of a north wind. sonoma 83. clearlake 82. 82 walnut creek. 79 castro valley. 80 morgan hill. it will be temperatures in the 70s and also 80s. kind of a tough call on the coast but it looks like 60s and

70s. an early morning investigation led to secret service shut down washington, d.c. roads. that after a car parked near the white house sparks concern. down trees and lots of damage all across san francisco. we'll tell you about the cleanup work that still has to be done after this week's fierce wind storm. if you are driving in san jose northbound 280 that traffic looks good. we'll tell you more about the trouble spots around the bay area commute. please.

increases to deal with the deficit. strong coastal winds have downed trees. alex savidge is live in park side where the storm continues to require some cleanup this morning. alex. >> reporter: it certainly does. it should be another busy day for city crews in san francisco after those fierce winds blew through the bay area earlier this week. let me show you one example of the damage here behind me. this giant tree that was uprooted. you can sign of get a sense here. the tree split into two pieces. one of those pieces knocked down a second tree. obviously a quite of bit of work to do here to get everything cleaned up. across san francisco the same story. dozens of trees were knocked over by the gusty winds. check out the damage done at this baseball field. this is 28th avenue and va centistreet. a huge tree was toppled by the powerful winds and it crushed the backstop at the ball field.

the obama administration has been holding intense talks on how to boost raid to the rebels. the roads around the white house are back open after an early morning investigation. around 4:00 this morning a suspicious car parked near the white house forced the closure of roads and the entrance to the metro rail station. secret service inspected the car and determined the area safe. no word on yet whether they are questioning anyone. analysts agree president obama's best looking remark about kamala harris may help her career. but this is not the first time people are talking about harris' gender and appearance. classes resume at a texas community college after a student there stabbed 14 people on the campus yesterday. authorities say 20-year-old dillon quick told them he fantasized about stabbing people to death. witnesses say he started

attacking people yesterday at lone star college stabbing them with a razor type knife. three students chased him and wrestled him to the ground until the police got there. two of the stabbing victims are still in the hospital listed in critical condition. back here at home police say a 19-year-old man who was working to improve his life became the latest victim of gun violent in richmond. demaria young was participating in a job program when he was shot and killed right in front of his father and brother. two other people were injured in that shooting. the victims and about 20 other people were on south 28th street. they were taking an agility test for the richmond build program. that is when a white suv drove up and a man started shooting. so far there have been no arrests in this case. a ten-time felon has been charged with murder in connection with a shooting death of a former oakland tribune freelance photographer. police say 38-year-old anthony lister fired the shot that

killed 54-year-old lionel fluker friday night. fluker was driving home on seminary avenue just as two men started shooting at each other at a gas station near mills college. a stray bullet hit fluker. he died at the scene. police are still searching for the second gunman. new numbers show fewer community college students are earning their goal of a associates degree or transferring to a four-year school. they earned degrees of transfer. that is compared to more than 52% of students who started community college in 2002. completion rates for african american students are below 40%. time now 6:48. sal, can you help the folks at the toll plaza? >> i can. i think i can give you a decent commute there if you will be driving into san francisco. westbound. it's backed up for a ten to 15 minute delay. it's not as bad as it normally is. san francisco traffic itself
