engineers say they can fix it. but the solution to broken bolts on the new bay bridge will take time and it is still unclear just how much time they will need. good afternoon. i'm claudine wong in for tori campbell. topping our news this morning -- the new bay bridge, engineers say they think they now hoe to fix the -- know how to fix the broken bolts. about you there's a catch.

this could delay the opening of the bridge. caltrans met with the metropolitan transportation commission. brian flores was there and will tell us what was said. >> reporter: good afternoon. as work continues on the bay bridge, there's still concern of about 30 or more bolts that were installed earlier this year. while officials remain confident in the bridge, there's still questions on how some bolts snapped in the first place. bridge engineers gave a public update in front of the metropolitan transportation commission. at question, 30 bolts that became fractured. when they re-examined those bolts, they found bolt fractures. this morning, officials blame hydrogen which weakens the strength of the bolts but they told the commission they don't know where it came from. >> it could have come from the manufacturing process. it could have come from the fact the bolt locations were

embedded and collected rain water or other moisture and water is ht 0, right? one issue, the source of the hydrogen. >> reporter: now, officials say they've gone through many procedures and remain confident in the in the bolt manufacturer in ohio. they say they are working on a number of solutions to take care of the bolts even though concrete has already been poured over them. we learned one option includes opening the bridge on time without the fixes. they say the bridge as is seismically safer already than the existing bridge. >> the first thing everyone needs to understand is the new bridge is many, many, many times seismicity more safe than the existing bridge. the second part when the engineers build these, they are way overdesigned and constructed for a reason.

there was a second -- >> reporter: there was a second batch of bolts installed. so far they are doing okay. officials say they will keep an eye on them to make sure there's no problems. we asked if they are stuck on the bay bridge opening on labor day. officials say now that they may be reconsidering that date. we'll have more on this during the ktvu news at 5:00 and 6:00. for now, i'm brian flores, ktvu channel 2 news. the bay area is enjoying a lot of sunshine. this is expected to be the warmest day of the week. want to give you a look outside at a gorgeous shot. what a change it's been. the average temperature in san francisco on this date, 63 degrees. but mark tamayo says it's 10 degrees above that average.

he will be here in a few minutes to tell us how much warmer it will get and how long it will last. well, president obama will meet with a dozen republicans tonight to discuss the $3.8 trillion budget he released today. the proposal was delivered to congress this morning with almost $2 trillion in deficit reductions over ten years. it includes higher taxes for the wealthy which is something that republicans staunchly oppose. but the president hopes to suggest for the first time small cutbacks to social security and medicare. >> when it comes to deficit reduction i've already met republicans more than halfway, so in the coming days and weeks, i hope the republicans will come forward and demonstrate that they are serious about the deficits and the debt as they claim to be. >> reporter: so far republicans have expressed anger at the budget because it could raise taxes. democrats also upset about cuts to entitlement program. the u.s. postal service

says the cutting saturday service is off the table. more details on what led to the decision and reaction to it. ktvu's alex savidge is joining us from oakland with what's next. alex? >> reporter: well, good afternoon. six-day mail delivery has been saved, at least for now. it's certainly a relief for many. customers i talked with today here at the -- many of the customers i talked with today at the main office. everything goes back to february. that's when the postal service said is planned to scale back to monday through friday delivery. that was supposed to take effect in august and save $2 billion a year. but -- but congress intervened. and that means the saturday delivery will remain. one man i spoke to who runs an insurance services business say going to five-day delivery

would have hurt. >> yes, it would. i like getting the mail in on saturday also. it would -- i guess this would not threaten package services but when you prune back the tree and prune it too severely that would have gone, too, sometime in the future. i like keeping the postal service intact. >> not such a big deal. especially when you have bills coming. sometimes you dread the bills coming in. a lot of times you get a lot of coupons in the mail. not a big deal for me. >> reporter: now, i called the postal service today but a spokesman wouldn't do an on- camera interview with us. he referred me to this statement that says in part -- >> reporter: it's clear the

postal service will continue pressing congress to allow a reduction in the delivery schedule but for the time being you can still expect to get that mail delivered on saturday. we're live this afternoon in oakland, alex savidge, ktvu channel 2 news. >> thank you, alex. well, a silicon valley career fair is underway right now in san jose. it's all being held at the double tree hotel on gateway place. companies like apple retail, sonic.net and sleeptrain as well as salem communications are accepting resumes. the career fair runs until 2:00 this afternoon. if you are a job seeker, dress professionally and bring several copies of your resume. well, we've seen public universities cut programs and classes. but today san jose university singing a different tune. the new expansion just announced. christien kafton was there and has more. >> reporter: the san jose university announced they would

be expanding their online program. that's here on the campus. educators and the founders of the edex, the online company, says the program has been so successful so far and gavin newsom says the online learning program is a technological breakthrough, allowing educators to reach a new generation of students who grew up in the impercented world. >> people are interested in evidence. this is an evidence-based approach to a new form of living in a world that's hyperconnected and in a world that's changing as rapidly as any other human time in history. >> reporter: edexsays thousands more students will now be able to -- edex says thousands more students will be able to benefit from this and this will be available to 11 more campuses. advocates say the blended education model reaches more students and those students get

better grades. students who take the class say the classes are more work but that it helps because they are allowed to learn at their own pace. >> i like that, you know, sometimes it's hard to catch everything said in a lecture. i can't write that fast. sometimes you miss things. with this lecture you can go back and if you kind of miss it, you can go back and play it again. >> reporter: a san jose state university -- san jose state university announced they will establish a new center for excellence in adapted and blended education to promote the blended classroom learning model. christien kafton, ktvu channel 2 news. >> thank you. well, authorities in the south bay are investigating the death of a man whose badly burned body was found near a grass fire. it happened in what appears to be a homeless camp along the

onramp at coddles. they found this card and turned it over to the chp. investigators are trying to determine if it does belong to the person who died. we have more information about a homicide investigation in east weckd. police say 29-year-old keith harding was fatally shot at a home on 85th avenue. now according to the oakland tribune, it appears there was a marijuana operation going on. 142 plants were found as well as licenses for grow. this is the city's 26th homicide in oakland this year. a ten-time felon has been charged with murder in connection with a shooting death of a former tribune photographer. police say 28-year-old anthony lister fired the shot that killed lionel flukier on friday night. he was driving home friday night. a stray bullet hit flukier and he died at the scene. police are still looking for the second gunman.

a single car accident in the santa cruz mountains left one person dead this morning. officers say the driver lost control on bear creek road just before 1:00 a.m. and the car rolled 300 feet down the embankment the highway patrol says the driver was ejected and pronounced dead at the scene. he was the only one in the car. an investigation is underway. but investigators say it's likely the driver failed to negotiate the sharp curve. one man is dead and two women wounded in antioch after a shooting on yorkshire drive between deer valley road and hillcrest avenue. police say 23-year-old jimmy bills shot his ex-girlfriend, her mother and killed himself. neighbors were shocked. >> did you know the daughter had been having issues with her ex-boyfriend? >> yeah. i knew something that happened

last year from what i understand. but i didn't know it progressed to this level. >> police say the ex-girlfriend and her mother are expected to survive. a 7-year-old boy shot in antioch last month at a family barbecue is out of the hospital and is expected to make a full recovery. the boy was at a home on william reed drive about two weeks ago when someone fired shots into the backyard. police think the shots came from an area near the g street overcrossing. investigators say someone at the barbecue was likely the target and say it may be gang- related. the boy was visiting from out of town with his parents. two senators have announced and agreement in the gun debate and say the deal will help keep guns out of the hands of criminals and mentally ill. >> this is the first step on a common ground, to keep grounds out of dangerous hands and keep our children safe. >> i don't consider considerable background checks

to be gun control. you think it's just common sense. >> the agreement expands background require importants to include guns sold at gun shows and online. the nra released a response to the's greem saying we have a broken mental health system. it's not going to be fixed with more background checks at gun shows. police are investigating the shooting of a circus elephant in mississippi, shot in a drive-by at 2:00 p.m. they shot at the animal area in the staging area. no animals were hurt. the elephant was grazed by the bullet and was not seriously arm. a judge cleared the way for a navy s.e.a.l. who participated in the osama bin laden raid to testify in court for bradley manning. he's accused of leaking documents to the wikileaks website that mirrored those

found -- those found during the raid. the navy s.e.a.l. has documents that mirrored those in bin laden's suggestion, they say. in a bill to stop the practice known as swatting has been passed by the senate. swatting works like this -- police get an emergency call about a crime at a home of a celebrity. when they arrive, they found it's a prank. russell brand became the latest victim. they got a call about an armed robbery in progress. the report was false. >> just last week we had rihanna, selena, justin timberlake and shawn coombs' home. all within a 72-hour period. >> the bill would make the swatters or if they are underage, their parents pay for

the response. one swatting call can cost $10,000. the cleanup continues in san francisco from a storm this week. powerful gusts prout down giant trees like this one on sunset boulevard. there was heavy damage at lake her red, harding golf course, the olympic club and other parts of the city. about 90 street trees were blown over and it could take a while to clean all of them up. >> it doesn't affect the cars and all of that. >> a backstop was damaged by a fallen tree at a ballpark. crews hope to have all of the downed trees removed by the end of the week. some big changes with the weather pattern. we had the rainfall sunday night. the wind monday morning.

today, nothing but sun and very warm temperatures. great perfect weather for a baseball game. giants' first pitch at 12:45. still a lot of sunshine. bay areawide. in fact, we have fog-free conditions. you can see a live stormtracker2. the storm track heading way up to the north and we have the mostly clear conditions and the warm numbers as well. probably already felt it stepping outside. a look at the numbers. it's 72 degrees in san francisco. oakland right now in the mid- 70s. you can see santa rosa at the airport. 79 degrees. they could be breaking the record, 83 degrees to set. today the warmest day of the week. a lot of sunshine. we'll have a few low to mid-80s inland. tomorrow we cool things off with the extended, including the weekend. a dry weather forecast but some minor temperature changes over the next few days. as i mentioned today, the warmest day, we're talking about some low to mid-80s. around 80 to 85 inland. as you get the sinking air mass

that warms and basically it's in place right now. with that the help of a northerly breeze. the inland spots around 82, 85. the beaches, we saw the weak sea breeze. with that that will cap temperatures to around 70 degrees. here's our forecast model. we'll take this into thursday morning. look what happens. we increase some of the fog at 6:00 and 7:00. even if you are not covered with the fog, you will notice the presence because we'll have a stronger breeze that will help import some of that air. some temperatures are coming down a good 6, 12 degrees. look at all of these 80s out toward. oakland, 80. santa rosa, 85. that would be a record. be watching out for that over the next few hours. san francisco, 74. san jose, 81. here's a look ahead at your five-day forecast -- no rain clouds showing up. we cool things off into thursday and then a minor bump in the numbers for friday and saturday. the warmest locations inland

there is a look at your big board. dow is up 135 points. it hit a record high yesterday. s&p hit a record high minutes after the market opened this morning. nasdaq also had a 12-year high. things looking good across the board thanks to healthcare and text stocks. the golden state warriors are headed for the playoffs for the first time in six years. >> 3, 3, good! anniversary of the california street cable car line. >> the historic line first opened on april 10th, 1878. today's anniversary celebration included a cable car bell ringing challenge. the executive vice president, there you see him, of union bank, rang that bell as many times as he could in one minute. for each ring, the bank donated $5 to the cable car system in san francisco. more than $3,000 was raised. the california academy of sciences today welcomed a new family member. the new penguin took its first dip in the water at the african exhibit. just shove him on in. he's just over two months old. until then -- the academy is holding a contest from now until the end of the month to
